DATE: June 1, 2026
TO: Honorable Mayor and City Council
FROM: Raylette Felton, Interim City Manager
PREPARED BY: Michael Reyes, Municipal Services Director SUBJECT: First Amendment to Contract Services Agreement with Southwest Patrol for Fiscal Year 2026 Through 2028
BACKGROUND
In July 2023, the City of Lawndale partnered with Southwest Patrol to provide an additional level of safety and security for Lawndale residents. Over the years, Southwest Patrol has provided security services to the City by patrolling City property, facilities, and parks, as well as addressing non-permitted vendors and homeless engagement. While the initial focus for contracting with Southwest Patrol was to provide security services, Southwest Patrol have surpassed their original purpose and have become an integral part of the City's operation by assisting in the reduction of crime and vandalism to City facilities and in the community, which improves public safety and quality of life issue within the City of Lawndale.
STAFF REVIEW
Since contracting with the City, Southwest Patrol Officers have made a pronounced impact in the community. Southwest Patrol Officers conduct daily and evening patrols of all City buildings, parks, and streets, including internal patrols of the Lawndale Community Center and City parks; respond to staff calls for assistance; engage daily with the persons experiencing homelessness to provide and encourage acceptance of resources and/or services; and provides an additional set of eyes and ears to assist our Sheriff's Department in crime prevention and keeping the community safe. The services provided by Southwest Patrol have resulted in a significant decline in the number of encampments on City streets, in City Parks, and throughout the neighborhood.
As the term of the agreement with Southwest Patrol will expire on June 30, 2026, staff is recommending an amendment to extend the term of the agreement for a two year period, from July 1, 2026, through June 30, 2028. This amendment would keep the same level of service currently provided with a potential cost of living adjustment in Fiscal Year 2026-27. Staff reached out to Southwest Patrol to inquire about their interest in amending the term of the agreement. Southwest Patrol agreed to this extension with a proposed hourly rate increase from $55 per hour to $57.75 per hour, equivalent to a 5% increase for the first year due to inflation and cost of services and has been included in the proposed budget for Fiscal Year 2026-2027. The second year of the Extended Contract will include a 4% increase to the per hour rate, bringing the hourly rate to $60.00 per hour for all hours worked between July 1st, 2027 through June 30th, 2028, not to exceed the Consumer Price Index (CPI) with a cap of 5%.

CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026 CITY YARD GENERATOR PROJECT, CIP NO. 50004
Fiscal Impact:
The FY 2026–27 Capital Improvement Program (CIP) includes funding for the project in the amount of $180,000 from the CIP Fund (Fund 400), Account No. 400.70.7300.54500- CIP50004, and $135,000 from the Water Fund (Fund 550), Account No. 550.70.7340.54500-CIP50004, for a total approved budget of $315,000.
Subject to the Pico Rivera Water Authority (PRWA) approval, an additional $50,000 will be appropriated from the Water Fund (Fund 550) unassigned fund balance to Account No. 550.70.7340.54500-CIP50004 to fully fund the City Yard Generator Project, CIP No. 50004. The total project budget will increase to $365,000.
Background:
The City Maintenance Yard is a critical City of Pico Rivera (City) facility that supports essential Public Works operations, including monitoring and control of the Pico Rivera Water Authority water system. The facility currently lacks the capability to provide temporary backup power during an electrical outage, creating the potential for disruption of critical Public Works and water system operations. To improve operational resilience and emergency preparedness, the City is proposing electrical improvements that will allow the facility to operate using a portable standby generator during power outages.
PRWA operates three (3) major water facilities within the City, consisting of groundwater wells, booster pump stations, and water storage reservoirs. These facilities are considered critical infrastructure because they provide essential drinking water services to the community. Operations are managed through a Supervisory Control and Data Acquisition (SCADA) system, which provides centralized, real-time monitoring and control of pumps, valves, reservoirs, and other critical equipment. The SCADA system enables operators to monitor system performance, respond to alarms, adjust operations remotely, and maintain reliable water production and distribution during both normal and emergency conditions.
Discussion:
The proposed project will install a manual transfer switch and associated electrical improvements at the City Maintenance Yard to allow connection of a procured trailermounted portable standby generator during utility power outages. The project also includes installing new switchgear and modifying the existing electrical distribution system to accommodate the backup power configuration. These improvements will ensure continued operation of critical Public Works functions and uninterrupted monitoring and control of the PRWA water system during emergency events.
