Please address a few core issues in our area. 1/ Regular patrolling.

The only time we (and others) have ever seen a patrol car is after the fact, due to a burglary. We need daily patrolling. Our taxes pay for this. 2/ Fix 911. It simply does not work well. Calling from our area routes to a dispatch who then routes it on. Sometimes 911 answers, sometimes they do not. This is unacceptable, of course. 3/ Fix police response times. Response times when an issue occurs are far beyond standard or acceptable. We have seen 8-20 minutes. This is a very material issue. It should be 2 minutes or less we hear from other police forces we have spoken with. This problem ties directly into no patrol cars anywhere near our area. We have had no action for months/over a year. We need your help. Thank you.

Thank you for the email, Ms. Daniels. In reviewing the addresses and signatures it appears the majority, about 85%, receive police services from the County through Los Altos Hills. I would be happy to meet with you, along with the Los Altos Police Chief, to discuss your concerns. However, it may be more constructive if the Chief and I attended a meeting that could be scheduled by the Los Altos Hills City Manager and a representative from the County who provide the public safety services.

Please let me know your preference and we will work to get it scheduled. I am happy to coordinate with the City Manager of Los Altos Hills on your behalf.

Thanks,
Gabe

To Mayor Weinberg:

We, the concerned residents of Los Altos and Los Altos Hills, are writing to address the alarming surge in home burglaries and home invasions over the past few years. This trend poses a direct threat to our safety and undermines our sense of security. We, as tax-paying citizens, are asking our elected officials to provide:

1. A more visible law enforcement presence, immediately.

2. A plan for implementing tougher laws against these criminals.

3. Enforcement of those new laws, as well as enforcement of the laws already in place.

We are committed to working with elected representatives and law enforcement to find effective solutions. Our appeal for enhanced safety transcends a mere request; it embodies a genuine plea for decisive action.

We look forward to your response regarding this urgent matter. See attachment for the full list of residents who have signed this letter. Many have included comments.

Subject: Genesis Security joins forces with PalAmerican Security Dear Valued Client,
Genesis Security has had tremendous success since our inception. We are widely regarded as Silicon Valley’s premier provider of security officer services due to our strong reputation of consistent service excellence and response.

As a continuous improvement organization, we grappled with the best way to bring Genesis to the next level. Our primary goals were to expand our service offering’s ability in scope and geography as well as to greatly enhance our financial backing in this very high-cost market.

In view of this, we embarked on an exhaustive search for a strategic partner. Following months of searching and evaluating our options, we decided that joining forces with PalAmerican Security would clearly be the best way to go for our clients, our employees and for our local management team that supports you and our security officers assigned to your property(s). I will continue to lead our team here as well.

For a little bit of background, PalAmerican Security is part of the Paladin Security Group of companies, a privately held company that, over the course of 47 years, has deliberately and purposely grown into one of the largest security organizations in North America -- one customer and one employee at a time.

To be clear, our management and security officer team that supports you will not change as a result of this change as the acquisition of Genesis marks PalAmerican’s entry to the Silicon Valley market.

So, effective March 31, 2024, PalAmerican will complete the acquisition of Genesis Security. Over the next several months, we will be implementing a carefully orchestrated integration plan. Once done, we will operate as PalAmerican Security. We will do our best to communicate with you as we progress through the integration process.

However, please do not hesitate to contact us with any questions.

I share this news with genuine excitement and optimism!

City Council.

I understand you have scheduled another meeting to discuss safety and security.

As a 30 year resident I’m appalled at the increase in residential burglaries. I’ve attended many previous meetings urging action.

We have enacted a few measures. Bravo. We need to step it up. At this point we require additional patrols. If the sheriff cannot provide additional staff, perhaps we can contract with the city of Los Altos.

Something extreme needs to be implemented, NOW. Thank you for focusing on this urgent need.

FROM: Peter Pirnejad, City Manager
RECOMMENDATION:

That the City Council adopt the attached resolution approving a legal services agreement with Redwood Public Law, LLP for City Attorney and Special Counsel services effective March 15, 2024, continuing to designate Steve Mattas as City Attorney, and appropriating $40,000 from the unreserved general fund to get through the end of the Fiscal Year.

