below, were more than their combined budgeted total by approximately $7.6 million. Although a positive short-term result, much of this increase is attributable to positive market performance, or one-time transactions which cannot be relied upon as part of organic revenue growth.

The budgeted amounts for Sales & Use tax and District Transactions Tax were based on projections provided by the City’s sales tax consultant. Retail sales activity in Sales & Use Tax ended above the budgeted amount by $428,000. Improvements in new and used car sales, as well as food and restaurant sectors were tempered by reduced revenue from service stations due to lower fuel prices.

The nominal increase in sales tax was bolstered by increases in the District Transactions & Use Tax, which finished the year at $2.2 million above the budgeted level. This outperformance was driven by several large, atypical business-industrial payments. Combined, sales tax and district tax related revenue came in $2.7 million above budget.

Property Tax and Property Tax in Lieu of VLF (vehicle license fee s) saw a combined $36,000 increase above the budgeted amount. Both Property Tax and Property Tax in Lieu of VLF have grown year over year and are projected to steadily grow into the future as property values continue to rise.

Revenues in the Other Revenues category ended the year above budget by $4.9 million, which is a combination of projected positive and negative variances in the various individual accounts.

The largest contributors to increases in this category were $2.1 million in Investment Earnings, $1.5 million in Unrealized Gains on Investments, $356,000 in Successor Residual Balance Distributions, $230,000 in Overtime Reimbursements, $225,000 in Refuse Franchise Fees, $179,000 in Fire Protection Services for Lower Sweetwater, $118,000 in Las Palmas Golf Course Rentals, and $115,000 in Swimming Pool Revenue.

Underperforming accounts within the Other Revenue category include Building Permits ($194,000), Transient Lodging Tax ($142,000), and Electric Franchise Fees ($133,000).

Expenditures and Budget Adjustments
As of June 30, 2025, General Fund expenditures, including transfers to other funds, totaled $83.8 million, $2.05 million more than the revised budget of $ 81.7 million. Expenditure variances are summarized by category in the table below.

Fiscal Year-End Expenditure Totals

1 adopted budget, plus budget adjustments

Personnel costs make up approximately 62% of the General Fund’s budget. Before including the ratification adjustments included in this report, expenditures exceeded budget by $730,000. The primary driver of this overage are overtime expenditures in Police and Fire which ended a combined $2.3 million above budget . The majority of this overage was absorbed by savings elsewhere within the Personnel Services budget; however, staff is requesting a budget adjustment ratification in the amount of $730,000 to cover the balance.

Maintenance & Operations expenditures exceeded the revised budge t by $1.05 million. This overage is primarily attributable to $1.1 million in expenditures related to the January 2024 winter storm. Although potential reimbursement relief for these costs are being explored, staff is requesting a $1.05 million budget adjustment ratification to fund these unbudgeted expenditures.

The remaining overage is absorbed by savings realized across various other M&O accounts.

As presented to Council earlier this year, a new CIP fund has been created to aid in the administration and reporting of General Fund contributions to ongoing Capital Improvement Projects. To that end, the remaining available balance of these contributions as of June 30, 2025 have been transferred to the new fund. Previously, unspent appropriations were carried over to the next fiscal year. Staff is requesting a budget adjustment ratification to move $5,327,523 from the Capital Outlay category to the Transfer -Out Category. The remaining $68,000 in savings is related to computer and communications equipment accounts.

In addition to the transfer out to establish the new CIP fund, staff is requesting a budget appropriation ratification in the amount of $447,200 to subsidize the operations of several funds as outlined below.

EMT Revolving Fund ($164,832) – Revenue received from AMR in this fund was insufficient to cover the increased cost of paramedic differentials after recent salary adjustments to FFA positions.

Nutrition Center Fund ($146,708) – Inflationary increases for food supplies and an unanticipated increase in overtime, combined with an inability to meet the assigned departmental M&O savings target drive this overage.

