1 TO: City Council
FROM: Andrew Vialpando, City Manager
PREPARED BY: Will Lawson, Community Safety Manager
MEETING DATE: August 18, 2026
SUBJECT: Amending the Oversized Vehicle Permit Program and Adoption of Corresponding Fees
RECOMMENDED ACTION
After conducting a public hearing, and after the City Attorney reads the title, introduce on first reading an ordinance amending Lomita Municipal Code Title VIII (Motor Vehicles and Traffic), Chapter 10 (Oversized Vehicle Permits), Sections 8-10.01 through 8-10.04, and adding Section 8-10.05, to restructure the Oversized Vehicle Permit Program, waive further reading, and schedule the ordinance for second reading and adoption at a subsequent City Council meeting; and adopt a resolution, amending the Master Fee Schedule to establish registration and permit fees for City staff to process Oversized Vehicle Permits, and establishing fines and program parameters for the Oversized Vehicle Permit Program.
BACKGROUND
At its meeting on October 21, 2025, the City Council adopted Ordinance No. 876, establishing the Oversized Vehicle Permit Program under Chapter 10 of the Lomita Municipal Code. As adopted, the ordinance erroneously provided that no fees would be charged for participation in the program.
At its meeting on March 24, 2026, staff recommended a $304 application fee plus a 4 percent technology surcharge, based on an estimated 1.5 hours of staff time per application using the City's 2021 Willdan Financial Services fee study. The City Council directed staff to reexamine the fee amount to better balance program administration, enforcement, and affordability.
DISCUSSION
CITY OF LOMITA
CITY COUNCIL REPORT
Item No. 9c
Tuesday, August 18, 2026 Reg CC MTG, Page *281
2 In response to the City Council's direction, staff worked with the City Attorney’s Office to reassess the program to provide a more balanced enrollment process and permit fee structure. Staff also researched similar programs and fees of neighboring cities, including those of the City of Torrance, to help guide staff’s recommendations.
The Ordinance amends the program regulations by creating a separate oversized vehicle and recreation vehicle (RV) enrollment application for residents and sets parameters for issuance of on-street parking permits for RVs and oversized vehicles. Permitted vehicles park within 1,000 feet of the permit holder’s residence.
The Ordinance also adds a “Blighted Vehicle” definition that makes such vehicles ineligible for enrollment into the program and establishes procedures for the City to deny, suspend, and revoke enrollment in the program. Other reasons for removal or denial from the program include false or misleading applications, unpaid citations, repeat violations, or unlawful use of a vehicle as a dwelling.
Establishing Application and Permit Fees
The proposed Resolution modifies the City’s Master Fee Schedule to establish the corresponding program enrollment and permit fees, as follows:
• $25 annual Enrollment/Registration fee.
• $5 Resident Permit fee and $25 Guest Permit fee (each valid up to three consecutive days).
• A 4% technology surcharge in accordance with the Master Fee policy.
Residents are allowed up to 24 on-street parking permits per vehicle per calendar year and no more than six permits may be issued within any rolling thirty 30-day period, with a 24-hour wait after three consecutive days. Guest permits are limited to four per year.
Fines of $100, $200, and $500 are also established for a first, second, and third-orsubsequent offense, respectively, within any 12-month period.
Should the City Council approve the attached ordinance and resolution, the City will utilize its regular public outreach communication channels to promote awareness of the new permit requirements and fee structure prior to implementation.
FISCAL IMPACT
The proposed registration fees, permit fees, and administrative fines are expected to offset a portion of staff time associated with processing registrations and permits and administering the Oversized Vehicle Permit Program. Revenues generated from these fees and fines are unknown at this time.

ORDINANCE NO. 900
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LOMITA,
CALIFORNIA, AMENDING LOMITA MUNICIPAL CODE TITLE VIII
(MOTOR VEHICLES AND TRAFFIC), CHAPTER 10 (OVERSIZED
VEHICLE PERMITS), SECTIONS 8-10.01 THROUGH 8-10.04, AND ADDING SECTION 8-10.05, TO AMEND THE OVERSIZED VEHICLE
PERMIT PROGRAM
THE CITY COUNCIL OF THE CITY OF LOMITA DOES HEREBY FIND AND ORDAIN AS FOLLOWS:
Section 1. Recitals and Findings.
A. Lomita Municipal Code Section 8-1.17 prohibits commercial vehicles weighing over 6,000 pounds from parking on all City streets except Narbonne Avenue, Lomita Boulevard, and Western Avenue.
