STAFF REPORT
Meeting: City Council - May 03 2022
Agenda Heading: CONSENT CALENDAR

Department: City Manager
Title: Consider and Approve a Resolution Adopting a List Of Projects for Fiscal Year 2022/23 Funded by SB 1: The Road Repair And Accountability Act Of 2017
Recommendation(s):

Staff recommends the City Council adopt a resolution to adopt the list of City projects to be funded in fiscal year (FY) 2022/23 by SB 1: the Road Repair and Accountability Act of 2017.

Background Information:

In April 2017, the Governor signed into law Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017). SB 1 provides additional gas tax funding to State and local agencies to address significant multi-modal transportation infrastructure funding shortfalls.

The California Transportation Commission (CTC) has set July 1, 2022 as the deadline for cities to submit a list of projects to be funded with Road Maintenance and Rehabilitation Account (RMRA) funds. The City expects to receive an estimated
$82,152 in FY 2022/23.

Analysis:

As part of the proposed FY 2022/23 annual Pavement Management Program, staff recommends the maintenance of following streets be funded with RMRA funds:

Street name Begin Location End Location PCI

LA RINCONADA

DRIVE EB

WINCHESTER

ST. 33
The streets listed above have some of the lowest pavement condition indexes (PCI) in the City and much of the maintenance on these streets have been delayed from prior years due to utility and development projects.

The project list submitted to the CTC does not limit flexible use of funds, provided that funds are only used for eligible projects – the City can fund projects in a given year not on the project list or not fund projects that were on the project list. Eligible uses are restricted to:
• Road maintenance and rehabilitation
• Safety projects
• Railroad grade separations
• Complete street components, including active transportation purposes, pedestrian and bicycle safety projects, transit facilities, and drainage and stormwater capture projects in conjunction with any other allowable project.
• Traffic control devices.

As required by SB 1, the City will also prepare a report at the end of the fiscal year detailing the actual expenditure of SB 1 funds during the year including the projects funded and the amount of funding expended.

Fiscal Impact:

SB 1 requires that cities maintain a general fund expenditure maintenance of effort (MOE) for transportation at levels equal to or greater than their annual average expenditures during the 2009-2010, 2010-2011, and 2011-2012 fiscal years, approximately $4,200 for the City of Monte Sereno. The bill authorizes the State Controller’s Office to audit local governments for compliance and subject local governments to reimbursing the state for non-compliance.

The approximately $82,000 in FY 2022/23 SB 1 funds will be applied directly towards the annual Pavement Management Program. This funding is in addition to the annual Highway Users Tax Account (or Gas Tax) funds the City receives (estimated at $110,000 for FY 2022/23).

Public Noticing:

The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.

STAFF REPORT
Meeting: City Council - May 03 2022
Agenda Heading: NEW BUSINESS
Staff Contact: Jessica Kahn,
Department: City Engineer
Title: Accept the Pavement Management Program Status Report Recommendation(s):

Staff recommends the City Council accept this report on the Pavement Management Program PTAP 22 Budget Options Report and direct staff as to future goals and budget for pavement maintenance.

Background Information:

The City is responsible for the operation, repair and maintenance of approximately 13.5 centerline miles of streets with a pavement replacement value of over $24 million. The Metropolitan Transportation Commission (MTC) requires local agencies to develop and adopt a pavement management program as a condition of state grant eligibility (California Streets and Highway Code, Section 2108.1). The program requires the City to maintain an inventory of City streets and identify sections needing rehabilitation or replacement and the associated budget. MTC assists cities through a Pavement Technical Assistance Program (PTAP), which provides grants to fund detailed condition distress surveys that must be conducted every two years. These surveys are based on the Pavement Condition Index (PCI) which uses a rating system of 0-100 to give an overall indication of the pavement condition, where 100-70 is “good”, 69-50 is “at-risk”, 49-25 is “poor”, and 24-0 is “very poor”. MTC’s goal is for the average PCI on local streets and roads to 85 points or higher regionwide.

The City received a PTAP Round 22 grant to fund a pavement condition survey that was performed in December 2021. The results of this survey are documented in the Pavement Management Program (PMP) Update Budget Options Report and Data Collection & Quality Management Report by Adhara Systems, Inc. (Attachments 1 and 2). The report specifies the PCI for each street segment and the street network overall. The PMP also recommends optimal maintenance and rehabilitation strategies.

The City of Monte Sereno last updated its PMP in 2019 which led, through discussion with the City Council, to the adoption of the Fiscal Year 2020-2021 Pavement Management Program budget and a five-year financing plan to increase the City’s average PCI by five points to 74.

This was an increase in effort from the 2016 PMP in which the Council had established a budgeting plan to increase the PCI to 70.

Page 142 of 318 ends

For the past three fiscal years staff used the schedule and treatment types called for in the 2019 PMP to develop the list of streets treated as a part of its annual street rehabilitation project, with an emphasis in reducing the number of streets in “poor” condition.