Post-Employment Benefit Fund ($65,825) – Actual costs for the retiree health benefit program exceeded the budgeted amount.

Parking Fund ($73,528) – Expenditures exceeded revenues in this fund which carries no fund balance. The aim for this fund is to eventually be self-sustaining.

Facilities Maintenance Fund ($64,125) – The fund balance of this fund was able to absorb the majority of the expenditure overage, however an additional $64,125 from the General Fund is necessary to cover the balance.

A reduction in the General Fund transfer to the Parks Fund of $67,800 will be used to complement the additional adjustment request.

Ratification of Budget Adjustments for Other Funds
Normally, staff requests budget adjustments in advance based on known or projected funding requirements that require additional appropriations. In some instances, the need isn’t known until the end of the fiscal year. For fiscal year 2025, expenditure requirements exceeded appropriations as summarized below and detailed in Exhibit A. Budget adjustments have been made by staff to correct the shortfalls and staff seeks ratification by the City Council of these adjustments.

Library Fund - $128,641
EMT – D Revolving Fund - $164,854
Nutrition Center Fund - $138,975
Mile of Cars LMD - $77,386
Security and Alarm Regulation Fund - $14,132
Post-Employment Benefit Fund - $65,825
Facilities Maintenance Fund - $282,771

FINANCIAL STATEMENT:

Due to the overperformance of key revenues, the City was able to mitigate unanticipated increases in expenditures and limit the use of fund balance in the General Fund to $5.0 million.

This is in line with the $4.9 million use of fund balance presented in the fiscal year 2025 adopted budget.

Ratification of these adjustments represents an additional $2.2 million in expenditures above the revised budget for the General Fund and an additional $873,000 combined for all other funds.

AGENDA REPORT

Department: Finance
Prepared by: Bruce Foltz, Finance Director
Meeting Date: Tuesday, December 2, 2025
Approved by: Alejandro Hernandez, Acting City Manager

SUBJECT:

City of National City First Quarter Fiscal Year 2025/26 Financial Review

RECOMMENDATION:

Accept and File the Report.

BOARD/COMMISSION/COMMITTEE PRIOR ACTION:

Not Applicable.

EXPLANATION:

This report covers the financial results for the first three months of Fiscal Year 2025/26. Exhibit (A) attached, presents the current fiscal year revenues and expenditures for the General Fund for the period of July 2025 through September 2025 in comparison to the current year General Fund budget and the actual results for same period for FY 2024/25 and FY 2023/24.

The General Fund generates revenues from various sources such as taxes; fees for services; fines; citations; transfers from other funds; interest income; and miscellaneous one-time revenues all of which are received at various times throughout the fiscal year. Property Tax, Sales Tax and Franchise Fees represent approximately 83% of the City’s total General Fund revenues for the current fiscal year. Sales Tax revenues, which represent 56% of the total General Fund revenues, are received on a mon thly basis and generally are consistent from month to month. However, there is a two-month delay in receiving the proceeds from the California Department of Tax and Fee Administration, the (“State”). For example, sales tax collected by the merchant during the month of July is remitted to the State in August and the City receive their apportionment from the July sales during the month of September. As of the end of September 2025, the City has only received one apportionment of sales tax from the State.

The City receives Property Tax throughout the entire fiscal year however, the months with the largest apportionments form the County are the months of December and January and again in April and May which coincide with the tax delinquent dates of December 10th and April 10 th.

Franchise Fees are received at various times throughout the fiscal year. Franchise fees associated with the refuse franchise are received on a monthly basis while cable TV franchisees remit their payments on a quarterly basis. Public utilities such as Gas and Electric companies report their fees on an annual calendar basis and in turn, the City receives the Franchise Fees in a single annual payment in the month of April. The remaining 17% of the City’s General Fund revenues consist of Business Licenses; Development Fees; Transient Occupancy Tax (Hotel Tax); Fines & Fees; and Other miscellaneous revenues which can also fluctuate throughout the fiscal year. Business license renewals are mailed to current active businesses in November for the new calendar year and expire on December 31 st of that billing year. The majority of the

Page 838 of 860 ends

Business License revenues are received during the period of December through February.

