SUBJECT: APPROVE ISSUING REQUEST FOR PROPOSALS (RFP) NO. 26-14
FOR SECURITY AND FIRE ALARM MONITORING, MAINTENANCE,
AND REPAIR SERVICES
DATE: May 13, 2026
RECOMMENDATIONS:
It is recommended that the City Council:
1. Authorize issuing Request for Proposals (RFP) No. 26-14 for citywide security and fire alarm monitoring, maintenance, and repair services for City facilities; and
2. Take such additional, related action that may be desirable.
FISCAL IMPACT:
The contract resulting from this Request for Proposals (RFP) will be funded through the City’s applicable operating and maintenance budgets, as designated for facility maintenance and public safety systems. Specific contract costs will be brought back to the City Council for approval following completion of the competitive procurement process and selection of the successful proposer.
The proposed Fiscal Year 2026-27 budget will include funding for these services at the current FY 2025-26 rate. Should additional appropriations be needed once a vendor is selected, Staff will include a budget amendment recommendation with the subsequent City Council agenda item approving the agreement for these services.
BACKGROUND/DISCUSSION:
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 13, 2026
The City of Montebello is responsible for maintaining security and fire alarm systems at multiple City-owned facilities, including administrative buildings, community centers, park facilities, and public safety locations (i.e., Fire Stations, etc.). These systems are critical to ensuring life safety, property protection, and compliance with applicable fire and building codes.
The City is seeking to initiate a competitive Request for Proposals (RFP) process to retain a qualified contractor to provide monitoring, maintenance, inspection, repair, and system support services for its fire alarm and security alarm systems.
Previously, these services have been provided under separate or expiring agreements.
In order to ensure continued compliance with National Fire Protection Association (NFPA 72) standards, City Fire Prevention requirements, and applicable state regulations, the City intends to consolidate services under a single, competitively procured agreement (or multiple agreements if necessary based on system specialization).
The proposed scope of work includes, but is not limited to:
• 24-hour UL-listed central station monitoring of fire/life safety systems • Monitoring and maintenance of security alarm systems at City facilities • Routine inspection, testing, maintenance, and certification services • As-needed repair services for fire and security alarm components • System troubleshooting, upgrades, and compliance-related modifications • Coordination with City staff for scheduling, access, and emergency response
The RFP also allows the City to award to one or more vendors depending on qualifications and system specialization.
The proposed timeline for the RFP is as follows:
• RFP Release: May 14, 2026
• Mandatory Site Walk: May 19, 2026 at 9:00 a.m. PST
• Question & Answer: May 26, 2026, at 11:00 a.m. PST
• Responses to Question & Answer: May 28, 2026, at 12:00 p.m. PST • Proposal Due Date: June 10, 2026, 11:00 a.m. PST
• City Review of Submissions: June 15, 2026
• Notifications to Contractors: June 25, 2026
• Award Recommendation: June 24, 2026
ENVIRONMENTAL:

ANALYSIS:
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 13, 2026
Issuing RFP No. 26-14 will allow the City to competitively procure qualified contractors to provide essential fire alarm and security system services across City facilities. This procurement ensures:
• Compliance with NFPA 72 standards and applicable fire codes; • Reliable 24-hour monitoring of life safety systems;
• Proper maintenance and timely repair of critical alarm infrastructure; • Improved coordination and response to system failures or emergencies; and • Fiscal accountability through competitive pricing and qualifications-based selection.
Evaluation criteria for proposals will include:
• Qualifications and experience (technical expertise and relevant public agency work)
• References and past performance
• Cost proposal and overall value
• Ability to meet response time and service requirements • Compliance with licensing, safety, and prevailing wage requirements
Evaluation criteria for the RFP include consultant qualifications (65%), reputation and references (15%), and proposed fees (20%). The City reserves the right to conduct interviews, request supplementary information, and approve or reject proposals at its discretion.
SUMMARY:
Staff recommends that the City Council authorize issuance of RFP No. 26-14 for security and fire alarm monitoring, maintenance, and repair services. This action will ensure continued protection of City facilities, compliance with safety regulations, and efficient maintenance of critical life safety systems through a competitive and transparent procurement process.