Better Streets Commission Recommendation
This item was discussed by the Better Streets Commission at their April 14, 2022 meeting. The Commissioners discussed the benefit of increasing the PCI verses the impact to the City’s general fund. In addition to the $250k in restricted transportation revenues, approximately $60k has been allocated from the general fund to pavement maintenance each fiscal year for the past four years (including FY21-22) for a total annual pavement maintenance budget of $310k.

Public comment was given by Council Liaison Mekechuk regarding Refuse Vehicle Impact and Road Impact Fees for funding future street improvements. Potential revenues for future street maintenance will be agendized for an upcoming Commission meeting. The Commission agreed that maintaining the current level of spending on pavement maintenance is an important long-term investment in City infrastructure. The Commission recommended that the City Council maintain the City’s current investment level for pavement maintenance at approximately $310,000 per year 4-0-1 with Commissioner Lapcevic absent.

Analysis:

Existing Pavement Condition
The 2021 PMP update indicates that the City’s overall PCI has increased three points, from 69 in 2019 to 72 in 2021 which is in the “good” Category. There is a total of eight streets, or approximately one mile of streets, in “poor” condition in the City (a decrease from 18 streets in 2019), there are no streets in “very poor” condition. All streets in the poor category are scheduled to be maintained within the next two annual maintenance projects (FY22-23 and FY23-24) or the Daves Neighborhood Improvement Project, tentatively scheduled for FY24-25.

Over the past two years, the City has maintained, rehabilitated, and reconstructed approximately 17 streets throughout the City (Attachment 3). The maintenance work included cost effective preventive maintenance treatments such as crack sealing, slurry seal, and microsurfacing as well as AC overlays and partial to total reconstruction of eight streets. FY21-22 also included the rehabilitation of Winchester Boulevard, the City’s only arterial street, in partnership with the Town of Los Gatos’ Winchester Boulevard Class IV Bikeway Project.

In general, the City has utilized crack seals and surface treatments, such as slurry seals and micro-surfacing when the pavements are in “fair” condition or above. These types of treatments are usually considered cost effective “preventive maintenance.” When the pavement condition deteriorates to lower levels, overlays and reconstruction have been performed. These are considered “rehabilitation or reconstruction.” Budget Needs
The primary trade off consideration for pavement maintenance is between investing in preventive maintenance or rehabilitation/reconstruction. Preventative maintenance is the industry standard because a relatively minor investment in maintenance can significantly expand the life of the pavement. Timely maintenance to keep a section of roadway in “good”

Page 143 of 318 ends

condition requires significantly less funding than restoring the same road if the pavement is allowed to deteriorate to the point where major rehabilitation is necessary.

Based on this principle, the MTC PMP strives to develop a maintenance strategy that will first improve the overall condition of the network to an optimal PCI somewhere in the high 70s to low 80s, and then sustain it at that level. The overall PCI for the City street network is 72 which is approaching maintenance sustainability. If the City follows the strategy recommended by the program, ideal investment strategy with an unlimited budget, the average network PCI will increase to 84. Using the PMP Budget Needs module, street maintenance needs are estimated at $2.93 million over the next five years, including $1.14 million deferred maintenance backlog in the first year of the scenario. If no maintenance is applied over the next five years, already distressed streets will continue to deteriorate, and the network PCI will drop to 65. The results of the Budget Needs Analysis are summarized below.

Summary Results of Budget Needs Analysis ($ in thousands) 2022 2023 2024 2025 2026 5-year

Funding Scenarios
The PMP includes four funding scenarios for PCI goals (as required by the MTC) and deferred maintenance costs during the next five-year period. All these scenarios assume pavement improvements included in the Daves Neighborhood Improvement Project in FY24-25 being constructed with non-pavement management funds.

Assuming the City does not wish to expend the funds to eliminate all deferred maintenance as determined by the Budget Needs Analysis above, the Council may wish to consider one of the Scenarios summarized below.

Scenario 1. Current Investment Level ($1.55 million): With this budget, approximately $310,000 per year, the network PCI is expected to increase from 72 to 78. This would require an annual transfer averaging $60,000 per year above the City’s gas tax, Measure B, and SB 1 funding for street rehabilitation. Staff recommends executing this scenario as it exceeds the Council goal a 75 PCI and results in the highest percentage of streets in “good” and the lowest percentage of streets in “poor” condition.

Scenario 2. Maintain Current PCI ($0.64 million): With a 5-year M&R budget of $636,400 the network PCI is expected to maintain at 72. This averages $123,000 less than the

Page 144 of 318 ends

formula funds the City received for maintenance from gas tax, Measure B, and SB 1 funding. These funds are required to be used for street improvement purposes. This scenario does not meet the Council’s 2020 goal and is not recommended.

