clients. The high level of service offered by Dynamic Systems can only come from years of effective and mutually beneficial partnering with our long-standing customer base in the Public Sector. Our commitment to our clients is second to none and is at the core of the company’s culture.

STATEMENT REGARDING YOUR UNDERSTANDING OF THE IT UPGRADE

PROJECT AND ONGOING SUPPORT SERVICES REQUIRED BY THE CITY OF

MONTEBELLO
Dynamic Systems understands the general objectives and goals of this project are to:
 Improve the City’s overall IT efficiency and effectiveness  Improve System Redundancy/Continuity of Operation
 Enhancement Cyber Security Posture
 Replace older/obsolete system components
 Develop and maintain a system that is capable of supporting future City expansion  Obtain ongoing maintenance/support services
 Develop and maintain build documentation
Dynamic Systems also understands the city may wish to execute this plan across three (3) phases:
 Phase 1 – Full Assessment and Preliminary Design
 Phase 2 – Final Design
 Phase 3 – Construction Phase Services
Dynamic Systems agrees with the phased approach and recommends the following activities be considered.

Phase 1 – Full Assessment and Preliminary Design
Current System Evaluation
The first task requires a detailed review of the current architecture. We will want to review system requirements with stakeholders and schedule round-table meetings as we learn and understand the system, users, and requirements. System component evaluations will include:
 Software/Applications
 Infrastructure
 Network
 Database
 Security & Compliance
 Documentation
Software/Applications
Applications and their data flows will be reviewed and evaluated. This is one of the first areas that will be reviewed in depth. Reviewing software applications will provide immediate feedback as to how the system operates currently, what users like and don’t like about the system, performance metrics for comparison and immediate areas of opportunity. During this

review, we will begin to understand data dependencies and application criticality. This information will be used during the design and construction services planning phases.

Infrastructure
In this section of consideration, we will review the physical needs of the City of Montebello and discuss which environment options may be best suited for the City of Montebello to achieve their goals. We know that the City of Montebello wants to consider future expansion and will need a system that can scale. We also understand that some applications may require High Availability (HA) design and/or Continuity of Operations (COOP) environments to achieve efficiency and performance objectives, and that some devices are obsolete and no longer required in the architecture. We will collect this information and begin component modernization categorization as we meet with the various stakeholders.

Network
Data flows and network architectures will be reviewed. Access models, such as work from home needs or external user access needs, will be assessed. Security and compliance will impact this category and need to be taken into consideration as well. Obsolete networking devices and networks will be marked for retirement and the gap analysis will identify future needs in networking.

Cloud
Cloud services considerations may come into discussion during this Phase depending on system needs. Dynamic Systems is a cloud provider and can offer on-premise, cloud or hybrid solutions to meet stakeholder needs. We have architected, installed, and configured multiple environments where certain system activities are mission critical and require High Availability (HA) designs.

In some cases, this has included a separate Disaster Recovery (DR) or Continuity of Operations (COOP) environment to achieve a high degree of availability.

Database
A review of current databases, data standardization, storage and backup processes will be conducted. During this review, modernization categorization will occur to delineate where refactoring, rebuilding, rehosting and retainment will be used for various services.

Storage
Data Storage will be reviewed to help meet IT efficiencies. It may be that a different type of storage, newer technology, better networking between devices or even a greater capacity of storage will improve system performance with a low cost, high benefit analysis. Dynamic Systems works with different storage vendors and can architect storage systems that integrate well within a larger system.

Security
Security is a major component of the system architecture. Dynamic Systems is a secure infrastructure provider. All of systems architected by Dynamic Systems are designed with security at the helm and not as an afterthought. In designing an architecture with security in the forefront, it eliminates extensive re-work post-implementation when security analyses are executed, and major vulnerabilities are identified. Dynamic Systems is familiar with multiple

Documentation
All system documentation will be provided to the program, including:
 Preliminary and final design packages
 Schedules, plans
 Testing material
 Maintenance documentation
 Training documentation
Dynamic Systems employs a robust documentation management system. Each document goes through a Peer Review for quality of content, after which it is moved to a Formal Review. In our formal review process, reviewers review specific aspects such as formatting, document compliance and content. Formally reviewed documents are assigned a unique document number and delivered to the customer through secure methods. Dynamic Systems has developed a share server (Next Cloud) that allows us to quickly deploy sensitive documents to a specific customer.

This method ensures secure protocols are used while also allowing easy access without having to remember multiple, additional passwords.

Gap Analysis
After the current system is reviewed, a gap analysis is prepared. We will identify missing components or areas of opportunity. The Dynamic Systems team will categorize all system components per modernization concept. The culmination of the gap analysis is a document identifying what components are in which category as well as which components are new. The table below identifies the various modernization categories.

Preliminary Design
Once gaps are identified and components are categorized into modernization concepts, design work will begin. This information will be coalesced into an architecture package. This preliminary design package is comprised of documentation describing the high-level architecture concept, detailed physical and logical diagrams, data flows and perhaps use cases, if needed.

The preliminary design package will be delivered 3 days prior to meeting and stakeholders agree to review/approve and provide feedback to design documentation.

Phase 2 – Final Design
This step involves incorporating preliminary feedback into the final design. Additional site visits and stakeholder round table meetings may be conducted during this phase.

The final design package will be delivered 3 days prior to meeting and approved by design board for implementation.

Phase 3 – Construction Services
This phase involves the physical build-out of the new architecture and the approval to purchase equipment per the architecture final design.

Equipment Ordering and Planning
Once the final design is approved, equipment will be ordered. As a reseller, Dynamic Systems can order equipment direct or through additional resellers should we not have a current a relationship with the specific vendor.

Planning will include creating installation, migration, and training plans. Planning for these upcoming tasks during this timeline allows our teams to continue proactively during an otherwise potentially unproductive time in a system lifecycle. This time will also allow direct attention to these planning documents, so we ensure that the least amount of business disruption occurs, success factors are identified, and timeline expectations are set.

Installation and Configuration
Once received, equipment will be installed and configured per the installation plan. It is possible to run this task iteratively which means that we install equipment, migrate, test, and maintain and then begin the cycle again with the installation of additional equipment. Reasons for an agile or iterative cycle may include speed of adoption concerns, proof of concepts to prove an area of the design or to migrate data dependent applications at the same time.

Migration and Training
Once equipment is in place and installed, or a Cloud environment is established, applications are migrated, tested and training commences. Again, detailed planning is critical to ensure data dependencies are met and loss of data does not occur. Migration planning will continue to be updated as we progress through the cycle to capture lessons learned.

Training will be provided according to the training plan. Various types of training can be provided and most legacy modernizations opt for multiple training options. Documentation (printed out or housed in a digital library) is important and will be provided. Computer-based training (CBT) may be an additional option as well as referring individuals to OEM classes for specific certifications.

