The vacancies were posted on the City’s Instagram account, with the most recent push on November 4, 2024.
During the application process, two applications were received. The two applications that were received were from current TRRP CAC Committee Members, Emmanuel Becerra and Jim Bishop. I am submitting my application for review and consideration to be reappointed to this position. I believe I am uniquely qualified for this rigorous and challenging assignment. I am grateful for the opportunity to share my candidacy with the selection board. As a lifelong resident of this city, I am prepared to continue to make a difference in my community and hopefully leave it in better shape for my children and someday grandchildren.
I have spent all of my adult life in public service. I began my law enforcement career when I enlisted the United States Marine Corps. I have had the honor of serving my country and privilege of leading Marines for the past 23 years through multiple combat deployments to Iraq, Afghanistan and other deployments throughout the Middle East, Africa, Asia and Europe. I continue to serve in the Marine Corps.
I have served my country, state and community in various capacities all of which have contributed to me being qualified for this assignment. Some of the operations had widespread span of control, coordinating, and directing over 120 or more personnel. I have been responsible for planning, organizing and directing day to day operations while providing functional administrative and policy direction to subordinates in unique and austere environments. All while ensuring all staff were in compliance with the required policies and procedures. I have conducted instructional program evaluations, in an effort to identify ongoing training needs, assessed sensitive complex issues, consulted with, and took direction from senior managers.
I have supervised/managed personnel, office operations, assigned, coordinated, and monitored workload and investigations. This included approving different types of reports conducted by subordinates, ensuring they are in compliance with all administrative and legal mandates. I have coordinated unit operations, and overseen unit collaboration in multi-agency task force joint operations and the development of multi-jurisdictional operation plans. I have also developed, implemented, and enforced office protocols in compliance with all applicable rules, regulations, and policies.
I am excited to submit my name for consideration of this position with the City of Modesto. I would appreciate the opportunity to discuss my life experiences, attitude, and demeanor with you at a future time.
Thank you for your time and consideration.