Scenario 3. Increase PCI to 75 ($1.11 million): With a 5-year M&R budget of $1.11 million the network PCI is expected increase from 72 to 75. This averages $28,000 less than the formula funds the City received for maintenance from gas tax, Measure B, and SB 1 funding. This scenario does meet Council’s 2020 goal, however as the fund received by the City are required to be used for street improvement purposes this scenario not recommended.

Scenario 4. Increase PCI by 5 Points to 77 ($1.34 million): With a 5-year M&R budget of $1.34 million the network PCI is expected increase from 72 to 77. This would require an annual general fund transfer averaging $18,000 per year above the City’s gas tax, Measure B, and SB 1 funding for street rehabilitation. This scenario results in 2.6% more streets in “poor” condition, 3.5% fewer streets in “good” condition, and an overall PCI one point less than Scenario 1.

Annual Pavement Maintenance and Rehabilitation
The PMP focuses on a few key factors to provide “big picture” midterm forecasts of which streets should be addressed each year, while still requiring some human judgment for refinement on a year-to-year basis. The proposed five-year plan in the PMP is a planning level document and is subject to refinement to maximize cost-effectiveness based on number of factors including utility conflicts, unplanned maintenance projects, other capital projects and development project coordination, and escalation in construction costs. As part of the annual budget presentation, Staff will provide the Council with the updated list of streets on an ongoing basis as each year’s project scopes are better defined based on technical and funding availability.

Fiscal Impact:

In previous years, the City had limited funding for residential surface seal programs, pavement repairs, and paving. The passage of both Measure B and SB 1 have provided annual funding sources of approximately $250,000 for pavement maintenance annually. In addition, since FY17-18 the City Council has allocated $3.4 million in supplementary road maintenance funding and neighborhood improvement projects to expedite pavement improvements. This increased funding has resulted in a PCI increase of nine points and seven completely rehabilitated streets since 2016.

There is no fiscal impact or additional fund allocation request at this time. Staff is requesting the Council to provide direction on the continued implementation of the pavement management program. Direction will be incorporated into the FY 22-23 budget for Council review.

City of Monte Sereno, P-TAP 22 1 Pavement Management System Update April 2022 Budget Options Report

1. Abstract
Metropolitan Transportation Commission (“MTC”) has contracted with Adhara Systems, Inc. (“ADHARA”) for its Pavement Management Technical Assistance Program (“P-TAP”) and assigned ADHARA to the City of Monte Sereno, California (“CITY”) for its P-TAP Round 22 Pavement Management System (“PMS”) Update Project (“PROJECT”). The Project includes updating the CITY’s PMS database in accordance with the MTC StreetSaver Online Pavement Management Program (“PMP”).

CITY manages 88 sections, 13.53 centerline miles (26.30 lane miles, 2.02 million ft2) of road network.

In 2020 and 2021, CITY maintained 20 sections, 443 thousand ft2 (21.8% of total network area). With the CITY’s
maintenance & rehabilitation (“M&R”) effort, CITY maintained its weighted average network PCI as 69 in December 2021, prior to the inspection data entry.

Through the Project, a total of 13.7 lane miles (12 feet wide) were evaluated for the CITY’s 13.53 centerline miles of CITY’s managed network in December 2021. Prior to inspection data entry, inspection data of sections received M&R in 2020 and 2021 were excluded.

Updating the CITY’s PMS resulted in a current weighted network average Pavement Condition Index (“PCI”) of 72 as of March 17, 2022. This PCI rating places the CITY’s road network condition in “GOOD” (70<=PCI<=100) category.

This report analyzes the CITY’s Budget Needs along with four additional budget scenarios that CITY may want to apply to future M&R plans for the next five years.

CITY reviewed treatment types and costs in the Decision Tree (see Appendix E). City selected 3% inflation and 2% interest rates to calculate the CITY’s Network Replacement Cost and Budget Needs. CITY’s Network Replacement Cost is $24.0 million. The Budget Needs analysis determined that CITY needs $2.93 million to eliminate all deferred M&R every year over the next five years. This analysis indicates that CITY’s network PCI will reach to 84 by the end of 2026 with unlimited funds.

CITY has a budget plan with $310 thousand with 7% Preventive Maintenance (“PM”) for next five years.

StreetSaver is set to use the excessive rehabilitation funds for PM. CITY has predefined projects which will use 2022 and 2023 budget funds prior to other sections. CITY also has a project plan for 2024 which will use

Page 151 of 318 ends

City of Monte Sereno, P-TAP 22 2 Pavement Management System Update April 2022 Budget Options Report
“Special Project” funds. This 2024 project will not use CITY’s general M&R budget. With the current budget plan, the average network PCI will reach to 78 and maintenance backlog will be increased to $1.27 million at the end of year 2026. In order to maintain the average network PCI of 72, CITY will need to allocate a total budget of $636 thousand, average annual budget of $127.3 thousand, for 5 years. The plan will increase the maintenance backlog to $2.33 million at the end of year 2026. In order to increase the average network PCI to 75, CITY will need to allocate a total budget of $1.11 million, average annual budget of $221.9 thousand, for 5 years. The plan will increase the maintenance backlog to $1.85 million at the end of year 2026. Additionally, to increase the average network PCI to 77 at the end of year 2026, CITY will need to allocate a total of $1.34 million, average annual budget of $268.1 thousand, for 5 years according to the StreetSaver Target Driven Budget Scenario module. The maintenance backlog will increase to $1.59 million.