Maintenance
A maintenance plan will be provided and may consist of additional months of support, known as a burn-in period. After the burn-in period and training, the customer may wish to move maintenance in-house with reach back to Dynamic Systems, as the original vendor. OEM maintenance contracts may be purchased for hardware/software that will provide immediate access to a specific vendor.

STATEMENT REGARDING CONSULTANT’S PROJECT MANAGEMENT

APPROACH AND PRACTICES
Dynamic Systems has a veteran staff of project managers, all of whom are trained and certified in multiple methodologies. Certifications include Project Management Professional (PMP), Certificated Scrum Master (CSM), Scaled Agile Framework (SAFe) and Information Technology Infrastructure Library (ITIL).

Communication is key in executing a project and Dynamic Systems prefers to partner with our customers. We adapt our processes and approach to align with our customer’s needs. This generates a less intrusive and more efficient product with greater successful outcomes.

Dynamic Systems’ project management processes follow the Project Management Institute’s (PMI) lifecycle:
 Project Initiation
 Project Planning
 Project Execution
 Project Monitoring
 Project Closure
Project Initiation
During this phase of project management, Dynamic Systems project manager will create the project charter identify the scope, stakeholders and communication plans. The project manager and customer will agree on the best methodology to use for this project during this phase as well as identify any known constraints within which the program must operate.

Project Planning
This phase can be iterative and/or can be run in a more modern methodology such as Agile.

Regardless of methodology, planning will provide details as to how the project will be accomplished and how the work will be broken into more manageable pieces. The culmination of this phase is a project kickoff. Dynamic Systems has a program checklist template that project managers use to “walk” customers through various questions about how projects will be run. Some of these tasks include:
 Develop Organizational Chart
 Develop Communications Plan
 Develop Risk Management Plan
 Develop Configuration Management Plan
 Develop Quality Plan
 Develop Testing Plan
 Develop Metrics Plan
 Identify customer-provided inputs (such as documentation)  Develop Resource-Loaded Schedule
 Discuss Change Management
At the kickoff meeting, these topics will be discussed and approved between customer and Dynamic Systems to provide a framework within which to execute the project.

Project Execution
During project execution, Dynamic Systems will execute the project according to the artifacts developed during the planning phase. Again, if an Agile methodology is desired these project phases are still executed but in a much smaller, shorter sprint. At any time, planning artifacts can be reviewed and modified to adapt to project needs.

During project execution, the communication plan will be used to brief stakeholders on the agreed upon frequency and risk management will be applied for risk-issue escalation needs. This phase includes the installation, configuration, migration, testing and training activities.

Schedules will be updated as status completion occurs and change management will be executed to approve system changes/modifications.

Dynamic Systems sees Project Execution as a collaborative effort. Every project is going to encounter its share of risks and issues that need to be identified and managed. We find that the most successful projects have the best partnering relationships so that communication is open, frequent and honest.

Project Monitoring
The project monitoring phase does run in parallel with the project execution phase. The Metrics plan will be implements which will have Key Performance Indicators (KPI) and success factors identified. These metrics may change throughout the lifecycle of the project, for instance if a proof of concept is desired, success factors may indicate an improvement over the current system but not require the end performance level. As systems mature, performance improvement is expected and our metrics plan will accommodate this philosophy.

Page 303 of 1582 ends

DYNAMIC SYSTEMS PROPRIETARY

DYNAMIC SYSTEMS PROPRIETARY
Doc ID: DSPS-9190-City of Montebello-00 13
Additionally, the project will be monitored to be executing within budget, scope and schedule.

Should any of these efforts become unbalanced, risks will be identified and managed as appropriate.

Project Closure
The final phase of our project management lifecycle is project closure. Project closure is customer sign-off on accepted system components. If an Agile methodology is chosen, then project closure may occur at the end of each sprint or release, as defined in the planning phase.

If closure is done iteratively, then we will hold a Lessons Learned event with our team and the customer to identify ways to work even more efficiently together.

Documentation
Documentation is not a formal phase of Project Management; however, we believe that documentation is a cornerstone of a project. Documentation will be delivered throughout the project lifecycle. The Dynamic Systems documentation process is robust. We have predeveloped templates that our engineers utilize to draft their documents. The templates ensure documentation consistency, clarity and accuracy. The benefit to end users is that each document will have a similar look and feel, making it easy for users to find the information they need. The templates are professional looking and while some documents may be very long, the navigation is eased by our formatting controls.

We prefer to have our engineers draft the documents because they are the source and will have the best, most up-to-date and accurate information. We build document time into our schedules as well. Doing so, it forces our engineers to pull screenshots as they work and then often, they themselves will re-use this document as they move to another, like component and the document receives a more thorough review.

Once documents are drafted, they go through a peer review. Other engineers will review the content for accuracy and clarity of information. And we will identify one of our documentation team to review the draft for any formatting errors.

After peer review is a formal document review. In this review, we have technical leaders reviewing the documents to ensure they are easy to read, manageable and to capture any final edits.

This process has been embedded in Dynamic Systems for more than 10 years and flows very easily with our team and many of our subcontractors. We find that customers have appreciated our documentation because it is a leave-behind artifact and supports projects for years after project completion.

Once documents are through formal review, they will be delivered. Our delivery process has multiple options, all of which are secure. Dynamic Systems offers a Secure Portal through NextCloud or we can upload to a portal of customer choice, as long as we have access. Our NextCloud offering can be used as a project repository where all project-related documentation is stored. While editing features are not currently provided, this option is very similar to Sharepoint where access is controlled and authorized users can access any and all project documentation. Project documentation may include Formal Deliverables but also all planning documentation, status reports, schedules and risk registers. Customers find this portal convenient and easy to access (web-hosted). If a customer does not wish to utilize this

repository, we are able to send secure (one-time) links to download Formal Deliverables. This delivery method is secure and does not require any additional application/program installation to obtain the document.

STATEMENT REGARDING PREVIOUS WORK/EXPERIENCE WITH LOCAL (OR OTHER LEVELS) OF GOVERNMENT
Dynamic Systems has extensive experience working with Federal and State/Local governments.

Dynamic Systems resells hardware, software and consulting services to various Federal, State and Local businesses for more than 20 years. We hold several federal contract vehicles; specific to the state of California we hold the California Multiple Award Service (CMAS) and the California Enterprise Technology (ET) contracts.

Dynamic Systems has worked with the Department of Defense (Air Force) to implement an enterprise level Identification, Authentication, Authorization Service for more than 10 years.

Dynamic Systems moved this platform from a distributed, silo architecture to an enterprise architecture that allows for distributed operations. This architecture change provided significant operational performance improvements with greater availability of service, stability of platform and ease of maintenance. Maintenance services became co-located at two (2) primary facilities instead of being located at every facility across the globe.