On June 9, 2026, the City issued a Notice Inviting Bids (NIB) through PlanetBids and posted the solicitation on the City's website. The City also advertised the NIB in the Los Cerritos Community News on June 12, 2026.
CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026 CITY YARD GENERATOR PROJECT, CIP NO. 50004
On July 14, 2026, the City received and publicly opened twelve bids through its electronic bidding platform. The bids are summarized below:
Construction Company Bid Amount
1. Universal Wiring Corp $258,227.00
2. Elegant Construction Inc $280,900.00
3. Amtek Construction $323,333.00
4. Pacific Power Engineering Technology Inc $399,383.00
5. M. Brey, Inc $427,702.24
6. Ironwave Builders $462,506.00
7. Summer Systems $468,369.00
8. Far Builders $485,796.00
9. Waisman Construction Inc $513,148.00
10. Houalla Enterprises Ltd. $596,007.00
11. Global Power Group, Inc. $706,894.41
12. Minako America Corporation $984,160.00
Following a comprehensive review of the bids, staff determined that Universal Wiring Corp. is the lowest responsive and responsible bidder. Reference checks confirmed the firm's successful completion of projects of similar size and complexity for public agencies.
Upon award of the contract, Universal Wiring Corp. will provide the required performance and payment bonds, insurance documents, and a valid City business license. Staff has verified that the contractor's license is active and in good standing with the California Contractors State License Board.
The anticipated project schedule is as follows:
• Award Construction ……………….…………………… September 2026
• Start Generator Procurement and Construction…….. October 2026 • Complete Construction ………………………………… July 2027
The estimated project expenditure plan and budget are summarized below. An additional appropriation of $50,000 from the Water Fund (Fund 550) fund balance is needed because the actual bids received exceeded the original project estimate. Given the specialized nature of this work, combined with elevated construction industry costs and current market conditions, the bids came in higher than anticipated.
Expenditures Amount
Design $22,773
Construction $258,227
Construction Contingency (15%) $39,000
Construction Management and Inspection $30,000
Administrative Support $15,000
Total Estimated Project Cost: $365,000
CITY COUNCIL AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026 CITY YARD GENERATOR PROJECT, CIP NO. 50004
Budget Amount
CIP Fund (400.70.7300-54500.CIP50004) $180,000
Water Fund (550.70.7340-54500.CIP50004) $135,000
Additional Water Fund (550.70.7340-54500.CIP50004) $50,000 Total Project Budget: $365,000
This project will provide the City Maintenance Yard with reliable emergency backup power capabilities, ensuring continuity of critical Public Works operations and uninterrupted monitoring and control of the City's water system during power outages.
Environmental Analysis:
The project has been reviewed for compliance with CEQA. The proposed improvements are categorically exempt pursuant to CEQA Guidelines Section 15301 (Class 1 – Existing Facilities) because the project consists of minor alterations to existing public facilities involving negligible or no expansion of existing use.
Conclusion:
Staff recommend that the City Council award a construction contract to Universal Wiring Corp. in the amount of $258,227 for the City Yard Generator Project, CIP No. 50004; authorize the Executive Director, or his designee, to approve construction change orders in an amount not to exceed $39,000 (15 percent of the construction contract); amend the FY 2026–27 Adopted Budget by appropriating an additional $50,000 from the Water Fund (Fund 550) to CIP No. 50004; and approve the Notice of Exemption (NOE) for the project pursuant to the California Environmental Quality Act (CEQA) and authorize the Authority Secretary to file the NOE with the Los Angeles County Clerk.

PICO RIVERA WATER AUTHORITY AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026
WATER WELLS 7,8,9 AND 10 DESTRUCTION PROJECT, CIP NO. 50094
Fiscal Impact:
The FY 2026–27 Capital Improvement Program (CIP) includes funding for the project in the amount of $250,000 from the Water Fund (Fund 550), Account No. 550.70.7340.54500-CIP50094.
Subject to the Pico Rivera Water Authority (PRWA) approval, an additional $682,000 will be appropriated from the Water Fund (Fund 550) unassigned fund balance to Account No. 550.70.7340-54500-CIP50094, for the Water Wells 7,8,9 & 10 Destruction Project, CIP No. 50094, to fully fund project construction, contingency, construction management, inspection, and administrative costs. The total project budget will increase to $932,000.