This report found that the CITY’s current Budget Plan of $310 thousand with 7% PM ratio is suitable to CITY’s objectives.

2. Purpose
The purpose of this report is to assist CITY in utilizing the results of the field survey data and budget options analyzed in the PMS. This report assesses the adequacy of the current budget and identifies a practical budget scenario that meets the M&R needs recommended by the PMS program and that will improve the CITY’s M&R strategies over the next 5 years and compares this cost to the CITY’s current budget. The CITY prioritizes improving sections in POOR (25<=PCI<50) condition. The following criteria are used in identifying a practical scenario:
• Improve sections in POOR condition.
• PCI value: Maintain network PCI at the current value or higher. • Cost-effectiveness: Allocate more funds to arterial/collector roads than residential roads with appropriate PM ratio.
• Affordability: Provide a realistic expenditure plan that can stabilize Deferred Maintenance or minimize increase.

3. Definitions and Assumptions
Deferred Maintenance: Maintenance backlog. Dollar amount of maintenance and rehabilitation work that should have been treated, but funding was not allocated.

Inflation Rate: 3%
Interest Rate: 2%
PCI Treated: Future PCI value with budget allocation. It shows PCI trends with limited or unlimited budget.

PCI Untreated: Future PCI value without budget. It shows PCI trends “what if there is no fund for certain period of time”.

Preventive Maintenance (“PM”): Any treatment that extends pavement life more than five years and is applied to roads with a PCI of 70 or above. Common examples of PM include slurry seal, chip seal, cape seal, etc.

PM %: Preventive and Maintenance amount vs. total budget. In order to have a balanced budget in budget scenarios, PM % might be varied. Treatment scenario also influence the PM ratio.

Excess Rehab Funds: Set to be used for PM.

Stop Gap: Dollar amount of temporary repairs applied to maintain the pavement in a usable condition (e.g. pothole repair). These repairs are temporary and do not extend the pavement life. Allocated PM funds will be used.

Stop Gap Interval: Number of years between applications of Stop Gap treatments that are applied to Deferred Maintenance sections. Set to 5 years in this report.

Surplus PM: Total amount of budget that is not used after Preventive Maintenance funding is allocated.

The first step is to develop a cost-effective M&R strategy by determining, assuming unlimited resources, the maintenance “Needs” of the CITY’s road network. Using the Budget Needs module, maintenance needs over the next five years are estimated at $2.93 million. If CITY follows the strategy recommended by the program, the average network PCI will increase to 84 at the end of year 2026. If, however, no maintenance is applied over the next five years, roads already distressed will continue to deteriorate and the network PCI will drop to

8. Budget Scenarios
Having projected the Budget Needs of the CITY’s road network, the next step in developing a cost-effective M&R strategy is to conduct various what-if analyses. The PMS budget scenario module can project the effects of the different scenarios on pavement condition and deferred maintenance. By analyzing the effects on these indicators, the advantages and disadvantages of different funding levels and M&R strategies become clear.

The following scenarios were run and analyzed for next five years.

Scenario 1 - $310K with 7% PM: Budget of $310 thousand per year, with 7% PM. This scenario identifies what if CITY spends $310 thousand a year for next 5 years. StreetSaver Budget Analysis module predicts future Deferred Maintenance cost and PCI trend.

Scenario 2 - Maintaining Current PCI : This scenario identifies a budget scenario to maintain the current PCI of 72 over the next five years. StreetSaver’s Target Driven Budget Analysis module was utilized to calculate the optimum amount of rehabilitation and maintenance for this scenario over the next five years.

Scenario 3 - Increasing PCI to 75: This scenario identifies a budget scenario to improve the current PCI to 75 during the five-year period. StreetSaver’s Target Driven Budget Analysis module was utilized to calculate the optimum amount of rehabilitation and maintenance for this scenario over the next five years.

Scenario 4 - Increasing PCI to 77: This scenario identifies a budget scenario to improve the current PCI by 5 points from 72 to 77 during the five-year period. StreetSaver’s Target Driven Budget Analysis module was utilized to calculate the optimum amount of rehabilitation and maintenance for this scenario over the next five years.

