Within not more than ten days after completion of preliminary development, the CONTRACTOR shall commence well development by pumping and surging to clear the well of all additional accumulation of mud, sand, and sediment. Well development and performance testing shall conform to AWWA Standard A100-97, Sections 9 and 10 and the requirements specified herein.
If a Subcontractor is used for the pump installation, development pumping, and test pumping, this Subcontractor shall be provided a copy of the well Specifications and attend the preconstruction conference.
11.2 PUMPING EQUIPMENT & MATERIALS
The pump and prime mover shall be capable of producing water at a rate of 3,500 gallons per minute with a pumping level of 500-feet. The pump shall be placed at a 650-foot depth during development and testing operations or as specified by the Engineer. The test pump shall not be equipped with a foot valve, which would prevent back spin and interfere with surging operations. Discharge piping, gauges, Rossum sand tester, meters, sample ports, and electric sounders shall be furnished as required by the CONTRACTOR. The CONTRACTOR shall supply a certificate of calibration for all measuring devices prior to testing. The flow meter shall be capable of totalizing in gallons and be recently calibrated. The CONTRACTOR shall furnish and install a gear head and engine driver for said pump with suitable throttling devices to control discharges between 500 and 3,500 gpm. Water shall be disposed of by the CONTRACTOR in accordance with Section 2.5 “Disposal of Water”. The CONTRACTOR shall be responsible for the removal of all sand and mud deposited as a result of the development operations.
CONTRACTOR shall contact Engineer to determine City requirements and coordinate disposal of water.
CONTRACTOR shall be responsible for piping the water to the disposal area.
11.3 DEVELOPMENT METHOD
The quantity of water being pumped during development shall begin at a low volume and gradually increase as development continues. The flow rates shall be measured by an approved flow meter. From time to time the pump shall be stopped and the water in the pump column allowed to flow back into the perforated casing. The operation of gradually increasing the pumping rate shall be repeated as development of the well continues and shall be done in a manner satisfactory to the Engineer. The well shall be thoroughly developed so that it will produce a maximum specific capacity (gpm per foot of drawdown) based on the consideration of depth and nature of the water bearing formations and so that it will not produce an amount of fine sands in excess of the sand production limitations. Sand measurements shall be taken at one-minute intervals for approximately the first ten minutes, and at appropriate longer intervals for the remainder of the test as directed by the Engineer. Development of the well shall continue until the well produces not more than five parts per million of sand by volume within twenty minutes after surging at the maximum pumping rate or as directed by the Engineer. During testing, the rate of sand production shall be measured by a centrifugal sand separating meter (Rossum Sand Tester) at the well head. The centrifugal sand separating meter shall be supplied by the CONTRACTOR. Development procedures, quantities, pumping rate, specific capacity, sand production and times shall be recorded in the CONTRACTOR's log and given to the Engineer at the completion of the project. Final production testing shall be performed prior to final acceptance of the well. Field data shall be provided to the Engineer as it is developed.
CONTRACTOR shall allow sixty (60) hours for active pumping and surging time.

11.4 DEVELOPMENT RECORDS
The CONTRACTOR shall provide discharge and drawdown pumping level measurements versus time, using an electric sounder, for the development pumping at a minimum of every twenty (20) minutes or as specified by the Engineer.
The records shall show, at a minimum, static water level prior to starting pumping, date and time, discharge rate in gpm, cumulative discharge reading in total gallons, water level drawdown, measured pumping level, motor rpm, specific capacity, number of surges, sand production, water clarity, and any other remarks such as odor. These shall be recorded and maintained in a format approved by the Engineer. All depth to water readings shall be measured with a calibrated electric sounder. Copies of the daily results for pumping and surging shall be submitted to the Engineer as it is developed.
11.5 CHEMICAL DEVELOPMENT
If the Contractor elects to use a drilling mud additive at anytime during the well construction, additional chemical development will be required as outlined herein. When only clean water is used as a drilling fluid, chemical development during the pumping and surging process is not required.
The Contractor shall pump and surge the well without any chemical addition on a daily basis.
However, at the end of each day and as approved by the Engineer, the Contractor shall introduce an approved clay-dispersing agent such as MudNox into the well and surge the well a minimum of five times.
The volume of MudNox added each day shall be in accordance with the manufacturers written recommendations. Upon completion, the clay-dispersing agent shall be allowed to remain in the well for a period of not less than twelve (12) hours and not more than twenty-four (24) hours. After the idle period, the pumping and surging shall continue as specified herein. The time spent adding chemical and allowing for the idle time will not be included in the hours calculated for active pumping and surging time.
11.6 MEASUREMENT AND PAYMENT
Measurement and payment for pumping and surging shall be made on an hourly basis for the actual time spent pumping and surging the well and shall include the CONTRACTOR’s own costs and the costs of supplies, Subcontractor, and other items necessary for development work performed. Such payment shall constitute full compensation for all labor, equipment, tools and all other items necessary and incidental to the completion of the work. Payment shall be as stated in the Bid Schedule for the bid item “Conduct Well Development by Pumping and Surging” - Bid Item No. 14.
The City reserves the right to extend or reduce the hours spent pumping and surging specified herein at the same Contract unit price bid per hour as stated in the Bidding Schedule. (END OF SECTION)

