Subject: APPROVING THE MIDYEAR BUDGET ADJUSTMENTS AMENDING THE FISCAL YEAR 2023-2024 ADOPTED OPERATING AND CAPITAL
IMPROVEMENT BUDGET, AND AMENDING THE AUTHORIZED
POSITION LISTING FOR FULL-TIME POSITIONS
BACKGROUND
We are pleased to present to you the Fiscal Year (FY) 2023-2024 Midyear Budget Review. The annual Adopted Budget is a financial plan predicated on the best information available at the time it was prepared. In accordance with our budget policy, the budget as adopted by the City Council can be amended as needed during the fiscal year in response to unforeseen circumstances, events, or changes to the estimated cost of services. In addition to the appropriations that Council approved throughout the fiscal year, we evaluate the budget at the midyear mark to see how we are doing relative to our overall Adopted Budget projections and recommend additional modifications to the original plan that will take us through to the end of the FY 2023-24.
DISCUSSION
During the last fiscal year, the economy was going through a volatile time with the Consumer Price Index (CPI) showing inflation close to 9% for the Los Angeles area. The Federal Reserve has been raising interest rates to slow down the economy but doing so cautiously to avoid triggering a recession. As of December 2023, CPI had dropped to
3.5%. Various economic reports do not project a recession to occur in 2024, but it is always prudent to anticipate economic downturns in this uncertain time to be better prepared. As such, last year, the City adopted a very detailed fund balance policy and as of June 30, 2023, committed a total of $23,751,035 in rainy day funds.
When we prepared the FY 2023-24 budget, staff projected that this will be the year of stabilization where tax revenues will be at a similar level as the year before. For FY 2023- 24, the City adopted a balanced budget with General Fund sources totaling $58,618,894, which included $44,109,550 in estimated revenues and $14,509,344 from dedicated Reserves to pay for specific one-time expenditures. The adopted expenditure budget totals $57,353,550, which includes $41,873,700 for operations and $15,479,850 for capital improvement projects (CIP), resulting in an estimated General Fund surplus of $1,265,344 for the fiscal year ending June 30, 2024.

RESOLUTION NO. 24:005 Page 2
C:\inetpub\wwwroot\multitenant\temp\Agenda Report.pdf; 2/22/2024 11:14 PM The General Fund
As of midyear FY 2023-24, the estimated General Fund revenue is revised to $44,018,000, which is a slight decrease of $91,550 from the original estimate. The decrease resulted mainly from a reduction of $420,000 related to fees adjusted for a previous construction valuation error and changes in development activity level. Motor Vehicle License In-Lieu revenue was adjusted downward by $93,550 from $8,433,500 to $8,339,950. Although the overall revenue has not changed much from the original estimation, we are pleased to report that the general tax revenues are estimated to increase by $422,000 from $30,138,550 to $30,560,550, mainly from the increase in sales tax and Measure Y transaction tax.
On the other hand, the General Fund operating expenditure budget increased by $551,254 from the adopted budget of $41,873,700 to $42,424,954 at Midyear. Of the $551,254 increase, $162,354 was previously approved by the City Council and $388,900 is being recommended as a midyear budget adjustment. The CIPs funded by the current year general fund surplus increased by $130K to $2,857,100.
Adjustments to Personnel
The proposed midyear budget adjustments include upgrading one vacant Community Services Supervisor to a Community Services Manager. This new Community Services Manager would directly supervise the four Supervisors, programs, and events to ensure the successful development, scheduling, operation, and marketing of these programs and events. In addition, during the STAR After School Program transition from City staff to a Community Based Organization, the Manager will assume day-to-day supervision of the program. This new structure will also enable the Department to dedicate renewed focus on strategic planning and administrative functions of the Department. The estimated cost to upgrade this position for FY24 is $3,100 from April through June. The estimated annual cost is $11,500.

Table 2 - The following table summarizes the FY 2023-2024 Proposed Midyear Budget Adjustments to the various other funds.
The Water Fund
The FY 2023-24 Water Fund revenue was estimated at $9,103,000 with consideration that the third year of the five-year water rate increase takes effect January 2024. The total operating expenditure and CIP budget was projected at $9,104,550, resulting in a small budget deficit of $1,550; however, the projection was made with the anticipation that Well 16 will open in July 2023.
As the fiscal year progresses into the midyear point, it became apparent that the extended delay in Well 16 will result in a significant increase in the cost of purchasing water.
Accordingly, the midyear budget includes an adjustment of $1,790,500 to pay for the high cost of imported water.