8.1 Scenario 1: Current Budget Plan - $310K with 7% PM
The CITY’s Budget Plan is $310 thousand per year with 7% of annual budget allocated to PM. The result indicates that the network PCI will increase from 72 to 78. In addition, the maintenance backlog will be increased to $1.27 million at the end of year 2026. The following table and figure summarize the results of the CITY’s Budget Plan analysis. Appendix C-1 presents the detailed results for the CITY’s Budget Plan analysis. 2022 2023 2024 2025 2026 Total

9. Budget Scenario Comparison
Each scenario analyzed in the above section has advantages and disadvantages. This section compares the PCI’s and Deferred Maintenance backlog costs for each scenario over the next five-year period.

Figures 9.1 and 9.2 below illustrate the change in PCI and Deferred Maintenance backlog costs over time for the different budget scenarios. It is noted that the current budget plan increases PCI to 78 which is the highest and increases Deferred Maintenance to the lowest in four scenarios.

Figure 10 shows the pavement condition changes under the different scenarios. The stacked columns in the figure compare the contribution of each pavement condition category after five years in year 2026. As of March 17, 2022, 60.6% of the pavements is in the “GOOD” (70<=PCI<=100) condition category and 7.1% is in “POOR” (25<=PCI<50) condition category. Under the Maintaining PCI scenario, percentage of “GOOD” (70<=PCI<=100) condition category is expected to be reduced to 54.6. Other scenarios increase percentage of “GOOD” (70<=PCI<=100) condition category to higher than percentage of “GOOD” condition as of March 17, 2022.

10. Comments
As discussed in the Budget Needs analysis, CITY needs $2.93 million to eliminate its maintenance backlog every year if CITY has flexible and unlimited annual budget. In this case, CITY’s average network PCI reaches to 84, 12 PCI points higher than the current average network PCI.

ADHARA finds that the current Budget Plan with $310 thousand and 7% PM ratio is suitable to CITY’s objectives, improving sections in POOR (25<= PCI < 50) condition, affordable, increasing maintenance backlog least.

MTC recommends using PM as much as possible to maximize return of investment. ADHARA finds that CITY focused on PM recent years. Therefore, CITY does not have many sections to apply PM. Budget Needs indicated that CITY requires 11.9% of PM even CITY has unlimited resources.

Appendix G shows the current PCI as of March 17, 2022 and at the end of year 2026 after treatment for each budget scenario.

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 1 Data Collection & Quality Management Report 1 Executive Summary
Metropolitan Transportation Commission (“MTC”) has contracted with Adhara Systems, Inc. (“ADHARA”) for its Pavement Management Technical Assistance Program (P-TAP) Round 22 and assigned ADHARA to the City of Monte Sereno, California (“CITY”) for its Pavement Management Systems Update Project (“PROJECT”) in 2021. CITY uses StreetSaver Online Pavement Management Program (“PMP”) software developed by MTC.

In general, the Project consists of:
1) obtaining and updating information on attributes changes of the sections in CITY ’s road network,
2) performing a pavement condition survey,
3) performing quality control following Quality Assurance (“QA”)/Quality Control (“QC”) plan, 4) updating CITY’s existing StreetSaver Online PMS database with the distress information collected in the inspection, and
5) reviewing CITY’s treatment scenario with unit cost and determining impacts of funding levels on CITY’s road network.

Additionally, the work scope includes updating StreetSaver GIS Tool following inventory update. Work scope items 1) to 4) is described in this document. Work scope item 5) is described in a separate document titled “Budget Options Report”.

CITY manages 88 sections, 13.53 centerline miles (26.30 lane miles, 2.02 million ft2 ) of road network.

During 2020 and 2021, CITY maintained 20 sections, 443 thousand ft2 (21.8% of total network area).

Through the PROJECT, ADHARA evaluated a total of 13.7 lane miles (12 feet wide) for 13.5 centerline mile of CITY’s managed network in December 2021. Total sampled and evaluated area was 868.7 thousand ft2 for total inventory area of 2.02 million ft2. Resulted sampling rate was 43.0%. Sections received M&R in 2020 and 2021 are excluded from the final inspection units uploading file.

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 2 Data Collection & Quality Management Report CITY’s pavement conditions is resulted in a current weighted network average Pavement Condition Index (“PCI”) of 72 as of March 17, 2022. This PCI rating places the CITY’s street network condition in “GOOD” (70<=PCI<=100) category.
2 Project Purpose
The purpose of this project is to update CITY’s StreetSaver database for 2021. This report presents the results of the pavement survey of work scope, including an overall PCI evaluation on the entire network, a section-by-section current PCI rating, and a discrepancy list on the surveyed section attributes such as start/end locations, width, length, and areas. All budget-related issues are excluded from this report and prepared separately in the Budget Options Report.

ADHARA conducted the pavement condition survey using its automated condition survey approach, combining a vehicle-driven, computerized data collection system for detecting crack distresses and visual observation for detecting non-crack pavement distresses. Appendix E describes the details of ADHARA’s methodology.