B. Lomita Municipal Code Section 8-1.05(a) provides that the Sheriff shall remove any vehicle parked or left standing on a highway for seventy-two (72) or more consecutive hours.
C. On October 21, 2025, the City Council adopted Ordinance No. 876, adding Chapter 10 (Oversized Vehicle Permits), Sections 8-10.01 through 8-10.04, to Title VIII of the Lomita Municipal Code, establishing a permit program for oversized vehicles parked on City streets.
E. The City Council finds that the purpose of this Ordinance is to restructure the oversized vehicle permit program to better serve residents while preserving the City's tools to deter non-resident street storage, RV habitation, and blighted vehicles.
F. The City Council further finds that the parking of oversized vehicles on City streets for extended periods reduces the availability of on-street parking for residents and their guests, impairs traffic safety by obstructing sight lines at intersections and driveways, contributes to the degradation of neighborhood appearance and residential character, and in some cases facilitates the use of public streets as long-term or permanent storage facilities for vehicles that are inoperable, blighted, or otherwise unfit for operation.
G. The City Council further finds that the current permit program, as adopted, places an undue administrative and financial burden on Lomita residents who legitimately own and use recreational vehicles and other oversized vehicles for lawful purposes, and that restructuring the program to provide greater resident Tuesday, August 18, 2026 Reg CC MTG, Page *284
flexibility while strengthening the City's tools to address non-resident storage, RV habitation, and blighted vehicles better serves the public interest.
H. The City Council further finds that adoption of these amendments is necessary for the preservation of the public health, safety, and welfare of the community.
Section 2. Action.
Sections 8-10.01 through 8-10.04 of Chapter 10 (Oversized Vehicle Permits), Title VIII (Motor Vehicles and Traffic) of the Lomita Municipal Code are hereby amended in their entirety, and Section 8-10.05 is hereby added to Chapter 10, to read as follows:

(c) Tow trucks and similar vehicles that are in the course of providing services.
(d) Public utility vehicles that are in the course of providing services. (e) Any emergency vehicle.
Section 8-10.04 Permits.
(a) Resident Registration Program. Prior to obtaining a Resident Permit under this chapter, the owner of an Oversized Vehicle must register the Oversized Vehicle with the City. Registration establishes eligibility to apply for Resident Permits; it does not, by itself, authorize parking on City streets. An applicant for registration shall submit proof of Lomita residency, current California DMV vehicle registration, current government-issued photo identification, and such other documentation as may be required by the Community Safety Manager. The registration fee shall be established by City Council resolution. No registration shall be issued until all applicable fees have been paid. Registration is valid for one calendar year from the date of the registration and must be renewed annually in accordance with procedures established by the Community Safety Manager. (b) Eligibility for Registration. To be eligible for registration, an applicant must be a Resident of the City of Lomita, hold a current California DMV registration for the Oversized Vehicle, and have no outstanding unpaid parking citations issued by the City. A Blighted Vehicle, as defined in Section 8-10.01, is not eligible for registration or any permit under this chapter. The Community Safety Manager may establish additional eligibility criteria through administrative procedures adopted pursuant to subsection (f).
(c) Permit Authorization. Upon completion of annual registration under subsection (a), a Resident may apply for a Resident Permit authorizing a registered Oversized Vehicle to park on City streets for the period stated on the Permit. The permit fee, maximum permit duration, maximum number of permit days per calendar year, maximum permit days within any rolling period, maximum consecutive permit days, waiting periods between permits, and any other permit limitations shall be established by City Council resolution and may be modified by resolution without amendment to this chapter. No Permit shall be issued until all applicable fees have been paid.
