This project addresses the replacement of failing air conditioning systems at several City facilities. Work is scheduled at Fire Station 47 (FY 2025–26 and FY 2026–27), the Animal Shelter feline room (FY 2026–27), and the Senior Center (FY 2027–28). These systems are at or near the end of their service life and require replacement to maintain safe and reliable operations.

This project aligns with Strategic Direction No. 5 to ensure timely preservation, replacement, improvement and acquisition of infrastructure and capital assets. The air conditioner units are past their useful life expectancy and need to be replaced.
In FY 2024/2025, the design for Fire Station 47 was completed, but construction was delayed due to the discontinuation of R-410A refrigerant.
Starting in 2025, R-410A is being phased out in favor of lower-GWP A2L refrigerants, like R-32 and R-454B. Bids were received and the project was awarded in FY 2026-27.

A structured connectivity system is a complete set of cabling and connectivity products that integrates voice, data, wireless, video, and other technology systems into a comprehensive infrastructure. This project will replace all City Hall cabling with CAT6A cabling with the creation of a Structured Cabling Systems standard. This standard will then be used at all satellite facilities replacing all CAT5E with CAT6A.

Many of the existing traffic signals on Sixth Street and Hamner Avenue do not have battery backup systems that allow the signals to function during power outages, which creates a public safety issue for motorists. Upgrading the signals to include battery backup and traffic cameras would ensure that traffic can be managed more effectively and reliably than with traffic loops in the roadway.

The Norco Elementary School is the only CNUSD campus in Norco that has an existing horsetrail along its frontage. Due to the steepness of the southerly driveway on Temescal Avenue, in conjunction with the adjacent horse trail, significant amounts of decomposed granite are deposited onto the trail pavers and onsite asphalt creating issues for students and equestrians. The project aims to remove/minimize the decomposed granite deposits to provide a safer walkway for both students and equestrians.
