FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: JOHN THORNTON, COMMUNITY SERVICES SUPERVISOR
SUBJECT: CONSIDERATION OF APPROVAL FOR A COMMUNITY BENEFIT FUND AWARD IN THE AMOUNT OF $15,000 TO LATINAS ART FOUNDATION, ON BEHALF OF SELA
ARTS FOUNDATION
RECOMMENDATION:
That the City Council:
1. Approve a Community Benefit Fund award in the amount of $15,000 to Latinas Art Foundation, on behalf of SELA Arts Foundation, for the implementation of the Irresistible Resistance in SELA program.
2. Authorize reimbursement of eligible expenses in accordance with the City's Community Benefit Fund Guidelines and Procedures.
3. Require the organization to submit all invoices, receipts, proof of payment, event documentation, participant information, and a final program report before reimbursement is processed.
BACKGROUND:
The City of Maywood Community Benefit Fund Program was established to provide financial assistance to nonprofit organizations, schools, community organizations, and other eligible entities that provide programs, services, events, and activities that directly benefit the residents of Maywood. Funding is intended to enhance community services, improve quality of life, promote educational opportunities, strengthen neighborhood partnerships, and provide programs that may otherwise not be available to residents.
Latinas Art Foundation, serving as the fiscal sponsor for SELA Arts Foundation, submitted a Community Benefit Fund application requesting $15,000 to support the Irresistible Resistance in SELA program. Latinas Art Foundation is a 501(c)(3) nonprofit organization established in November 2016 that serves as a fiscal sponsor for community-based arts organizations throughout Southeast Los Angeles. SELA Arts Foundation, established in 2024, works to expand arts education, support local artists, strengthen community partnerships, and increase access to cultural programming throughout Southeast Los Angeles.
According to the application, if funding is approved, the organization will host three to four free arts and cultural pop-up events exclusively within the City of Maywood between August and October 2026. Each event will be hosted in partnership with Maywood-based immigrant-owned small businesses or community gathering spaces and will feature live performances, music, storytelling, artist demonstrations, community meals, cultural education, and family-friendly programming.
The organization indicates the events are intended to create welcoming community spaces while supporting local businesses, promoting arts education, and strengthening community connections through cultural programming.
This is the first Community Benefit Fund application submitted by the organization to the City of Maywood.
The proposed Irresistible Resistance in SELA program seeks to bring free community arts programming directly into Maywood neighborhoods by transforming local businesses and public gathering spaces into cultural event locations.
Programming will include:
• Live music performances
• Local artist exhibitions
• Storytelling and cultural presentations
• Community art activities
• Educational demonstrations
• Family-friendly programming
• Community meals
• Small business promotion
• Artist engagement opportunities
Events will be free and open to the public, encouraging participation from young people, families, and seniors.
The organization also plans to collaborate with immigrant-owned businesses within Maywood, helping increase customer traffic while showcasing local entrepreneurship.
DISCUSSION:
Community Services staff reviewed the Community Benefit Fund application and supporting documentation to determine eligibility under the City's Community Benefit Fund Guidelines. Staff finds that the proposed project meets the overall objectives of the Community Benefit Fund by providing programs that:
• Enhance the quality of life for Maywood residents.
• Increase access to free arts and cultural programming. • Promote community engagement.
• Support local small businesses.
• Expand educational opportunities through arts and cultural experiences. • Encourage neighborhood pride and civic participation. • Foster partnerships between nonprofit organizations and local businesses.
The applicant has developed a comprehensive program that will directly benefit Maywood residents by providing multiple free public events that encourage community participation while stimulating economic activity within local commercial corridors.
In addition to community programming, the organization has demonstrated efforts to leverage outside funding.
According to the application, grant requests have also been submitted to the Eastside Arts Initiative and the Port of Long Beach to assist in funding additional program costs beyond the City's contribution.
The organization has indicated that all City funds will be used exclusively for programming benefiting Maywood residents.
Approval of this application will provide several measurable community benefits, including:
• Three to four free community arts events.
• Increased support for Maywood small businesses.
• Greater access to arts and cultural programming.
• Educational opportunities through artist demonstrations and storytelling. • Increased community engagement and neighborhood participation. • Economic activity for local businesses.
• Safe and welcoming community gathering opportunities. • Opportunities for local artists to perform and share their work. • Family-oriented programming available to residents at no cost.
The proposed events will also help activate commercial corridors while strengthening relationships between residents, artists, nonprofit organizations, and local businesses.
LEGAL REVIEW:
The City Attorney has reviewed this report.
FISCAL IMPACT:
The Fiscal Year 2026–2027 Community Benefit Fund was approved by the City Council in the amount of $75,000. At the June 24, 2026, City Council meeting, the City Council approved $9,850 in Community Benefit Fund assistance for one organization, leaving an available balance of $65,150.
The applicant is requesting $15,000 to implement the Irresistible Resistance in SELA program. In addition, the City Council is considering a separate Community Benefit Fund application from Nighthawk Maywood Academy (Item No. 15) in the amount of $10,000 as part of the July 22, 2026, City Council agenda.
If both funding requests are approved, the Community Benefit Fund balance will be reduced to $40,150 for the remainder of Fiscal Year 2026–2027.

SELA Arts Foundation’s mission is to empower the region through the arts by closing resource gaps, expanding arts education, and establishing the SELA Cultural Center as a hub where local voices thrive. With deep relationships among local artists, small businesses, and community partners, the Foundation delivers culturally grounded programming that responds to urgent community needs while strengthening long-term creative infrastructure.

If awarded, Irresistible Resistance events funded by the City of Maywood will be held exclusively within Maywood, featuring immigrant-owned small businesses located in Maywood. Events will be free and open to Maywood residents, bringing arts programming, economic visibility, and community healing directly into the city.
Program Narrative
Describe how the requested funds will be used.
The requested $15,000 will support 3–4 Irresistible Resistance pop-up arts events held exclusively in Maywood, August through October 2026. Each event will be hosted at or in partnership with a Maywood-based immigrant-owned small business, bringing live performances, shared meals, music, and storytelling directly to Maywood’s commercial corridors, transforming local businesses into sites of healing, visibility, and economic recovery. Funds will be allocated as follows:
• Artist fees and honoraria: compensating local artists for performances, storytelling, and documentation at each event