BACKGROUND AND ANALYSIS:

Steve Mattas and the team of attorneys that work with him have provided general and special counsel services to the Town of Los Altos Hills (“Town”) since August 31, 2002. Steve and Meyers Nave have recently advised the Town that Steve and the team of attorneys that work with him are departing Meyers Nave, PLC and will be joining Redwood Public Law, LLP (“Redwood”) effective March 15, 2024. Redwood is a law firm that is focused on the representation of public agencies including cities and towns, and includes lawyers who are specialists in public agency representation, land use, public contracting, Brown Act compliance, conflict of interest, public finance, employment, transportation agency, and general counsel services. Redwood Public Law attorneys serve as City Attorney for 12 cities in Northern California.

The legal services provided to the Town include general and special counsel services that are provided primarily by Steve Mattas, Claire Lai and the team of attorneys who will be joining Redwood and by litigation attorneys who will remain at Meyers Nave. While the Town is entering into a new legal services agreement with Redwood, the action is effectively assigning the work that is currently done by Steve Mattas, as City attorney, as his team to a new firm. When considering an agreement for professional services, the Town’s Municipal Code states that “the skill, ability, and expertise of the entity or person performing those services” is a key component in the selection process. (Section 2-4.04(c).) It also states that “[t]he services selection should therefore be on the basis of demonstrated competence, overall value to the Town, and on the professional qualifications necessary for the satisfactory performance of the services required.” Mr. Steve Mattas has been the City Attorney for over 20 years and in that time has provided the Town with satisfactory performance. The Town has repeatedly renewed his contract when necessary and continues to have confidence in his legal services. Given the experience that Steve Item 10A

and the team that works with him have been providing legal services to the Town since 2002, the team meets the standard listed above. The specific matters handled by the attorneys who will remain at Meyers Nave include a land use litigation matter which is subject a to stay agreement between the parties.

The City Council was advised of the change of law firms by Steve and the team of attorneys that work with him and has requested that staff present this contract for Council consideration at the March 21, 2024, City Council meeting. Redwood has agreed to maintain the same hourly rates and retainer structure that currently exists with Meyers Nave for the legal services provided. As the current contract with Meyers Nave, PLC does provide for litigation services, there is no need to amend that contract at this time. If the contract with Redwood is approved by the City Council, staff will send a letter to Meyers Nave, PLC advising the firm that all City Attorney and special legal counsel services except for the currently stayed litigation will be transferred to Redwood.

The proposed agreement with Redwood includes the same hourly rates and terms as the current agreement that the Town has with Meyers Nave for general and special counsel services and continues to provide for Steve Mattas to serve as City Attorney for the Town and Claire Lai to serve as Assistant City Attorney. Redwood has also agreed to maintain these current rates through June 30, 2025. The proposed agreement would be effective as of March 15, 2024. There is no additional financial impact associated with the transfer of the legal services contract to Redwood.

Staff recommends that the City Council adopt the attached resolution approving the legal services agreement with Redwood and that the City Council authorize the City Manager to sign the agreement on behalf of the Town. The form of the agreement will be subject to approval as to form by independent counsel retained by the Town.

ENVIRONMENTAL REVIEW:

The proposed contract is exempt from California Environmental Quality Act (CEQA) due to the contract not being defined as a “project” under CEQA.
2024 CITY COUNCIL WORK PLAN:

The City Attorney contract was not designated on the work plan and could not have been predicted.

This work is considered part of the day-to-day activities of staff.

FISCAL IMPACT:

The hourly rates and monthly retainer charges with Redwood Public Law remain the same as the standing agreement the Town has with Meyers Nave. However, funding for legal services which was appropriated at the beginning of the fiscal year is projected to run out before June 30, 2024.

At the current burn rate, staff anticipates the Town needs $40,000 more to cover legal expenses this fiscal year. This is not a result of the proposed contract, but rather due to the burn rate of legal expenses over the course of the year.

For specialized legal services including labor and personnel issues, telecommunications issues, enterprise fund work (e.g. sewer and storm water), and special services beyond the level of basic general counsel services set forth herein and as approved by the City Manager or City Council, TOWN will pay REDWOOD $370 per hour for attorneys.

For legal work associated with land use applications or sewer reimbursement agreements which are subject to cost recovery by the Town, and all litigation, except tort litigation coordinated through ABAG, TOWN will pay REDWOOD $440 per hour for Senior Partners and Senior Of Counsel, $400 per hour for Partners, Of Counsel, and Associates. Paralegal work associated with these specialized services will be billed at the rate of $185 per hour.

TOWN shall reimburse REDWOOD for the actual costs of third-party expenses incurred by REDWOOD such as expert witness fees, deposition and court reporter fees, and electronic legal research fees. TOWN shall also pay REDWOOD an overhead charge of three (3) percent of each Special Counsel, Land Use and Sewer Reimbursement Agreement Cost Recovery or Litigation services invoice to cover the costs incurred by MEYERS NAVE for photocopy, fax, delivery charges and postage expenses for those matters.

