CAMERAS AND SURVEILLANCE CAMERAS AND AUTHORIZING A
BUDGET ADJUSTMENT TO THE GENERAL FUND
SUMMARY:
Since November 23, 2022, the McFarland Police Department has used the Flock camera system in our city to assist with deterring criminal behavior and solving crimes. Flock cameras are stationary cameras placed at strategic locations to capture vehicle movement throughout the city. The camera system uses License Plate Reader technology to conduct checks on license plates which notifies officers and the McFarland Police Communications Center in real time as to the location of wanted or stolen vehicles. Officers and Dispatchers can also conduct searches in the Flock system for vehicles by description only and partial license plates which aids in locating suspect vehicles.
Since the implementation of these LPR cameras, several high profile and violent crimes have been solved. Officers have used this camera system to view and track wanted vehicles which has resulted in at least two homicide’s and several other crimes impacting McFarland and the City of Delano.
The Flock camera system has allowed The McFarland Police Department to enhance its efforts by providing increased surveillance as well as coordinating and developing partnerships with other agencies to address these issues. Our Flock cameras are shared with neighboring departments like Delano Police, Bakersfield Police, and the Kern County Sheriff's Office. The addition of these cameras has been critical in investigating criminal and street gang activity between these and other jurisdictions.
Through the extended use of these cameras and officer interactions the McFarland Police Department has realized additional cameras would enhance our investigative capabilities. The police department has worked with Flock Safety professionals to develop additional camera positions that we believe will assist in closing some gaps in our surveillance network.
Originally, the City Council approved the lease of 20 Flock cameras to assist with public safety.
We believe the addition of nine more LPR cameras and three high resolution security cameras gaps in our surveillance capabilities will be addressed. These additional camera positions will
allow for the capture of license plates entering and exiting the city with greater accuracy. In addition, we will gain surveillance capabilities covering the city’s most traveled areas of commerce.
The additional cameras would be under a two-year contract with Flock Safety beginning when the cameras are installed. The first year (fiscal year 24/25), would incur a cost of $40,800 with a one-time installation fee of $5,600. The second year (fiscal year 25/26) would cost the city $40,800 for the remainder of the contract.
FINANCIAL IMPACT:
The financial impact to the City will be $46,400 for Fiscal Year 2024/25 and an additional $40,800 for Fiscal Year 2025/26. A budget adjustment to the General Fund is required to cover the Fiscal Year 2024/25 expenditure.
RECOMMENDATION:
Staff recommends that the City Council discuss and possibly approve the Flock camera system additions and authorize the necessary budget adjustment to the General Fund.