• Supplies and materials: event production, décor, and programming materials • Staffing: coordination and on-the-ground event support See proposed budget below.
What is the anticipated timeframe?
Programming will take place August through October 2026, with 3–4 pop-up events held at Maywoodbased venues. All funds will be expended within this period in direct support of event delivery, artist compensation, and small business promotion.
Describe the organization’s efforts in obtaining funding from other sources.
SELA Arts Foundation actively pursues a diversified funding strategy. For Irresistible Resistance, we have submitted grant applications to the Eastside Arts Initiative grant program and the Port of Long Beach. The program’s full-year budget is $100,000, and we are building a multi-source funding base that includes public arts agencies, foundations, and corporate partners. This request to the City of Maywood Community Benefit Fund is a critical investment in ensuring Maywood residents and businesses are directly and exclusively served.
Community Impact
How will the requested funds benefit Maywood residents? Maywood is a predominantly Latino, immigrant community that has been directly impacted by recent immigration enforcement activity. A January 2026 report documented 175 ICE-related incidents across Southeast Los Angeles between June 2025 and January 2026, generating widespread fear, reduced foot traffic, and significant economic losses for immigrant-owned businesses. Irresistible Resistance was created in direct response to this crisis.
City of Maywood funding will bring 3–4 free pop-up arts events directly to Maywood, featuring Maywood-based immigrant-owned small businesses selected to participate in each event. Local businesses will receive increased visibility and foot traffic at no cost. Maywood residents will enjoy free live performances, shared meals, music, and community storytelling in their own neighborhoods. Local
3 artists will be compensated for their work, keeping creative dollars circulating within Maywood’s community. According to a poll conducted by Americans for the Arts, 86% of Americans say the arts are important to their community’s wellbeing, and 89% say arts venues are a source of neighborhood pride.
How will the requested funds enhance the quality of life or delivery of services for Maywood residents?
By anchoring events exclusively in Maywood, this funding ensures that the city’s residents, businesses, and artists are the direct and primary beneficiaries. Irresistible Resistance transforms Maywood’s own commercial spaces into vibrant cultural gathering places, restoring foot traffic to local businesses, providing free arts access to residents, and creating paid opportunities for artists connected to the community.
For small business owners, events mean renewed economic activity and community presence. For residents, they offer free, joyful, culturally resonant experiences in their own neighborhoods. For artists, they provide paid work and a platform to share their creativity.
How will the requested funds provide educational opportunities for Maywood residents or students?
Each Irresistible Resistance event incorporates educational elements woven throughout the programming, artist-led storytelling, live demonstrations, and conversations about cultural history, arts advocacy, and community resilience. Local artists serve as educators and role models, showing Maywood youth that creative careers are achievable and valued within their own community. Small business owners share their stories, offering an entrepreneurial perspective rooted in the immigrant experience. Programming is intergenerational, free, and designed to be accessible to youth, families, students, and seniors alike, creating learning experiences that extend well beyond a traditional classroom.

Staff recommends that the City Council and the Successor Agency to the Maywood Community Redevelopment Agency approve an Exclusive Negotiating Agreement ("ENA") between the City of Maywood and Mayans Development Group for the potential development of City-owned property located at 5102 and 5110 District Boulevard and Assessor Parcel Numbers (APNs) 6313-001-900, 6313-001-901, and 6313-001- 902. Staff further recommends that the City Council authorize the City Manager to execute the ENA in a form approved by the City Attorney and to make minor, non-substantive modifications as necessary to facilitate implementation of the agreement.
BACKGROUND:
The Successor Agency to the Maywood Community Redevelopment Agency owns the property located at 5102 and 5110 District Boulevard, together with APNs 6313-001-900, 6313-001-901, and 6313-001-902 (collectively, the "Property"). The Property has long been identified as a strategic redevelopment opportunity capable of supporting housing, economic development, community-serving uses, and part of the City's Long Range Property Management Plan.
Following the declaration of the Property as surplus land pursuant to the California Surplus Land Act (Government Code Section 54220 et seq.), the City completed the required noticing process and received proposals from multiple affordable housing developers interested in developing the Property. After evaluating the proposals received, the City entered into an Exclusive Negotiating Agreement ("ENA") with the Cesar Chavez Foundation ("CCF") on February 26, 2025, for the purpose of pursuing a 100 percent affordable housing development on the Property. The ENA provided a framework for due diligence activities, project refinement, financing analysis, and negotiation of a potential Disposition and Development Agreement.
Throughout the negotiation period, CCF conducted preliminary site planning, evaluated financing opportunities, explored tax credit allocations, and worked with City staff to advance the affordable housing proposal.
During the course of negotiations, the City Council also approved an amendment to the ENA and authorized an Option to Lease Agreement intended to assist CCF in demonstrating site control for competitive affordable housing financing applications. Despite the substantial efforts undertaken by CCF and the City, including extensive discussions regarding project financing, site control, and development feasibility, we were unable to reach agreement on terms that would support a financially viable affordable housing development. As a result,
the ENA expired without execution of a final development agreement in February 2026.
On June 9, 2026, the City executed and sent a letter to HCD via US mail and email. The City notified the California Department of Housing and Community Development ("HCD") that negotiations with the Cesar Chavez Foundation had concluded without agreement and that the City had fulfilled the good-faith negotiation requirements set forth in Government Code Section 54223. In the attached correspondence, the City documented that it had completed all Surplus Land Act noticing requirements, engaged in the required statutory negotiation period, and recorded the affordability covenant required pursuant to Government Code Section 54233. The City further advised HCD that negotiations ended due to financing feasibility constraints and the inability to structure a transaction that would support a viable affordable housing project on the Property.
City staff has since confirmed that HCD has received the City's notice regarding the terminated negotiations and related documentation. The City is awaiting HCD's response and confirmation regarding the status of the Property under the Surplus Land Act and the City's ability to proceed with future redevelopment opportunities for the site. Accordingly, any actions contemplated under the proposed ENA shall remain subject to compliance with all applicable provisions of the Surplus Land Act and any direction provided by HCD.
Mayans Development Group has subsequently expressed interest in partnering with the City to evaluate redevelopment opportunities for the Property. The developer has experience in residential, mixed-use, commercial, and community-oriented development projects and has indicated a desire to work collaboratively with the City to identify a project that advances community priorities while generating long-term economic and public benefits.
The proposed Exclusive Negotiating Agreement with Mayans Development Group would provide a structured framework for the parties to conduct due diligence, evaluate development alternatives, assess project feasibility, and negotiate potential business terms for future consideration by the City Council. Approval of the ENA does not obligate the City to sell, lease, or otherwise dispose of the Property, nor does it constitute approval of any development project. Any future project would remain subject to City Council approval, environmental review pursuant to the California Environmental Quality Act ("CEQA"), compliance with the Surplus Land Act, and all applicable entitlement and public hearing requirements.
DISCUSSION:
The proposed Exclusive Negotiating Agreement establishes a framework for the City and Mayans Development Group to evaluate the feasibility of redevelopment opportunities for the Property and negotiate potential business terms for future City Council consideration. Several provisions of the proposed ENA differ from the City's prior agreement with the Cesar Chavez Foundation and are intended to provide greater flexibility while preserving the City's discretion throughout the negotiation process.
Key provisions of the proposed ENA include:
• Affordable Housing Requirement. Unlike the previous ENA, which contemplated a 100 percent affordable housing project, the proposed ENA requires that any future development include a minimum of fifteen percent (15%) affordable rental units. This minimum affordability requirement is intended to satisfy the City's continuing obligations under the California Surplus Land Act while allowing the parties to evaluate whether additional affordable housing may be incorporated during negotiation of a future Disposition and Development Agreement ("DDA").
• Negotiation Period. The ENA establishes an initial six-month exclusive negotiation period. The City Manager is authorized to approve administrative extensions if the developer is actively pursuing due diligence activities, environmental review, financing, entitlement analysis, or DDA negotiations. • Exclusive Negotiation Rights. During the term of the ENA, the City agrees to negotiate exclusively with Mayans Development Group regarding redevelopment of the Property. The agreement does not grant the developer any ownership interest or development rights in the Property. • Due Diligence and Information Sharing. The ENA includes provisions requiring the City to make
available existing, non-privileged reports, studies, and other information reasonably available regarding the Property to assist the developer's evaluation. The agreement also establishes procedures governing confidential information, ownership of developer-prepared work product, and compliance with the California Public Records Act.
• Entitlement Process. The proposed ENA does not require the developer to submit formal land use entitlement applications during the negotiation period. Should the parties successfully negotiate a DDA, any required entitlement applications would be submitted thereafter and processed in accordance with applicable City procedures and public hearing requirements. • Financial Terms. The proposed ENA does not require a non-refundable good faith deposit and does not establish a purchase price, lease terms, or otherwise commit the City to disposition of the Property.
Any financial consideration, purchase price, lease structure, development obligations, or other material business terms would be negotiated as part of a future DDA and presented to the City Council for separate review and approval.
Approval of the proposed ENA authorizes an exclusive period during which the City and Mayans Development Group may conduct due diligence and negotiate the terms of a potential Disposition and Development Agreement. Approval of the ENA does not obligate the City to approve any development proposal, sell or lease the Property, or execute a future DDA. Any proposed DDA would be subject to separate City Council consideration, environmental review under the California Environmental Quality Act (CEQA), compliance with the California Surplus Land Act, and all other applicable legal requirements.

