CITY OF OAKDALE

CITY COUNCIL STAFF REPORT
Date: Monday, April 20, 2026
To: Mayor Bairos and Members of the City Council
From: Manuel Lopez, Public Services Manager
Reviewed by: Jeff Gravel, Public Services Director
Subject: Consider a Resolution Authorizing the City Manager to Execute an Agreement with BrightView Landscape Inc. in the Amount of $98,142.20 Per Year for (3) Three Years of Landscape Maintenance in the Burchell Hill Subdivision to be Funded by Burchell Hill LLMD Fund 285.

BACKGROUND
Landscaping services within the Burchell Hill subdivision have been the responsibility of the city since the area was originally established; however, these services have historically been contracted out to maintenance providers to help control costs and optimize staff resources. The level of maintenance required within Burchell Hill is intensive and would otherwise require approximately two to three City staff members daily to adequately address the subdivision's landscaping needs. By contracting these services, the City can allocate staff to other priority areas and address additional operational needs citywide.

The city previously maintained a service agreement with Swift Landscape, which expired at the end of February 2026. To maintain service levels, the city solicited proposals for routine landscape maintenance services for areas identified in the site map shown below.

Proposers were required to submit both weekly and annual (52-week) cost proposals for two parks and two trails, as well as all park strips within the Burchell Hill Lighting and Landscape District (LLMD), including Valley View Drive and excluding the adjacent alley.

AGENDA ITEM 11.7

CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Burchell Hill LLMD (Landscape Services Contract) MEETING DATE: Monday, April 20, 2026
The City received the following bids:

VENDOR BID QUOTE (per-year)
BrightView Landscape Inc. $98,142.20
RP Landscaping $139,776
Elite Maintenance & Tree Service $146,292.12
Grover Landscape Services Inc $240,760
Westside Landscape & Concrete, Inc $278,962.32

DISCUSSION
The proposed work consists of routine weekly landscape maintenance services, including mowing, edging, trash collection, tree trimming, and irrigation system repair and adjustment. The initial contract term is for three (3) years, anticipated to begin upon execution and continue through June 30, 2029. As part of the solicitation process, bidders were required to visit the project sites to verify existing conditions and confirm the required level of service.

The scope of work includes mowing (with removal of excessive clippings), bi-weekly edging, pruning, plant and groundcover maintenance, irrigation repairs and adjustments, and routine trash collection a minimum of twice per week. The Contractor will be responsible for the proper disposal of all green waste and debris. Tree maintenance will include lifting canopies to maintain a clearance of approximately 8 to 12 feet.

FISCAL IMPACT
This work will be funded by Burchell Hill LLMD Fund 285. Funding is generated by the annual assessment on the properties within the District. Pricing for this contract was requested via RFP from five vendors. All vendors responded, with BrightView Landscape Inc. being the low bidder. The annual cost is $98,142.20 for a three-year term of weekly services, with no impact on the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt a Resolution authorizing the City Manager to execute an agreement with BrightView Landscape Inc. in the amount of $ 98,142.20 per year for three years of landscape maintenance services in the Burchell Hill LLMD subdivision, funded by Burchell Hill LLMD Fund 285.

CITY COUNCIL STAFF REPORT
Date: Monday, April 20, 2025
To: Mayor Bairos and Members of the City Council
From: Tyler Hendon, Senior Engineering Technician
Reviewed by: Jeff Gravel, Public Services Director
Subject: Consider a Resolution Authorizing the City Manager to Execute an Agreement with OpenGov, Inc. for Public Works Asset Management and Community Development Software and Implementation,
Including a One-Time Start-Up Cost of $82,918.50 and an Annual Subscription of $67,677.38 that will be Subject to a 5% Annual Increase Thereafter

BACKGROUND
Since approximately 1999, the City of Oakdale Public Services Department has utilized the Muni Permit System for permitting functions. This system is a customized Microsoft Access-based program developed specifically for building permits. At present, the Engineering Department can also use the system for encroachment permits. No other departments are actively using the program, as it is now outdated and managed by a sole proprietor. The Community Development divisions, including Planning, Building, and Engineering, do not currently have any other software available to support their workflows, with the exception of solar-related permits.