4. Annual Performance Evaluation. On an annual basis, the City Council, with input from the City Manager, shall review and evaluate the performance of the City Attorney, Steven Mattas, which may include input to Mr. Mattas on the performance of other attorneys in the firm who have performed services for the TOWN during the year.

REDWOOD will provide the City Manager with additional information as he/she/they deem necessary on an on-going basis to provide the TOWN with information regarding current legal costs and anticipated legal costs for the remainder of the fiscal year.

7. No Guarantee. REDWOOD agrees to provide conscientious competent and diligent services and at all times will seek to achieve solutions which are just and reasonable. However, because of the uncertainty of legal proceedings, the interpretation and changes in the law and many unknown factors, REDWOOD cannot and does not warrant, predict or guarantee results or the final outcome of any case or matter.

8. Assignment of Agreement. REDWOOD shall not assign or transfer any interest in, nor delegate any duties thereof in this Agreement, without the prior express written consent of the TOWN.

9. Independent Contractor. REDWOOD hereby declares that it is engaged in an independent business and agrees to perform said services as an independent contractor and not as the agent, servant or employee of the TOWN. REDWOOD agrees to be solely responsible for its own matters relating to payment of employees, including compliance with Social Security, withholding and all other regulations governing such matters. REDWOOD agrees to be solely responsible for its own acts and those of its subordinates and employees during the life of this Agreement.

10. Conflicts of Interest. REDWOOD’s legal practice is almost exclusively devoted to representing public agencies, some of which are public agencies within Santa Clara County including VTA.

With the exception of those public agencies within Santa Clara County that we presently represent, REDWOOD covenants that it does not have any existing clients that would create any potential conflict in any manner or degree with the performance of the services hereunder. With regards to those public agency clients in Santa Clara County that we presently represent, TOWN and REDWOOD agree that in the event of a potential conflict of interest TOWN will waive the conflict as long the conflict does not involve a lawsuit or dispute between the TOWN and the other public agency. TOWN may, if the TOWN desires, retain separate counsel to represent the TOWN in any matter involving a potential conflict of interest.

11. Indemnification. REDWOOD shall indemnify, defend, and hold harmless TOWN, its officers, employees, agents, and volunteers harmless from and arising out of any personal injury, bodily injury, loss of life, or damage to property or any violation of any federal, state, or municipal law or ordinance, or other cause in connection with the negligent or intentional acts or omissions of REDWOOD, its employees, subcontractors, or agents, or on account of the performance of character of this work, except for any such claim arising out of the negligence or willful misconduct of the TOWN/AGENCY, its officers, employees, agents or volunteers. Acceptance of insurance certificates and endorsements required under this Agreement does not relieve REDWOOD from liability under this indemnification and hold harmless clause. This indemnification and hold harmless clause shall apply whether or not such insurance policies shall have been determined to be applicable to any of such damages or claims for damages.

12. Licenses. REDWOOD shall be responsible for any licenses required to perform services under this Agreement.

13. Professional Insurance. During the term of this Agreement, REDWOOD shall maintain general liability and property damage insurance inclusive of automobile liability in the amount of at least

$1,000,000 per occurrence and $2,000,000 aggregate, professional errors and omissions insurance, in an amount of at least $2,000,000 per occurrence and $4,000,000 aggregate, and Workers Compensation and Employer’s Liability Insurance as required by California law, which insurance may not be canceled or reduced in required limits of liability unless at least thirty (30) days in advance written notice be given to TOWN. Proof of coverage, including evidence that the Town of Los Altos Hills, its elected officials, officers and employees are included as additional insured, shall be provided to TOWN.

14. Conclusion of Services. When REDWOOD’s services conclude, all unpaid charges shall become immediately due and payable. After REDWOOD’s services conclude REDWOOD will, upon TOWN’s request, deliver TOWN’s files to TOWN, along with any TOWN funds or property in REDWOOD’s possession.

15. Effective Date. The Agreement shall be effective on March 15, 2024.

16. Applicable Law and Attorney’s Fees. This Agreement shall be construed and enforced in accordance with the laws of the State of California. Should any legal action be brought by a party for breach of this Agreement or to enforce any provisions of this Agreement, the prevailing party in such action shall be entitled to reasonable attorney’s fees, court costs or other costs as may be fixed by the court.

I am in receipt of your email.