Background:
The PRWA operates a system of groundwater wells that provide potable water to the community. During a 2021 sanitary survey conducted by the State Water Resources Control Board, PRWA was directed to permanently decommission four (4) inactive groundwater wells that have remained out of service due to water quality issues and groundwater contamination.
Inactive and abandoned wells can deteriorate over time, creating potential pathways for contaminants to enter groundwater aquifers and posing risks to public health and the environment. In accordance with California Department of Water Resources (DWR) Well Standards, wells that have been inactive for extended periods and are not intended for future use must be properly destroyed and sealed.
The Project includes the destruction and permanent decommissioning of the following inactive groundwater wells: Well Nos 7, 8, 9, and 10.
Discussion:
The destruction and decommissioning of groundwater wells must be performed by, or under the direct supervision of, a California-licensed C-57 Water Well Drilling Contractor or other qualified professionals authorized to perform this specialized work.
On April 28, 2026, the City of Pico Rivera (City) issued a Notice Inviting Bids (NIB) through PlanetBids and posted the solicitation on the City's website. The NIB was also published in the Los Cerritos Community News on May 1, 2026.
On June 2, 2026, the City received and publicly opened one bid through its electronic bidding system, as summarized below:
Construction Company Bid Amount
Levon Construction Group $760,500
PICO RIVERA WATER AUTHORITY AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026
WATER WELLS 7,8,9 AND 10 DESTRUCTION PROJECT, CIP NO. 50094
Following a thorough review of the bid proposal, staff determined that Levon Construction Group is the lowest responsive and responsible bidder. Staff also verified the contractor's successful completion of similar public works projects and confirmed that its California contractor's license is active and in good standing with the Contractors State License Board.
Following contract award, the contractor will provide the required performance and payment bonds, insurance certificates, and a valid City business license prior to commencing construction.
The anticipated project schedule is as follows:
• Award Construction ……………….……………………. September 2026
• Start Procurement and Construction………………….. October 2026 • Complete Construction ………………………………… February 2027
The estimated project expenditure plan and budget are summarized below. Following establishment of the project budget, additional removals and improvements were determined to be necessary at the four sites to ensure that each site is left as vacant land in a safe and secure condition. An additional appropriation of $682,000 from the Water Fund (Fund 550) fund balance is therefore needed to cover the higher-than-anticipated project cost. Well destruction projects are not performed routinely, and the specialized nature of this work, combined with elevated construction costs and current market conditions, resulted in an actual bid that exceeded the initial project estimate.
Expenditure Plan Amount
Design $40,000
Construction $760,500
Construction Contingency (15%) $76,000
Construction Management and Inspection $40,000
Administrative Support $15,500
Total Estimated Project Cost: $932,000
Budget
Estimated
Budget
Water Fund (550.70.7340-54500.CIP50004) $250,000
Additional Water Fund (550.70.7340-54500.CIP50004) $682,000 Total Project Budget: $932,000
The Project will permanently eliminate four (4) inactive groundwater wells that no longer serve the City's water system and that have been identified by the State Water Resources Control Board for decommissioning. Proper destruction of these wells will protect PICO RIVERA WATER AUTHORITY AGENDA REPORT – MEETING OF SEPTEMBER 8, 2026
WATER WELLS 7,8,9 AND 10 DESTRUCTION PROJECT, CIP NO. 50094
groundwater quality, reduce potential environmental and public health risks, and ensure compliance with California Department of Water Resources well destruction standards.
Environmental Analysis:
The Project has been reviewed for compliance with CEQA. The proposed improvements are categorically exempt pursuant to CEQA Guidelines Section 15301 (Class 1 – Existing Facilities) because the work consists of the removal and decommissioning of existing groundwater well facilities involving negligible or no expansion of existing use.
Accordingly, staff recommend approval of an NOE.
Conclusion:
Staff recommend that the City Council approve the plans and specifications for the Project; award a construction contract to Levon Construction Group in the amount of $760,500; authorize construction change orders in an amount not to exceed $76,000; amend the FY 2026–27 Adopted Budget by appropriating $682,000 from the Water Fund to CIP No. 50094; and approve the Notice of Exemption pursuant to CEQA and authorize the Authority Secretary to file the Notice of Exemption with the Los Angeles County Clerk.

17. Independent Contractor. The Contractor is and shall at all times remain as to the City, a wholly independent contractor.