The survey was scheduled and conducted in December 2021. After corrections of the section inventory and QA/QC on the survey data, ADHARA entered the collected inspection units into CITY’s StreetSaver database to evaluate the network condition.

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 4 Data Collection & Quality Management Report 4 Inventory Review and Update
The standard ADHARA inventory review and update are conducted in three tasks. Found inventory discrepancies are listed in Appendix A Inventory Update.

4.1 The first inventory review task method is measurement of sections. ADHARA reviews pavement inventory that can detect measurement errors in width, length, area, and the number of lanes of pavement sections in a simple manner.

The first step of this review is to detect incorrect width and the number of lanes of sections. The relationship between the number of lanes and the width of a section can be generally explained in the following equation.
9 ft. < Average Lane Width of a Section (i.e., Width / Number of lanes) < 20 ft.

ADHARA calculated the average lane width of sections in the work scope and reviewed sections with abnormal lane width.

The second step for review of measurement sections is to detect incorrect length, width, and area of sections. ADHARA utilizes the ratio between a section area and a product of the section length and width. It is common that the product of the width and length of a section does not fit to the section area as sections are, in many cases, not in a rectangular shape and have various width. For example, a culde-sac section normally has a ratio that is smaller than 1 due to a bulb area. An example of an area ratio bigger than 1 is a section that has either decorative blocks or PCC parts inside, which are subtracted from the area measurement. Considering those factors, ADHARA establishes the following allowable ratio range and identifies the sections that are outside of the range.

0.6 < Length x Width / Section Area < 1.4
ADHARA calculated the allowable ratio range for all inventory sections in PROJECT.

4.2 The second inventory task is done during field work planning. Since ADHARA utilizes a customized vehicle in surveying pavement conditions, it is essential to make safe and efficient driving plans. In planning survey routes, ADHARA utilizes various resources such as developed GIS layer,

Page 254 of 318 ends

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 5 Data Collection & Quality Management Report Microsoft and Google map services to compare the Section Description (“SD”) in the PMS to the resources. This comparison helped the inventory review.

4.3 The third inventory review task is to generate another discrepancy list, summarizing the findings from the field work. ADHARA’s survey method collects both distresses on the pavement and digital distance measurements, surveyed length, from the start to the end of each section. ADHARA compared the surveyed length to the section length in PMS and found that there were no abnormal section length discrepancies for the surveyed sections.

4.4 The last inventory review is checking Functional Class of each pavement section. ADHARA provides the current Functional Class in GIS and review with CITY to check if there is any discrepany. 5 Survey
ADHARA generated a work scope list for full CITY road network. Table 2 shows the summary of final list of sections those were surveyed in this project.

Table 2. Project work scope
ADHARA conducted the pavement condition survey in December 2021. All sections in the work scope list were surveyed using ADHARA’s automated survey method. During the survey, ADHARA’s automated survey system captured pavement images, which were analyzed to detect crack-related distresses of pavement sections. In the project, approximately 43% of the work scope area was evaluated. The analysis results were merged with non-crack-related distresses collected in the field to generate inspection units list for StreetSaver. Subsequently, the collected pavement distress type, extent, and severity were entered into StreetSaver Online to calculate the PCI for each pavement section surveyed. Excluding sections which received M&R in 2020 and 2021, 72 sections were updated.

Page 255 of 318 ends

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 6 Data Collection & Quality Management Report 6 Analysis and Quality Assurance / Quality Control
ADHARA performed an in-depth analysis of the PCI calculation results. The detailed description of this analysis is explained in the next section. ADHARA followed up the analysis by conducting QA and QC tasks through section-by-section comparisons between the previous and updated PCI values.

The main criteria of the QA and QC tasks were any sections with sharp decline or increment of PCI from the last known PCI. The images captured during the survey were utilized to review these sections and led the in-depth study to conclude that the new PCIs are correct. The PCI calculation summary for the surveyed sections is presented in Appendix C.

Another QA/QC step is that ADHARA re-inspects more than 5% of the total number of management sections in the survey scope by someone different from the initial inspector to ensure consistency among inspections and compliance with MTC’s QA/QC requirements as follows:
• 50 % or more must have a difference within plus or minus 5 PCI points • No more than 12 % can have a difference greater than plus or minus 15 PCI points For the re-inspection, 10 sections (i.e., 11.2 % of 89 sections in the work scope) were randomly selected and evaluated. The result was that 90 % of the 10 sections (9 sections) had a PCI difference within plus or minus 5 PCI points, thus meeting the first criteria. No section (0.0 % of 15 sections) had a PCI difference greater than plus or minus 15 PCI points, thus also meeting the second criteria.