Neither Rajiv Bhateja nor Lew Jamison, signers on the Broadband petition have authority to sign the said petition as either Committee Chairs or Committee members. Just to be clear, I did not as liaison to the Technology Committee become aware of the sending of the email until after the fact. Additionally, I have agendized this issue for Council discussion on the March 21 meeting. Also to be clear, I did not authorize the email in question.

You were correct to bring this to my attention.

I have contacted the City Manager, City Clerk, and others who are familiar with the proper process to remedy this Code of Ethics issue. As a result, there will be an agendized item regarding this issue in the March General City Council meeting.

The agenda item will be under new business, near the end of the meeting.

ITEM 12A, Supplement 1

3 committee. Was this action approved and voted on in a meeting? I can’t find any minutes or agendas for this committee on the official LAH website page dedicated to this committee.

2. Was the committee authorized to contact residents? What official email list did your technology committee use to send this out, as it was sent to my personal email account, and not one that is associated with the town’s email lists.

3. Is this the correct process for an official committee to be communicating its desires to the Council? Advocating residents to sign a petition to further your committee’s desire does not seem like an appropriate, efficient, or transparent way for committees to bring issues to council.

4. I am cc’ing Council Member Mok because he is the official council liaison for the Technology Committee. Stan, did you know about this action from the committee, and did you authorize it? If so, do the other council members know about this, and approve of this type of action? Please note my comments have nothing to do with the specific topic of this petition (i.e. fiber/broadband), I am only concerned by the governance process this represents, which does not appear transparent or open. Committee actions should take place at agendized meetings, with proper minutes, and those results should be discussed in the open at council meetings, not through the backdoor of “share this with your neighbor” petitioning.

Sincerely,
Roger Spreen

Hello Noble Fellow Residents,
ASK:

We are asking you to sign a petition to the City Council to approve the $800K of ARPA funds previously allocated for broadband fiber in town, before the end of year deadline to commit these funds.

The project would connect Town Hall and the ARK (emergency trailer at Foothill College) and Foothill College,
providing durable emergency communications and
facilitating fiber broadband access to over 100 LAH homes along these routes. The town has recognized the importance of fiber broadband but has not yet committed a project to use these funds. We urge you to support this petition so that

4 the town can put out an RFP and get this project approved.

Under ARPA rules, the funds need to be committed by
12/31/2024 and the project needs to be completed by 2026.

This is one step of many that need to happen to make reliable high speed broadband ubiquitous across our town. We
request that you add your name today but in any case, no later than Sunday, March 10, 2024.

You can see and sign the petition here .

Please reach out if you have any questions. Thank you for your support and please share this with a neighbor or friend in town.

BACKGROUND:

Broadband is a crucial 21st-century technology investment, vital for economic development, competitiveness, job
creation, and community prosperity.

Advancements in technology are creating an online reality that cities and towns must embrace, or risk being left behind.

Distance learning, telehealth, and remote working are now essential for residents to function in this new online
environment.

Broadband, once considered a luxury, is now viewed as a utility that must be included in city planning efforts, like water, power, and sewer. It has become a quality-of-life issue and is fundamental to improving a community's
sustainability, workability, and livability.

The Town of Los Altos Hills recognized the need for essential high-speed affordable broadband services for all residents and adopted a Broadband Bill of Rights. The Town hired a consultant last year, which concluded:
"The outreach performed by GTG clearly showed there is a need to expand fiber to areas of the Town that are
underserved. The top reasons as a result of the research include improving the ability to work from home, improving access to the internet for education and providing improved public safety."me

UTILITY UNDERGROUNDING UPDATE –21MAR2024
• Recall that we have an active Rule 20A project (“Ice Breaker”) centered on the El Monte Fire Station, and the driver for this effort is to reduce wildfire risk and harden escape routes
• We acquired ~$4M in 20A credits from other entities in June 2020 at less than 50 cents on the dollar. Since then, we have been working with PG&E to get this project started …
• My last written update was at the 15Jun2023 City Council, where I described the design work with PG&E and our consultant (Bellecci) and the planned PG&E internal estimate. At the time, PG&E estimated late Q3/early Q4 for them to budget their own work
21Mar2024 City Council Meeting – George Tyson