(d) Guest Permits. A Guest Permit may be issued to authorize a nonLomita resident's Oversized Vehicle to temporarily park on City streets in connection with a visit to a Lomita resident's address. A Guest Permit may be issued only upon application by a sponsoring Resident. The sponsoring Resident Tuesday, August 18, 2026 Reg CC MTG, Page *287
is responsible for ensuring that the guest complies with all requirements of this chapter and any applicable administrative procedures. Guest Permit fees, duration, and annual limits shall be established by City Council resolution. (e) City Council Authority to Establish Fees and Program Limits. The City Council shall, by resolution, establish all registration fees, permit fees, guest permit fees, administrative fees, fines, penalties, and related charges applicable to the program established by this chapter. The City Council shall further establish by resolution all program limitations, including but not limited to: maximum permit duration per issuance; maximum permit days per vehicle per calendar year; maximum permit days within any rolling period; maximum consecutive permit days; waiting periods between consecutive permits; maximum guest permits per sponsoring Resident per calendar year; maximum parking distance from the permit holder's residence; and any other operational parameters the City Council determines are necessary to carry out the purposes of this chapter. All such fees and program limitations may be established, modified, or rescinded by resolution without amendment to this Chapter. Any resolution adopted by the City Council pursuant to this chapter shall be maintained on file with the City Clerk. (f) Administrative Authority. The Community Safety Manager is authorized to administer the oversized vehicle permit program established by this chapter, subject to the direction of the City Manager. The Community Safety Manager may establish administrative procedures governing the operational details of the program, including but not limited to: application forms and procedures; required documentation; proof of residency standards; vehicle registration verification; permit format and display requirements; online permitting procedures; recordkeeping; inspection procedures; appeal procedures; and any other administrative matter necessary for the efficient operation of the program.
Administrative procedures established pursuant to this subsection shall be consistent with this chapter.
(g) Vehicle Eligibility and Blighted Vehicles. No registration or permit shall be issued for a Blighted Vehicle, as defined in Section 8-10.01. Any existing registration or permit shall be subject to denial, suspension, or revocation if the vehicle becomes a Blighted Vehicle after registration or permit issuance. The Community Safety Manager shall provide written notice to the owner of a Blighted Vehicle specifying the objective conditions constituting the basis for denial, suspension, or revocation, and the corrective action required. A registration or permit may be reinstated upon the Community Safety Manager’s verification that all identified conditions have been remedied and that the vehicle meets the eligibility requirements of this chapter.
(h) Denial, Suspension, or Revocation. The Community Safety Manager may deny, suspend, revoke, or refuse to renew any registration or Permit issued under this chapter upon any of the following grounds:
Tuesday, August 18, 2026 Reg CC MTG, Page *288
(1) The applicant or Permit holder submitted false or misleading information in the Permit application or renewal application;
(2) The applicant or Permit holder obtained the registration or permit through fraud or misrepresentation;
(3) The Permit was transferred to, shared with, or used by any person or vehicle other than the registered holder or vehicle;
(4) The Permit holder has unpaid parking citations issued by the City; (5) The Permit holder or registered Oversized Vehicle has received three (3) or more citations under this chapter within any twelve (12)-month period; (6) The Permit holder has failed to maintain eligibility requirements under subsection (b);
(7) The registered Oversized Vehicle has become a Blighted Vehicle as defined in Section 8-10.01;
(8) The Oversized Vehicle or its use constitutes a public nuisance or creates a health or safety hazard;
(9) The Permit holder has failed to comply with any provision of this chapter or any applicable administrative procedure; or
(10) The Permit is used to park a vehicle used as a dwelling in violation of subsection (j).
Prior to denial, suspension, or revocation, the Community Safety Manager shall provide written notice to the Permit holder stating the grounds for the proposed action, the effective date, and information regarding the right to appeal pursuant to administrative procedures established under subsection (f). The City Manager or designee may impose a suspension for a period established by City Council resolution, based on the nature and severity of the violation. (i) Availability of Parking. A permit shall not guarantee or reserve to the holder thereof an on-street parking space within the City. (j) Compliance with Other Laws. Permitted Oversized Vehicles must comply with all posted street cleaning restrictions and all other applicable traffic and parking laws. No Permit issued under this chapter shall authorize a person to reside or dwell in an Oversized Vehicle parked on any City street.
Section 8-10.05 Purpose and Intent.
(a) The purpose of this chapter is to regulate the parking of Oversized Vehicles on public streets within the City of Lomita in order to provide reasonable flexibility for Lomita residents who own Oversized Vehicles while preserving neighborhood character, promoting traffic and pedestrian safety, protecting parking availability for Residents and their guests, discouraging long-term street storage, deterring non-resident use of City streets for vehicle storage, and preventing the use of oversized vehicles as dwelling units on public streets.
Tuesday, August 18, 2026 Reg CC MTG, Page *289
(b) This chapter is not intended to penalize residents for owning recreational vehicles or other Oversized Vehicles. All provisions of this chapter shall be interpreted consistently with this intent.
Section 3. Effective Date.
This Ordinance shall take effect thirty (30) days after the date of its adoption. Within fifteen (15) days after its adoption, the City Clerk shall cause a copy of this Ordinance to be published in accordance with the provisions of law. The City Clerk shall certify the adoption of this Ordinance.
