necessary due to local climatic, geologic, or topographic conditions within the City as follows:
a) Climatic Conditions
(1) Orange County is located in a semi -arid Mediterranean type climate. It annually experiences extended periods of high temperatures with little or no precipitation. Hot, dry (Santa Ana) winds, which may reach speeds of 70 M.P.H. or greater, are also common to the area. These climatic conditions cause extreme drying of vegetation and common building materials. Frequent periods of drought and low humidity add to the fire danger. This predisposes the area to large destructive fires (conflagration).
In addition to directly damaging or destroying buildings, these fires are also prone to disrupt utility services throughout the County. Obstacles generated by a strong wind, such as fallen trees, street lights and utility poles will greatly impact the response time to reach an incident scene.
(2) The climate alternates between extended periods of
drought and brief flooding conditions. Flood conditions may affect the Placentia Fire and Life Safety Department's ability to respond to a fire or emergency condition. Floods also disrupt utility services to buildings and facilities within the County. (3) Water demand in this densely populated area far
exceeds the quantity supplied by natural precipitation; and although the population continues to grow, the already -taxed water supply does not. California is projected to increase in population by nearly 10 million over the next quarter of a century with 50 percent of that growth centered in Southern California. Due to storage capacities and consumption, and a limited amount of rainfall future water allocation is not fully dependable. This necessitates the need for additional and on -site fire protection features. (4) These dry climatic conditions and winds contribute to the rapid spread of even small fires originating in high -density housing or vegetation.
These fires spread very quickly and create a need for increased levels of fire protection.
The added protection of fire sprinkler systems and other fire protection features will supplement normal fire department response by providing immediate protection for the building occupants and by containing and controlling the fire spread to the area of origin.
Fire sprinkler systems will also reduce the use of water for firefighting by as much as 50 to 75 percent.
b) Topographical conditions
(1) Natural; slopes of 15 percent or greater generally occur throughout the foothills of Orange County. The elevation change caused by the hills creates the geological foundation on which communities with Orange County is built and will continue to build. With much of the populated flatlands already built upon, future growth will occur on steeper slopes and with greater constraints in terrain. (2) Traffic and circulation congestion is an artificially created, obstructive topographical condition, which is common throughout Orange County.
(3) These topographical conditions combine to create a
situation that places fire department response time to fire occurrences at risk and makes it necessary to provide automatic on -site fire -extinguishing systems and other protection measures to protect occupants and property.
Resolution N. R-2022-80
c) Geological Conditions
(1) The Orange County region is a densely populated area that has buildings constructed over and near a vast and complex network of faults that are believed to be capable of producing future earthquakes similar or greater in size than the 1994 Northridge and the 1971 Sylmar earthquakes. Earthquake faults run along the northeast and southwest boundaries of Orange County. The Newport -Inglewood Fault, located within Orange County was the source of the destructive 1933 Long Beach earthquake (6.3 magnitude) which took 120 lives and damaged buildings in an area from Laguna Beach to Marina Del Rey to Whittier. In December 1989, another earthquake occurred in the jurisdiction of Irvine at an unknown fault line. Regional planning for reoccurrence of earthquakes is recommended by the state of California, Department of Conservation.
(2) Previous earthquakes have been accompanied by
disruption of traffic flow and fires. A severe seismic event has the potential to negatively impact any rescue or fire suppression activities because it is likely to create obstacles similar to those indicated under the high wind section above. The October 17, 1989, Santa Cruz earthquake resulted in one major fire in the Marina District (San Francisco).
When combined with the 34 other fires locally and over 500 responses, the department was taxed to its fullest capabilities. The Marina fire was difficult to contain because mains supplying water to the district burst during the earthquake. This situation creates the need for both additional fire protection and automatic on -site fire protection for building occupants. State Department of Conservation noted in their 1988 report (Planning Scenario on a Major Earthquake on the Newport -Inglewood Fault Zone, page 59), "unfortunately, barely meeting the minimum earthquake standards of building codes places a building on the verge of being legally unsafe." (3) Road circulation features located throughout the County also make amendments reasonably necessary. Located through the County are major roadways, highways and flood control channels that create barriers and slow response times. Hills, slopes, street and storm drain design, accompanied by occasional heavy rainfall, causes roadway flooding and landslides and at times may make an emergency access route impassable. There are areas in Orange County that naturally have extended emergency response times that exceed the 5 minute goal. (4) Soils throughout the County possess corrosive
properties that reduce the expected usable life of water services when metallic pipes are in contact with soils.