Page 203 of 231 ends

UTILITY UNDERGROUNDING (CONT’D)
• Bellecci and PG&E completed design work, and the estimates show that we have sufficient credits for this scope of work (approx. 5000’ of undergrounding)
• In terms of process, we are the lead agency, with PG&E approval of the plan. We will contract for the joint trenching work, then work with the involved utilities to underground their own wires (PG&E, Comcast, AT&T)
• Still waiting for a Form B from Comcast (just got word that we have the permit from California Department of Fish and Wildlife)
• The target is to go to Council in April (possibly May) for authorization to put this work out to bid. Staff will recommend Bellecci & Associates to provide construction management services. • Upon bid decision, aim to go into construction by July or August – need to tie to rainy season • Contract work (joint trench) to take approximately six (6) months, to be followed by PG&E, AT&T, and Comcast to underground their overhead lines. Anticipate one lane closures during the joint trench and undergrounding work. Planning a public outreach meeting for neighbors in early April. 21Mar2024 City Council Meeting – George Tyson

Subject: Non-binding Letter of Intent to Explore Broadband Expansion Partnership Dear Mayor Mok and the City Council:

I am writing to you on behalf of the Foothill-De Anza Community College District to explore a joint partnership with the potential to strengthen our community's access to essential broadband services.

As a good neighbor, educational provider to many area residents, and an integral part of the Los Altos Hills community, the Foothill-De Anza Community College District (including Foothill College) would like to explore a collaborative partnership with the Town of Los Altos Hills to address the mutual challenges we face concerning broadband availability.

The Foothill College campus, which also houses the district offices, currently relies solely on AT&T for both primary and backup broadband connections. A significant disruption occurred in 2020, when an off-site construction project not involving the district accidentally severed both the primary and secondary fiber connections serving the campus. This led to a total disruption of our college and district broadband services (including internet, telephone, and network connections to off-campus locations) that lasted for a period of several days. This event has underscored the necessity for a geographically diverse fiber pathway to mitigate similar risks in the future.

For the past few years, the district has been researching various ways to create a geographically diverse, redundant broadband connection. We need to secure a more dependable and robust dark fiber pathway to ensure uninterrupted connectivity to serve the educational needs of our students and employees and to support our administrative network infrastructure. Currently, the only viable path forward is a secondary fiber connection for the Foothill College campus.

At the same time, we understand the Town of Los Altos Hills has been working to develop a more robust broadband connectivity to serve more of its residents, and as part of these efforts, has historically shown support for the Los Altos Hills Community Fiber cooperative. By working together and leveraging our collective resources, there is an opportunity to achieve significant progress to better serve Foothill-De Anza students and nearby residents who lack a robust, reliable broadband connection.

Connecting Los Altos Hills Community Fiber to the Foothill College campus and to surrounding community fiber networks could ultimately have the potential to provide double or triple redundancy and set the stage for future expansion to an even larger number of Los Altos Hills residents currently without broadband access.

Our district has identified limited funding that could support such a joint venture with the Town of Los Altos Hills. Expansion of the LAHCF broadband network to connect to the Foothill College campus could be a key part of our planning for a resilient infrastructure. We would like to explore possibilities with the Town, should it be similarly willing to commit funds to such a joint project.

Should you have an interest in further more detailed but non-binding discussions, we would like to meet to explore viable options and the feasibility of this venture, including cost-estimates, working toward an eventual joint memorandum of understanding that could garner support from the City Council and from our district Board of Trustees.

I am grateful for your time and consideration of this proposal and would ask that you consider asking staff to follow up with us to explore the potential for this mutually beneficial partnership.

Thank you for your continued commitment to serving the community and for your support of our students, many of whom are residents of Los Altos Hills. Should you or staff need more information, please do not hesitate to contact me or Vice Chancellor of Technology Jory Hadsell at (650) 949-6120.

Warm regards,
Lee D. Lambert, J.D.

March 18th, 2024
Dear Los Altos Hills City Council, Planning Commissioners, Technology Committee, and City Manager, Peter Pirnejad,
I am writing to express my disappointment regarding the lack of action taken by our town in response to AT&T's request to abandon its obligation to maintain traditional landlines. As you know, many residents in our community rely solely on landlines for their means of communication and safety.

It is disheartening to see that despite the efforts of fifteen members of Congress (including Anna Eshoo and Adam Schiff), Marin County Supervisors, Assemblymember Damon Connolly, and Senator Mike McGuire, who have all voiced their opposition to AT&T's request, our town has not taken a similar stand.

Numerous county supervisors and city officials from various regions in California have supported their constituents by writing letters to the CPUC and appearing at CPUC hearings. When will our town take a leadership role and join these efforts? Tomorrow is the last day to participate and have our voices heard at the CPUC hearing. I urge our town to do the right thing and have a representative speak or at least write a letter of opposition. Our community's safety and well-being depend on it.