Section 4. Severability.
If any provision of this Ordinance or its application to any person or circumstance is held to be invalid by a court of competent jurisdiction, such invalidity has no effect on the other provisions or applications of the Ordinance that can be given effect without the invalid provision or application, and to this extent, the provisions of this Ordinance are severable. The City Council declares that it would have adopted this Ordinance irrespective of the invalidity of any portion thereof.

THE CITY COUNCIL OF THE CITY OF LOMITA, CALIFORNIA, DOES HEREBY FIND, ORDER AND RESOLVE AS FOLLOWS:
Section 1. Recitals
A. Pursuant to the provisions of the California Constitution, the City of Lomita is authorized to adopt and implement fees, rates, and charges for municipal services; provided such fees, rates, and charges do not exceed the estimated reasonable cost of providing such services.
B. California law requires that user-related fees for City services do not exceed the estimated cost of providing the service for which the fee is levied, and that no fee or service charges are levied or increased without the opportunity for the public to make oral or written comments at a regularly scheduled City Council meeting.
C. The fees levied in this resolution do not exceed the estimated cost of the City to provide services for which the fees are levied.
D. On June 3, 2025, the City Council adopted Resolution No. 2025-19 amending the Comprehensive Master Fee Schedule.
E. On October 21, 2025, the City Council adopted Ordinance No. 876, establishing restrictions on oversized vehicles parked in the public right-of-way within the City.
F. On August 18, 2026, the City Council held a duly noticed public hearing and accepted public testimony to adopt the new application fees to the Master Fee Schedule.
Section 2. Oversized Vehicle Permit Program Fees and Program Parameters.
The City Council of the City of Lomita hereby establishes the following fees and program parameters for the Oversized Vehicle Permit Program pursuant to Lomita Municipal Code Section 8-10.04:
Tuesday, August 18, 2026 Reg CC MTG, Page *291
Resolution No. 2026-46
(a) Fees.
Fees applicable to the Oversized Vehicle Permit Program, including annual registration fees, Resident Permit fees, and Guest Permit fees, shall be established in the City’s Master Fee Schedule, as amended by this Resolution. (b) Permit Duration.
Each Resident Permit and Guest Permit shall be valid for a maximum of three (3) consecutive calendar days.
(c) Resident Permit Limits.
No more than twenty-four (24) Resident Permits shall be issued for any single registered vehicle per calendar year. No more than six (6) Resident Permits shall be issued for any single registered vehicle within any rolling thirty (30)-day period.
After a registered vehicle has used a Resident Permit for its full three (3) consecutive calendar day term, no new Resident Permit shall be issued for the same vehicle until at least twenty-four (24) hours have elapsed following the expiration of that Resident Permit.
(d) Guest Permit Limits.
No more than four (4) Guest Permits shall be issued per sponsoring resident per calendar year. Guest permits are subject to the same restrictions and requirements as Resident Permit limits.
(e) Parking Location.
Oversized Vehicles with Resident Permits must be parked within one thousand (1,000) feet of the registered resident permit holder's residence of record, and Oversized Vehicles with Guest Permits must be parked within one thousand (1,000) feet of the registered sponsoring resident's residence of record. Fines applicable to violations of Chapter 10 (Oversized Vehicle Permits) of Title VIII of the Lomita Municipal Code enforced by parking citation shall be as established in the City’s applicable fine schedule, as amended by this Resolution.
Section 3. The City Council finds that adoption of the resolution is not subject to CEQA pursuant to CEQA Guidelines Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section Tuesday, August 18, 2026 Reg CC MTG, Page *292
Resolution No. 2026-46
15378) because it has no potential for resulting in either a direct, or reasonably foreseeable indirect, physical change to the environment. The proposed update to the City Master Fee Schedule is not a project as defined in Section 15378 and will not result in a direct or reasonably foreseeable indirect physical change in the environment because it does not approve any project, change the physical use of any property, or otherwise commit the City to any action that would result in a physical change in the environment. Furthermore, if the adoption of the resolution is deemed a project the City Council finds that this activity is exempt from CEQA because it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment. State CEQA Guidelines, § 15061(b)(3).
Section 4. The City’s fine schedule is hereby amended to include the fines and penalties applicable to violations of Chapter 10 (Oversized Vehicle Permits) of Title VII of the Lomita Municipal Code, as set forth in Exhibit A, attached hereto and incorporated herein by this reference.