Development Fees are generated during the entitlement process which can also vary throughout the year depending on the volume of new construction and redevelopment activity. Fines represent citations that are issued by the Police Department or Code Enforcement while Fees consist of charges associated with services that are prov ided by the City such as admission to the Las Palmas Pool along with recreational classes and activities. Other Revenues represents a broad category consisting of interest and rental income, reimbursements for damages to City property, settlement claims, sale of City land and equipment, and any other one –time revenues that the City may receive.

For the first three months of Fiscal Year 2025/26, as shown in Table 1 and in more detail in Exhibit (A), the City has only received 7.4% of the total projected General Fund revenues. Of this revenue, 59%, represents sales tax associated with the month of July 2025. Table 2, below show the detail between the sales tax collect under the Statewide 1% Bradley -Burns Uniform Local Sales and Use Tax Law and the City’s Proposition D, 1% District Sales and Use Tax. The District Sales Tax is generally less than the Bradley -Burns statewide sales tax because the District Sales Tax generally pertains to point -of-sales transactions within the City while the statewide sale tax is applicable to products that are purchased both within the City and outside the City boundaries including merchandise shipped to the City. Under the Bradley -Burns Sales Tax the City also receives a portion of all eligible sales tax collected within the County Sales Tax Pool.

Table 3 below reflects total General Fund expenditures for the first quarter of this current fiscal year along with the same period for Fiscal Years 2024/25 and 2023/24. Total expenditures for the first three months of Fiscal Year 2025/26 were $19.8 million and are 16.4% higher compared to the same period last fiscal year.

For the first quarter 2025/26, the City paid $2.5 million towards the City’s Unfunded Actuarial Liability (UAL) to CalPERS and $2.5 million in transfers from the City’s General Fund to other City funds. These payments are reflected in the Administration Department and helped to contribute to the $4.4 million variance from prior fiscal year. The largest single transfer was $1.2 million to the City’s Pens ion Obligation Bond Fund to support the annual pension bond payment. The remaining $1.3 million in transfers represent the quarterly transfer payments from the General Fund to other funds as subsidy payments to the Library Fund, Park Maintenance Fund and t he Capital Improvement Fund. For the first quarter of FY 2025/26, there appears to be a large savings in both the Police Department and the Fire Department. This negative variance is the result of the change in the methodology of recording the annual CalPERS UAL payment. In prior years, the payment was allocated to department as a percentage of the total cost of wages and benefits. Starting this fiscal year, the UAL payment is recorded as labor cost in Non - Departmental, which is a component of the Admini stration Department as shown above. Since the annual required UAL payment to CalPERS cannot be clearly identified to active employees the payment is no longer charged to the individual departments. Removing the payment from the individual departments helps to more accurately reflect the true cost of each department.

Total labor cost represents 66% of the total General Fund budget expenditures. As of the end of the first quarter, total labor costs were $14.0 million, up 10.9% compared to the same period last fiscal year. The two primary factors for the increase in labor cost represent the increase in the CalPERS UAL payment, an increase of $1.1 million over prior fiscal year and the salary increases brought on by labor negotiations with City’s bargaining units. Overtime remains a significant component of total labor costs. As of the end for the first quarter of FY 2025/26, the City’s General Fund has incurred $1.5 million in overtime costs of which $512,000 is eligible for reimbursement from the California Governor’s Office of Emergency Services as these costs are associated with the deployment of fire personnel to assist in statewide emergency operations.

FINANCIAL STATEMENT:

There is no budgetary adjustment required at this time. Further analyses and budget adjustments will be considered and presented during the Mid-Year financial review.

