Highway 33 Specific Plan Update - Online Questionnaire
Summary
Overview
Initial community outreach efforts for the Highway 33 Specific Plan Update consisted of an online community questionnaire for residents and business owners to provide feedback on community preferences, needs, issues and opportunities along the Highway 33 corridor. The online community questionnaire was open for comments from January 25, 2021 to February 22, 2021.
The online questionnaire included two components. First, an interactive mapping segment allowed respondents to select from several icons which represented Pedestrian Improvements, Bicycle Improvements, Transit Improvements, Safety Concerns, or general Make a Comment. The participants then located the selected icon(s) on the map denoting particular needs/concerns/preferences in specific locations along the Highway 33 corridor and included associated descriptions indicating the idea or desired improvement. Second, respondents were asked to complete a general question and answer prompt which contained 18 questions, including demographic data and context of respondents.
Emerging Themes
The Questionnaire’s Social Pinpoint platform allowed for participants to up-vote and/or down vote other participant’s comments. The following themes emerged regarding the major issues, ideas and needs for the Highway 33 corridor.
• Improve safety along the Highway 33 corridor for all modes of travel. o Bicycle – separation from vehicular traffic along Highway 33 is desired o Pedestrian – improve crosswalks and/or provide flashing pedestrian crossing signals Crosswalk at Fresno / Hwy 33

A stop light needs to be at Inyo / Highway 33. Traffic has increased in the last few years & has made it difficult to cross Highway 33 from east to west & vice versa. This would also slow down the northbound traffic coming into town as people tend to speed a little past Nob Hill/Dollar General

This intersection is a huge blind spot. Due to the west and east intersection being one line and not being stopped at the correct location to see the full intersection it is hard to see incoming traffic/ prevent a buildup of traffic. This intersection needs a right turning lane as well to continuously provide a flowing movement of traffic.

The middle lane needs to be adjusted for those making a left turn and turning into Chevron. The line needs to be broken from a longer distance as the Merced and 33 intersection has been held up on the south bound lane to Gustine versus having to wait in line to then make a left turn and missing your light due to the line being backed up. Especially on the dates of (farmer markets /other events/ workdays). We pay taxes for our roadways to be updated/ fixed to our convenience.

The addition of the proposed gas station/ car wash at this location is a safety concern for students walking to and from the middle and high schools and should not be a permitted use for this location. It is the busiest cross-town road already and the in and out of traffic there would not only increase the potential for auto accidents with another the in and out of vehicles purchasing gas, but also affect the fire station’s ability to move emergency vehicles in and out of their facility.

Workshop Summary
On Wednesday, April 21, 2021, Justin Hendrix and Kathryn Reyes, with the City of Newman and lead consultant RRM Design Group, and supporting consultant, W-Trans conducted the City’s first public virtual workshop for the Specific Plan Update project. Nineteen participants attended the workshop, including the City Councilmember and Commissioners, and the project team. The workshop consisted of a presentation from the consultant team, overviewing the project, presenting feedback from the online Community Questionnaire, and seeking community feedback on the proposed alternatives for the Highway 33 corridor. There were also Q & A / discussion segments intermixed throughout the workshop and concluding the presentation, in which community members shared comments, ideas, and/or questions verbally or through the Zoom chat feature. Workshop participants were invited to respond to the following questions through a series of Zoom polling questions.
1. Who is attending this meeting?
2. Did you participate in the Community Questionnaire?
3. For Segment 1 (Stuhr Rd. – Sherman Parkway), which type of bicycle connection should be included? Bike Route with Wide Shoulders; Bike Route with Wide Shoulders/Striped Buffer; Separated Multi-use Path; or Other?

11. Would you like planters and/or hanging baskets in key locations near Downtown along the corridor?
12. Would you like bike racks along the Highway 33 corridor? The following is a brief summary of the input received, and organized by topic or per question asked, along with screenshots of the poll results. Additional input was received via a supplementary sli.do poll distributed after the workshop to encourage community members who were unable to attend the live workshop event to participate in the preference polling.
Comments received and screenshots of the Sli.do poll results are incorporated into the summary below. Combined with the polling questions from the Community Workshop on April 21, 2021, a total of 50 responses were collected.
General Comments
• Central California Irrigation District (CCID) Rep Maria – concern is pipeline/ditches that traverse through the highway; please ensure construction checks with the CCID • From the Sherman parkway intersection, the obvious path to the high school is via Jensen Road. So, the Plan for Jensen is really important to making a decision about the Path.
o Response Steve/Debbie: the Highway 33 project boundary does not include Jensen Road, but does not mean that; we recognize that it is a critical connection and we can make a suggestion for improvements for Jensen • The bollards and buffer on Grayson Rd from Grayson to Vernalis does not seem to be durable or comforting for pedestrians (it does not get much use) o Response – variety of bollard options
• Would the bike lanes be painted green to highlight them? January 2022

