CITY MANAGER' SREPORT
AUGUST 10, 2026 CITY COUNCIL REGULAR MEETING
ITEM: REVIEW AND PROVIDE DIRECTION ON CITY
COUNCIL CHAMBERS SECURITY IMPROVEMENTS
RECOMMENDATION: Adopt Resolution to Provide Direction for City Council Chambers Safety Improvements
SUMMARY:
The City Council has expressed interest in reviewing security enhancements for Council Chambers. City Hall currently operates with multiple existing safety and access control measures in place, including controlled access to staff areas, secured internal access points, and operational law enforcement presence during City Council meetings. As public facility security practices continue to evolve, staff have evaluated several enhancement options intended to build upon current safeguards while preserving public accessibility, customer service, and operational efficiency. Staff has presented safety improvement options to Council over several Council meetings. As requested, Staff is presenting additional options for Council consideration.
BACKGROUND:
City of Lathrop City Hall was originally constructed in 2005 and underwent remodeling improvements in 2021. Those projects focused on facility modernization, customer service functionality, and general building improvements consistent with the operational priorities at the time.
The facility currently incorporates a number of practical safety features, including restricted staff areas, electronic access controls, and operational staffing support during public meetings.
As standards and best practices for public building security continue to advance, staff reviewed opportunities to further enhance access management, employee safety, and visitor screening in a manner consistent with the City' s commitment to maintaining a safe, professional, and welcoming civic environment.
At the May 11, 2026, Council meeting, Council provided staff with direction to move forward with selected improvements to the lobby of City Hail, including safety glass and increasing controlled access to staff -only areas. Additionally, Council provided feedback for additional options for safety improvements for Council Chambers.
At the June 8, 2026, Council meeting, Staff presented additional safety improvements options based on the feedback provided. After review and discussion, Council requested more information related to Option 2: Hand -Held (" Wand") Metal Detector Screening and for Staff to provide additional options for consideration. 377
CITY MANAGER' S REPORT
AUGUST 10, 2026 CITY COUNCIL REGULAR MEETING
PROVIDE DIRECTION FOR CITY COUNCIL CHAMBERS SECURITY
IMPROVEMENTS
PAGE 2
Based on Council feedback, the following options for Council Chambers safety improvements are presented for Council review and consideration:
OPTION 1: Hand - Held (" Wand") Screening
Option 1 would include the use of a hand-eld ("wand") metal detector for screening upon entrance to Council Chambers. Hand- held screening provides enhanced detection accuracy and adjustable sensitivity, while portable and cost- effective.
This option can be monitored and administered by law enforcement staff; however, additional staff would be needed to accommodate wand screening of all attendees.
Staff recommends at least two personnel for this option, with three preferred.
Option 1 is cost- effective with hand-eld detectors ranging in cost from $ 200. 00 to 500. 00 per detector. Hand- held detectors require minimal training to operate effectively. Overtime for two law enforcement personnel is estimated at $ 990. 24. If three law enforcement personnel are utilized for this option, overtime is estimated to be $ 1, 485. 36. These amounts are dependent on the staff available for the assignment and the length of the meeting.
Option 1 presents challenges, including the potential for prolonged entry into Council meetings. This option is also significantly more invasive for meeting attendees.
A draft screening policy is included as Attachment C.
OPTION 2: Law Enforcement Personnel and K9 Officer Presence at all Council Meetings
Currently, when staffing levels permit, law enforcement personnel are stationed at the entrance to the Council Chambers to monitor public access and meetings. Council feedback suggested that consistent attendance by law enforcement personnel, specifically, a K9 handler and their K9 officer, would provide an added layer of security to Council meetings.
Lathrop Police Department is currently providing law enforcement personnel for Council meetings when staffing levels permit. Adding additional law enforcement personnel would increase costs similar to Option 1. Overtime for two law enforcement personnel is estimated at $ 990. 24. If three law enforcement personnel are utilized for this option, overtime is estimated to be $ 1, 485. 36. These amounts are dependent on the staff available for the assignment and the length of the meeting.
This option is the least invasive to the public and most cost- effective. 378

BACKGROUND:
Each year, the League of California Cities ( League) holds an Annual Conference and business meeting to decide League policy for the upcoming year. This year, the Conference will be held at the Anaheim Convention Center in Anaheim, California, September 23-6, 2026.
League membership considers and takes action on Resolutions that establish League policy. In order for cities to vote at the Annual Business Meeting, the City Council of each corresponding member jurisdiction must designate a voting delegate. Each city may also appoint up to two alternate voting delegates, one of whom may vote in the event that the designated voting delegate is unable to serve in that capacity. Annual Conference. The League requires Cities to assign a voting delegate and up to two ( 2) alternate( s). Therefore, staff is requesting that the City Council discuss and formally approve a voting delegate and up to two ( 2) alternate( s) to participate in the General Assembly at the 2026 League Annual Conference representing the City of Lathrop.

The general Resolutions to be voted on during the Conference are expected to be distributed to city officials and posted on the League website site. However, if none are submitted, a petitioned Resolution can still be submitted during the Annual Conference and would need to be considered and voted on during the business meeting.

DATE: Wednesday, May 13, 2026
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 23-5, 2026 Anaheim Convention Center
Every year, the League of California Cities convenes a member -driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.
Taking place on Friday, Sept. 25, 2026 the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.
To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.
Action by Council Required. Consistent with Cal Cities bylaws, a city' svoting delegate and up to two alternates must be designated by the city council. Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.
Following council action, please submit your city' s delegates through the online submission portal by Tuesday, Sept. 1, 2026. When completing the Voting Delegate submission form, you will be asked to attest that council action was taken. You will need to be signed in to your My Cal Cities account when submitting the form.
Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/ alternate records prior to the conference and provide pre -conference communications with voting delegates.
Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration opens June 2.
For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and 1400 K Street.. Suiic 400. Sccrcin nto. CA 95814 • 916. 658. 8200 • calcitic. cui 392

How it works: CaI Cities
Resolutions and the General Assembly
Developing League of California Cities policy is a dynamic process that engages a wide range of members to ensure Cal Cities represents cities with one voice. These policies directly guide Cal Cities' advocacy to promote local decision - making, and lobby against statewide policies that erode local control.
The resolutions process and General Assembly is one way that city officials can directly participate in the development of Cal Cities policy. If a resolution is approved at the General Assembly, it becomes official CaI Cities policy. Here' show resolutions and the General Assembly work.
General Resolutions
Sixty days before the
Annual Conference
and Expo, Cal Cities
members may submit
policy proposals on
issues of importance
to cities. The resolution must
have the concurrence of at least
five additional member cities or

to introduce policy
proposals during
the annual conference. The
petition must be signed by
voting delegates from 10% of

Committee do not go to the General
Assembly. All Petitioned Resolutions
are considered by the General
Assembly, unless disqualified. 2
di During the General Assembly, voting delegates
1 debate and consider general and petitioned
resolutions forwarded by the Resolutions
Committee. Potential Cal Cities bylaws
amendments are also considered at this meeting.

The Resolutions Committee
includes representatives
from each CaI Cities

individuals appointed by
the CaI Cities president.
Voting delegates
