BACKGROUND
Electricity retail suppliers are required to report the resources or fuel types of power procured and sold in the form of a PSD Report. The CEC requires the PSD report to be independently audited. An electricity retail supplier that is a public agency, such as PPC, is not required to comply with the audit requirements if the board of the public agency approves the PSD report at a public meeting and attests the information contained in the PSD Report is accurate.
SUBCOMMITTEE FINDINGS
This item was not presented to a Subcommittee.
STAFF ANALYSIS
The 2024 PSD Report shows that during calendar year 2024, 25% of PPC’s annual electricity sales to end-use customers were purchased from solar generation, 1% from eligible hydroelectric sources (small hydropower plants with nameplate generation capacity less than 30 megawatts), and 57% from large hydroelectric generation. The remaining 17% of annual electricity sales were purchased from the California energy market and its sources of generation cannot be specified.
In total, 26% of 2024 electricity retail sales were generated by CEC-certified renewable sources. The methodology used in preparing the 2024 PSD report is consistent with the CEC’s filing guidelines. PPC filed the 2024 PSD report with CEC on May 30, 2024, and the CEC has accepted the report.
The CEC regulations authorize a public agency electric retail provider that offers only one electricity product to approve submission of an attestation of the veracity of the annual PSD Report in lieu of a requirement to provide a verification from an auditor.