o Response – typically include green paint only in conflict zones – intersections or driveways where vehicles might be crossing
• The City is planning on four lanes in Highway 33 at the Planning Commission o Response – we have talked with Caltrans and examined the traffic volumes and the volumes do not come close to warranting four lanes; we will discuss further with Caltrans
• Do not forget the pipelines, irrigation and drainage
• Shade trees and other landscaping all along the corridor is more interesting than just planters downtown.
• Needed crosswalk location

• Feels safer and can be used for family walks with less fear of vehicles veering off • We have a lot of residents who walk as well as ride bikes, skates, scooters, etc. • A separated bike path/multi-user path ensures safety of everyone using it. Would be great to have a bike riding trail that also allowed exercise for families to enjoy together. • Seems like a safer alternative for a busy highway
• Would take up less space. Would encourage too much pedestrian traffic in dangerous highway areas.
• Safety
• Multi-use path seems like a better fit. Highway seems dangerous for bikers. • Due to the heavy traffic and lack of controlled intersections • A multi-use path would allow for Highway 33 traffic not be impacted with cyclist on the shoulder (accidents). Which would then allow the cyclist to be able to ride without fear of Highway 33 traffic.
• A lot of traffic along Highway 33 including diesel trucks, speed, and not much of a shoulder with gravel.
• Multi-use path just feels like a safer option.
• With the number of semi-trucks that approach the intersection of Highway 33 and Stuhr Road, I highly doubt anyone will want to take a bike ride out this way due to safety. Vehicles travel at faster speeds through this segment and I doubt anyone wants to take a bike ride to the motel.
• Multi-use path safest alternative.
• I like to roller blade and ride bikes and it is nice to have a very wide shoulder. • Bike versus vehicle is deadly.
• Multi-use for pedestrian and bike safety.

B Virtual Community Workshop #1 Summary | April 21, 2021 8 | Page
• A separated path seems safer than simply a wide shoulder path. • I feel like the multi-use path is the safest option available for our community. • Would shrink roadways.
• Multi-use path to maintain separation between motor vehicles and humans. • I believe and have seen most bikes traverse from an east to west and use side streets for north and south traffic. I do not believe Highway 33 is bike friendly even if there was a bike lane. The bike lane would only encourage bike traffic on Highway 33 and with all of the big rigs that move through town during tomato season this would create a dangerous situation.
• A separate multi-use path would be better than just the shoulder. • Wide shoulder is the easier and most cost-effective option as long as the shoulders are wide enough, it should suffice.
Segment 2
Segment 2 extends from Sherman Parkway to Yolo Street, with two alternatives presented related to bicycle connectivity and usability, as shown in the slide below. The following poll question was asked to gauge community preference on proposed improvements for Segment 2.
A majority of the respondents from both the workshop and the follow-up sli.do indicated a separate, multi-use path along the railroad right-of-way was preferred.

• Alternative A would make it farther from the highway is why I like that option. • It is not safest passage to be next to railroad when safer on other side of highway.
Improvements can be made to fortify the path.
• The path by the Railroad is good for jogging or walking to downtown. The crossing for a path on the east is beneficial for accessing town via Jensen Rd. • Would be nice to provide pedestrian access to San Luis Conv. • Alternative A is away from vehicle traffic with the exception of intersections, making it safer for pedestrians.
• Seems safer for drivers and pedestrians
• Pedestrians near railroad tracks without barriers is a bad idea. • Consistency
• This takes the pedestrian and bike traffic on the highway but still allows access to the downtown businesses.