Due to the topographical conditions of sprawling development separated by waterways and narrow and congested streets and the expected infrastructure damage inherent in seismic zones described above, it is prudent to rely on automatic fire sprinkler systems to mitigate extended fire department response time and keep fires manageable with reduced fire flow (water) resources available for a given structure. Additional fire protection is also justified to match the current resources of firefighting equipment and personnel within the Placentia Fire and Life Safety Department.
3. This City Council hereby finds that the facts supporting the findings reference herein are contained in the staff report and the oral and documentary evidence submitted to this City Council during the public hearing conduced regarding the adoption of Ordinance No. O-2022-11.

On October 5, 2021, the City Council awarded a professional services agreement to Seilbert Perkins Design (SPD) to develop a citywide wayfinding signage program. Wayfinding signs are designed to inform and direct motorists and pedestrians to key points of interest within the community. A small amount of wayfinding signage can be found throughout the City but it lacks cohesion and is not comprehensive in nature. The proposed citywide wayfinding signage program includes an assessment of existing conditions and development of unique and authentic citywide wayfinding and street name design to reinforce community identity and placemaking. The wayfinding signs will be located on all major corridors leading to respective key destinations.
Additionally, the Old Town Placentia and Transit Oriented District (TOD) will have their own unique gateway signs highlighting the historical significance of these project areas.
The design book for the wayfinding program is presented as Attachment 2 to this report. If the design concepts are approved by the City Council, the next step of the project is to prepare the engineering construction documents. Staff is also presenting the proposed contract amendment (Attachment 3) for City Council consideration to amend SPD's professional services contract for an additional amount of $32,000 to cover the cost to design the citywide street name signs and to prepare construction and bid documents as well as provide construction support services.

City Council Agenda
November 15, 2022
RECOMMENDATION:
It is recommended that City Council take the following actions:
1. Receive the presentation and ask any questions of Staff; and
2. Review, consider and approve the Citywide, Transit Oriented/Packinghouse District and Old Town Placentia wayfinding signage designs as presented and recommended by Staff and the City's design consultant; or approve with modifications to the designs as directed by the City Council; and
3. Direct Staff and the design consultant team to complete the engineered construction and fabrication documents and technical specifications for the various sign types; and
4. Direct staff and the design consultant to implement the proposed phasing plan to complete the installation of the approved wayfinding signage program; and
5. Approve Amendment No. 1 to the City's agreement with Seilbert Perkins in the amount of $32,000 to cover the cost of designing new Citywide street name signs as well as prepare the engineered construction drawings for the new signage and provide construction support and inspection services for the fabrication and installation of the signage.
STRATEGIC PLAN STATEMENT:
This item conforms to Strategic Plan Goal 6, Improve City Beautification, of the City of Placentia Five Year Strategic Plan and Objective 6.2, Select Concepts, and Install Citywide Wayfinding Signage.
DISCUSSION:
Wayfinding signage at key locations throughout a community helps to create unique community branding and placemaking when announcing a motorist's or pedestrian's arrival at key destinations. Effective community wayfinding signage is also a key component to economic development efforts and conveys a higher degree of a community's sophistication and investment in the local economy. Most cities with robust economic development programs incorporate community wayfinding signage into larger business retention and attraction efforts. Local cities with master planned wayfinding signage programs include Brea, Fullerton, Buena Park, Claremont, and La Verne. The new wayfinding signage program reinforces the City's culture, history, and establishes the community's brand. The City Council allocated funds in the FY 2021-22 Capital Improvement Program Budget for this master planning effort.
The City has attempted other wayfinding programs in the past in a haphazard fashion and not part of a master planned effort. The signage is directional in nature to assist motorists in finding public parks as well as Old Town Placentia. The signs are not of any particular quality and are essentially basic aluminum traffic signs. Most recently, the City did implement an organized parking signage program utilizing modern universal parking signs directing motorists to off-street
City Council Agenda

parking lots in Old Town as well as installed over 20 City Limit and Tree City USA signs at the City's major entry points. The design of the City limit sign pays homage to the City's history by utilizing the same design as the original City limit signs from the early 1960's, a sample of which can be found in the Placentia Library's history room.
