CITY OF OAKDALE
CITY COUNCIL STAFF REPORT
Meeting Date: Monday, June 17th, 2024
To: Mayor Bairos and Members of the City Council
From: Jerry Ramar, Chief of Police
Subject: Consideration of a Resolution authorizing Staff to purchase a kennel transport body for the Oakdale Animal Control vehicle in the amount of $40,308.75 using funds from the Supplemental Law Enforcement Fund 203.
I. BACKGROUND
In March of this year, the city council approved replacing our aging animal control vehicle with a new 2024 Chevrolet Silverado 2500 HD. Part of replacing this vehicle is the rear component, known as the kennel transport body. This area provides safe transportation of animals, ensures staff safety with well-built and sturdy infrastructures, and provides a climate-controlled transportation system so animals do not become overheated.
Current industry standards are to replace the transport body when replacing the vehicle unless the body can be salvaged at minimal cost. After speaking with mechanics and installers familiar with the process, along with weighing the value, shipping costs, and longevity of the unit, staff discovered it was more cost-effective to purchase a new transport body with warranties and additional features, allowing animal control staff to be more efficient. Additionally, animal health and comfort are of paramount importance. This kennel transport body will be equipped with the most up-to-date climate control equipment, assuring the animal's comfort.
After consulting law enforcement partners, our current vehicle outfitter, Diamond Truck Body MFG., came highly recommended for their quality work and customer service. It was also discovered Diamond Truck Body MFG. was one of the closest manufacturers in our area for hundreds of miles. Diamond Truck Body MFG. is also accredited with the BBB, has high online reviews, has experience with similar government contracts as a GSA contract holder, and uses products made in America.
Our previous kennel transport body was purchased from Diamond Truck Body. The staff is very happy with the quality and durability of the kennel transport body.
II. DISCUSSION
Staff requests approval to purchase a new kennel transport body from Diamond Truck Body MFG. for $40,308.75. This kennel body will be attached to the new 2024 Chevrolet Silverado 2500 and will provide a more modern and dependable vehicle to support the city's daily animal control operations.

CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Request for Authorization to Purchase a Kennel Transport Body MEETING DATE: June 17th, 2024
With its updated technology, enhanced safety features, and improved performance, this kennel body will provide a more reliable and efficient means of completing cityrelated animal control tasks.
Because we have been planning to replace the vehicle and kennel body, we have ensured that appropriate funding is available. The funds are in the Supplemental Law Enforcement Fund 203.
III. FISCAL IMPACTS
The cost of purchasing the kennel transport body is $40,308.75. The purchase will be made with existing funds from the Supplemental Law Enforcement Fund 203.
IV. RECOMMENDATION
City of Oakdale staff recommends the City Council adopt the attached Resolution authorizing staff to purchase a kennel transport body for a 2024 Chevrolet Silverado 2500HD from Diamond Truck Body MFG. for $40,308.75 using funds from the Supplemental Law Enforcement Fund 203.

I. BACKGROUND
The 2024 D, E, and 6th Resurfacing Project is part of a pavement maintenance plan which utilizes Federal Surface Transportation Block Grant Program (STBG) funding. It requires City Staff to pursue these funds by making an application and keeping time lines. This funding program is becoming increasingly competitive and unfortunately more time consuming. However, staff will continue to pursue these funds as they come available. The Grant program provides flexible funding that may be used by localities for projects that preserve or improve the conditions on any federally recognized roads and highways, pedestrian and bicycle infrastructure, and transit capital projects.
This project will focus on East D Street between Sierra Avenue and Johnson Avenue, East E Street from the intersection on 5th Avenue to Johnson Avenue, and North 6th between East F Street and East A Street. This resurfacing project will install approximately 350,000 square feet of Type II Slurry Seal, 7,400 feet of Class 2 Bike Lane, an updated high visibility crosswalk on D Street at 8th Avenue, and 10 updated curb returns per ADA requirements.