AGENDA REPORT
CITY OF MAYWOOD
AGENDA ITEM NO. 19.
DATE: July 22, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: MIGUEL LEON, DEPUTY CITY CLERK/ASSISTANT TO THE CITY MANAGER SUBJECT: CONSIDERATION TO APPROVE A PROFESSIONAL SERVICES AGREEMENT TO
JACOB GREEN & ASSOCIATES FOR STRATEGIC PLANNING CONSULTING SERVICES IN AN AMOUNT NOT TO EXCEED $79,950
RECOMMENDATION:
It is recommended that the City Council:
1. Approve a Professional Services Agreement with Jacob Green & Associates for Strategic Planning Consulting Services in an amount not to exceed $79,950; and
2. Authorize the City Manager to execute the agreement, subject to approval as to form by the City Attorney.
BACKGROUND:
In 2023, the City participated in a series of facilitated strategic planning workshops with the Institute for Local Government (ILG) that included discussion of organizational priorities, review of the City’s mission statement, development of a vision statement, and identification of strategic focus areas.
To build upon the City’s prior strategic planning efforts, the City issued a Request for Proposals (“RFP”) through PlanetBids on April 23, 2026, for Strategic Planning Consulting Services. The purpose of the RFP was to retain a qualified consulting firm to assist the City with preparing a Citywide Strategic Plan that establishes clear goals, measurable objectives, implementation strategies, and a framework for accountability. Proposals were due on May 21, 2026.
The City received seventeen proposals in response to the RFP. A complete list of the firms that submitted proposals is included as Attachment No. 2.
Following review of the submitted proposals, the City invited Jacob Green & Associates, Tripepi Smith & Associates, Inc., and McIntyre-St. Clair LLC to participate in interviews. All three consultants were responsive and have extensive experience with preparing strategic plans for cities. Upon completion of the proposal review and interview process, Jacob Green & Associates was identified as the firm recommended for the City’s strategic planning project.
DISCUSSION:
Jacob Green & Associates is a California-based consulting firm specializing in strategic planning, organizational assessments, goal setting, work planning, leadership development, and stakeholder engagement for public agencies. The firm recognized the limited capacity of staff and emphasized an approach
that would lead to a strategic plan that would be manageable to implement.
The proposed services include project initiation, assessment of the City’s current strategic direction, stakeholder and community engagement, facilitated strategic planning workshops, development of goals and measurable objectives, preparation of an implementation work plan, and delivery of the final Strategic Plan.
The final deliverables will include updated mission, vision, and values statements; strategic priorities and goals; measurable objectives; implementation milestones; and a work-plan tracker to assist the City with monitoring progress and maintaining accountability.
Jacob Green & Associates submitted a fixed-fee proposal of $79,950 for the services described above. Staff recommends approval of the Professional Services Agreement to allow the City to proceed with development of its Citywide Strategic Plan.
LEGAL REVIEW:
The City Attorney has reviewed this report.
FISCAL IMPACT:
Approval of this item will require an additional appropriation of $79,950 from the General Fund. The table below summarizes the estimated General Fund Balance if this item is approved.

B. Workers’ Compensation Acts not Limiting. Contractor’s indemnifications and obligations under this Section, or any other provision of this Agreement, shall not be limited by the provisions of any workers’ compensation act or similar act. Contractor expressly waives its statutory immunity under such statutes or laws as to City, its officers, agents, employees and volunteers.
C. Insurance Requirements not Limiting. City does not, and shall not, waive any rights that it may possess against Contractor because of the acceptance by City, or the deposit with City, of any insurance policy or certificate required pursuant to this Agreement. The indemnities in this Section shall apply regardless of whether or not any insurance policies are determined to be applicable to the Liabilities, tax, assessment, penalty or interest asserted against City.
D. Survival of Terms. Contractor’s indemnifications and obligations under this Section shall survive the expiration or termination of this Agreement.
9. Insurance.
A. Minimum Scope and Limits of Insurance. Contractor shall procure and at all times during the term of this Agreement carry, maintain, and keep in full force and effect, insurance as follows:
1) Commercial General Liability Insurance with a minimum limit of $1,000,000.00 per occurrence for bodily injury, personal injury and property damage and a general aggregate limit of $1,000,000.00 per project or location. If Contractor is a limited liability company, the commercial general liability coverage shall be amended so that Contractor and its managers, affiliates, employees, agents and other persons necessary or incidental to its operation are insureds.
2) Automobile Liability Insurance for any owned, non-owned or hired vehicle used in connection with the performance of this Agreement with a combined single limit of $1,000,000.00 per accident for bodily injury and property damage. If Contractor does not use any owned, non-owned or hired vehicles in the performance of Services under this Agreement, Contractor shall provide insurance in the amount required by California law.
3) Workers’ Compensation Insurance as required by the State of California and Employer’s Liability Insurance with a minimum limit of $1,000,000.00 per accident for bodily injury or disease. If Contractor has no employees while performing

