Infrastructure – Facilities upon which the continuance and growth of a community depend such as roads, sewers, public buildings, parks, etc.

Investment Policy – A written, Council adopted policy delineating permitted investments of the City’s idle cash.

The City of Palmdale Investment Policy is typically updated and reaffirmed annually.

City Council Staff Report

DATE: JUNE 2, 2026

TO: HONORABLE MAYOR AND CITY COUNCIL

FROM: CITY ATTORNEY’S OFFICE

DISTRICT: ALL

SUBJECT: DISCUSSION AND DIRECTION REGARDING PREPARATION OF

RESOLUTIONS RELATED TO THE POTENTIAL REPEAL AND

DEFERRED IMPLEMENTATION OF MEASURE PD

RECOMMENDATION

Staff recommend that the City Council discuss and provide direction to staff regarding a motion to:

1. Draft a resolution ordering that an ordinance to fully repeal Measure PD be submitted to the voters at the General Municipal Election on November 3, 2026;

2. Draft a resolution to defer implementation and collection of the full amount of the Measure PD sales and use tax increase, with such deferral remaining in effect until certification of the November 3, 2026, election results; and,

3. Return both resolutions to the City Council for consideration and action at the next regularly scheduled City Council meeting.

BACKGROUND

At its May 5, 2026, meeting, the City Council directed staff to place this item on the agenda for discussion.

Measure PD, the “Palmdale Essential Services Protection Measure,” was approved by Palmdale voters at the November 5, 2024, General Municipal Election. The measure authorized an increase to the City’s transactions and use tax rate. Following certification of the election results, the City Council adopted the required ordinance implementing the voter‑approved tax.

Under California Elections Code Sections 9222 and 1415, a City Council may submit a proposed ordinance to the voters, including an ordinance that would repeal a previously adopted or voter‑approved measure. Any such repeal ordinance must be placed before the voters at a regular municipal election or at a special election called for that purpose.

Report to Mayor and City Council
Re: Discussion and Direction Regarding Measure PD
June 2, 2026

Page 2 ends

The next regularly scheduled General Municipal Electio n for the City of Palmdale will occur on November 3, 2026.

DISCUSSION

If directed, staff will prepare a resolution placing an ordinance on the November 3, 2026, ballot that would fully repeal Measure PD. Adoption of such a resolution would constitute the Council’s formal action ordering the submission of the repeal ordinance to the voters, consistent with Elections Code requirements.

The motion also pro poses that the City Council consider a resolution deferring implementation and collection of the full Measure PD tax rate until after November 3, 2026, election results are certified. A deferral resolution would not repeal or amend Measure PD; rather, it would direct staff to continue collecting the tax at the currently implemented rate and to postpone any increase to the full authorized rate pending the outcome of the 2026 election.

If the Council provides direction to proceed, staff will prepare both resolutions and place them on the agenda for the next regularly scheduled City Council meeting for formal consideration and possible action.
