SUBJECT: Adoption of a City Council Resolution Approving Expenditures for City Representatives’ Travel to China

MEETING DATE: October 6, 2025

EXECUTIVE SUMMARY

The City received an invitation from The Chinese People’s Association for Friendship with Foreign Countries (the “Conference Host”), inviting City representatives to travel to Hangzhou, China, to attend the 7th China-US Sister Cities Conference from October 25 through October 27, 2025.

FISCAL IMPACT

The Conference Host is paying for the costs of transportation, accommodation, and meals within China. The City will be responsible for the airfare to and from China and staff reimbursements for associated travel costs outside of China, up to the limit allowed by the Internal Revenue Service.

The City’s cost associated with this travel will not exceed $16,000 and will come from the Pittsburg Power Company’s approved Fiscal Year 2025-26 adopted budget.

RECOMMENDATION

City Council adopt the Resolution approving expenditures for City representatives’ travel to China.

Page 174 of 178 ends

BACKGROUND

The City actively encourages cultural understanding and the development of relations between businesses, research and educational institutions, government policy and regulatory agencies, and other organizations concerned with encouraging progress in economic development. The City has formed and maintained Sister City and Friendship City relationships. These relationships join parties that have identified areas of common interest for cooperation, including, but not limited to: cultural development; business development; and the facilitation of networks and partnerships. A Friendship City is considered the first stage in becoming a Sister City.

In 2008, the City Council adopted Resolution 08-10975, which approved visits by four employees to Shimonoseki, Japan, and Wenzhou, China. In 2010, the City Council adopted Resolution 10-11395, approving visits to Shimonoseki, Japan, Pohang, Korea, and Wenzhou, China, for four employees.

SUBCOMMITTEE FINDINGS

This item was not discussed in a subcommittee.

STAFF ANALYSIS

Since 1987, the City has maintained Sister City relationships with: Pohang, Korea (established in 1987); Isola delle Femmine (established in 1992); Shimonoseki, Japan (established in 1998), and Yahualica, Mexico (established 2009); and a Friendship City relationship with Wenzhou, China (commencing in 2007).

The City received an invitation from the Conference Host to attend a conference where other Chinese and U.S. cities with Sister City relationships will be promoting mutual understanding, discuss issues of common concern, share experiences and cultures, and pursue economic development opportunities. Staff confirmed that the U.S. cities of Sonoma, Morgan Hill, San Diego, Dublin, and Richmond, the County of Alameda, and the San Francisco Bay Area Council will also be attending this conference.

Staff recommends authorizing business class air travel. Air travel time from the Bay Area to Hangzhou ranges from 14 hours to 26 hours, depending on the airline and the layover. Pursuant to City Administrative Order 024-Travel Policy, which is applicable to employees, “All long-distance travel on business class flights require the City Manager’s prior written approval as customary City travel is on economy class.” Staff will compare airfares and flight durations for cost effectiveness. Costs within China during the conference will be borne by the Conference Host or employee. The proposed City representatives are:
• Jelani Killings, Mayor
• Jordan Davis, Community and Economic Development Director • Vanessa Xie, Pittsburg Power Company Manager

Page 175 of 178 ends

The 2025 conference theme is “Closer Partnership for a Sustainable Future”, focusing on educational exchanges, innovation, and sustainable practices. The City always seeks opportunities that would benefit the local economy and residents, and facilitate partnerships.