In addition, ADHARA reviewed 12 sections which were different more than 15 PCI point compare to the projected PCI value using collected images. Images were re-evaluated if PCI result does not match with images.
7 Results
PCI is updated and reviewed in two ways. The first is when there are certain M&R activities and/or inspection data entered. In this case, the PCI value is valid only for the sections in which M&R activities and/or inspection data are entered on that specific date. The second is more comprehensive in that it not only calculates PCI for the sections with recent M&R and/or inspection data, but also projects PCI based on deterioration curves for the sections where no recent M&R and/or inspection data are

Page 256 of 318 ends

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 7 Data Collection & Quality Management Report entered. In this case, the calculation date is important, as it provides the base to calculate the “current” PCI. The PCI evaluation results shown in this section describe the output through the latter method.

Current weighted average PCI of CITY’s network is 72 as of March 17, 2022.

The following illustrates the weighted average PCI of CITY’s network by functional class. As shown in Table 3, all functional classes are in “Good” (70<=PCI<= 100) condition. A section by section Current PCI listing as of March 17, 2022, is presented in Appendix D and Appendix B presents the Network Summary Statistics.

City of Monte Sereno, P-TAP 22 Pavement Management System Update March 2022 9 Data Collection & Quality Management Report 8 Comments
CITY provided 2020 and 2021 M&R for ADHARA to
updated StreetSaver database. As a result of M&R
activity, the system projected the weighted average
network PCI of 69 by the end of 2021. However, it is
noted that CITY’s weighted average is 4 PCI point
higher than projected PCI. ADHARA finds that CITY’s
extensive M&R activities during 2018 and 2021
supports this PCI increase. During this period, 65% of
the CITY’s road network area received M&R.

Especially, 45% of the road network area received M&R in 2018 and 2019. ADHARA evaluated these sections in this project. CITY’s network weighted average PCI as of March 17, 2022 is 72. 61 65

Adhara Systems, Inc. Appendix E-1
Adhara Survey Methodology
This appendix explains Adhara’s field survey methodology. The following illustration shows the difference between Adhara’s and the traditional methods. Customers find Adhara Method finds more accurate distress samples than those from the traditional method. • Adhara offers a longitudinal survey method using Adhara proprietary equipment. • For the Adhara method, there is always a sample area within 20 feet from any spot of a managed section for the length of the designated section. • Sample area is pre-defined in the field work planning process for different type of roads. • Minimum sampling rate of Adhara method is 25%. Typical average sampling rate is higher than 30% depends on the nature of road network. This average sampling rate is three times of that of the traditional method that MTC recommends for the network level survey. Higher sampling rate reduces potential error.
• Optionally, all-lane survey is available upon request. All drivable lanes will be in the work scope. Average sampling rate becomes higher than 60%. 480 x 36 feet

Adhara Systems, Inc. Appendix E-2
Suggested Survey Paths for Different Types of Road
The survey path can be varied depends on what the customer desires. Below is our recommendation. Alternatively, Adhara offers all-lane, drivable, survey upon agency’s request.

NOTE: WIDTH = 12 feet typical
1) 2 lane 2 way road
Survey one direction for one section.

Inspection Area = WIDTH × Length of Section
2) 100Residential 2 way road without lane strip
Survey one direction for one section.

Inspection Area = WIDTH × Length of Section
3) 4 lane 2 way divided road
Survey outside lane in each direction for each section.

Inspection Area = 2 x WIDTH × Length of Section
NOTE: It is suggested to split into two sections if there is a divider in between two opposite directions. However, if the current section definition is not in split, it will be counted as one single section and will be surveyed as “4 lane undivided road”. If the road is divided into two sections, each section can be considered as 2 lane one-way road. 4) 4 lane, 2 way undivided road
Survey both outside lane in each direction as one section.

Inspection Area = 2 × WIDTH × Length of Section

5) 4 lane 2 way undivided road with turning lane
Survey both outside lane in each direction for one section.

Inspection Area = 2 × WIDTH × Length of Section
6) 3 lane 2way with middle turning lane
Survey one outside lane in direction as one section.

Inspection Area = 2 x WIDTH × Length of Section
7) One-way streets
- 2 lanes 1 way road
Survey one direction lane for one section.

Inspection Area = WIDTH × Length of Section
- 3 lanes 1 way road
Survey outer lane in each direction as one section.

STAFF REPORT
Meeting: City Council - May 03 2022
Agenda Heading: NEW BUSINESS
Staff Contact: Michelle Estabillo, City Clerk
Department: City Clerk
Title: Discussion and Direction to Staff Regarding Conduct of City Council and Board/Commission Meetings, Including Councilmember and Staff InPerson Presence and Methods of Public Participation Recommendation(s):

Staff recommends that the Council hold discussion on conduct of City Council and Board/Commission meetings and provide direction to staff.