Dynamic Systems also worked with the Department of Defense (Marine Corps) to modernize their legacy environment. This effort included an architecture review, gap analysis, preliminary and critical design reviews, equipment purchase, installation & configuration along with maintenance support. This effort began as a proof-of-concept legacy modernization with a single environment. The single environment was migrated into operations in less than 9 months and was so successful, the customer immediately contracted Dynamic Systems to migrate all remaining environments into the new architecture. Users saw increases in workflow performance that are 200% - 300% faster with a reduced maintenance footprint. This effort has now evolved into cloud modernization effort, providing a disaster recovery environment.

DESCRIBE YOUR EXPERIENCE WITH PUBLIC SAFETY

Montebello is seeking a vendor to leverage best practices (NIST 800-171) to assess Montebello’s current environment and subsequently design, implement and manage a unified solution. Currently the City of Montebello’s IT infrastructure is decentralized, ad hoc, and lacks redundancy. Montebello would like to implement a centralized solution both in terms of on-site footprint as well as management. Due to the diverse business functions of Montebello’s departments, there are a significant amount of distinct line of business applications with unique requirements. It is imperative the proposed solution/hardware can efficiently support the various line of business applications as well as easily expand to support growth and new

Page 322 of 1582 ends

CITY OF MONTEBELLO RFQUAL NO. 21-1
2021 IBE DIGITAL 5
implementations. A portion of the implementation process must include comprehensive run books and topography of the entire solution. Giving qualified Montebello IT staff the ability to manage the environment at any time in the systems life cycle.

Further, we are assuming the City will require a solution that adheres to NIST 8000-17 best practices 3-2-1 rule of data protection.
▪ Keep 3 copies of any important file: 1 primary and 2 backups. ▪ Keep the files on 2 different media types to protect against different types of hazards. ▪ Store 1 copy offsite (e.g., outside your home or business facility).

In compliance with the 3-2-1 rule the IT infrastructure solution will require off site backup as well on-site backups. With Montebello’s IT infrastructure supporting emergency services we will assume it is required for the solution to include a plan B if the local infrastructure fails. This plan B is known as business continuity which would give the City and subsequently PD and Fire the ability to continue to operate with minimal interruption if there was a datacenter outage.

Montebello is seeking prompt remote and local management of the proposed solution on a 24/7 basis. Due to the nature of public safety, it is important that the vendor be prompt and flexible to support the dynamic environment. Further, the City is looking to improve its security posture with a proactive approach to cyber security. We offer Security Information and Event Monitoring (SIEM), which includes round the clock security monitoring to make sure that potential threats will be flagged and visible for the organization to react. Our SIEM service includes a dedicated security operations center (SOC) which work together to fully protect your business 24x7x365. Security monitoring actively looks for threats and anomalous activity to ensure that not only regulatory compliance needs are met, but that you can react and stop a breach. 3 Project Management Approach and Practices
Project Management
IBE approaches every project with a proven framework that starts with the initiation, moves into planning, execution and the closure phases of a project in order to deliver the best solution for its clients. IBE Project Management is built around the proven PMI PMBOK Methodology, ensuring that the time spent on your project is efficient and effective. PMI PMBOK is a worldwide standard that allows us to deliver projects that:
• Ensures that IBE is aligned with your best interest
• Assumes that we will manage the solution, ensures that it is easily maintained • Leverages the best elements of PMI and Technology Partner methodologies • “Right-sized” to your needs, not monolithic and complicated IBE will be responsible for the overall project management for this implementation. The assigned Project Manager is responsible for ensuring the successful delivery of client facing projects and manages the overall portfolio of active projects providing analysis including resource forecasts, project schedules, project economics, and client expectations. In addition, the Project Manager leverages IBE resources throughout the project lifecycle to gather information needed to ensure that each project is delivered to its specific documented scope and within timelines mutually established with the City of Montebello.

Project Communications
Risk does exist in all technical projects. To mitigate potential risk in this project, IBE will follow the following practices:
• Defined Milestones – Built into the project plan, Milestones are designed to bring together all key stakeholders in the delivery of the technical solution to ensure agreement on the technical finding, detailed activities, work schedule, and interdependencies on the current production environment. • Issue Management and Resolution - All issues discovered during the course of the project will be documented, logged into a central issues repository, and resolved in a timely manner. Issue resolution documentation will be created for each issue logged and issues that may pose a risk to the project will be escalated to the management teams for risk mitigation analysis. • Project Management Meetings - Regular project management meetings will be scheduled to evaluate the status, quality, and timeliness (in relation to the schedule) of the work delivery. The project management team will evaluate ongoing project risk as part of the project management process.

Project Schedule
Our skilled Project Manager will work with the City of Montebello to develop a project schedule that is acceptable to your team, while also ensuring that the schedule will be well managed without compromising quality during the implementation. The Project Manager ensures that your team is aware of project status through strong written communications, regular status meetings, management of the project schedule, and overall status of project health reports.

Case Study
A Western U.S. City
Provides Free Public
Wi-Fi to Underserved
Students and Families
The client
The client is a city in the western U.S. that is home to more than 538,000 residents.

Within the city’s greater metropolitan area are five school districts as well as several collegiate institutions.

With one of the highest poverty rates out of all western U.S. Metropolitan Statistical Areas, approximately one in five residents live below the poverty line, with higher rates of poverty among families and school-aged children.

The challenge: Ensuring education and economic
opportunity for students and workers
Historically underserved neighborhoods in the city face more than just health concerns brought on by the COVID-19 pandemic. Of the city’s roughly 212,000 households, more than 44,000 households are in poverty and more than 32,000 households have no reliable internet access.

Between poverty, infrastructure limitations, and the effects of the pandemic, thousands of students, families, and workers have been left without reliable access to work and education.

Prior to the pandemic, the City had already been considering options for improved connectivity and next generation technologies via Smart City vision and strategy. When the pandemic hit, the city government received $3.5 million in CARES Act funding, and the conversation pivoted quickly to investing in infrastructure that will make broadband internet access available to the city’s populations suffering the effects of this critical digital divide.

The solution: A comprehensive metropolitan Benefits:

Citizen Broadband Radio Service (CBRS) network
with accelerated execution
The client put together a request for proposals, requiring responses include all solutions rolled into a single contract with final pricing and single-point accountability. Building on our existing 10+-year relationship with the City, Insight Cloud + Data Center Transformation (CDCT), in collaboration with Connected Workforce, Tilson Technology, JMA Wireless, Sierra Wireless, and Geoverse, won the bid for this large-scale, time-sensitive project against several leading competitors.

The Insight services team has begun Phase 1 implementation, to be completed in phases over an expedited 30–45-day schedule per federal requirements: surveys and design, cell construction, go-live, maintenance break/fix support, and transition to managed services. Beginning in early 2021, Insight teams will begin implementation of Phase 2, in which service will be expanded to add approximately 7,000 more public Wi-Fi endpoints across 50–70+ sites.