Here is the information on participating in the call and supporting our community. I hope that our town will take immediate action to ensure that the interests of our residents are protected.

Thank you for your attention to this matter.

Berkeleyside News covers the issue: The Berkeley city council passed a resolution last month opposing the AT&T application, and Fire Chief David Sprague opposes AT&T’s request. Losing the old-fashioned landlines “in the region before reliable alternatives are in place creates an unacceptable degradation of public safety for California’s residents following a seismic event, wildfire or other natural disaster,” Sprague wrote in a statement that accompanied Wengraf’s resolution. https://www.berkeleyside.org/2024/03/15/berkeley-att-cpuc-carrier-of-last-resortapplication https:///blog/2024/3/14/will-the-cpuc-allow-at-t-to-hang-up-on-its-landline-customers The Marin Post

AT&T's Pending Regulatory Application to Abandon Landlines February 15, 2024
Dear Los Altos Hills City Council Members,
I hope this message finds you well. I am writing to bring to your attention an urgent matter that affects our community, particularly residents who rely on landlines due to limited or unreliable cell coverage and internet access in the hills.

AT&T has issued a notice of pending regulatory application to abandon landlines, which could have serious implications for our community. I have attached a copy of my letter to the California Public Utilities Commission (CPUC), outlining specific reasons why it is critical to maintain our landlines.

Furthermore, it has come to my attention that Voice over Internet Protocol (VoIP) may also be in jeopardy in the future, as indicated in the attached AT&T

letter I received. This further underscores the importance of taking action to protect our communication infrastructure.

Please spread the word and ask your network of friends and associates to submit a public comment to the CPUC regarding this matter at https://apps.cpuc.ca.gov/apex/f?

Collectively, our voices can make a difference in ensuring that our community's communication needs are met.

Thank you in advance for your attention to this matter and for taking action to protect our community's access to reliable communication.

California Public Utilities Commission
Proceeding Docket: A.23-03-003
Subject: Preserving Wired Landline/Legacy Copper Service Dear Members of the California Public Utilities Commission, I am writing on behalf of our organization, California For Safe Technology, to express my strong support for the preservation of wired landline/legacy copper service as an essential and reliable method of communication. I understand the Commission's responsibility to consider the evolving landscape of telecommunications, but it is crucial to recognize the irreplaceable value that landline phones provide, both personally and for all Calfornians.

Landline phones have proven to be more reliable than cell phones in

Page 221 of 231 ends

various situations. I have personally experienced instances of lost cell coverage during weather events and emergencies, relying on my landline for crucial communication and emergency services. It is imperative to consider the health implications of widespread cell phone usage, particularly the growing concerns related to radiofrequency radiation (RFR) exposure.

California For Safe Technology receives an increasing number of calls from individuals facing serious health issues due to wireless radiofrequency exposure. For these individuals, continued access to their landlines is not just a convenience but a necessity. Wired connections play a vital role in minimizing health-related risks associated with cell phones and wireless technologies.

I would like to highlight several key advantages of landline phones that contribute to their importance:

1. Emergency Functionality: Landlines are more reliable during emergencies, providing clear address information to emergency operators. In contrast, cell phones may only display latitude and longitude, making it harder to locate individuals in need. Especially if someone lives in a high rise apartment.

2. Power Outages: Landline phones continue to operate during power outages, ensuring communication even in extended outage scenarios. This is a critical feature that cell phones cannot guarantee.

3. Ease of Use for Specific Populations: Teaching small children to dial 911 on a landline phone is often considered easier, and elderly individuals are more familiar with landline technology, making it simpler for them to use in emergencies.

Page 222 of 231 ends

4.. Home Security: Landline connections offer a more stable option for home security systems, crucial for monitoring fire and burglar alarm sensors.

5. Sound Quality: Landline phones generally provide better voice quality, which is important for individuals with hearing impairments or those who spend a significant amount of time on the phone.

6. Accurate 911 Service: Placing a 911 call from a landline is reliable and accurate, ensuring that emergency services receive precise location information.

While technological advancements continue, it is essential to recognize that landline phones are a consistent and familiar technology, especially for elderly individuals and slow tech adopters. The accuracy and reliability of 911 services provided by landlines further emphasize their importance in emergency situations.

I urge the California Public Utilities Commission to consider these points and prioritize the preservation of wired landline/legacy copper service for the benefit of all Californians.

Thank you for your attention to this matter.

Sincerely,
Cheryl Mathews
