Existing Event Framework
The Independence Celebration would continue to be held on the Saturday prior to Independence Day, Saturday, June 27, 2026 at Wheatfield Park, consistent with long-standing community tradition. Core elements of the event are expected to remain unchanged and include food and craft vendors, a Kids Zone with inflatable attractions, live entertainment, and a fireworks display to conclude the evening. These components continue to resonate strongly with residents and provide a familiar and accessible experience for the community. Continuing the event on the Saturday prior balances community tradition with fiscal responsibility, as service and entertainment costs, including fireworks, are substantially higher on the Fourth of July due to regional demand.

Staff-Recommended Updates for 2026
While the overall structure of the Independence Celebration remains consistent, staff recommends several targeted updates to enhance the attendee experience and create space for a meaningful Semiquincentennial recognition.

Based on operational experience, community feedback, and Parks, Recreation and Trails Commission input, staff recommends the following updates for 2026:
Separate the parade from the primary event day and host it on the morning of July 4, 2026. Integrate Semiquincentennial-themed enhancements into the event and select summer programs.
Consider a one-time entertainment enhancement allocation of up to $15,000, focused exclusively on elevating the event’s entertainment components.

Each recommendation is described in greater detail below.

Parade Scheduling and Location
Staff recommends separating the parade from the primary Independence Celebration event day and hosting a Fourth of July morning parade on Saturday, July 4, 2026, in the Sun City area. This approach preserves the traditional evening celebration while introducing a City-supported Fourth of July activity during the Semiquincentennial year.

PRTC expressed support for this approach, noting the opportunity to expand access for residents, including seniors and families who may not attend the evening celebration. From an operational perspective, this change allows for improved logistics, enhanced parking and viewing opportunities, and a more streamlined event footprint on June 27.

The final parade route would be developed through a Traffic Control Plan in coordination with the Menifee Police Department, Public Works/Engineering Department, Community Development Department, and Community Services Department, ensuring safety, accessibility, and advance communication with residents.

Semiquincentennial Enhancements
To commemorate the nation’s 250th anniversary in a way that is inclusive and family-oriented, staff would integrate several commemorative elements into the Independence Celebration and select Community Services programs leading up to Fourth of July.

These enhancements include family-friendly activities and competitions, a commemorative giveaway item, and themed photo opportunities highlighting key moments in U.S. history. Patriotic elements would also be incorporated into existing programs such as Spring Fest and Movies in the Park, along with themed giveaway items distributed throughout the summer.

Staff has also engaged the City’s Community Partners network to encourage local organizations and businesses to participate through complementary activities and promotions, further extending the reach and impact of the Semiquincentennial theme.

Entertainment Enhancement – Market Context and Recommendation Entertainment is a primary driver of attendance and overall event experience for the Independence Celebration. For the 2026 event, the approved budget includes $25,000 for fireworks and $5,000 for stage entertainment, for a baseline entertainment investment of $30,000.

In recognition of the significance of the Semiquincentennial, staff recommends City Council consideration of a one-time entertainment enhancement allocation of up to $15,000, to be applied exclusively toward elevating the entertainment components of the event.

Based on recent procurements, regional benchmarking, and staff experience coordinating comparable municipal events, entertainment costs can vary significantly depending on scope and production requirements. For general planning context:
Fireworks enhancements beyond a standard 15-minute display can range from approximately $15,000 to $25,000, depending on duration, shell size, and finale complexity.
Limited or hybrid drone components, when paired with fireworks, can range from approximately $20,000 to $30,000, depending on drone count, programming complexity, and safety requirements.
Higher-caliber stage entertainment or enhanced production elements (sound, lighting, or nationally recognized performers) often exceed standard community-event budgets and can range from $7,500 to $20,000 or more.

These figures are provided for context only and do not represent quotes or commitments. Actual costs would be determined through a competitive procurement process.

Subject to City Council feedback and procurement outcomes, the proposed allocation would allow staff flexibility to prioritize one or more enhancements that deliver the greatest overall community benefit. Final selections would be implemented within the approved funding limit, allowing responsiveness to market conditions while maintaining fiscal discipline.

Staff would continue working closely with the Lake Menifee Women’s Club, City departments, and community partners to implement Council direction in alignment with shared priorities and community values.

FISCAL IMPACT
The approved Fiscal Year (FY) 2025-26 Budget for the Independence Celebration is $78,700, funded within account 1100-53-CSD-RECR-709-15128. Recommended operational updates and programmatic enhancements can be accommodated within the existing budget framework.

The proposed one-time entertainment enhancement allocation of up to $15,000 would require City Council approval, anticipated for consideration during the FY 2025-26 Mid-Year Budget Review. This request represents a one-time enhancement and does not establish an ongoing funding increase.

If an enhancement allocation is not approved and Council directs staff to proceed with enhancements, funding would need to be reallocated from other Community Services programs or events.