Background Information:

At its March 1, 2022 meeting, the City Council adopted Resolution No. 22-3843 that enabled the City Council to continue to meet remotely in accordance with provisions of the Brown Act as enacted by AB361 (Government Code section 54953(e)). This provision of state law allows local legislative bodies (such as city councils and other local commissions) to meet without making a physical location open to the public or complying with other teleconference requirements in the Brown Act as long as (1) there is state of emergency proclaimed by the Governor of the State of California and (2) the local legislative body determines that either: (A) state or local public health officials have required or recommend social distancing; or (B) the emergency continues to directly impact the ability to meet safely in person. A legislative body operating under this authority must review the situation every thirty (30) days to determine if the circumstances continue to exist. The adoption of Resolution No. 22-3843 allows the Monte Sereno City Council to hold virtual meetings through the end of March in accordance with Government Code section 54953(e).

At the March 15, 2022 meeting, the City Council held discussion on returning to in-person City Council Meetings. The City Council determined to continue meeting virtually under the provisions of AB361 until the Governor's State of Emergency is terminated by action of the Governor, as long as the required findings are made by the City Council. At the same meeting, the City Council also agreed to hold a "test hybrid" City Council meeting whereas members of the City Council and public could attend in-person and virtually. This test hybrid meeting was held on April 19, 2022 and per consensus, the City Council agreed to discuss the option of continuing to hold hybrid meetings at its May 3, 2022 meeting.

Analysis:

Page 316 of 318 ends

As noted in the March 15, 2022 staff report, a Governor’s State of Emergency typically continues until such time as it is terminated by proclamation of the Governor. On March 4, 2020, Governor Gavin Newsom declared a State of Emergency with respect to the COVID-19 pandemic, which remains in effect. On March 4, 2022, the Governor issued Executive Order No. N-04-22 continuing certain prior issued Executive Orders through June 30, 2022, which indicates that the State of Emergency is likely to be continued until at least such time. The City Council may continue to meet in a purely virtual fashion under the provisions of AB361 until the Governor’s State of Emergency is terminated by action of the Governor, as long as the required findings are made by the City Council. Government Code section 54953(e) provides that a local agency may continue to hold purely virtual meetings if state or local public health officials have required or recommend social distancing; or the local agency determines that the emergency continues to directly impact the ability to meet safely in person. While the Santa Clara County Health Department's mandate on wearing masks indoors have expired, both the State and County Orders continue to recommend social distancing.

If the Council does not want to proceed under Government Code section 54953(e) by making the required findings, then there must provide a physical location for members of the public to provide public comment. Additionally, if any members of the Council are appearing via teleconference would need to comply with normal teleconference requirements under the Brown Act, which include: (1) publishing the location they are participating from on the agenda; (2) making that location open to the public, for purposes of public comment; (3) The Brown Act imposes the above requirements on how public officials (elected and appointed) of the legislative body (i.e. City Councilmembers, Site and Architectural Commissioners, etc.) participate in public meetings, and also provides minimum requirements with respect to public participation. There are not similar requirements with respect to how City staff are required to participate in public meetings, and thus Council should provide direction with respect to any requirements it might want to impose on City staff.

The options for conduct of future Council meetings are:

1. In-Person: Council may direct staff to resume in-person meetings beginning May 9, 2022 for all City of Monte Sereno bodies with no option for the public to participate virtually beginning May 9, 2022. The Council should provide direction regarding how staff should participate in such meetings.

2.In-Person for Public Officials with Option for Public to Comment By Zoom: Council may direct resume in-person meetings beginning May 9, 2022 for all City of Monte Sereno Brown Act bodies with an option for the public to participate in-person or virtually. Unless the Council continues to make findings as required by AB 361, the City must have an in-person location for public comment and all public officials will have to appear in-person or comply with normal Brown Act requirements for teleconferencing, including agenda notification, posting, and opening their teleconference location to the public. The Council should provide direction regarding how staff should participate in such meetings.

Page 317 of 318 ends

3.Continue Virtual Meetings Under AB361: Direct staff to continue virtual meetings for all City of Monte Sereno Brown Act bodies and place appropriate items to reconfirm the safety findings required by AB361 to allow the City Council the option to change course as the Council determines appropriate in the future. Under this option, Council can also direct staff to make available an in-person option at City Hall for those Councilmembers who wish to attend inperson, without requiring that all public officials appear in-person.

Staff recommends that in-person meetings be postponed until after June 30, 2022 and does not recommend holding hybrid meetings where the council and/or public participates remotely.

Staff further recommends the Council and public participate in-person collectively as was done prior to March 16, 2020. The only exception would be for staff to participate remotely as staff is not subject to Brown Act requirements regarding location. City staff has the cability to participate remotely when the Council and public in the Council Chambers. This staff recommendation will be applicable for all our commissioners as well.

Fiscal Impact:

There are no unbudgeted fiscal impacts with this agenda item.

Public Noticing:

The City Council’s agenda was posted at City Hall and the agenda and this report appear on the City’s website.
