Project List for Fiscal Year (FY) 2026/27 Funded by Senate Bill 1 (SB 1): The Road Repair and Accountability Act of 2017
RECOMMENDATION:
Adopt a Resolution adopting a list of projects for FY 2026/27 funded by SB 1: The Road Repair and Accountability Act of 2017
SUMMARY:
On April 28, 2017 the Governor of the State of California signed SB 1, known as the Road Repair and Accountability Act of 2017, to address basic road maintenance, rehabilitation, and critical safety needs on both the State Highway and the local streets and road system.
The State Controller (Controller) deposits portions of funding from increases to certain fuel excise and sales taxes and vehicle registration fees into the Road Maintenance and Rehabilitation Account (RMRA) of which a percentage is apportioned by the Controller to eligible cities and counties.
Streets and Highways Code Section 2034(a)(1) requires that prior to receiving an apportionment of RMRA funds, an eligible municipality shall submit to the California Transportation Commission (CTC) a list of eligible projects proposed to be funded with RMRA funds pursuant to an adopted resolution by the applicable Council or County Board of Supervisors at a regular meeting. The list of projects must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement.
Council Meeting of: June 17, 2026
Agenda Number: D-4
Return to Agenda
DISCUSSION:
FY 2026/27 marks the 10th year that the City is receiving SB 1 funding. This funding enables the City to continue essential road maintenance and rehabilitation projects, safety improvements and the repair of aging bridges. The City anticipates receiving approximately $1,869,457 in the upcoming FY, an increase of approximately 3.7 percent over the amount projected in the previous year.
How are streets selected?
The City uses a Pavement Management System (PMS) to validate that expenditures on roads are programmed in the most cost-effective manner. The PMS is based on the Pavement Condition Index (PCI) of all streets maintained in the City. Recommended treatments and costs depend on the PCI and available funding. The PCI is a component of the PMS. PCI uses a scale rating of 0 to 100, where 0 is the worst/failed condition and 100 represents a new road in near perfect condition. The current estimated PCI ratings are presented in Table 1.
Table 1: PCI Rating based on 2024 Survey estimated for 2026 Street Functional Classification Average PCI Rating
Arterials 61 Fair
Collectors 56 Fair
Local/Residential Streets 52 Fair
The PMS generates a list of streets recommended for rehabilitation over the course of the next 10 years. Staff then evaluates the Year 1 list with the intent to follow the recommendation closely, only modifying the selected streets for conditions that may impact scheduling such as planned underground utility work. The streets selected have a PCI range between 40-80.
Recommended treatments include micro-surfacing with localized patching as needed. Upon further investigation, the proposed treatment may be altered should the condition be different than what the PMS projected. This treatment should raise the PCI into the good category for the selected streets.
RMRA is only one of several street maintenance funding sources There are many more miles of streets that are slated to receive maintenance projects in the next three years than the streets recommended for inclusion in the FY 2026/27 RMRA program. The City has approximately $13.2 million programmed in the FY 2026/27 Capital Improvement Program (CIP), including these RMRA funds, to projects identified in the PMS update. Funds include Measure T, Local Partnership Program, prior year excess RMRA funds, and Local Transportation Funds (LTF).
Exhibit A, attached to the resolution, identifies the streets and roads that will be submitted to the CTC for consideration. A map of said improvements is provided as an attachment to this report. The list of street segments anticipated to be addressed as part of the FY 2026/27 RMRA cycle are also shown below on Table 2.

The City, upon expending program funds, is required to submit documentation to the CTC that details the expenditure of RMRA funds. This documentation includes a description and location, the amount of funds expended on the project, the completion date, and the estimated useful life of the improvement. The submittal of the project list and reporting process is done through the CalSmart website provided by CTC.
FINANCIAL IMPACT:
There is no fiscal impact on the City’s General Fund. The Project, when awarded through a separate action, will be funded by revenues generated by the SB1 RMRA and other local transportation funds if needed with no General Fund Impact.
ALTERNATIVES:
Should the Council elect to not approve the resolution adopting the City’s project list for FY 2026/27 funded by the SB 1 RMRA, then the following alternatives can be considered:
Provide guidance to staff to modify the project list. The City has 90 days following the July 1st deadline to submit a list.
Elect not to approve the project list and become ineligible for SB 1 RMRA funds.

RECOMMENDATION:
Adopt a Minute Order Approving:
1. Acceptance of 2024 Water Meter Project, City Project W-32, Phase I
2. Recording of Notice of Completion
3. Release of retention 35 days after the recording of the Notice of Completion SUMMARY:
On October 30, 2024, the City Council (Council) awarded a contract to West Valley Construction Company, Inc. for 2024 Water Meter Project, City Project W-32, Phase I (Project) for $1,144,950.
The Contractor has completed the Project in accordance with the plans and specifications and as modified by approved change orders.
BACKGROUND:
The work in general consisted of the installation of Automated Meter Reading (AMR) water meters at various City government buildings, parks, and landscape medians/park strips within public-rights of way. The meters will quantify usage and have the ability, in combination with AMR software, to monitor leaks at each location. A future Phase II will capture remaining unmetered services in the City.
A final project inspection was conducted by City staff pursuant to the construction drawings and specifications. All parties agree that the project can be recommended for acceptance by the Council and a “Notice of Completion” be recorded.
Council Meeting of: June 17, 2026
Agenda Number: D-5

Table 1 provides a summary of the total project contract costs. Due to unforeseen and unknown conditions at many of the service locations, numerous services were combined into single meters.
In short, this project was for the installation of AMR water meters at various City government buildings (9 locations), City parks (19 locations), and landscape medians/park strips within publicrights of way (157 locations). Many of the locations required additional ground plumbing due to the service size being different than the size of the above ground equipment. Some service locations could not be shut down and meters could not be installed under this contract. Overall, 149 meters were installed out of the 184 included in the bid. These changes are reflected in Changer Order #3 on Table 1.