In 2017, Governor Jerry Brown signed a 15-bill housing package aimed at addressing the state’s housing shortage and high housing costs. The Building Homes and Jobs Act (SB2, 2017) established a $75 recording fee on real estate documents to increase the supply of affordable homes. Seventy percent of the fees collected fund the Permanent Local Housing Allocation (PLHA) Program, which is administered by the California Department of Housing and Community Development (HCD).
PLHA’s formula component provides non-competitive funding to entitlement and non- entitlement cities. The PLHA Notice of Funding Availability was released on August 17, 2022, and amended on October 15, 2024, January 15, 2025, and May 12, 2025.
The amount of PLHA funds allocated to each jurisdiction is directly proportionate to each jurisdiction’s share of the total 2017 CDBG allocation in California. The State estimated the City would receive approximately $1,900,548 over the program’s five years; amended in 2025 to $1,803,584. Of this amount, the City has received $316,758 from the 2019 allocation, $492,340 from the 2020 allocation, and $541,805 from the 2021 allocation.
The remaining $479,681 from the 2022 and 2023 allocations will be disbursed in 2026.
Jurisdictions must submit a grant application and meet eligibility requirements to access PLHA formula funds.
Resolution No. 22-88 was adopted by the City Council on October 26, 2022, authorizing the City to apply to the California Department of Housing and Community Development (HCD) Permanent Local Housing Allocation (PLHA) Program and approving the City’s PLHA Plan. The adopted PLHA Plan included a five-year expenditure plan for the allocated funds. Under the approved plan, allocations for years four and five were designated for services related to permanent supportive housing for individuals experiencing homelessness. However, because the City’s housing project has not yet been completed, an amendment to the PLHA Plan is required to identify alternative eligible spending activities for years four and five.
These revisions to the spending plan require submittal of a grant application and an amended and adopted City Council resolution authorizing (Attachments A and B): 1) the request for allocation funding, 2) the proposed amended PLHA plan (i.e., how the City intends to spend its PLHA allocations; eligible activities are specified below), and 3) receipt of grant funds for the remaining two-year period (2022 and 2023).
The following criteria must be met to apply for remaining formula funding for years 2022 and 2023. Local jurisdictions must have:
1. A state-certified and compliant Housing Element -- on June 22, 2022, the City Council adopted Resolution No. 22-52 approving the Housing Element Update for the 2021-2029 Planning Period (6th Cycle Regional Housing Needs Allocation); and
2. Annual Progress Reports (APR) submitted to CA HCD -- the City has submitted all required APRs through 2025.
3. Per Amended PLHA Guidelines, HCD requires that any amendment must include Affordable Ownership Worker Housing (AOWH) -- the amended plan includes
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 13, 2026
Activity 2, which HCD confirmed meets the AOWH requirement via email on April 7, 2026. (https://www.hcd.ca.gov/funding/plha#nofa)
4. A resolution authorizing the amended PLHA Plan (Resolution No. 26-32, Attachment B)
PLHA Eligible Activities

ANALYSIS:
The City outlined homeless prevention goals and objectives in the City’s Homelessness Plan and the recently adopted Housing Element. The Homeless Prevention Program develops strategic preventative measures to support and engage higher risk members of the community from entering homelessness or connecting them with resources to exit homelessness quickly by either retaining their housing or using other housing strategies to ensure people move into permanent and stable accommodations that are affordable, safe, and appropriate with the support they need to thrive.
The City also outlined the need for affordable housing options for its residents in the Housing Element. Limited housing stock and new construction has increased the cost of housing and shrunk the affordable housing options. As a component of the affordable
CITY COUNCIL AGENDA REPORT - MEETING OF MAY 13, 2026
housing strategy, the City has begun identifying and implementing incentives to promote deed-restricted ADUs being built for lower- and moderate-income households.
Without a dedicated funding source to provide housing for the City’s homeless and low- to moderate- income residents, the goals and objectives of the homeless prevention and affordable housing strategies will be difficult to implement.
To support and address homeless prevention and to rehabilitate ADUs for rental to low- or moderate- income workers, staff recommends that the City use its PLHA final allocations for 2022 and 2023 on three eligible activities (Items 2, 6b, and 6c) (Attachment A):
1. Rental assistance for homeless persons and low-income older adults in Montebello (Item 6a);
2. Operating support for the Montebello Community Assistance Program (MCAP).
MCAP provides street outreach and supportive case management services (Item 6b); and
3. Stipend to homeowners to support repairs and improvements for Accessory Dwelling Units (ADUs), bringing them up to City code and making them ready for rental to low-income or moderate-income workers (Item 2).
These activities are eligible under PLHA and are recommended in the newly adopted Housing Element. The City’s application must include a high-level plan outlining how it will use the 2022 and 2023 allocations of $479,681. Attached are the amended PHLA Plan and a funding distribution illustrating the entire five-year PLHA allocation plan Attachments A and B).
In the original 2022 PLHA Plan, the City proposed Capital Reserves for Services Related to Permanent Supportive Housing (PSH) as the third eligible activity. PSH is long-term leasing or rental assistance and supportive services for the chronically homeless and persons with disabilities (i.e., persons below 30% of Area Median Income). The switch from supportive housing to ADU stipends was made because the City’s permanent supportive housing project has not yet been completed.
PLHA funding is time-sensitive; applications for the formula allocation must be submitted within 48-months of the budget appropriation. If a local government does not submit a complete application within that time frame, the allocation will revert to the Housing Rehabilitation Loan Fund for the Multifamily Housing Program or for Department- administered technical assistance to local governments. Allocations have been claimed for 2019, 2020, and 2021. The PLHA grant formula component is now open for 2022 and 2023, and applications are due June 22, 2026. It is of the utmost importance that the City submit the application to capitalize on this important formula funding opportunity.
SUMMARY:
Staff recommends that the City Council authorize submission of the amended application to the PLHA grant formula component for $479,681 dollars in formula funding for 2022

and 2023 from the California Department of Housing and Community Development and approve Resolution No. 26-32 authrozing the application and amending fhe PLHA plan (Attachment B).