On October 16, 2023, the City Council approved adopting permitting software from Tyler Technologies. After nearly three years of integration efforts, Tyler Technologies notified the City that the software would not work for the City of Oakdale’s needs. Tyler Technologies attempted to move the City to a different program that they have recently acquired; however, after reviewing that option, staff determined it would not be in the City’s best interest to continue with that platform.

The City also manages and maintains millions of dollars in assets that support the operation of its utilities, streets, and related public infrastructure for the benefit of residents. The City currently uses Websoft Mobile MMS for asset management; however, that software was recently acquired by Springbrook Software. Following the acquisition, Springbrook proposed a multi-year contract that included a 7.25% annual increase.

Between the City’s two separate existing software programs, the current annual cost is approximately $55,242, which would increase to approximately $65,200 annually within three years.

Staff reviewed and demoed numerous Community Development and Asset management Platforms, including: GovWell, MyGov (Tyler Technologies), GovPilot, & Tyler Technologies Asset Management Software. After review, staff agreed that OpenGov would be the best fit for the Public Services Department.

The proposed OpenGov Agreement would consolidate these functions into a single software platform usable by both Community Development (Building, Planning, & Engineering) and Public Works. Staff believes this will improve efficiency, reduce AGENDA ITEM 11.8

duplication, and allow the departments within the Public Services Department to work from one system, rather than multiple disconnected programs.

DISCUSSION
OpenGov’s Community Development platform is designed to support building permits, mobile inspections, online services, online permitting, planning and zoning workflows, contractor registration and reporting, and GIS integrations. With OpenGov, the City of Oakdale will allow us to review permits online, conduct inspections on mobile devices, provide a custom public portal, manage planning and zoning submissions with GIS integrations, and improve reporting and public access to services.

OpenGov’s asset management platform is designed to support maintenance scheduling, inspections, work history, GIS connected records, field data collections, dashboards, and reporting. This will allow Public Works to track assets, schedule maintenance, and bring inspections and asset records into one place. The asset management portion of the program will be used across Water, Sewer, Wastewater Treatment, Streets, Stormwater, and Fleet.

Staff also reached out to references already using the program for Community Development and Asset Management functions. Staff received very positive feedback regarding the software’s performance, usability, and ability to support similar municipal operations. The references also confirmed that the support staff during and after implementation are very responsive and offer new training opportunities so new staff can be properly trained on the system.

Implementation of the OpenGov system is anticipated to take approximately six to eight months to fully configure, build out, test, and prepare for active use. This timeframe will allow staff and OpenGov to work through system setup, workflow development, form creation, permit and asset configuration, data migration, user permissions, reporting, training, and overall testing to ensure the program is tailored to the City’s operational needs. Because the system will be used across multiple functions, including Community Development and Asset Management, adequate implementation time will be necessary to properly develop the platform and ensure a successful transition from the City’s existing software systems.

FISCAL IMPACT
The agreement includes a one-time startup fee and annual subscription fees. The startup fee covers the initial configuration and buildout of the system to meet the City’s specific operational needs. The annual subscription fees include ongoing system maintenance, updates, and continued access to the OpenGov platform.