AGENDA REPORT

Department: City Clerk's Office
Prepared by: Shelley Chapel, MMC, City Clerk
Meeting Date: Tuesday, December 2, 2025
Approved by: Alejandro Hernandez, Acting City Manager

SUBJECT:

Selection of Vice-Mayor for 2026

RECOMMENDATION:

Selection of a Vice-Mayor for 2026 in accordance with City Council Policy No. 120 – Selection of Vice-Mayor.

BOARD/COMMISSION/COMMITTEE PRIOR ACTION:

Not Applicable.

EXPLANATION:

On November 20, 2018, the City Council adopted City Council Policy No. 120 as the Selection of Vice-Mayor procedure. The express purpose of the policy is to provide every member of the City Council with an opportunity to serve as Vice-Mayor.

City Council Policy No. 120 provides that the selection if made on the basis of the length of time that a member has served on the City Council, and whether or not the member has previously had the opportunity to serve. The Policy provides that the position of the Vice -Mayor shall be rotated among the Councilmembers so that each Councilmember serves one (1) year as Vice - Mayor during their four (4) year term. Councilmember Molina is next in line to be considered for appointment.

The Vice-Mayor shall be the Councilmember with the most seniority who has not been Vice-Mayor in the last three (3) consecutive years. In the event two (2) or more Councilmembers have equal seniority and have not been Vice -Mayor in the last three (3) consecutive years, the Councilmember with the most votes in their last regular general electi on shall serve as Vice - Mayor.

For the 2025 calendar year, Councilmember Rodriguez would have qualified as the candidate who received the most votes between Councilmembers Rodriguez and Bush. However, the City Council censured Councilmember Rodriguez at the Regular City Council Meeting of December 3, 2024 disqualifying him for appointment by the Mayor.

Previously served as Vice-Mayors:
2021 – Jose Rodriguez 2022 – Marcus Bush 2025 – Marcus Bush 2023 – Luz Molina 2024 – Ditas Yamane

CITY OF NATIONAL CITY

AMENDED: August 15, 2023
ADOPTED: November 20, 2018
POLICY # 120
TITLE: Selection of Vice Mayor

PURPOSE
In order to provide every member of the City Council with an opportunity to serve as Vice- Mayor, it is the policy of the City Council that selection be made on the basis of the length of time that a member has served on the City Council, and whether or not the member has previously had the opportunity to serve.

POLICY
It is the policy of the City Council of the City of National City that the position of Vice-Mayor shall be rotated among the Councilmembers so that each Councilmember serves one (1) year as Vice- Mayor during their four (4) year term. The City Council shall select the Vice- Mayor in accordance with the procedure set forth herein.

1. As a General Law City, selection of the Vice-Mayor is governed by Sections 36801 and 34905 of the California Government Code.

Section 36801 provides:

The City Council shall meet at the meeting at which the declaration of the election results for a general municipal election is made pursuant to Sections 10262 and 10263 of the Elections Code and, following the declaration of the election results and the installation of elected officials, choose one of its number as mayor, and one of its number as mayor pro tempore. [Referred to as the “Vice-Mayor” in National City.]

Because National City has a directly-elected Mayor, pursuant to Title 4, Division 2, Article 3 of the Government Code, the provisions of Section 36801 pertaining to the City Council selecting the Mayor do not apply; the Council selects only the Vice- Mayor.

2. The Vice-Mayor shall have the powers and duties as specified in Government Code Section 36802, which provides that the Mayor shall preside at the meetings of the City Council and that if the Mayor is absent or unable to act, the Vice-Mayor shall serve until the Mayor returns or is able to act. The Vice-Mayor has all of the powers and duties of the Mayor.

3. The term of Vice- Mayor shall be for one - year and, in accordance with Government Code Section 36801, selection of the Vice- Mayor shall occur upon certification of the election results. For purposes of this policy, the election assumes the general election held in November and C ertification of the Election