RESOLUTION NO. 24:005 Page 5
C:\inetpub\wwwroot\multitenant\temp\Agenda Report.pdf; 2/22/2024 11:14 PM Table 3 - The following table summarizes the FY 2023-2024 Proposed Midyear Budget Adjustments to the Water Fund in the amount of $1,946,400, which includes $1,790,500 adjustment in the cost of purchasing imported water and other various professional services and supplies.
With no changes to the estimated revenues and a revised expenditure budget of $11,330,750 (excluding non-operating sources and uses), the fund has a budget deficit of $2,227,750 for FY 2023-24. The current year’s budget deficit will require the use of its fund balance or working capital, which on July 1, 2023, was $5,132,978. This amount is projected to drop to $2,905,228 by the end of the fiscal year due to the deficit.
Between FY 2022 and FY 2023, the City has used a total of $8,855,154 in ARPA funds to help fund the purchase of imported water and Water CIP projects to keep the Water Fund sustainable until Well 16 becomes operational. However, there is no more ARPA contribution for FY 2024.
In December 2023, the City entered into an Equipment Lease/Purchase Agreement with Banc of America Public Capital Corp. to provide $11.2 million to finance the installation of new advanced water meters citywide. Although this project is expected to generate additional revenue through accurate water usage readings, the additional guaranteed savings will be used to pay for the payment of the debt itself.
To ensure that the Water Fund makes its lease payment, the financing agreement requires that the City appropriate funds in the General Fund to make the debt service payment on behalf of the Water Fund until the Water Fund is able to make its own payment. This will not take place until FY 2024-25 when the first annual lease payment of $897,000 becomes due. However, looking ahead, to assist the Water Fund in retaining its cash as long as possible, the City is planning to defer the annual $850,000 administrative fee that the Water Fund pays to the General Fund every year. In doing so, we are working on drafting an interfund loan agreement between the Water Fund and the General Fund in anticipation of this occurring.

RESOLUTION NO. 24:005 Page 6
C:\inetpub\wwwroot\multitenant\temp\Agenda Report.pdf; 2/22/2024 11:14 PM Capital Improvement Project (CIP)
This year, staff made changes to the way CIP activities are budgeted and recorded.
Currently, CIPs are budgeted and accounted for in various funds depending on their funding sources. We have moved CIP budgets and activities that are funded by the General Fund to its own fund called the Capital Project Fund 112. As it should, the General Fund 111 now contains only the Operating budget and activities of the City.
Going forward, during the budget process, staff will incorporate into the budget a recommendation to the City Council to transfer an available amount from the General Fund to the newly created Capital fund to finance future projects.
The separation of the Operating Budget from the CIP Budget is needed as we prepare to develop a 5-year Capital Project Improvement Plan. The 5-Year CIP Plan will create a better tool to strategically budget and plan for the long-term nature of capital projects.
For FY 2023-24, the City’s CIP budget totaled $37,287,150. Of this amount, $15,479,850 is funded by the General Fund. During the midyear process, staff moved the $15,479,850 amount from the General Fund to the Capital Project Fund 112 to house the future accounting of CIPs. The General Fund will see a reduction of $15.5 million in its fund balance due to this move.
As of Midyear, the FY 2023-24 total all-funds CIP budget grew from $37,287,150 to $46,726,393. This increase of $9,439,243 represents a 25% increase to the original CIP budget. Of the $9.4million amount, $8,211,326 was previously approved by the City Council from July 1, 2023 to January 23, 2024 at its city council meetings, and $3,227,917 is the proposed midyear budget adjustment.
Of the total $46.7million CIP budget, the General Fund CIP portion grew by $2,645,277 from $15,479,850 to $18,125,127 mainly due to the $1.5M solar project and various projects from the original ARPA fund expenditure plan.
A complete list of the CIP adjustments is provided as Exhibit A of the resolution.
FISCAL IMPACT
Based on the midyear review, staff recommends adjustments to the revenues, expenditures, and CIP budgets as outlined below:
• Operating Revenues: Adjustments to estimated revenues for all funds as summarized in the Midyear Revenue Detail and Summary report. For the General Fund, this is a decrease of $91,550 to the General Fund estimated revenues (See Attachment A).
• Operating Expenditures: Increases in appropriation for all funds as shown in Tables 1, 2, and 3 of this report. For the General Fund, this is an increase of $388,900 to the General Fund operating budget, $22,400 to Special Revenue Funds, $78,800 to Equipment Replacement Fund, and $1,946,400 to the Water Fund.

C:\inetpub\wwwroot\multitenant\temp\Agenda Report.pdf; 2/22/2024 11:14 PM • Capital Improvement Project Budget: Increases in appropriation and realignment of funding sources for CIPs as outlined in the Capital Improvement Projects Report (All Funds) for a net increase of $3,227,917 (Resolution Exhibit A). • The estimated cost to upgrade one vacant Community Services Supervisor position to a Community Services Manager is $3,100 from April through June 2024 (Included in Table 3). This change results in the modification to the Authorized Position Listing for Full-Time Positions. Therefore, in addition to the midyear budget adjustments, we are also seeking approval of the updated position listing. (Resolution Exhibit B)
In accordance with the budget policy, the City Manager has the authority to make other accounting/budget adjustments. This includes transferring appropriations within an activity without impacting the overall budget by fund. In addition, during the midyear budget process, Finance staff also adjusted the estimated beginning fund balances to match the actual fund balances per the audited report. This adjustment is needed to provide a more accurate projection for the ending fund balance through June 30, 2024.
Approving the proposed mid-year adjustments will provide staff with the budget authority to make needed corrections and achieve a more accurate budget for the current FY 2023- 24 and provide a basis for developing the upcoming FY 2024-25 Budget.
VISION, MISSION, VALUES, AND STRATEGIC OUTCOMES
The City’s Vision, Mission, and Values set the standard for the organization; establish priorities, uniformity, and guidelines; and provide the framework for policy decision making. The Strategic Outcomes were implemented to provide a pathway to achieving the City’s Vision. This item aligns with Strategic Outcome No. 6 Efficient, Effective, and Fiscally Responsible.