Insight teams are leading entitlement efforts with close support from third-party engineering, project management, and manufacturers. JMA Wireless is supporting the build with cutting-edge XRAN® technology, with installation and commissioning of a MIMO network spanning 40 total sites carried out by Insight and Tilson. Five thousand Sierra Wireless® AirLink® RV55 endpoint devices will be deployed in residential locations. Post-deployment, Geoverse and Sierra Wireless, in conjunction with Insight, will provide remote monitoring and end-user support for the network infrastructure and end-user devices. Additionally, Tilson will pre-stage several IoT-based gateways at selected sites in support of a Smart City-based Cisco® LoRaWAN® project initiative, leveraging additional support from Insight’s Digital Innovation team.

Having performed extensive due diligence, and with a clear roadmap for execution, Insight and client teams are confident in completing Phase 1 within the federally required 30–45 day timeline.

The benefits: Free, reliable internet access for more than 12,500 city residents
Through working with Insight and strategic solution partners, the client will be able to provide free public Wi-Fi internet access to 5,000 households — more than 12,500 individuals — in Phase 1 alone. The first 5,000 endpoint devices will be installed with a specific focus on both city teleworkers and student homes to improve the community’s access to education.

In Phase 2, endpoints and network core infrastructure will be deployed with a strategic focus on public transportation and other public areas to maximize resident access. The network design leverages as much existing infrastructure as possible, including cell locations on police and fire department properties, to expedite services delivery and control costs. The exceptional service delivery and rapid response of Insight teams in support of our long-time client will improve educational and economic opportunity for resident students and workers for years to come.

We nurture a culture of rapid escalation both internally and externally with monitoring of exceptions reaching all layers of our organization including our president.

With just under 40 years’ experience in our local market, Intelesys has never been involved in any litigation or received any type of fine or censure from any organization, public or private.

We are a wholly owned California corporation with no pending legal activity, merger discussions, or any major business altering events.

Statement regarding of understanding for the IT
upgrade project and ongoing support
For four decades, Intelesys has been providing technology solutions for entities in southern California.

For the last two of those decades Intelesys chose to focus on one vertical market, government and education, to become experts in the technologies used by that market segment. As a presenter and attendee of the Municipal Information Systems Association of California (MISAC) for over 12 years, Intelesys has kept up to date on the latest trends and challenges facing local government in areas of technology.

Using the experience we have gained with our current clients, as well as the continued education we receive from multiple sources, we would begin the project for Montebello with a thorough as built analysis of what is in place and what functions the technology performs for the city. Our firm would conduct interviews with city staff to assess any requirements as well as any limitations the current systems deliver. Technology is designed to make people more efficient and productive in their roles; our designs will keep that as the primary goal.

Once the current situation is fully assessed, and the needs are gathered, Intelesys will build an ideal environment design to deliver the tools and systems necessary for staff to be supported in their positions.

Upon customer agreement of the end solution, presented in non-technical jargon with easy to understand decision points, Intelesys will build a staged process to achieve the desired results. The process will focus on security vulnerabilities, priority project items, budget availability, and staff preference.

Particular focus will be emphasized on the unique and mission critical requirements of first responders, EOC needs, and identified operations.

Coupled with the phased timeline, which often can be months if not years, Intelesys will design a support agreement that will optimize resources to deliver end user support, ongoing systems support, an aggressive cyber-security program, and a redundant design to allow for recovery from any outage, breach, or internal damage. Intelesys will create a fully tested plan on how to respond when, not if, any systems should be compromised. Preparation for loss is the only way to secure Montebello’s data.

Each step of our process is fully documented with both a technical review of collected data and summaries to be used by the executive team and city council for justification of all technology investments. With the drive for more transparency in government, and the realization that municipalities 6

Page 366 of 1582 ends

in general are under constant attack by malicious actors, the technology systems of the past are no longer sufficient to drive future needs. Intelesys will use the latest strategies to secure Montebello’s environment, deliver cost effective solutions used in local government, and provide an ongoing support model to keep the technology current, complete with annual budgeting recommendations. 7

Statement Regarding Consultant’s Project
Management Approach and Practice
Intelesys’ success is driven by our commitment to thorough understanding, planning, and delivery of solutions to our clients. This approach has led to an overall 99.2% average customer satisfaction rating over the past two years. Our 10-step process guides our project management approach and practice.

Step 1: Define the Project
Identifying the goals and purpose of the project is the critical first step. Defining the desired outcome and knowing where you want to end up is especially important at this starting step. The vision for the most successful outcome helps establish guidelines for keeping the project on the right path.

Step 2: Meet with Stakeholders
Stakeholders are anyone affected by the results of the project. It is important to identify all stakeholders and keep their interests in mind when creating the project plan. Meeting with the project sponsors and key stakeholders to discuss needs and expectations, and establish baselines for project scope, budget, and timeline sets the tone of the entire process. After receiving all the required input, a project scope is created to finalize and record the details. This document will ensure everyone is on the same page, and reduces the chances of costly miscommunications and unexpected change orders.

Step 3: Set Goals
Once the stakeholders’ needs are established, they are prioritized and specific project goals are set. These should outline the objectives of the project and the desired benefits. Solid project goals need to be specific, measurable, achievable, relevant, and include a defined timeframe (SMART). The success of the project will compare the actual outcomes to the goals determined in this step. The goals are documented, clearly communicated, and easily shared.

Step 4: Define Critical Project Milestones & Deliverables Identify crucial moments throughout the project. These milestones will keep the project on track, on time, and within budget. Any variation from the defined stages will result in an immediate assessment and course correction to get the project back on track. An evaluation at the end of each phase will allow for minor corrections rather than a major redesign. 8

Page 368 of 1582 ends

Step 5: Define project team and assign responsibilities Gather team members, aligning needs and skill-set with required roles. Assigning the right person to a task will increase the likelihood of success before the project even begins. Set clear expectations for each team member and provide open communication Step 6: Project driven by established systems
Behind every successful project, a stable and comprehensive process provides the necessary background and documentation for effective project realization. The process provides the following functionalities:
 Ability to define project tasks
 Ability to track if the project tasks are on schedule  Effective communication with stakeholders
 Project resource management
 Budget versus Actual reporting
 Project plan for phases and tasks
 Addition of resources, time & expenses to projects as needed  Set realistic deadlines
 Manage scope changes
Step 7: Preparation for unforeseen challenges
Every project carries some level of risk. Planning for possible setbacks allows for movement within the project should they arise. This stage also provides an opportunity to take back-up snapshots of as builts with a plan for reverting changes back if the desired outcome is not met.

Carefully examining all issues upfront that will affect the project allows for last minute adjustments when needed. Being prepared for adjustments allows for the successful planning of resources and the agreed risk exposure for any planned downtime.

Step 8: Test the Solution
Every critical milestone delivers an opportunity to test the design stage for proper performance.

Periodic and consistent testing will make sure the final product meets the project requirements.

Each phase should be tested and accepted before proceeding to the next phase.

Step 9: Assess Project Success
This phase compares the outcomes to the desired goals from step 3, and determines the overall success of the project based upon desired outcomes. It is important to do a “post-mortem” report, even if it is only for internal purposes. Identifying what went right and what went wrong will determine what could or should have been done differently, and establish the best practices for use in future projects.