Services under this Agreement, workers’ compensation policy is not required, but Contractor shall execute a declaration that it has no employees.
B. Acceptability of Insurers. The insurance policies required under this Section shall be issued by an insurer admitted to write insurance in the State of California with a rating of A:VII or better in the latest edition of the A.M. Best Insurance Rating Guide or such other rating as approved by the City Manager. Self insurance shall not be considered to comply with the insurance requirements under this Section.
C. Additional Insured. The general liability policy shall contain an endorsement naming City and its elected and appointed officials, officers, employees, agents and volunteers as additional insureds. This provision shall also apply to any excess/umbrella liability policies.
D. Primary and Non-Contributing. The insurance policies required under this Section shall apply on a primary non-contributing basis in relation to any other insurance or self-insurance available to City. Any insurance or self-insurance maintained by City, its elected and appointed officials, officers, employees, agents or volunteers, shall be in excess of Contractor’s insurance and shall not contribute with it.
E. Contractor’s Waiver of Subrogation. The insurance policies required under this Section shall not prohibit Contractor and Contractor’s employees, agents or Subcontractors from waiving the right of subrogation prior to a loss. Contractor hereby waives all rights of subrogation against City.
F. Deductibles and Self-Insured Retentions. Any deductibles or self-insured retentions must be declared to and approved by City. At City’s option, Contractor shall either reduce or eliminate the deductibles or self-insured retentions with respect to City, or Contractor shall procure a bond guaranteeing payment of losses and expenses.
G. Cancellations or Modifications to Coverage. Contractor shall not cancel, reduce or otherwise modify the insurance policies required by this Section during the term of this Agreement. The commercial general and automobile liability policies required under this Agreement shall be endorsed to state that should the issuing insurer cancel the policy before the expiration date, the issuing insurer will endeavor to mail 30 days’ prior written notice to City. If any insurance policy required under this Section is canceled or reduced in coverage or limits, Contractor shall, within two Business Days of notice from the insurer, phone, fax or notify City via certified mail, return receipt requested, of the cancellation of or changes to the policy.
H. City Remedy for Noncompliance. If Contractor does not maintain the policies of insurance required under this Section in full force and effect during the term of this Agreement, or in the event any of Contractor’s policies do not comply with the requirements under this Section, City may either immediately terminate this Agreement or, if insurance is available at a reasonable cost, City may, but has no duty to, take out the necessary insurance and pay, at Contractor’s expense, the premium thereon.
-8-
Ver. 02/2019 12501-0001\2300515v1.doc
Contractor shall promptly reimburse City for any premium paid by City or City may withhold amounts sufficient to pay the premiums from payments due to Contractor.
I. Evidence of Insurance. Prior to the performance of Services under this Agreement, Contractor shall furnish City’s Risk Manager or such other official designed by the City Manager with a certificate or certificates of insurance and all original endorsements evidencing and effecting the coverages required under this Section. The endorsements are subject to City’s approval. Contractor may provide complete, certified copies of all required insurance policies to City. Contractor shall maintain current endorsements on file with City’s Risk Manager. Contractor shall provide proof to City’s Risk Manager that insurance policies expiring during the term of this Agreement have been renewed or replaced with other policies providing at least the same coverage.
Contractor shall furnish such proof at least two weeks prior to the expiration of the coverages.
J. Indemnity Requirements not Limiting. Procurement of insurance by Contractor shall not be construed as a limitation of Contractor’s liability or as full performance of Contractor’s duty to indemnify City under Section 8 of this Agreement.
K. Subcontractor Insurance Requirements. Contractor shall require each of its Subcontractors that perform Services under this Agreement to maintain insurance coverage that meets all of the requirements of this Section.
10. Mutual Cooperation.
A. City’s Cooperation. City shall provide Contractor with all pertinent Data, documents and other requested information as is reasonably available for Contractor’s proper performance of the Services required under this Agreement.
B. Contractor’s Cooperation. In the event any claim or action is brought against City relating to Contractor’s performance of Services rendered under this Agreement, Contractor shall render any reasonable assistance that City requires.
11. Records and Inspections. Contractor shall maintain complete and accurate records with respect to time, costs, expenses, receipts, correspondence, and other such information required by City that relate to the performance of the Services. All such records shall be maintained in accordance with generally accepted accounting principles and shall be clearly identified and readily accessible. Contractor shall provide free access to City, its designees and representatives at reasonable times, and shall allow City to examine and audit the books and records, to make transcripts therefrom as necessary, and to inspect all work, data, documents, proceedings and activities related to this Agreement. Such records, together with supporting documents, shall be maintained for a period of three years after receipt of final payment.

12. Termination of Agreement.
A. Right to Terminate. City may terminate this Agreement at any time, at will, for any reason or no reason, after giving written notice to Contractor at least ten calendar days before the termination is to be effective. Contractor may terminate this Agreement at any time, at will, for any reason or no reason, after giving written notice to City at least 60 calendar days before the termination is to be effective.
B. Obligations upon Termination. Contractor shall cease all work under this Agreement on or before the effective date of termination specified in the notice of termination. In the event of City’s termination of this Agreement due to no fault or failure of performance by Contractor, City shall pay Contractor based on the percentage of work satisfactorily performed up to the effective date of termination. In no event shall Contractor be entitled to receive more than the amount that would be paid to Contractor for the full performance of the Services required by this Agreement. Contractor shall have no other claim against City by reason of such termination, including any claim for compensation.
13. Force Majeure. Contractor shall not be liable for any failure to perform its obligations under this Agreement if Contractor presents acceptable evidence, in City’s sole judgment, that such failure was due to acts of God, embargoes, inability to obtain labor or materials or reasonable substitutes for labor or materials, governmental restrictions, governmental regulations, governmental controls, judicial orders, enemy or hostile governmental action, civil commotion, fire or other casualty, or other causes beyond Contractor’s reasonable control and not due to any act by Contractor.
14. Default.
A. Contractor’s failure to comply with the provisions of this Agreement shall constitute a default. In the event that Contractor is in default for cause under the terms of this Agreement, City shall have no obligation or duty to continue compensating Contractor for any work performed after the date of default.
B. In addition to the right to terminate pursuant to Section 12, if the City Manager determines that Contractor is in default in the performance of any of the terms or conditions of this Agreement, City shall serve Contractor with written notice of the default. Contractor shall have ten calendar days after service upon it of the notice in which to cure the default by rendering a satisfactory performance. In the event that Contractor fails to cure its default within such period of time, City may, notwithstanding any other provision of this Agreement, terminate this Agreement without further notice and without prejudice to any other remedy to which it may be entitled at law, in equity or under this Agreement.
15. Notices. Any notice, consent, request, demand, bill, invoice, report or other communication required or permitted under this Agreement shall be in writing and conclusively deemed effective: (a) on personal delivery, (b) on confirmed delivery by

