RESOLUTION NO. 2024- _____

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAKE

FOREST, CALIFORNIA, RECOMMENDING THE ADDITION OF A

CROSSING GUARD AT THE INTERSECTION OF BLACKFOOT

DRIVE AND LOUMONT DRIVE, AS WELL AS OTHER TRAFFIC

CONTROL ENHANCEMENTS AT NEARBY INTERSECTIONS
WHE
REAS, Ensuring the safety of pedestrians, particularly near schools, is a high priority for the City; and
WHE
REAS, California Vehicle Code Sections 21106 and 21350 et seq. authorize local agencies to erect stop signs, crosswalks, signals, and other traffic control measures at any location needed to properly control traffic; and WHE
REAS, California Vehicle Code Section 21100(i) further authorizes local agencies to allow the regulation of traffic, by persons appointed for that duty, at locations which may require additional traffic control for the orderly flow of pedestrian and vehicular traffic; and
WHE
REAS, The Oxford Preparatory Academy recently underwent an expansion to include a middle school, which will result in additional pedestrian and vehicular traffic; and
WHE
REAS, The City hired a consultant, Hartzog and Crabill Incorporated, to carry out a traffic analysis to address potential traffic flow and safety concerns; and
WHE
REAS, The City’s consultant recently concluded a Crossing Guard and Traffic Control Enhancement Analysis (“Analysis”) at four residential intersections near Oxford Preparatory Academy; and
WHE
REAS, the Analysis determined that providing for a school crossing guard and other specific traffic control measures were warranted at least at one intersection due to current traffic conditions.