• This would allow the cyclist to be able to continue their way east without pedestrians crossing.
• Alternative A is a wide area and nice link to Sherman Parkway. • Alternative A looks safer
• Would be better for the high school kids. Would tie in better with the downtown area • I feel it would serve more purpose.
• Greater separation from the highway. Rail traffic is lower. Need to reduce rail speed through town.
• Seems to be a tight fit to accomplish Alternative B.
• Risk of suicide attempt / accident with Alternative A. • Safer option
• Leverage what is otherwise wasted space.
• Would only be supportive of one of the alternatives if it created a crossing at a controlled intersection. When tomato season starts large trucks drive through this corridor fast and an uncontrolled intersection will create dangerous conditions for our kids who may be tempted to use an uncontrolled crossing. • Off of Sherman Parkway and Highway 33 we need a 4-way stop light with pedestrian crossing. During school, Orestimba High School students walk and cross that intersection with no crosswalk. It seems like an accident waiting to happen. • Seems to be the safest and most cost-effective option.
Segment 3
Segment 3 extends from Yolo Street to Inyo Street, with three alternatives presented related to bicycle facilities, parking, and sidewalk improvements, as shown in the slide below. The following poll question was asked to gauge community preference on proposed improvements for Segment 3. A difference of opinion for Segment 3, indicated by the wider spread results illustrated below; however, a majority of the respondents combining both the workshop and the follow-up sli.do indicated wider sidewalks with no parking along the highway 33 corridor was preferred. With such a close vote, we will continue to consider options for this segment.

• Parking next to curb is needed
• Keep bicyclists safer
• Parking on the Highway is dangerous as there is too much traffic • This would allow for cyclist to travel on Highway 33 without impeding pedestrians on sidewalk and also traffic on Highway 33.
• With the City parking lot available, and the door opening danger along Highway 33 now, I do not see the need for much Highway 33 parking.
• There is not enough parking in Downtown Newman when there are community events as it is. If you remove the parking along the curb, people will struggle to find a place to leave their vehicles.
• I know the need for parking, but the wide smooth sidewalks on Sherman Parkway are so nice and enjoyable, I would like more of that.
• Safer for bikers.
• More aesthetically pleasing.
• Street is wide enough for parking to be on street.
• It does not make sense to have parking along the Highway for keeping traffic moving safely. It’s already difficult to make left turns out of every intersection except the two that are controlled with lights because it can be hard to see around cars and trucks parked along the road.
• Parking along Highway 33 is definitely unsafe.
• For safety.

• The City uses the Downtown as a central point for community events. This is evident by the fact that the City leaders chose and continue to invest in a downtown plaza and downtown area. Parking on Highway 33 is essential to support the Downtown amenities.
• Area is way too tight with current traffic which is bound to continue. Alternative C is the simplest option.

• This would allow for Highway 33 traffic to not be impacted with cyclist and also cyclist not impacted with Highway 33 traffic.
• Make it consistent with the North end of the Highway with a separate path, plus it has a narrow shoulder now. Between Newman and Gustine, I would think there would be a lot of autos slowing down for cyclist on the side of the road even with a wide shoulder.
Also, being blown by the diesel trucks, farm equipment, and Sanches Road nearby. • Alternative C – it is just a safer option and looks nicer. • No point in putting a multi-use path out to nowhere.
• I like that it is marked, it makes me feel safer. Safety of pedestrians/bike riders • Much safer option
• My choice is to discourage the bike lanes with the city. Bikes may be more conducive with the rural roads.
• A bike route with wider shoulders is the easiest and most cost-effective alternative.

• We already have some small signage that looks good.
• Signage always helps.
• Do not think it is necessary.
• New signs would look nice and updated. Ours looks dark and junky. Let’s clean it up and lighten the color.
• Guides people to key locations.
• Key locations are off of Highway 33 and not easily noticed or able to provide directions.
Hidden location, example Memorial Building Skate Park.
• I like the directional signage, but we already have a museum one I believe. Not sure what else we would have to point out. Parks, schools??
• I think money can be spent on more important issues than signs. • Existing signage is outdated.
• I like that it makes the town beautiful.
• Plaza, City Hall, Downtown
• City is small enough to navigate.
• This is a town, not a big City. Our signs are just fine. • If tastefully implemented, additional signage is helpful and aesthetically pleasing. • Signage can encourage better traffic flow and can make the City friendly to visitors. • Unless the town is trying to grow in size and add more businesses and more employment, I do not see the point in paying extra for these things. For example, crosswalk enhancements, utility box painting.