Statement of Previous Experience
Intelesys has focused on the Public Sector for the past 15 years. This focus has allowed us to successfully complete a variety of projects for our municipal and education clients. From helping clients understand the importance of not engaging in suspicious emails, to full managed IT services, we have helped our public sector clients grow in their technology support. Below you will find a highlight of the projects we have done for our clients.

Network Vulnerability and Security Assessments
For several of our municipal clients we have performed a network security assessment to uncover any potential risks that might exist. In doing so, for one city, we were able to identify various potential vulnerability entry points into the network for the Police Department from equipment managed by county facilities. Working in conjunction with those agencies we were able to mitigate those vulnerabilities.

Network Redesign and Deployment
Several Cities have engaged Intelesys to perform a network assessment due to performance issues. On several occasions, we have uncovered routing or segmenting protocols that were years old and no long served the size of network the City had grown to. Intelesys was engaged to then redesign the network and deploy a new IP scheme that would not only support the current City network but also allow them to grown in the future as the City needed. Intelesys takes pride in the redesign projects we have done have ALL been on time and within budget while not affecting City staff’s ability to work.

10 Page 370 of 1582
Domain Migration
One of our City clients had 3 different domains when we took over the account. Each location had its own set of accounts and it was very cumbersome to keep the 3 different networks aligned with the same security standards. Intelesys combined the 3 domains into 1 with redundant Domain Controllers at each of the locations. This brought the management of hundreds of employees into one central location allowing the City to deploy policies once that would apply to ALL City employees.

Firewall upgrades
Several of our City clients had firewalls which were End of Life from the manufacturer. This provided unsafe entry points into the City networks. Intelesys was able to budget for and get deployed new state of the art firewalls with higher security for enhanced network protection.

While doing this project, Intelesys audited ALL incoming and outgoing data traffic rules and eliminated all rules that were now obsolete.

Business Continuity
Data Backups is an often talked about topic with Cities. However, what is not talked about very often is “when was the last time you recovered from backup?” Many of our City clients had some kind of backup (tape, disk to disk), but they never tested if they could restore the data.

With Public Record being such an important piece of the City’s Data needs, it is critical that the data is available should something happen. Intelesys was able to identify the needs for the City in data retention and then developed not only a local backup / recovery solution but also one that replicates to the cloud. This solution enables the City, should anything happen to the physical servers at City Hall, to spin up their data, applications, etc, in the cloud and give employees access to it from anywhere they have internet access.
11 Page 371 of 1582
MDM Solution
With more and more applications and data being available on mobile devices, Cities are challenged with how to handle remote devices with City data on them. Intelesys worked with one of our City clients to develop a Mobile Device Management platform which allows the City to control the device remotely. Should the device be lost or stolen, the City can wipe all data from it. The data stored on the device can be contain separately so that it can be wiped without affecting the rest of the device.

PC Refresh Budgeting
One of the many challenges that the Cities face is ensuring there is enough budget each year for technology challenges as well as maintaining aging PCs for the end users. Many of our clients did not have any type of long term budgeting and would simply try to replace PCs one at a time as they failed. This was unproductive for the end user and also a challenge for Finance. Intelesys worked with a few of our City clients to develop a 5 year PC Refresh schedule so it is very clear which PCs will be replace in the coming year and the budget costs required. This has taken the guess work out of the technology PC budgeting process and allowed the Cities to keep new PCs coming in at a regular interval.

VoIP Phone Solutions
Intelesys is the largest Mitel Connect dealer for municipalities in Southern California. We have deployed VoIP phone systems for over 30 Cities in SoCal. During the installation process, Intelesys interviews and verifies the needed call flow for each department before deploying the system. This ensures that the departments have a call flow that works for them and is not simply “what we had before”. The design is then presented and signed off on before the programming begins. Intelesys has deployed dozens of Vesta integrations for PD into the phones systems and fully understands the needs of First Responders availability when it comes to phones. 12 Page 372 of 1582
Cyber Security Training
Ransomware is a constant threat and the bad actors are getting trickier. One way that Intelesys has helped our City clients is a bi-annual Cyber Security Training. Intelesys spends 45 minutes walking the employees through basic items to watch out for and best practices for data handling.

Afterwards, a test is given to all the employees to ensure they understand the principles being taught. In our last test, 97% of the employees passed the test.

Email Phishing Tests
As part of the Cyber Security Training, we show the employees what to look out for with suspicious emails. We give them real world examples that show how bad actors are using their emails to try and extract data or infect the network. After the training, Intelesys will send a phishing test to the City with relevant information. After our first test, one of our clients had a 40% engagement with our email. After the next Cyber Security Training that number fell to

1.5% engagement.

A Statement Regarding Why the Consultant
Believes It Should Be Selected
Intelesys offers Montebello an experienced approach to developing and managing their next generation technology solutions. Intelesys should be selected based on the unique positioning of our firm relative to Montebello’s needs.

Industry Experience
Intelesys has a clear focus on municipal clients, in fact it is part of our name, Intelesys - IT for Public Sector! Having spent almost 20 years servicing local cities in southern California, Intelesys has built much of our practice around the unique needs of the public sector, with heavy focus on first responders and cyber security. As a long time Gold Sponsor of the Municipal Information Systems Association of California (MISAC), Intelesys was honored to be a feature presenter at the conference in 2019 on the subject of “Viewing technology as an investment rather than an expense.” Staff Expertise
All Intelesys staff are CJIS (California Justice Information Services) certified for proper data handling and segregation as outlined by the FBI. Our staff, with an average tenure of 12 plus years, are well versed in applications and systems used by municipalities ranging from 911 systems, FirstNet cellular services, Net Motion remote management software, recreation software, municipal accounting systems, public works asset management, and library systems to name a few. Our team is well versed on the dynamics of supporting staff needs, executive team goals, capital improvement projects, resident interface to technology and city council expectations for communication and performance metrics.

Local Presence
Intelesys has been located in southern California since its inception in 1996. We maintain a strategic structure to provide hands on support quickly and efficiently to our clients. Our goal is to be viewed not only as a vendor, but as part of your team. Our staff live and work in our clients’ communities. Our 24/7/365 response offering for our municipal clients means help is a short call away. 24 Page 384 of 1582
Security Minded
Cyber security attacks cost more than $1 trillion in the past year. Unfortunately one of the most appealing targets are local municipalities based on their size, ability to pay, reliance on data, and the traditionally low cost of investment in protection. Intelesys saw this trend coming and, in 2016, made a significant investment by having our program structure designed and consulted for by a former CIO of the FBI. No network management strategy is complete today without a significant investment and change in the way security was handled as little as two years ago.