Mr. Hernandez:
Bids were received for the above referenced project on June 25th, 2026 at 3:00 pm at the City office. The bid results are shown in Exhibits A and B attached hereto.
Bakersfield Well & Pump Company was the apparent low bidder in the amount of nine hundred sixty-three thousand dollars - $963,000.00. Bakersfield Well & Pump Co. submitted the appropriate bid documents including:
• Bid Form
• Non-Collusion Affidavit
• Bid Bond (10%)
• Addenda Acknowledgements
• Project References
The bid proposal submitted by Bakersfield Well & Pump Co. has been reviewed and it appears that they have submitted all the necessary bid information and that their bid is correct.
They are a Class “C57” Well Drilling Contractor located in Bakersfield, California. Their contractor’s license is active and in good standing. They have several years’ experience as a Well Drilling Contractor. They listed two subcontractors for this project. • Hogg Drilling – Conductor Installation
• Pacific Surveys – Geophysical Logging and Well Video
Project references were provided by Bakersfield Well & Pump Company. In addition, they have worked on dozens of municipal water wells on past projects for our firm and have performed well.
It is recommended that they be awarded the contract in the amount of $963,000.00 and that a pre-construction meeting be arranged upon award and execution of the contract documents.

Agenda Item No. 16.

SUBJECT: REPORT, DISCUSS, AND PROVIDE DIRECTION ON THE PROPOSED FEE
SCHEDULE AND OPERATING GUIDELINES FOR THE MCFARLAND
COMMISSARY LAUNCHPAD LOCATED AT 103 W. SHERWOOD AVENUE
SUMMARY:
The City of McFarland has experienced a significant increase in small businesses utilizing popup events and home occupations as a way to launch and grow their businesses. While these opportunities provide entrepreneurs with a low-cost entry point, they can also present challenges related to permitting, health and safety requirements, and access to appropriate commercial facilities. To provide local entrepreneurs with a legal, safe, and affordable pathway to start and expand their businesses, City Staff partnered with the Kern County Environmental Health Department to establish a commissary kitchen. A commissary kitchen is a licensed commercial-use kitchen that provides food entrepreneurs with an approved facility to prepare, cook, package, and store food for catering operations and other small-scale food businesses.
Through the newly established McFarland Commissary Launchpad, local entrepreneurs can access the facilities and resources needed to legally launch their food-based businesses without the significant upfront costs associated with opening a traditional storefront. The program is designed to serve as a stepping stone for small businesses, allowing entrepreneurs to establish their brand, build a customer base, develop their operations, and ultimately grow into a permanent storefront within the City of McFarland.
The McFarland Commissary Launchpad supports the City's broader goal of encouraging entrepreneurship, expanding economic opportunities, and creating a clear pathway for small businesses to grow from a startup into a successful, established business within the community.
FINANCIAL IMPACT:
A structured fee schedule for prospective launchpad applicants will bring in additional income into the city.
RECOMMENDATION:
City Staff recommends that City Council discuss and provide direction to staff on the guidelines and fee structure for the McFarland Commissary Launchpad.
