As a still -practicing real estate lawyer with over fifty years of experience, we have helped Out many clients with housing, development, land use, zoning, code enforcement, building code, and related legal issues. I have been a member of the NB Chamber since 2000, was Chair in 2010-2011, and continue to serve on the Chamber Board; as one of its goals, the Chamber focuses on and assists our members in the economic development of their individual enterprises as integrated into the City's economy. I am a six -year member of the Board of Library Trustees and the Board's three -time Chair. While serving on the GP Update Committee, I would like to insure that the Library ---as the cultural, educational, and informational heart of our community ---is an important focal point for the General Plan update, By submitting the application and completing the supplemental questionnaire, you acknowledge the multi -year commitment to hells the community update its General Plan. While you may have a specific area of interest like the harbor, you will be exposed to all the issues listed in question 4 and likely more. You will be expected to participate and provide input on potentially ail the topics.

Include any special qualifications you have which are particularly appropriate to the position for which you are applying, I am a long time resident of Newport Beach and look forward to residing in the city for many years to come.
I started my career and have raised our three children here. I have recently retired from my law practice and two of our three children have graduated from Newport Harbor and moved on to college. With more free time in my life, I am looking for an opportunity to invest back into our community in meaningful ways.
My experience as a commercial real estate attorney and as a long standing resident provides me with a combination of skills to give a balanced insight into the future needs of Newport Beach. I understand the need for continued development, investment and commercial vitality, but I want to ensure that these needs are satisfied while preserving the aspects of Newport Beach that make it such a desirable place to live.

Describe your involvement in the civic affairs related to the City of Newport Beach.
To date, my community involvement has been centered around acitivites and organizations which have involved my family. I have not directly participated in the civic affairs of Newport Beach. I am looking forward to redirecting my volunteer efforts to matters outside of my family and which can have a direct impact on my larger community.
Describe your involvement in issues related to your neighborhood or business interests in the City.
I have been acitively involved in the governance of our schools' foundations. I have served for over 10 years as a board member of the various foundations supporting Mariners Elementary, Ensign and Newport Harbor. I have served as Chairman of the Board, President, Vice President and Treasurer during my tenure. I have also acitively supported community sports as a coach. I was an active member of Newport's National Chairty League and am currently invovled with National League of Young Men with my son.
Describe your knowledge and experience related to land use or zoning matters.
My experience and knowledge related to land use and zoning is derived from my careeer as a real estate attorney for over 25 years. In my practice, I represented both commercial and residential developers. It was necessary for me to understand the impact of zoning, housing, environmental and traffic circulation requirements on development.

My experience in the areas marked above is derived from my practice as a real estate attorney in the ❑range County area. My primary area of practice was the representation of commercial and residential developers. I assited clients in the acquistion, financing and development of warehouse, office, apartment, and single family developments. While I did not practice specifically in land use or land entitlement, my experience did require knowledge of many land use factors including zoning regulations, traffic studies, environmental impact reports, housing requriements and environmental concerns.
As a longtime resident, I am interested in participating in the General Plan Advisory Committee as I have a real concern ❑ver the competing interests affecting the future of Newport Beach. I believe it is important for the elements of a General Plan to be periodically reviewed to address the changing needs of a community.
Unfortunately, I feel that the state is usurping the Improtant role that the city plays in regulating local development infringing on its ability to decide what is the best growth vision based on local neeeds and wants. Legislation like 5B 9 and the mandated RHNA for the 6th cycle will change the complection of the Housing Element of our General Plan. I want to ensure that our General Plan's Housing Element is crafted to fairly addres the housing needs within our community while also preserving the many factors that make Newport such a desirable place to live.
There are other factors which affect the General plan which need to be considered as well. While a General Plan is put in place to address the needs of the future, we never know what is coming our way. Demographics, technology and development are ever changing and these factors affect things like traffic congestion, housing availability - what type and price range, water resources, recreational needs, and commercial development. How are the growing needs ❑f our Harbor addressed? Do we need another hotel? Are more apartments necessary? Do we preserve the Tennis Club because so many or our residents enjoy the facility? Do we have adequate parks for ❑ur youth? It is important to have community input on these factors so that we can balance housing and development needs while promoting economic growth and maintaining the desirable elements within ❑ur community which enhance our quality of life.
By submitting the application and completing the supplemental questionnaire, you acknowledge the muiti-year commitment to help the community update its General Plan. While you may have a specific area of interest like the harbor, yuu will be exposed to all the issues listed in question 4 and likely more. You will be expected to participate and provide input on potentially all the topics.