Comprehensive and Custom Packages
The Intelesys team offers a wide range of customized options from a fully managed services package to one off custom projects. Our team is fully staffed with a relationship manager to organize all your needs in one place, project managers to drive onboarding and project completion, end user support engineers to assist staff with questions and resolution of issues, network engineers to handle the management of higher end network functions, and a support liaison dedicated to developing suggested budgets and technology enhancements. In addition, all municipal accounts in excess of 150 users have an assigned executive sponsor that will meet with your team annually to discuss direction and trends that directly apply to your organization.

Cost Effective
Current economic conditions require every organization, especially local municipalities, to be selective over any expenses. Intelesys helps ensure optimal allocation by planning to avoid unexpected expenses, presenting needs as prioritized options and in the end making the best use of available budget dollars to have the largest impact on the overall technology needs. Proactive planning will lessen the occurrence of reactive and often inefficient costs.
25 Page 385 of 1582
Terminated Agreements/Contracts
Intelesys has not had any contracts or agreements terminated for default in its entire corporate history dating back to May 1996.
26 Page 386 of 1582
Sub-contractors/Sub-consultants
Intelesys performs all work with direct company employees for consistency and control of the product.

No sub-contractors or sub-consultants will be used in this project 27 Page 387 of 1582

3. Understanding of the IT Project
Executive Summary of Project Understanding
The City of Montebello is seeking a qualified consulting to assess the existing IT infrastructure and implement necessary and required upgrades/improvements across the City’s network. They acknowledge that technology in today’s IT centric world is critical to the success of local government agencies tasked with providing services to residents, businesses, and other community stakeholders. Furthermore, the City’s IT Infrastructure is involved with nearly every operation including, but not limited to public safety, traffic management, capital planning, finance, inventory management, human resources, and general record-keeping. These departments employ approximately 480 full-time and part-time personnel who serve more than 63,000 residents in the Los Angeles County. These services are critical to the City of Montebello and need to be maintained within a safe and secure IT infrastructure.

The increasing number of cyber threat landscape can threaten an organization. Hackers work tirelessly to exploit vulnerabilities created by outdated systems. The City’s current IT infrastructure has not received any upgrades/improvements in several years and many system components are aging, outdated, and/or obsolete. Therefore, the ultimate goal is to assess the existing infrastructure, develop a plan for upgrades, and furnish the necessary hardware, software, and general system components to implement the proposed upgrade:
 Improve the City’s overall IT efficiency and effectiveness  -Improve System Redundancy/Continuity of Operation
 -Enhancement Cyber Security Posture
 -Replace older/obsolete system components
 -Develop and maintain a system that is capable of supporting future City expansion  -Obtain ongoing maintenance/support services
 -Develop and maintain build documentation
With our extensive experience and certified expert cybersecurity staff, MGT can help the City with their technology path forward this is comprehensive, affordance, and executable. MGT understands the City also wants to maintain the highest levels of security, stability, privacy while supporting the needs to create secure environments that meet the challenges of today and the future.

MGT knows what IT and security leaders, like the City, are facing in their day-to-day work environments because…we’ve been there.

We have completed hundreds of successful cybersecurity audits, vulnerability assessments, and penetration tests for local government enterprises. Most recently, MGT’s cybersecurity expert successfully completed an information technology audit for Silicon Valley Clean Energy (SVCE). SVCE is a locally controlled public agency, dedicated to providing benefits to customers

4. Project Management Approach
Project Management Plan
We are project management experts who have the experience the City needs to assimilate the requirements of leadership and stakeholders and coordinate the many technical and administrative resources required to ensure successful temporary staffing project.

To ensure the City’s satisfaction with each aspect of their projects we will work closely with the City’s staff and project manager to manage scope, schedule, and ensure deliver of service that meet all of the City’s needs to chart a path forward that reflects the goals of the organization.

To meet tight deadlines, we take very intentional measures to define milestones, responsibilities, and delivery dates in our planning process, and to track work progress against plan weekly or even daily. As soon as the contract is awarded, we enhance the project workplan that was included in our proposal by adding specific milestones, delivery dates, and consultant responsibilities. We refine this plan with input from our project initiation meeting(s) with the client. Then we conscientiously track our work progress against that plan, and employ problem solving skills, technology, and staff flexibility to react to variances between plan and actuals to meet the deadline.

Our years of experience in the public sector gives us a deep reserve of solutions to common project delays or bottlenecks. We offer these solutions to every client and are often able to prevent the most common schedule problems because we know what to expect.

3. Project Understanding
Avèro Advisors understands the needs of the IT upgrade project and ongoing support services required by the City of Montebello. We understand that organizations such as the City of Montebello are under increasing pressure to keep up with higher service level expectations while adhering to traditionally shrinking budgets and staffing levels. Over the last several years across organizations, demand for IT services has increased, as departments seek to use technology 'to do more with less,' improve service delivery, enhance security, make data-driven decisions, and serve constituents more effectively. An increase in demand is not the only pain point that influences change within an organization. Avèro has engaged organizations inundated with manual processes with an apparent lack of modern technology, causing inefficiency, and siloed departments that foster an absence of standardization and highlight frustration and lack of control. Whether your organization is being influenced by similar increases in demand for IT-enabled services or one of the many commonly perceived issues, the City of Montebello has initiated an IT Assessment that will result in a technology roadmap guiding the City's IT-related decisions for the next several years.

The following graphic is an example of observed pain points and perceptions found within organizations that lack sufficient IT tools to allow staff to perform as efficiently as possible:

Information Technology Assessment and Improvement Project Page | 9
We understand that the City of Montebello seeks recommendations on significantly improving and enhancing IT infrastructure that requires limited management and servicing. The project should focus on improving the City’s overall IT efficiency and effectiveness, business continuity services, Cybersecurity exposure, and build systems that are capable of supporting future City expansion. Avèro also understands that this project will focus on improving network infrastructure, computer hardware, and computer software. The City plans to engage in a project to specifically address improving telecommunications capabilities at a later time. We will accomplish these objectives by first initiating an assessment of the current state to identify gaps in existing processes, technology, security infrastructure, staffing levels, funding, and policies & procedures. The City then expects recommendations to be delivered in the form of an implementation plan that will list actionable items to achieve those results while also identifying cost-saving opportunities. Upon completion, staff expects to receive a significantly improved/enhanced IT infrastructure that requires limited management and servicing.

The frequently used phrase, "the future is now," is even more applicable today for technology.

Government agencies are acting on increasing demands and modernizing their operations at a rapid pace.

The City of Montebello is poised to latch on to modernization opportunities that will not only improve internal operations but revolutionize service delivery to its citizens and businesses.

For any long-term technology strategy to be sustainable and successful, we must lay its foundations on the following pillars:
▪ Cybersecurity – are we resilient to cyber threats, are our employees educated and form the first line of defense, and can we recover from a cyber event quickly?
▪ Infrastructure – is our infrastructure modern, stable, and scalable? ▪ Enterprise Systems – do we have the right set of enterprise software tools to empower our employees to deliver services most efficiently?
Avèro has performed IT Assessments and IT Infrastructure projects for several Cities and Counties all over the country that are choosing to use our recommendations to guide their IT decision-making for years to come. Our unparalleled dedication to our clients is one of the many attributes that separates our firm from others. Our President and Founder, Abhijit Verekar, not only manages the work completed by his team of consultants, but he also remains active in projects throughout their duration as part of the core team. Mr. Verekar will be involved in group visioning sessions, quality assurance on all deliverables, and all significant presentations, supporting and guiding his team to deliver the best possible results for the City of Montebello.