16. Non-Discrimination and Equal Employment Opportunity. In the performance of this Agreement, Contractor shall not discriminate against any employee, Subcontractor or applicant for employment because of race, color, religious creed, sex, gender, gender identity, gender expression, marital status, national origin, ancestry, age, physical disability, mental disability, medical condition, genetic information, sexual orientation or other basis prohibited by law. Contractor will take affirmative action to ensure that Subcontractors and applicants are employed, and that employees are treated during employment, without regard to their race, color, religious creed, sex, gender, gender identity, gender expression, marital status, national origin, ancestry, age, physical disability, mental disability, medical condition, genetic information or sexual orientation.
17. Prohibition of Assignment and Delegation. Contractor shall not assign any of its rights or delegate any of its duties under this Agreement, either in whole or in part, without City’s prior written consent. City’s consent to an assignment of rights under this Agreement shall not release Contractor from any of its obligations or alter any of its primary obligations to be performed under this Agreement. Any attempted assignment or delegation in violation of this Section shall be void and of no effect and shall entitle City to terminate this Agreement. As used in this Section, “assignment” and “delegation” means any sale, gift, pledge, hypothecation, encumbrance or other transfer of all or any portion of the rights, obligations, or liabilities in or arising from this Agreement to any person or entity, whether by operation of law or otherwise, and regardless of the legal form of the transaction in which the attempted transfer occurs.
18. No Third Party Beneficiaries Intended. This Agreement is made solely for the benefit of the Parties to this Agreement and their respective successors and assigns, and no other person or entity may have or acquire a right by virtue of this Agreement.
19. Waiver. No delay or omission to exercise any right, power or remedy accruing to City under this Agreement shall impair any right, power or remedy of City, nor shall it be construed as a waiver of, or consent to, any breach or default. No waiver of any breach, any failure of a condition, or any right or remedy under this Agreement shall be (1) effective unless it is in writing and signed by the Party making the waiver, (2) deemed to be a waiver of, or consent to, any other breach, failure of a condition, or
-11-

right or remedy, or (3) deemed to constitute a continuing waiver unless the writing expressly so states.
20. Final Payment Acceptance Constitutes Release. The acceptance by Contractor of the final payment made under this Agreement shall operate as and be a release of City from all claims and liabilities for compensation to Contractor for anything done, furnished or relating to Contractor’s work or services. Acceptance of payment shall be any negotiation of City’s check or the failure to make a written extra compensation claim within ten calendar days of the receipt of that check. However, approval or payment by City shall not constitute, nor be deemed, a release of the responsibility and liability of Contractor, its employees, Subcontractors and agents for the accuracy and competency of the information provided and/or work performed; nor shall such approval or payment be deemed to be an assumption of such responsibility or liability by City for any defect or error in the work prepared by Contractor, its employees, Subcontractors and agents.
21. Corrections. In addition to the above indemnification obligations, Contractor shall correct, at its expense, all errors in the work which may be disclosed during City’s review of Contractor’s report or plans. Should Contractor fail to make such correction in a reasonably timely manner, such correction may be made by City, and the cost thereof shall be charged to Contractor. In addition to all other available remedies, City may deduct the cost of such correction from any retention amount held by City or may withhold payment otherwise owed Contractor under this Agreement up to the amount of the cost of correction.
22. Non-Appropriation of Funds. Payments to be made to Contractor by City for services performed within the current fiscal year are within the current fiscal budget and within an available, unexhausted fund. In the event that City does not appropriate sufficient funds for payment of Contractor’s services beyond the current fiscal year, this Agreement shall cover payment for Contractor’s services only to the conclusion of the last fiscal year in which City appropriates sufficient funds and shall automatically terminate at the conclusion of such fiscal year.
23. Exhibits. Exhibits A and B constitute a part of this Agreement and are incorporated into this Agreement by this reference. If any inconsistency exists or arises between a provision of this Agreement and a provision of any exhibit, or between a provision of this Agreement and a provision of Contractor’s proposal, the provisions of this Agreement shall control.
24. Entire Agreement and Modification of Agreement. This Agreement and all exhibits referred to in this Agreement constitute the final, complete and exclusive statement of the terms of the agreement between the Parties pertaining to the subject matter of this Agreement and supersede all other prior or contemporaneous oral or written understandings and agreements of the Parties. No Party has been induced to enter into this Agreement by, nor is any Party relying on, any representation or warranty
-12-

except those expressly set forth in this Agreement. This Agreement may not be amended, nor any provision or breach hereof waived, except in a writing signed by both Parties.
25. Headings. The headings in this Agreement are included solely for convenience of reference and shall not affect the interpretation of any provision of this Agreement or any of the rights or obligations of the Parties to this Agreement.
26. Word Usage. Unless the context clearly requires otherwise, (a) the words “shall,” “will” and “agrees” are mandatory and “may” is permissive; (b) “or” is not exclusive; and (c) “includes” or “including” are not limiting.
27. Time of the Essence. Time is of the essence in respect to all provisions of this Agreement that specify a time for performance; provided, however, that the foregoing shall not be construed to limit or deprive a Party of the benefits of any grace or use period allowed in this Agreement.
28. Business Days. “Business days” means days Maywood City Hall is open for business.
29. Governing Law and Choice of Forum. This Agreement, and any dispute arising from the relationship between the Parties to this Agreement, shall be governed by and construed in accordance with the laws of the State of California, except that any rule of construction to the effect that ambiguities are to be resolved against the drafting party shall not be applied in interpreting this Agreement. Any dispute that arises under or relates to this Agreement (whether contract, tort or both) shall be resolved in a superior court with geographic jurisdiction over the City of Maywood.
30. Attorneys’ Fees. In any litigation or other proceeding by which a Party seeks to enforce its rights under this Agreement (whether in contract, tort or both) or seeks a declaration of any rights or obligations under this Agreement, the prevailing Party shall be entitled to recover all attorneys’ fees, experts’ fees, and other costs actually incurred in connection with such litigation or other proceeding, in addition to all other relief to which that Party may be entitled.
31. Severability. If a court of competent jurisdiction holds any provision of this Agreement to be illegal, invalid or unenforceable for any reason, the validity of and enforceability of the remaining provisions of this Agreement shall not be affected and continue in full force and effect.
32. Counterparts. This Agreement may be executed in multiple counterparts, all of which shall be deemed an original, and all of which will constitute one and the same instrument.
33. Corporate Authority. Each person executing this Agreement on behalf of his or her Party warrants that he or she is duly authorized to execute this Agreement on behalf