The pricing is structured as follows:
• One-Time Startup Cost: $82,918.50
• Annual Subscription Fee – Year 1: $67,677.38
• Annual Subscription Fee – Each Following Year: subject to a 5% annual increase 215

3. OpenGov Responsibilities
OpenGov will provide a framework for planning, communication, progress tracking, and coordination for activities in Exhibit 1. In collaboration with Customer, OpenGov will develop and maintain the Project Plan. The “Project Plan” is a detailed, living document that defines how the project will be executed, including tasks, timelines, milestones, and team assignments. OpenGov will monitor progress against the Project Plan, coordinate adjustments to tasks and schedules as needed, and conduct status meetings as agreed to by the parties. OpenGov will provide weekly status reports, a Project Charter, and a RAID register (Risks, Actions, Issues, and Decisions). PS-10784.2
3 231
Any failure by Customer to meet its responsibilities under this SOW (each, a “Customer Delay”) will automatically suspend the affected obligations of OpenGov for the duration of the Customer Delay and for a reasonable restart period thereafter. All affected milestones, delivery dates, and service-level commitments will be extended on a day-for-day basis (or as otherwise reasonably necessary) to account for the Customer Delay, and may result in an adjustment of the fees if OpenGov incurs additional time, materials, or other costs as a result. Under no circumstances will any consequence of a Customer Delay constitute a breach by OpenGov of this SOW or of the Agreement, nor will OpenGov be liable for any failure to meet a performance obligation that is caused, in whole or in part, by a Customer Delay.

5. Project Delivery
OpenGov will perform services under this SOW remotely. OpenGov may use a combination of OpenGov personnel and OpenGov-trained implementation partners to deliver the services described in this SOW.

6. Estimated Schedule
The estimated duration of this work is ten (10) months. The specific timeline, including order of delivery of the product(s), will be determined during the project planning activities in the Initiate Phase. Services are estimated to begin within two (2) weeks and no later than four (4) weeks from contract signature. OpenGov reserves the right to adjust the schedule based on the availability of Customer or OpenGov resources, and the timeliness of deliverables provided by the Customer.

7. Acceptance Procedure
OpenGov will submit completed deliverables to the Customer’s Project Manager for review. Within five (5) business days of receipt, the Customer’s Project Manager will either provide written acceptance or a list of requested revisions. In the event there are requested revisions, the subsequent review period for acceptance will follow the same timeline until final acceptance. If Customer does not respond within this period, the deliverable will be deemed accepted. Once a deliverable is accepted, any requested changes will require a paid Change Order.

Acceptance milestones and review timelines will be tracked in the Project Plan.

Both parties acknowledge that delays in task completion or unresolved issues may impact the project timeline. If OpenGov determines in good faith that Customer is not fulfilling its responsibilities under this SOW, OpenGov may place services on hold following a minimum of five (5) business days’ written notice. The notice will specify the actions needed to progress the project. During the hold period, OpenGov PS-10784.2
4 232
may reallocate resources without penalty and will not be responsible for resulting delays.

8. Modifications
The fees and estimated timeline are based on the scope and assumptions in this SOW. If either party determines that a change to the scope is necessary, the parties will collaborate to define the required modification, which may result in fee adjustments based on OpenGov’s standard rates. All modifications must be documented in a written Change Order and signed by both parties (“Change Order”) .

Examples of changes include revisions to the project timeline, deliverables, or resource allocation.

9. Communication and Escalation Procedure
OpenGov and Customer agree to maintain regular communication in alignment with the Project Plan to ensure progress, resolve questions promptly, and minimize risk.

Both parties will raise any issues or concerns in a timely manner. CITY COUNCIL STAFF REPORT
Date: Monday, April 20, 2026
To: Mayor Bairos and Members of the City Council
From: Tim Williams, Facilities Maintenance Services Supervisor Reviewed by: Jerry Ramar, City Manager
Subject: Consider a Resolution Authorizing the Purchase of a Lochinvar Copper-Fin 2 (500,000 BTU) Pool Heater at $14,915.54 Plus Shipping from Lincoln Aquatics for the Oakdale Community Pool, The Plunge, to be Funded by Facility Maintenance Fund 540

BACKGROUND
The Oakdale Community Pool, historically known as the Oakdale Plunge, is a cherished community asset that has served residents for decades. The facility remains one of the oldest continuously operating municipal pools in the region. Over the past decades, the pool has provided recreational swimming, swim lessons, water aerobics, and summer programming to generations of Oakdale families.