We understand the City desires a knowledgeable, accountable, and dedicated firm to provide a comprehensive, independent, customized IT Assessment and Improvement Project plan. Dedication, pursuit of excellence, and transparency are values we live by and are confident that we are the right firm to join the City of Montebello on its journey to define a long-term technology strategy.

4. Project Management Approach
Avèro will designate a single-point-of-contact for all of our projects to ensure clear communication. Avèro will also provide a bi-weekly project update meeting including a summary of tasks completed during the reporting period and tasks perceived to be completed in the next reporting period. This update meeting will also provide a current timeline for project milestones and any foreseen areas where time may be lost or gained.

Avèro will also develop and embed a set of Quality Assurance (QA) processes to ensure deliverables meet the established performance and technical metrics of each proposed project task for this initiative. Our team will collaborate with the identified project sponsorship team to perform Quality Assurance to prevent defects and identify any issues in the deliverables and throughout the project. The outcome of QA performance will provide the City with high-quality output, eliminate waste, and increase efficiency.

Throughout the project, Avèro will position the City of Montebello for long-term success through the following critical factors:

A key component of ensuring our clients’ success is that we bring both the technical and ‘soft skills’ expertise: We know how to engage people and listen for what has meaning respectfully.

Independent and Unbiased – Avèro does not have any affiliations with software or hardware vendors.

We work on behalf of our clients as trusted advisors, ensuring our recommendations remain devoid of bias towards any specific technology, platform, or vendor.

Client Retention – Avèro maintains exceptional relationships with our clients by being nimble and agile in our approach, and by having the flexibility to meet their needs. Each client reference is a testimonial to our successful track record.

Pittsylvania County, VA
IT Assessment & Strategic Plan
Avèro conducted a thorough analysis of the strengths and weaknesses within Pittsylvania County’s current IT environment, including infrastructure & technologies, funding, processes, staffing levels, and service delivery model. Avèro conducted discovery sessions with various County stakeholders (e.g., Administrator, departmental heads, business process owners) within the departments and agencies to gather insights into the current-state of the IT platform. ITEM # 15

CITY OF MONTEBELLO

CITY COUNCIL AGENDA STAFF REPORT
TO: Honorable Mayor and City Council Members
FROM: Arlene Salazar, Acting City Manager

BY: Paul Espinosa, Police Chief
SUBJECT: ADOPT RESOLUTION NO. 23-56 APPROVING THE AUTHORIZATION

AND EXECUTION OF THE AGREEMENT TO RECEIVE GRANT FUNDS

FROM THE CALIFORNIA HIGHWAY PATROL THROUGH THE

CANNABIS TAX FUND GRANT PROGRAM
DATE: June 28, 2023
RECOMMENDATION(S):

It is recommended that the City Council:

1. Approve the use of grant funding awarded to the Police Department by the California Highway Patrol (CHP) under the Cannabis Tax Fund Grant Program (CTFGP) in the amount of $105,688; and

2. Authorize for the Acting City Manager to execute the contract of grant funds; and

3. Amend the Fiscal Year 2023-24 budget and increase appropriations by $70,688 in Account No. 265-80-832-5010.10 (Grants, Police, CHP Cannabis Tax Fund Grant Program, Overtime [expenditures]), $35,000 in Account No. 265-80-832- 6010.10 (Grants, Police, CHP Cannabis Tax Fund Grant Program, Machinery and Equipment [expenditures]), and $105,688 in Account No. 265-99-4198.86 (Grants, CHP Cannabis Tax Fund Grant Program [revenue]); and

4. Take such additional, related, action that may be desirable.

FISCAL IMPACT:

The City of Montebello is being awarded $105,688 from the CHP Cannabis Tax Fund Grant Program. Although the City must pay upfront costs, authorized expenditures will be reimbursed by the Grant. Reimbursement claims will be submitted as expenses are incurred based on the needs of the Police Department.

The funds are to be distributed to a specific CHP-Grant account which will reflect the following budget (Account No. 265-80-832):

Page 535 of 1582 ends

CITY COUNCIL AGENDA REPORT - MEETING OF JUNE 28, 2023

Page 2 of 3 ends

1. Personnel Costs-Overtime (5010.10) $70,688

2. Machinery & Equipment (6010.10) $35,000
Due to the timing of the notificationn of grant award, these funds were not included in the proposed Fiscal Year 2023-24 budget. The adoped FY 2023-24 budget must be amended to increase approprations by $105,688 in both expenditure and revenue accounts (265-80-832-5010.10, -6010.10 and 265-99-4198.86).

BACKGROUND/DISCUSSION:

The California Highway Patrol (CHP) works closely with state and local agencies and other traffic safety stakeholders to actively address impaired driving. The CHP considers a variety of factors in determining specific needs for each grant cycle, including opportunities and projects best suited to prevent the loss of life, injuries, and property damage caused by driving under the influence of alcohol and/or drugs.

With the passage of Proposition 64 in 2016, The Control, Regulate, and Tax Adult Use Marijuana Act (AUMU), California voters mandated the state to set aside funding for the CHP to provide grants to local governments and qualified non-profit organizations for the education, prevention, and enforcement of impaired driving laws pursuant to Section 34019 (f)(3)(B) Revenue and Taxation Code (RTC).

ENVIRONMENTAL:

N/A
ANALYSIS:

These law enforcement grants are aimed to provide financial assistance to allied agencies for the education, prevention and the enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis and cannabis products. The intent of the program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, and improve the Department’s effectiveness through training and development of new strategies.

The City of Montebello has been approved to receive $105,688 from the CHP Grant Program. Funding will be used by the Montebello Police Department to conduct high visibility traffic enforcement operations and to procure a DUI checkpoint trailer. The CHP requires approval by the City Council of a resolution formally accepting the grant funds. In addition, given the timing of the receipt of these grant funds, the Fiscal Year 2023-24 budget must be amended so the Department is able to utilize them in the new fiscal year.

SUMMARY:

Staff is recommending City Council adopt a resolution authorizing use of the Grant funds

as further outlined in the attached grant application and amend the Fiscal Year 2023-24 budget and increase appropriations by $70,688 in Account No. 265-80-832-5010.10 (Grants, Police, CHP Cannabis Tax Fund Grant Program,

The City of Montebello Police Department has determined, through the analysis of traffic data, that the awarded funding will have the greatest impact in the community by increasing awareness of safe driving practices and conducting enforcement operations in areas that statistically have been demonstrated to be high occurrences of primary collision factors. The department has initially identified a time period where most traffic crashes have occurred (12:00 pm – 6:00 pm). While focusing the initial traffic enforcement operations during this time period, the department will continue to analyze emerging traffic data and trends. If awarded funding, implementation of all grant activities will be accomplished by deploying personnel at known problematic, data-driven locations. There will also be an effort to conduct several enforcement operations such as DUI checkpoints and DUISaturation Patrols.