SAMPLE PROJECTS
The projects listed below represent a sample of JGA’s extensive experience and expertise in Strategic Planning services.
RELEVANT PROJECTS:
Imperial County District Attorney’s Office – Strategic Plan Process Summary The JGA team partnered with the Imperial County District Attorney’s Office to develop a Strategic Plan that advances the Office’s mission to pursue justice and protect public safety with integrity, fairness, and accountability. Rooted in a deep commitment to transparency, community collaboration, and ethical prosecution, the planning process engaged a broad spectrum of internal and external stakeholders, including DA personnel, law enforcement partners, victim advocates, community leaders, and residents of Imperial County. Through in-depth interviews, focus groups, and survey feedback, the team identified key strategic priorities that address emerging public safety challenges and enhance the Office’s prosecutorial impact. The resulting plan strengthens victim advocacy services, modernizes case management systems, promotes staff development and retention, and reinforces collaboration with justice system partners.

Our team provided foundational Strategic Planning education for leadership and staff, conducted broadbased engagement with both the Department and the community, and facilitated a dynamic in-person Strategic Planning Retreat. Through structured workshops, collaborative dialogue, and data-informed planning, we helped SLO PD establish a clear vision, mission, and a set of strategic priorities reflective of both organizational values and community expectations.

City of Los Alamitos – Economic Development Strategic Planning Project The JGA team partnered with the City of Los Alamitos Development Services Department on a nearly yearlong initiative to create an Economic Development Strategic Plan (EDSP) that reflects the community’s values and vision. Working in close collaboration with City staff, JGA led a robust engagement process involving residents, local businesses, community partners, and key stakeholders.
The result was a Strategic Plan that, in the words of the City Council’s message to the community, serves as a “blueprint which provides a flexible yet actionable framework for economic growth while preserving what makes Los Alamitos special.” At the plan’s adoption, the City Council expressed appreciation for the quality of the plan and publicly thanked the JGA team for its professionalism, dedication, and the meaningful outcomes delivered.

APPROACH TO SCOPE OF
SERVICES
SECTION B
APPROACH TO SCOPE OF SERVICES
The JGA Team will design and implement a comprehensive Strategic Planning process to establish a clear, shared direction for the City. This Strategic Plan will help position the City to be proactive, futurefocused, and aligned in how it leverages new opportunities while ensuring organizational readiness to meet evolving service demands.
This effort will integrate Council direction, staff insight, and community voice into a unified framework that guides decision-making, resource allocation, and performance expectations over the next five years.
The resulting Strategic Plan will serve as a practical, implementation-ready tool that strengthens alignment across departments and supports measurable outcomes. JGA will implement a hybrid stakeholder engagement model that balances transparency, inclusivity, and efficiency. Engagement will include Council and executive interviews, community Town Hall meetings, and custom staff and community surveys. This process will ensure internal operational perspectives are meaningfully incorporated into the Strategic Plan.
The Strategic Planning Process will involve five steps:
STEP 1: PROJECT KICKOFF
To initiate the Strategic Plan development process, JGA will meet with the Leadership Team, as determined by the City, and work with the City to solidify the project committee members, critical strategic planning components, desired outcomes, and associated deadlines.
STEP 2: CURRENT STATE ASSESSMENT & STAKEHOLDER ENGAGEMENT • JGA will conduct an assessment of the City's current Mission, Vision, and Values, as well as any additional City documents that the City determines will support the direction of the Strategic Plan. • One-on-One Interviews: JGA will conduct up to 15 one-on-one virtual interviews with City Council and the Leadership Team to gather leadership-level insight on priorities, opportunities, and expectations.
• Facilitated Town Halls: JGA will host two, two-hour Town Halls (one in-person and one virtual) to engage residents and stakeholders, ensuring broad participation while maintaining efficiency. • Custom Surveys: JGA will create two custom, anonymous surveys to solicit input from 1) All City staff and 2) Community Stakeholders, as determined by the City. • JGA will conduct a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis.
PAGE 1 2
STEP 3: STRATEGIC PLANNING WORKSHOP
JGA’s facilitation team will facilitate a one-and-a-half-day session for the City Council and Leadership Team. The goal will be to gain alignment between the Council and staff and guide Council Members through a structured, high-impact process to reaffirm who the City is and how it can best serve those it is entrusted to support. By grounding the conversation in the City’s core Mission, Vision, and Values, participants will reconnect with their shared purpose and set the stage for focused, strategic action.
Half-Day – City Council
Council Members will participate in a facilitated workshop to refine the City’s Mission, Vision, and Values and to identify high-level Goals. This session will focus on reviewing and endorsing JGA’s prepared drafts and building consensus around the most critical priorities and long-term direction.
One-Day – Leadership Team
The Leadership Team will convene to define clear Objectives aligned with the Goals established by the Council. This session will translate policy direction into actionable organizational priorities that guide decision-making, resource allocation, and implementation. Using proven facilitation techniques, JGA will ensure alignment between the Council’s vision and the Leadership Team’s operational focus.
We will ensure all voices are heard, and a consensus is built around the most critical issues and opportunities ahead. This is not a group wordsmithing session; rather, an opportunity for the Council and the Leadership Team to weigh in on what JGA has prepared as a result of the engagement and outreach described in Step 2.
STEP 4: WORK PLANNING FACILITATION
JGA will facilitate weekly virtual staff workshops, over a maximum of six weeks, with the Strategic Planning team and department experts to translate each Objective into clear, actionable steps by defining priorities, assigning responsibilities, and establishing outcomes. This process moves the City beyond planning into true implementation with clear accountability and a practical roadmap for progress.
STEP 5: DELIVERY OF FINAL STRATEGIC PLAN & WORK PLAN TRACKER JGA will assemble a final Strategic Plan Document and submit it to the Leadership Team for review, editing, and approval. The Strategic Plan Document deliverable will include updated Mission, Vision, and Values, along with clearly defined Strategic Priorities, Goals, and implementation milestones. JGA will also present the final Strategic Plan to Council at a public meeting and incorporate final revisions and direction provided by Council following presentation and review.
In addition to the Strategic Plan Document, JGA provides a custom-built Work Plan Tracker to support execution of the finalized Strategic Plan. The tracker enables ongoing progress monitoring and accountability.
If desired, JGA’s Strategic Partner, Envisio, can be introduced to the client to explore additional publicfacing dashboard options under a separate proposal that is not included in the scope or cost of this proposal.
PAGE 1 3
The actual project start date will be based on the contract award date. The success of this process and adherence to timelines are highly dependent on the City’s engagement and timely feedback at each stage. Active participation and prompt responses from the City are essential for meeting project milestones and ensuring a successful outcome.

