Existing asphalt concrete shall be milled at the locations and to the dimensions shown on the plans and in accordance with these Special Provisions. The milling of asphalt concrete will only be permitted to take place immediately prior to paving.
It is anticipated, due to the large amounts of milling to be performed, that traffic will be transferred onto milled surfaces for short intervals prior to placement of the asphalt concrete. The milled surfaces to receive traffic must have an approved satisfactory driving surface before traffic will be allowed to resume use. Abrupt changes in surface elevation of greater than 3/8 inch (10 mm) will not be allowed. Therefore, where milling depths as shown on the plans exceed 3/8-inch (10 mm) in depth, a tapered mill perpendicular to the direction of travel, at the rate of one 1-inch (25 mm) per five (5) feet (1500 mm), shall be required until the specified depth of mill is reached.
Abrupt changes in the pavement surface elevation in the longitudinal direction (parallel to the direction of travel) shall not be allowed. A minimum of three (3) foot (900 mm) transition is required for longitudinal grade differences over 3/8 inch (10 mm).
After cold milling, the Contractor shall meet with the City’s representative in the field to designate local soft areas and areas where the pavement condition is deteriorated for complete removal and replacement with full depth asphalt. The replacement of the removed areas shall be performed prior to opening the impacted area to traffic.
Upon completion of milling operations, the Contractor shall place hot mix AC to reduce the lip where wheelchair access ramps are located to assist use by handicapped persons. The hot mix will then be removed no sooner than 24 hours prior to paving.
Both the perpendicular and parallel temporary taper transition may be achieved by over milling outside of the specified full depth mill limits or by using a full depth mill inside the specified full depth mill limits followed by a temporary asphalt concrete ramp. The temporary asphalt concrete ramp must be removed just prior to the actual asphalt concrete base course placement. Adherence to all of the preceding temporary pavement surface maintenance requirements shall be absorbed into the unit costs for the various mills. No additional compensation shall be allowed.
All milled material shall become the property of the Contractor.

For example, a zone may be a “count” zone when the phase is green but change to a “presence” zone type when the phase is not green. Another application would be zone type of “extension” when the signal phase is green and then “delay” when red. 700-5.10.6.1.41 The MSDS software shall aid the user in drawing additional detection zones by automatically drawing and placing zones at appropriate locations with only a single click of the mouse. Equipment shall be installed directly on signal mast arms, luminaire mast arms, or traffic signal poles. Only one camera shall be mounted on a signal mast arm or luminaire mast arm.
Extension rods shall only be installed if approved by the Engineer and shall not place the top of the camera more than 36 inches above the signal mast arm or luminaire mast arm.
The Contractor shall test each item after installation to ensure that the equipment has been installed without damage and operates correctly.
Upon the completion of the installation of each component, the Contractor shall perform an isolated test and inspection to demonstrate that all components function properly and comply with the requirements of the Specifications and/or approved submittal(s). Each component shall
be tested separately. Successful completion of this portion of the acceptance test shall be required for each component.
Systems acceptance testing shall only be performed in the presence of the Engineer and other designated Agency representatives. Contractor shall complete acceptance testing for each intersection location. A location will be deemed acceptable with a continuous quality of 98 percent or better for a consecutive seven-day period as reported by the data generated by the manufacturer’s Central software and by the applicable reports associated with the respective locations.
Live video with the detection overlaid is required for field verification of the system.
The central control must transmit and receive all information needed for detector setup, monitor the vehicle detection, view the vehicle traffic flow and interrogate all required stored data.

CITY COUNCIL AGENDA REPORT - MEETING OF AUGUST 13, 2025
responsive and responsible bidder in the amount of $4,474,207. Additionally, a 10% construction contingency of $447,421 is requested in the event of any unforeseen unaccounted costs, risks, events, or changes in scope that may affect the project’s cost over the course of its life, bringing the total contract award amount to $4,921,628 payable from Account No. 263-30-340-6040.45 (Sewer Infrastructure, Public Works, Sewer Operations, Contract Services Sewer Maintenance) and 215-99-7117 (Proposition C, Non-Departmental, Improvements Other Than Building – Paving the Way).
The adopted Fiscal Year 2025-26 Capital Improvement Program (CIP) budget allocated the necessary funds for this project under Sewer Infrastructure (Fund 263) in the amount of $2,100,000. The remaining necessary funding in the amount of $2,821,627 will be appropriated from Proposition C (Fund 215). Staff request the Fiscal Year 2025-26 budget be amended by increasing appropriations by $2,821,627 in Account No. 215-99- 7117 (Proposition C, Non-Departmental, Improvements Other Than Building – Paving the Way).
Additionally, staff request authorization for the City Manager to execute all contract change orders that are approved and negotiated in good faith by the Director of Public Works and the construction manager.
BACKGROUND/DISCUSSION:
On June 11, 2025, the City Council authorized staff to advertise the Notice Inviting Bid (NIB) for the project. Staff identified the replacement of deteriorated cement sewers in the downtown area as a priority infrastructure project. The project consists of the replacement of 5,100 linear feet of cement sewer in the City’s downtown area along Whittier Boulevard between Montebello Boulevard and the west City limits, including the alleyways north and south of Whittier Boulevard.
Due to the increase in population and development in that area, the sewer in its current state will not be able to handle the capacity. The typical life span of a cement sewer is between 50-75 years, and the pipes in this area are over 80 years old. As cement sewers age, they begin to crack, corrode, and sometimes completely fail. This can happen due to many factors: poor materials, lack of regular maintenance, or the weight of trucks driving on them constantly.
Staff met with the Chamber of Commerce in August of 2025 to inform the members of the potential impact of the project. A well-structured public outreach campaign to inform the downtown business of the impending project throughout the corridor is of the utmost importance, as collaboration is needed both during normal business hours and coordination after hours.
The NIB was published on June 12, 2025, in a newspaper of general circulation. Bidders accessed the contract specifications via PlanetBids. A total of eight (8) bids were received electronically via PlanetBids on July 16, 2025. The following is the tabulation based on the order of when the bids were received:
CITY COUNCIL AGENDA REPORT - MEETING OF AUGUST 13, 2025
Contractors Bid Totals
1 CEM Construction Corp $4,474,206.50
2 KEC Engineering $5,185,000.00
3 Mladen Buntich Construction Company $5,189,440.00
4 VSI Technologies $5,691,339.90
5 Mike Bubalo Construction Co, Inc. $5,968,950.00
6 Excel Paving $5,984,764.00
7 Toro Enterprises, Inc. $6,301,204.30
8 Lonerock, Inc. $6,609,860.00
The bid analysis was conducted to ensure that the most responsive, responsible bid met all state and local requirements. Based on the review and analysis, staff’s recommendation is to award CEM Construction Corp the construction contract agreement (Attachment A) as the most responsive, responsible bidder. The remaining bid proposals are available in the City Clerk’s Office for review and the itemized bid results for comparative analysis are included in Attachment B.