The City of Montebello is a bustling and charming community located in Los Angeles County. Traffic volume is heavy throughout the city for several reasons. Montebello covers an area of approximately 8.25 miles and is bordered on the south by the Santa Ana Freeway (I-5) and on the north by the Pomona Freeway (SR-60). Several other freeways are nearby and easily accessible from the area including the Long Beach Freeway 710 and SanGabriel Freeway 605.

Montebello is often referred to as a gateway city, with proximity to downtown Los Angeles and its shared borders with several cities including Monterey Park, Pico Rivera, Rosemead, Commerce, and East Los Angeles. The city is primarily residential; however, there is strong growth of commercial property and businesses. Montebello is home to a large shopping mall with heavy traffic that substantially increases during the holiday season. Additionally, there are five private schools, thirty-three schools in the Montebello Unified School District, and several universities in the surrounding area.

Montebello is in one of the busiest counties in the country, it is bordered by heavily traveled freeways and is an area by which numerous commuters travel, shop, and reside on a daily basis. All these factors contribute to several traffic problems that the department hopes to mitigate.

The City of Montebello is fortunate to have an active community that is very aware and concerned of traffic trends. Social media has played a large role in creating this open and fluid communication. Through additional data analysis the Police Department has observed a trend emerge over the past few quarters, this new trend is being referred to as the “afterhours” trend. The noted crashes tend to be concentrated around the hours of after-school and after-work commutes. The data demonstrates that between the hours of 12:00 pm- 6:00 pm; 35%-45% of the crashes occurred in 2022.

Concerning data also showed that in 2022, all 4 of the fatal crashes occurred during those daytime hours.

Having identified a noticeable trend in the hours of the crashes, it is that much more concerning that our alcohol involved crashes have also increased (18 injured in 2021 and 23 in 2022 including one fatality). Additionally, our Office of Traffic Safety Crash Rankings also showed our DUI arrests ranking increase from 34 in 2019 to 31 in 2020. This year the department will focus on expanding our social media campaigns to deter impaired driving. It is very apparent that our efforts are more necessary than ever before.

The City of Montebello Police Department is committed to conducting data-driven enforcement. This ensures that the most concerning issue is addressed first. The department is and has committed to reaching out to all types of groups in the community this includes various age groups (elderly and teen drivers), alternate travelers (bicyclists, pedestrians, and bus riders), and participating in different community events to reach the widest audience possible. These practices ensure that our efforts are communicated effectively to the community.

These efforts not only ensure that our grant activities are conducted to the highest of standards, but that we continue to propel our department mission in all aspects of our work: The mission of the Montebello Police Department is to provide effective and professional police services of the highest quality, in partnership with the citizens we serve, encouraging mutual respect and innovative problem solving, thereby improving the quality of life in our community.

8. Program Sustainability
Describe the plan for reducing reliance on future grant funding. Include a summary and timeframe to continue efforts when grant funds are either not available or significantly reduced. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.

This program has full administrative support, and every effort will be made to continue the grant activities after grant conclusion.

The Traffic Unit is currently staffed by Officers that have several years’ experiences in their current assignment, have attended numerous traffic courses, and participated in OTS operations. The Chief of Police, with the support of the City’s Administration, has made it a priority to ensure that the Traffic Unit will continue to expand, that equipment will be maintained properly, and training standards will be exceeded.

The continuous traffic issues arising in the city make it apparent that the unit is not only necessary but demanded by the community. The department administration is committed to prioritizing traffic enforcement operations and will work on expanding the unit as soon as staffing levels allow.

9. Administrative Support
Describe the administrative support, including the Organization/Agency’s grant experience, personnel, and physical resources needed to successfully implement the Project. PLEASE DO NOT COPYAND PASTE TABLES IN FIELD - TYPE INFORMATION IN FIELD.

The Montebello Police Department has the skills and experience to manage the proposed grant activities; the current staff at the City of Montebello Police Department has worked on similar Grants for several years.

The proposal reflects targeted enforcement that is data-driven and that the department can handle given our current staffing status. The Lieutenant and Sergeant in charge of the Traffic Unit have attended and are certified in all relevant courses related to the operations of the unit. The department's Grant Administrator has managed funds for several fiscal years and has attended other relevant training as well as Traffic-related conferences.

As the department focuses on addressing these concerns, the department will continue to analyze crash data to determine specific areas/locations of higher crash occurrence. The department has been able to hire a new full-time crime analyst. This position will allow further review and observation of data trends.

The department also works closely with the City of Montebello’s Finance Department and has an individual accountant assigned to the grant. This ensures that all City and federal fiscal guidelines are observed along with any state and federal procurement procedures/policies and reporting guidelines.

TO: Honorable Mayor and City Council Members
FROM: Arlene Salazar, Acting City Manager

BY: Paul Espinosa, Police Chief
SUBJECT: ANNUAL REPORTING OF MILITARY USE EQUIPMENT
DATE: June 28, 2023
RECOMMENDATION(S):

It is recommended that the City Council:

BACKGROUND/DISCUSSION:

On June 22, 2022, the Montebello Police Department ("MPD") presented a Military Equipment Use Policy to the City Council for approval and direction to bring back an Ordinance to adopt the Policy. Pursuant to the City Council's approval and direction, the MPD proposed the attached Ordinance No. 2453 (Attachment "A") to adopt and establish the approved Military Equipment Use Policy (Attachment "B").

Assembly Bill 481 codified in Government Code sections 7070 through 7075, requires a law enforcement agency ("LEA") to obtain approval from the applicable governing body, via adoption of a Military Equipment Use Policy (the "Policy") by Ordinance prior to the LEA funding, acquiring, or using military equipment. In accordance with the requirements of AB 481, the policy was made available to the public on the MPD website on May 27, 2022.
"Military equipment" as defined under AB 481 includes, but is not limited to, unmanned

aerial or ground vehicles, armored vehicles, command and control vehicles, pepper balls, less lethal shotguns, less lethal 40mm projectile launchers, long range acoustic devices, and flashbangs. Notwithstanding the definition stated above, "military equipment" does not include general equipment not designated as prohibited or controlled by the federal Defense Logistics Agency, per Government Code section 7070(c)(16).

ENVIRONMENTAL:

N/A
ANALYSIS:

The MPD does not currently have any military equipment under the definition of AB 481, and therefore has no equipment to report. Staff recommend the renewal of Ordinance No. 2453.

SUMMARY:

Staff recommends that the City Council renew Ordinance No. 2453 in compliance with Assembly Bill 481 ("AB 481").