Step 2: Current State Assessment & Stakeholder Engagement 10 weeks Step 3: Strategic Planning Workshop 2 weeks

-8-
requirements under this Section, City may either immediately terminate this Agreement or, if insurance is available at a reasonable cost, City may, but has no duty to, take out the necessary insurance and pay, at Consultant’s expense, the premium thereon.

Consultant shall not be liable for any failure to perform its obligations under this Agreement if Consultant presents acceptable evidence, in City’s sole judgment, that such failure was due to acts of God, embargoes, inability to obtain labor or materials or reasonable substitutes for labor or materials, governmental restrictions, governmental regulations, governmental controls, judicial orders, enemy or hostile governmental action, civil commotion, fire or other casualty, or other causes beyond Consultant’s reasonable control and not due to any act by Consultant.
14. Default.
A. Consultant’s failure to comply with the provisions of this Agreement shall constitute a default. In the event that Consultant is in default for cause under the terms of this Agreement, City shall have no obligation or duty to continue compensating Consultant for any work performed after the date of default.
B. In addition to the right to terminate pursuant to Section 12, if the City Manager determines that Consultant is in default in the performance of any of the terms or conditions of this Agreement, City shall serve Consultant with written notice of the default. Consultant shall have ten calendar days after service upon it of the notice in which to cure the default by rendering a satisfactory performance. In the event that Consultant fails to cure its default within such period of time, City may, notwithstanding any other provision of this Agreement, terminate this Agreement without further notice and without prejudice to any other remedy to which it may be entitled at law, in equity or under this Agreement.

16. Non-Discrimination and Equal Employment Opportunity. In the performance of this Agreement, Consultant shall not discriminate against any employee, subConsultant or applicant for employment because of race, color, religious creed, sex, gender, gender identity, gender expression, marital status, national origin, ancestry, age, physical disability, mental disability, medical condition, genetic information, sexual orientation or other basis prohibited by law. 17. Prohibition of Assignment and Delegation. Consultant shall not assign any of its rights or delegate any of its duties under this Agreement, either in whole or in part, without City’s prior written consent. City’s consent to an assignment of rights under this Agreement shall not release Consultant from any of its obligations or alter any of its primary obligations to be performed under this Agreement.

19. Waiver. No delay or omission to exercise any right, power or remedy accruing to City under this Agreement shall impair any right, power or remedy of City, nor shall it be construed as a waiver of, or consent to, any breach or default. (1) effective unless it is in writing and signed by the Party making the waiver, (2) deemed to be a waiver of, or consent to, any other breach, failure of a condition, or right or remedy, or (3) deemed to constitute a continuing waiver unless the writing expressly so states.
20. Final Payment Acceptance Constitutes Release. The acceptance by Consultant of the final payment made under this Agreement shall operate as and be a release of City from all claims and liabilities for compensation to Consultant for anything done, furnished or relating to Consultant’s work or services. Acceptance of payment shall be any negotiation of City’s check or the failure to make a written extra compensation claim within ten calendar days of the receipt of that check. However, approval or payment by City shall not constitute, nor be deemed, a release of the responsibility and liability of Consultant, its employees, subconsultants and agents for the accuracy and competency of the information provided and/or work performed; nor shall such approval or payment be deemed to be an assumption of such responsibility or liability by City for any defect or error in the work prepared by Consultant, its employees, subconsultants and agents.
21. Corrections. In addition to the above indemnification obligations, Consultant shall correct, at its expense, all errors in the work which may be disclosed during City’s review of Consultant’s report or plans. Should Consultant fail to make such correction in a reasonably timely manner, such correction may be made by City, and the cost thereof shall be charged to Consultant. In addition to all other available remedies, City may deduct the cost of such correction from any retention amount held by City or may withhold payment otherwise owed Consultant under this Agreement up to the amount of the cost of correction.
22. Non-Appropriation of Funds. Payments to be made to Consultant by City for services performed within the current fiscal year are within the current fiscal budget and within an available, unexhausted fund. In the event that City does not appropriate sufficient funds for payment of Consultant’s services beyond the current fiscal year, this Agreement shall cover payment for Consultant’s services only to the conclusion of the last fiscal year in which City appropriates sufficient funds and shall automatically terminate at the conclusion of such fiscal year.
23. Exhibits. Exhibits A and B constitute a part of this Agreement and are incorporated into this Agreement by this reference. If any inconsistency exists or arises between a provision of this Agreement and a provision of any exhibit, or between a provision of this Agreement and a provision of Consultant’s proposal, the provisions of this Agreement shall control.

SCOPE OF SERVICES

The actual project start date will be based on the contract award date. The success of this process and adherence to timelines are highly dependent on the City’s engagement and timely feedback at each stage. Active participation and prompt responses from the City are essential for meeting project milestones and ensuring a successful outcome.

