OFFICE OF THE CITY MANAGER/EXECUTIVE DIRECTOR
65 Civic Avenue
Pittsburg, CA 94565
TO: Mayor and Council Members
FROM: Garrett Evans, City Manager
SUBJECT: Adoption of a City Council Resolution Allocating Fiscal Year 2022-23 Measure M Sales Tax Funds to Park and Street Maintenance Projects MEETING DATE: January 17, 2023
EXECUTIVE SUMMARY
The City Council approved the Fiscal Year 2022-23 City Operating Budget with $750,000 from Measure M sales tax revenue appropriated for projects in the City’s parks and road repairs. If approved, the resolution will allocate these funds to one new and eight existing projects.
FISCAL IMPACT
The resolution will allocate $750,000 to nine park, street maintenance and construction projects identified on the Project Appropriation List Table. This is an eligible use for Measure M sales tax funds.
RECOMMENDATION
Staff recommends that the City Council adopt the resolution allocating $750,000 from Measure M revenues among various park and street projects as identified on the Project Appropriation List Table.
BACKGROUND
In 2012, the City faced decreasing revenues, including a 26 percent decrease in sales and property taxes since 2008, amounting to a loss of approximately $2.6 million annually.
On June 5, 2012, to avoid reductions in vital City services, the City Council placed Measure P on the ballot to temporarily increase the City’s sales tax. Pittsburg’s voters approved Measure P with a 73.69% approval and the City began collecting the new sales tax in October 2012.
1205
In June 2016, an election to extend the Measure P sales tax was placed upon the ballot, now referred to as Measure M. The measure was approved by voters with an approval of
81.31%. It identified public safety, gang prevention, job creation, Senior Center operations, road repairs, youth programs and maintaining other City services to receive the funds from the sales tax.
On June 20, 2022, the City Council adopted Resolution 22-14107 approving the Fiscal Year 2022-23 City Operating Budget. The resolution provided for the appropriation of $750,000 from FY 2022-23 Measure M funds to park and street maintenance projects.
SUBCOMMITTEE FINDINGS
The Project Appropriation List was presented at the following subcommittees:
Finance Subcommittee, September 21, 2022
Infrastructure—Transportation Subcommittee, October 26, 2022 Measure M Citizens Oversight Committee, December 2, 2022
STAFF ANALYSIS
Public Works staff has identified in the table below eight existing and one new Measure M projects and proposed allocations of FY 2022-23 Measure M funds.
Each year, the Measure M Citizens Oversight Committee reviews staff’s budget plan to verify funds are used consistent with requirements of the ballot measures and make recommendations to the City Council for future uses of these revenues. 1206
