RESOLUTION NO. 2022-86
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NORCO,
CALIFORNIA, TO UPDATE AND ADJUST THE CITY’S GENERAL FEE SCHEDULE FOR FISCAL YEAR (FY) 2022-2023
WHEREAS, pursuant to Government Code Section 66016 the specific fees to be charged for services must be adopted by the City Council by Resolution after providing notice (Agenda) and holding a public meeting; and
WHEREAS, a notice of public meeting has been provided in accordance with Government Code Section 66016, oral and written presentations were made and received, and the required public notice was given; and WHEREAS, the City Council has determined that in order to continue providing effective services for the public welfare, it is necessary to adopt a revised General Fee Schedule which sets forth fees for City Services; and
WHEREAS, a schedule of fees and charges to be paid by those requesting such special services needs to be adopted so that the City might carry into effect its policies; and
WHEREAS, it is the intention of the City Council to adopt an amendment to the General Fee Schedule, and charges based on changes to the Consumer Price Index from March 2021 to March 2022 so that certain proposed fees for FY 2022-2023 have been increased by recommended percentages, or by this amount rounded; and WHEREAS, the General Fee Schedule will include all fees associated with ‘Fee Resolution’ in the City of Norco Municipal Code; and
WHEREAS, all requirements of California Government Code Section 66016 are hereby found to have been complied with.
NOW, THEREFORE, the City Council of the City of Norco, California, hereby resolves as follows:
SECTION 1. Resolution No. 2021-28 is hereby repealed.
SECTION 2. The General Fee/Fine Schedule is hereby amended as listed in the attachment of this Resolution.
SECTION 3. FINDINGS: The City council finds that the fees and charges set forth in the Miscellaneous Fee Schedule have a reasonable relationship with the City’s costs in providing and maintaining those services and facilities; and are necessary to enable the City to continue providing and maintaining the services and facilities to which they relate.
SECTION 4. The fees set forth in this Resolution shall become effective upon adoption but may be implemented on February 1, 2023, with development fees implemented on February 21, 2023.