AGENDA REPORT
CITY OF MAYWOOD
AGENDA ITEM NO. 20.
DATE: July 22, 2026
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: JENNIFER VASQUEZ, CITY MANAGER
BY: DAISY GUERRERO, DIRECTOR OF BUILDING AND PLANNING
SUBJECT: CONSIDERATION OF APPROVING THE PERMANENT LOCAL HOUSING
ALLOCATION (PLHA) RESIDENTIAL REHABILITATION PROGRAM GUIDELINES,
APPLICATION MATERIALS, AND ESTABLISHING THE LOAN STRUCTURE FOR THE
PROGRAM
RECOMMENDATION:
Staff recommends that the City Council:
1. Approve the City of Maywood Permanent Local Housing Allocation (PLHA) Residential Rehabilitation Program Guidelines;
2. Approve the Residential Rehabilitation Program Application, Screening Form, and related program materials;
3. Establish the financial assistance to eligible homeowners in the form of 0% Deferred Loans or provide alternative direction regarding the loan structure;
4. Authorize the City Manager, or designee, to make minor administrative revisions to the Program Guidelines and application materials as necessary to maintain compliance with PLHA, LACDA, and State requirements; and
5. Authorize staff to begin accepting applications in coordination with Avant-Garde and implement the Residential Rehabilitation Program.
BACKGROUND:
The Permanent Local Housing Allocation (PLHA) Program provides funding to local jurisdictions to preserve and improve housing opportunities for low- and moderate-income households. The City has allocated approximately $347,770 in PLHA Year 4 and Year 5 funds to establish a Residential Rehabilitation Program for eligible owner-occupied single-family homes, including a 20% consultant fee. The program is administered in partnership with the Los Angeles County Development Authority (LACDA), which serves as the grant administrator for the City’s PLHA allocation.
On June 24, 2026, the City Council approved a Professional Services Agreement with Avant-Garde to assist the City with implementation of the Residential Rehabilitation Program, including preparation of program guidelines, loan documents, application materials, environmental review, contractor procurement, staff training, and overall program administration. At that time, staff informed the City Council that the proposed program guidelines and loan structure would be finalized following review by LACDA and returned to the City Council for
final approval.
Since that meeting, staff, Avant-Garde, and LACDA have completed the review of the proposed Residential Rehabilitation Program Guidelines and supporting application materials. LACDA has approved the program for implementation, subject to final approval by the City Council.
This action represents the final policy approval necessary before the City may begin accepting applications from eligible homeowners.
DISCUSSION:
The Residential Rehabilitation Program is intended to preserve Maywood's existing housing stock by assisting eligible low- and moderate-income homeowners with correcting health and safety deficiencies, building code violations, accessibility improvements, and other eligible rehabilitation work. Assistance is available for owneroccupied single-family residences located within the City of Maywood and is funded entirely through PLHA grant funds administered by LACDA. Eligible households may receive financial assistance of up to $20,000 for qualified rehabilitation activities.
Program Guidelines
The attached Program Guidelines establish eligibility requirements, application procedures, income verification standards, property eligibility requirements, eligible improvements, contractor procurement procedures, and loan administration requirements necessary to ensure compliance with PLHA and LACDA requirements. The guidelines also establish project prioritization criteria that give first priority to repairs addressing immediate health and safety concerns, followed by preventative repairs and other eligible rehabilitation improvements.
Program Materials
Staff is requesting approval of the accompanying Residential Rehabilitation Program Screening Form and Application Packet, which will be used to determine applicant eligibility and maintain consistency with federal, state, and LACDA documentation requirements. The application materials include household income certification, owner occupancy verification, required supporting documentation, demographic reporting, and applicant acknowledgements.
Loan Structure
The remaining policy decision before the City Council is the type of financial assistance that will be offered through the Residential Rehabilitation Program.
Staff recommends establishing assistance in the form of 0% Deferred Loans.
Under a deferred loan structure:
• No monthly loan payments are required.
• No interest accrues during the life of the loan.
• The loan becomes due only upon sale, transfer, refinancing, or other specified triggering event affecting the property.
• The repayment of loan funds allows the City to revolve future PLHA resources, when permissible, and continue assisting additional homeowners over time.
Historically, residential rehabilitation programs funded through federal and state housing programs have utilized deferred loans because they preserve long-term affordability, encourage homeowner participation, and maximize the City's ability to recycle funding for future rehabilitation projects. The proposed Program Guidelines were developed with this loan structure in mind.
Should the City Council wish to establish an alternative financing structure, such as a forgivable loan, staff
would revise the Program Guidelines and loan documents accordingly before implementation.
Program Administration
Following City Council approval, the City and Avant-Garde will officially launch the Residential Rehabilitation Program. Avant-Garde, serving as the City's program administrator, will be responsible for marketing the program, receiving and processing applications, conducting applicant eligibility reviews, verifying household income, coordinating property inspections, preparing rehabilitation work write-ups, facilitating environmental review, coordinating contractor procurement, preparing loan documents, overseeing construction, conducting progress inspections, and processing reimbursement requests in accordance with PLHA and LACDA requirements. The City will provide overall program oversight and ensure compliance with the Professional Services Agreement and applicable grant requirements.
Eligible applications will be reviewed in accordance with the approved Program Guidelines, with priority given to projects addressing immediate health and safety concerns, followed by preventative repairs and other eligible rehabilitation improvements, subject to available funding.
LEGAL REVIEW:
The City Attorney has reviewed this report.
FISCAL IMPACT:
If this item is approved, the City has approximately $347,770 in the FY 2026–27 budget to support this program, which includes a 20% consultant fee.

Residential Rehabilitation Program
I. Program Overview
A. Purpose, Goal, and Objective of Program
The purpose of this Residential Rehabilitation Program is to eliminate substandard housing conditions; preserve decent, safe, and sanitary housing; correct allowed building and health code violations and improve accessibility for persons with disabilities through the awarding of deferred loans at 0% interest or low-interest forgivable loans to low- and moderate income qualified singlefamily, owner-occupied households in the City of Maywood.
The goal of the Residential Rehabilitation Program is to provide deferred loans at 0% interest or low-interest forgivable loans for eligible construction costs not-to-exceed $20,000 for necessary housing rehabilitation repairs. This amount may be increased on a case-by-case basis, subject to approval by the City Council and/or their designee.
The program objective is to assist eligible low- and moderate-income (LMI) residential owneroccupants in maintaining the City of Maywood’s existing housing stock by means of providing funding for housing rehabilitation repairs.
B. Source of Funds and Relationship with Grantor
The source of funds for the Residential Rehabilitation Program is the Los Angeles County Community Development Authority (LACDA), which acts as an agent for and is the recipient of the California Department of Housing and Community Development (HCD) Permanent Local Housing Allocation (PLHA) funds. These funds are for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing, that meets the needs of a growing workforce earning up to 120-percent of AMI, or 150-percent of AMI in high-cost areas.
As a disbursing agent of these funds, the LACDA has subcontracted with the City of Maywood to provide administrative services for housing repair activities. As such, the City is responsible for marketing the program, processing and packaging all repair loans it obtains for the Program, performing on-site inspections, and acting as a quality agent relative to program activity. The City is obligated to fulfill the terms and conditions of its contract with the LACDA, established LACDA policies and procedures, and Federal and local rules and regulations.
C. Types of Assistance Available
Assistance shall be available to eligible homeowners in the form of a loan up-to $20,000 per qualified household.
