1 SCOPE OF WORK
TASK 6: NETWORK IMPLEMENTATION
WSP will support the City of Madera with implementing the new network. Work tasks will include:
• Graphics development
• Route scheduling
This task will overlap with Phase II, beginning in March 2023 and ending on July 31, 2023. Each deliverable detailed below will be created by WSP and sent to the city for review. All deliverables will be provided in both English and Spanish. WSP will provide all deliverables in electronic format.
TASK 6.1: GRAPHICS DEVELOPMENT
WSP will create four individual route maps and one full network map for the new routes and a brochure covering information for all four routes. WSP will deliver a digital version of the maps and brochure to the city for printing and distributing as necessary. WSP will meet with the city no more than two times to discuss edits and revisions to the graphics.
TASK 6.2: ROUTE SCHEDULING
WSP will assist the city and MV in developing vehicle schedules for the new network. This process will include the following:
1. WSP will meet with MV to determine labor requirements (e.g., break periods) and other necessary information that will feed into the schedule development process including a review of the proposed routes to determine for each route the layover locations, key timepoints (e.g., timed transfer connections, class times at Madera Community College, shift times at hospital, etc.), and other considerations to be used in building vehicle schedules. WSP and the city will review the information from the step above and document the resource requirements available for the routes (e.g., peak and spare buses, annual vehicle hours, etc.).
2. MV will drive the new routes to determine run times (peak and off-peak).
3. WSP, with support as needed from MV, will create draft vehicle schedules for the new network to determine the resource requirements in comparison to present service.
4. MV will perform a run cut on the new network to determine operator headcount requirements and any premiums (e.g., overtime).
5. WSP, MV, and the city will meet to determine priorities and tradeoffs for the schedules (e.g., increased peak frequencies, expanded spans of service, more weekend service, etc.).
6. WSP will create new timetables and submit to the city and MV for review.
7. MV will perform field runs to test the new schedules.
8. WSP will make any necessary changes and submit a digital version of the timetables to the city for printing and distribution as necessary.
9. WSP will develop GTFS data and submit to the city.
TASK 6.3: IMPLEMENTATION MEETINGS AND MEETING MATERIALS WSP will initiate up to four meetings running from April 2023 through the first week of implementation in July 2023. These meetings will include staff from the WSP project team, the city, MV, and any other necessary stakeholders and will provide updates on the various implementation tasks to ensure a successful rollout of the new routes.
TASK 6 DELIVERABLES
• Four individual route maps
• One network map
• One brochure showing information for the four routes
• Vehicle schedules and timetablesfor each route
• GTFS data for each route
• Up to eight meetings with city staff and MV

REPORT TO CITY COUNCIL

SUBJECT:
Yosemite Avenue Funding and Grant Application Updates
RECOMMENDATION:
This report is submitted for City Council (Council) as a status update of grant applications and consideration and direction relative to funding options for the State Route 145 Yosemite Avenue as Downtown Main Street Plan (Plan) in lieu of unsuccessful grant award to be applied to the Caltrans project (Project)
SUMMARY:
In the February 15, 2023, the Council considered options for funding future Plan improvements on Yosemite Avenue and adjacent streets. At the time of this meeting the City had not received notice of an award for the Reconnecting Communities Pilot Program (RCP) grant application. As of the time this report was completed, staff was aware of unofficial information that indicated the City’s application was not successful. Based on the source however, staff believes the information to be accurate. Given Council discussion, it’s willingness to consider assigning other transportation funding to the Project and its decision to proceed with a RAISE grant, staff performed a review of available funds to determine what additional funding beyond the initial $1,000,000 volunteered by Council might be available should Council wish to fully fund those Yosemite Avenue improvements contained in the Plan that might not be practical to pursue at a later date.
DISCUSSION:
Council has previously directed that as much as $1,000,000 of transportation funds could be used to supplement a grant application. Staff’s review of available transportation funding sources indicates that Council may have some flexibility in assigning $2,000,000 to $3,000,000 of transportation funding based on preliminary staff consideration. Ordinarily this funding would be assigned to projects awaiting funding or directed toward other priorities or projects not already E-2
identified. Given the importance of this Project to Council, Council may wish to designate additional funding to it. As part of staff’s presentation, staff will provide background into the types of funding that may be available both now and up through the point that the Project goes to construction. Depending on Council direction, it may be possible to continue to include sizable portions of enhancements contained in the RCP grant in the Caltrans project. If the RAISE application is successful, any funds committed by Council could be reverted to unallocated status.
FINANCIAL IMPACT:
There is no fiscal impact to the City's General Fund as a result of assigning transportation funds toward the Project. A successful RAISE grant would reduce the amount of transportation funding that may be directed by Council.
ALTERNATIVES:
Alternatives will be considered as part of Council discussion.