Re: June 2024 Administration Department Report
In an effort to highlight the work being done by all City Departments, City staff provides monthly activity reports to the City Council at the 2nd City Council meeting of each month. These reports are included in the agenda packet as an informational item but council members are encouraged to ask questions about any of the items listed in the report. The purpose of these reports is to help keep the City Council and the public apprised of the work being done in all areas of city operations.
Administration Department Activities
• Prepared staff report and presentation for the Measure H Residents Oversight meeting held on Wednesday, May 22, 2024.
• Held meeting with Helius a company that provides helicopter services out of the Oakdale Municipal Airport. They would like to expand their operations and build a facility that would allow their crews to rest up and prepare for their next flights.
Their current lease agreement allows them to build the additional facility with staff’s review and approval.
• Attended a meeting with the Chamber of Commerce and representatives from the VOLT Institute. The VOLT Institute’s mission is to train high-quality candidates to enter the workforce with skills that are in demand by industries in the Central Valley region. Their motto is “By Business, For Business, At the Speed of Business.” The meeting held on Monday, May 20, 2024 provided the opportunity to discuss bringing specialized job training to Oakdale. More information will be provided in the coming months but VOLT trainings are planned to take place at the Gene Bianchi Community Center November 18-22, 2024. https://www.voltinstitute.com/
• Began work with DIXON our downtown parking consultant firm. We have held a few conference calls and DIXON representatives spent two days (June 4-5, 2024) in Oakdale meeting with staff and downtown businesses. They also lead a community parking meeting on the evening of June 4, 2024. Their visit to Oakdale was very productive. They toured the town and gathered a significant amount of information that will enable them to analyze our parking circumstances and make data driven recommendations to the City. Looking forward we will hold other community meetings and a survey will be made available for residents and businesses to share there opinions and thoughts on our parking situation.
AGENDA ITEM 12.1
477
June 2024 Administration Department Report Page 2
• Assisted the City of Newman in their recruitment process for a new Public Works Director.
• Met with Chief Tiejten and Modesto Fire Chief Kevin Wise to discuss cost adjustments of the Fire Services Contract. The City of Modesto recently entered into a new MOU agreement with the firefighter’s association which includes cost of living adjustments and other cost increases. This increases the cost of the fire services contract by about $370,000 next year. This is a big increase but staff has been preparing for this and funds are available to cover these costs.
Partnering with Modesto Fire Department for fire services continues to be the most cost-effective way to provide high level fire services for our community, despite the increases in cost.
• A public meeting was held on Thursday, May 30, 2024 at the City Council Chambers. Residents who live near the Tortuga River Restoration area along the Stanislaus River were invited to attend. Despite receiving direct mail invitations to the meeting only one resident attended. Attached to this report is a copy of the notice that was sent out to residents.
• Attended the Tuesday, June 4, 2024 Community Parking Meeting. This provided an additional opportunity to hear from businesses and community members about their perspectives on parking in the downtown.
• Served as an interview panelist for the City of Oakdale’s Capital Project Manager interview process.
• Attended the June 5, 2024 Stanislaus County City Manager’s meeting in Ceres. • Attended the June 5, 2024 StanCOG Management and Finance Committee meeting in Modesto.
• Prepared staff reports and presentations for the June 3, 2024 and June 17, 2024 City Council meetings.

April 23, 2024
Dear Residents,
East Stanislaus Resource Conservation District and Cramer Fish Sciences will be starting a river habitat restoration project on the Stanislaus River adjacent to the water treatment plant.
The purpose of the project is to create critical habitat for adult and juvenile Chinook Salmon (Oncorhynchus tshawytscha) and Central Valley Steelhead (Oncorhynchus mykiss). The project has the potential to enhance up to 10 acres of habitat for adult and juvenile salmonids downstream of the Highway 120 bridge. Additional benefits include the removal of nonnative vegetation, re-growth of native riparian vegetation, increased groundwater, and improved water quality.
You may have noticed Cramer Fish Sciences and ESRCD staff in the area, as we have just finished preliminary biological surveys at the site. However, construction activities are not anticipated to start until late summer of 2025.
If you want to learn more about this project or provide input, we would like to invite you to a town hall gathering at the Oakdale City Council Chambers, 277 North Second Avenue in Oakdale at 6pm on Thursday May 30th. The project team will give a brief overview of the project timeline, goals & objectives, and discuss project design possibilities.