The existing pool heater, installed over 20 years ago, has reached the end of its useful life. Recent repair attempts have proven unsuccessful and cost-prohibitive, rendering the unit broken and unrepairable. Without a functional heater, water temperatures drop significantly during cooler periods, reducing user comfort and limiting the pool’s usability for families, senior programs, and swim teams.

DISCUSSION
Staff has identified a suitable replacement: a new Lochinvar Copper-Fin 2 commercial pool heater rated at 500,000 BTU. This model exceeds the capacity of the current heater but is physically compatible with the existing equipment pad and plumbing footprint, allowing for a direct replacement with minimal site modifications. The higher BTU output will provide improved heating performance, faster temperature recovery, and greater user comfort, helping to extend the effective swimming season.

The heater is quoted at $14,915.54 with an estimated shipping of $2,000 from Lincoln Aquatics.

Installation is anticipated to require 1–2 weeks once the unit arrives. After purchasing the heater, staff will obtain competitive bids to ensure the best value for installation, in accordance with industry standards, for a commercial-grade pool heater replacement of this size, including labor, plumbing, and electrical connections, permitting, startup, and testing. Ordinarily, staff would have prepared this and presented it as a package.

However, the pool heater is on sale, and we do not know when the sale price will no longer be valid, and time is of the essence. Summer is approaching, and the timeline for AGENDA ITEM 11.9

CITY OF OAKDALE
City Council Staff Report (Continued)
SUBJECT: Pool Heater
MEETING DATE: April 20, 2026
purchase and installation has been extended to account for shipping and installation times. This will put us close to pool season when it is installed.

Delivery is expected within approximately 4 weeks of order placement. Once received, the heater can be installed, and the pool returned to full operation with minimal downtime.

FISCAL IMPACT
The heater is quoted at $14,915.54. Estimated shipping is $2,000. Funding is available in the Facility Maintenance Fund 540. No General Fund contribution is required. This onetime capital investment will eliminate ongoing emergency repair costs.

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution, authorizing the purchase of a Lochinvar Copper-Fin 2 (500,000 BTU) pool heater at $14,915.54 Plus Shipping from Lincoln Aquatics, for the Oakdale Community Pool, The Plunge, to be funded by Facility Maintenance Fund 540.

This action will ensure continued high-quality recreational services and demonstrate the City’s commitment to maintaining our historic community assets for future generations.

A RESOLUTION OF THE CITY OF OAKDALE CITY COUNCIL AUTHORIZING THE PURCHASE OF A LOCHINVAR COPPER-FIN 2 (500,000 BTU) POOL HEATER AT $14,915.54 PLUS SHIPPING FROM LINCOLN AQUATICS FOR THE OAKDALE

COMMUNITY POOL, THE PLUNGE, TO BE FUNDED BY FACILITY MAINTENANCE FUND 540
WHEREAS, the Oakdale Community Pool (historically known as the Oakdale Plunge) has served as a vital recreational facility for the citizens of Oakdale for decades; and WHEREAS, the existing 20-year-old pool heater is broken and unrepairable, resulting in reduced water temperatures that negatively impact user comfort and pool utilization; and WHEREAS, the City has identified a Lochinvar Copper-Fin 2 commercial pool heater (500,000 BTU) as a suitable replacement that fits the existing equipment space and will provide enhanced heating performance; and
WHEREAS, the quoted purchase price is $14,915.54, with estimated shipping of $2,000; and
WHEREAS, prompt replacement will ensure continued safe and comfortable use of the pool for the community when pool season arrives.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Oakdale does hereby adopt a resolution authorizing the purchase of a Lochinvar Copper-Fin 2 (500,000 BTU) pool heater at $14,915.54 plus shipping from Lincoln Aquatics for the Oakdale Community Pool, The Plunge, to be funded by Facility Maintenance Fund 540.
