Subject: Receive Update on New Property Management Agreement for the Oak Haven Senior Apartment Complex (No Action – Info Report) I. BACKGROUND
In July 1993 the Oakdale Senior Housing Limited Partnership (Partnership) was formed to acquire, construct, and operate a 81-unit affordable housing project, known as Oak Haven (Project). The project is located at 470 East A Street in Oakdale, California. The Project rents all of the units to senior citizens age 62 years and older. At least 20% of rentals must be to low-income seniors and is operated under Section 42 of the Internal Revenue Code (“Section 42”). Mortgage financing was provided by the California Housing Financial Agency (CalHFA).

The general partner of the Partnership is Oakdale Senior Housing Corporation (General Partner), a California not-for-profit corporation. The limited partner of the Partnership is PP&M, LLC (Limited Partner, a California limited liability company.

Since 2015 Buckingham Property Management has served as the facilities property management company. In May 2022 Buckingham Property Management informed the City that they would like to resign from being the property management firm for the Oak Haven property. They agreed to serve as the property management firm for the property through the end of July 2022.

City staff is working with Visionary Property Management Group (Visionary) out of Stockton, California to take over as the property manager for the Oak Haven project. Visionary built and currently manages the Oak Leaf Meadows property in Oakdale located at 1135 East J. Street. Visionary has a solid track record for building and managing multi-family and senior living apartment complexes throughout the Central Valley including Ceres, Stockton, Fresno, Tracy, Oakdale and Sacramento.

The City’s experience with Visionary over the last few years has been extremely positive. They have been very responsive to the needs of the community when they constructed Oak Leaf Meadows and the widening of Pedersen Road.

Visionary has an experienced team of professionals who are ready to take over the management of Oak Haven.

Property Needs Assessment:

Oak Leaf Meadows has already conducted a thorough property needs assessment and is developing a plan to address any deficiencies that currently exist at Oak Haven property. The plan is still being finalized but will include replacement of HVAC systems, refrigerators and stoves in some units. Additionally, trip hazards on the sidewalks, water heater repairs and flooring replacements are being considered.

On Monday, June 27, 2022 the Oakdale Senior Housing Corporation Board met and authorized staff to enter into an agreement with Visionary to become the new property manager for Oak Haven effective August 1, 2022.

Staff is confident that Visionary has the resources and abilities to properly manage the Oak Haven apartment complex and develop capital improvement plans that will make the facility a really nice place for our seniors to live.
