Fernández performed at the Pico Rivera Sports Arena on numerous occasions, which drew thousands of residents and concert goers to the City. He is a beloved figure among City residents, and, as a result, City Council has expressed interest in honoring the distinguished career and significant cultural impact of this icon.

Conclusion:

Staff recommends that the City Council discuss and provide staff direction authorizing the City Manager to undertake the necessary actions to pursue the renaming of Sports Arena Drive to Avenida Vicente Fernández.

Subject: FISCAL YEAR 2022-23 THROUGH 2026-27, FIVE-YEAR

CAPITAL IMPROVEMENT PROGRAM (CIP)
Recommendation:

1. Receive and file the study session on the fiscal years (FY) 2022-23 through 2026- 27 CIP; and

2. Provide staff direction on the FY 2022-23 through FY 2026-27 CIP.

Fiscal Impact:

The CIP was prepared based on actual and estimated revenues from various funding sources to maintain essential and key projects funded to the maximum extent possible.

Various funding sources including City, County, State and Federal grants, along with various tax and rate payer revenues, many of which are restricted, which are used to fund the City of Pico Rivera (City's) Capital Projects.

Background:

The CIP is a long-range fiscal forecast, which identifies major public improvements to the City's infrastructure. The CIP is important for planning, building, managing, and maintaining the City's existing infrastructure. It is widely understood that quality infrastructure directly relates to positive economic development and improved quality of life for residents. The City CIP includes improvements for streets, bridges, and roadways, parks and open spaces, storm water quality, water production, treatment and delivery, sanitary sewer, City buildings and other facilities, Americans with Disabilities Act (ADA) improvements, and other large-scale capital projects.

This proposed CIP was developed based on input from various departments, community needs identified over the past year, and consideration of City Council priorities. It also incorporated recommendations set forth in the following master plans completed over the last several years; water, wastewater, storm drain, ADA, Pavement Management Program (PMP), urban water, reclaimed water, median landscaping, fiber optic, facilities and security.

In FY 2018-19, the City successfully issued municipal bonds to finance an aggressive PMP. This program is being funded using bonds and utilization of Los Angeles Metropolitan Transportation Authority (Metro) local return funding. The City receives funding from Metro that can only be utilized to improve roadways in the City. Measure M funding will be utilized to pay debt service on these bonds. The City Council approved the first tranche of $15 million in PMP funding in February 2017 and $4 million from the ARPA funding in January 2022. The other funding needs for the program will be brought for City Council consideration in the future.

There is also annual sidewalk, striping, signing, and signal upgrade projects that are funded utilizing Metro local return (Proposition C and Measure R) funding. The City also continues to work on the regional bike and pedestrian trails utilizing State and Federal grants.

Facility Improvements
Over the last five (5) years, funding for facilities has been approved only as discretionary funds became available. Because of the previous years’ deficits, as well as the uncertainty of national, state, and local economic stability, critical improvements to our facilities were deferred. The City has a variety of facilities, many approaching or over 50 years old. Most need a preventative maintenance program or in some cases, major improvements. Two (2) examples of this are our teen center, which is not usable, and our senior center which has ADA compliance challenges.

The City is currently undergoing a comprehensive Facility Condition Assessment and Security Master Plan (Plan) for City owned buildings, parks and parking lots which will include the development of a clear set of goals, policies and objectives. The resulting study will identify and prioritize maintenance and capital infrastructure needs and provide a framework for a comprehensive operations and maintenance program for all City owned facilities, while providing a detailed security strategy to protect facilities and the users.

Out of the $8.9 million unfunded facility improvement requests, the following are immediate needs:

Facility Immediate Needs
On April 12, 2022, the City Council approved designated part of the FY 2020-21 General Fund Year-end Surplus, $2,944,893, for future contributions towards facility improvements. Staff will recommend a final amount for allocation at the June 14, 2022, FY 2022-23 Preliminary Budget Presentation.

Park Improvements
As pandemic-related restrictions were gradually lifted, more residents came back to the parks in the City. In late 2020 and early 2021, Parks and Recreation staff hosted several community outreach meetings. Increased safety measures, including a new security system, were at the top of the residents' wish list. These sentiments were expressed at all six (6) community meetings.

Description Estimated Cost
for FY 2022-23
Pico Park Outdoor Field Restroom Replacement $ 400,000
Rio Hondo Park Outdoor Restrooms Renovation $ 70,000
Smith Park Auditorium PA System Installation $ 50,000
Teen Center Renovation and Broadband Project - Design $ 150,000 Utility Box Beautification Project $ 56,250

Based on the community input, the Parks and Recreation department requests various park improvement projects to encourage the safety and active use by the community to recreate and to help deter criminal activity or issues related to homelessness. Out of the $6.5 million unfunded park improvement requests, the following are immediate needs:

Parks Immediate Needs
Description Estimated Cost
for FY 2022-23
Pico Park Security Camera System $ 200,000
Rio Hondo Park Handball Court Repairs $ 50,000
Rio Hondo Park Outdoor Safety Lighting Replacement $ 100,000 Smith Park Security Camera System $ 220,000
Smith Park Wrought Iron Fence Replacement $ 85,000
The PAD Park Development - Design $ 175,000
Total Estimated Cost for FY 20220-23 $ 830,000
The City Council approved installing cameras at Rio Hondo Park as a "security camera pilot program" in June 2021. As cameras were installed at that park, more residents visited the park. To enhance residents' outdoor activities and entertainment in the city parks, staff recommends allocating $830,000 to fund the immediate park improvement needs in FY 2022-23.

Pavement Rehabilitation and Resurfacing Program
The City's current average Pavement Condition Index (PCI) for its roadway network is 55.

To improve the City's overall PCI to a healthy score of 67, the City would have to dedicate an estimated $6.2 million annually to this project, net of what is already funded by local return funds (Measure R, Measure M, Prop C and SB-1). As is shown in Unfunded Projects Table above, the City will have a shortfall of about $34.6 million in FY 2022-27 for these repairs. The unfunded amount for FY 2022-23 is $6.2 million.

Americans with Disability Act (ADA) Improvements
In April 2022, the City adopted an ADA self-evaluation and transition plan, a tool and guideline for the City to formulate policy and set budgets over time to address programmatic and physical barriers for those with disabilities. The plan does not prioritize or require the City to make any particular improvement within any specific time. ADA improvements are such that cities include improvements in each budget year based on that City's ability and priorities. Staff has already been incorporating ADA improvements in every applicable project and will continue to do so. The plan identified $59.7 million of facility and public right-of-way improvements needed to comply with the ADA regulations.

For the requested projects, the City estimates some of them can be scheduled to start FY 2023-24.

Stormwater Improvements
In late 2020, an independent party completed a comprehensive Stormwater Masterplan to help identify capital needs in the City's stormwater system. This study identified needed improvements totaling $31.7 million over the next 15 years. Staff has included the most critical of these projects in the proposed CIP starting in FY 2023-24.

Wastewater Improvements
In late 2020, an independent party conducted and completed a full Wastewater Masterplan to help identify capital needs in the City's Wastewater System. This study identified needed improvements totaling $7.5 million over the next 15 years. Staff has included the most important of these projects in the proposed CIP starting in FY 2023-24.

As we continue our work to perfect the Long-Term Strategic Plan, the unfunded requests will need to be addressed and incorporated into current and future budgets.

The Five-Year Capital Improvement Program Budgets are attached to this report as Enclosures 1 and 2.

Conclusion:

Staff recommends that City Council review the FY 2022-27 Proposed CIP and provide staff direction on the FY 2022-23 through FY 2026-27 Capital Improvement Program.