On October 5, 2021, the City Council awarded a professional services agreement to Seilbert Perkins Design (SPD) to provide design services for a Citywide wayfinding signage program.
Since that time, a working group consisting of staff from Public Works, Development Services, Administration and Economic Development have been working with the design consultant to design and develop wayfinding signs not only for Citywide points of interest but within specific project areas such as the TOD/Packinghouse District and Old Town Placentia. The design team held interviews with staff, the City Council, and members of the community to survey their opinions on the kinds of details, styles and information the wayfinding signs should incorporate. A total of 274 community members responded to the digital survey. Utilizing that information, the design team develop the overall design features of the various sign types with additional design input from Staff.
The results of that planning effort are presented to the City Council for its consideration in the attached design book (Attachment 2). Sign types and specific designs for Citywide signage and monuments, as well as for the TOD and Old Town project areas were customized to fit within the unique design standards of that project area. If approved by the City Council, the design team will prepare construction documents for fabrication and installation purposes based upon the approved designs and the City will then be able to solicit bids for the new signage.
Staff proposes to implement the proposed wayfinding program over multiple phases given the extensive work effort it will require to implement as well as the associated costs. The phasing noted below is based upon funding and the ability to incorporate the signage into larger projects. • Phase 1: Includes the proposed Citywide signage and monuments. • Phase 2: Includes the proposed signage and monuments for the Transit Oriented/Packinghouse District.
• Phase 3: Includes the proposed signage and monuments for Old Town Placentia. The cost of the signage for this project area will be included in the planned Enhanced Infrastructure Financing District funding package to construct the planned Old Town Streetscape Improvement Project.
• Phase 4: Includes the proposed overhead intersection street name signs. • Phase 5: Includes the proposed Citywide street name signs.
The proposed amendment to the agreement with SPD is to cover the cost of redesigning the City's street name signs as well as to prepare the construction documents and bid specifications for the new signage as well as to provide construction support and inspection services. An additional amount of $32,000 which includes $10,000 to cover the cost of designing the new street name signs and $22,000 for preparing bid documents and providing construction support is requested as a part of this contract amendment.
City Council Agenda
November 15, 2022
FISCAL IMPACT:
There is no direct fiscal impact associated with the approval of the master planned signage design concepts as outlined in the Design Book. The cost to prepare the engineered signage construction documents, provide construction support services during the installation process and design the Citywide street name signs amounts to $32,000. Sufficient funds exist in the FY 2022-23 Capital Improvement Program Budget (CIP) for that purpose. In addition, a variety of CIP funds will be utilized to pay for the fabrication and installation of any approved signs. These funds include but are not limited to Citywide Traffic Development Impact Fees, Gas Tax, Measure U, Measure M2 funds, and Transit -Oriented Development (TOD) Impact Fees funds.

City Council Agenda
November 15, 2022
More specifically, under Goal 8: Improve City Governance, Objective Number 8.6, states to update City Council Code of Ethics and Conduct ("CEC").
In conducting the people's business, it is the stated policy of the City of Placentia to uphold, promote and demand the highest standards of ethics from all of its officials, whether elected, appointed or otherwise hired. Accordingly, all elected officials, City employees and members of City appointed commissions and/or committees are expected to maintain the highest standards of personal integrity, truthfulness, respect, professionalism, honesty and fairness in carrying out their civil service duties. In addition these representatives should avoid any improprieties in their roles as public servants; and never use their position or powers for improper personal gain or influence.
The proposed CEC policy incorporates research and information prepared by William R. Kelly of Kelly Associates Management Group and is an amalgamation of best practices from other municipalities that have Codes of Ethics and Conduct documents for their respective city representatives.
The CEC Policy covers the following specific categories of conduct and conflicts of interests for civil servants:
1. They comply with both the letter and the spirit of the law and policies affecting operations of the City of Placentia;
2. They are independent, impartial, and fair in their judgement and actions;
3. They use their public office for the public good, not for personal gain; and
4. They conduct public deliberations and processes openly, unless legally confidential, in an atmosphere of respect, civility and transparency.
At the conclusion of any input from the Council on the matter and recommended changes approved by the City Attorney, the final Code of Ethics and Conduct Policy will be distributed electronically to all City elected officials and employees for signature, and all new employees will be required to sign the policy as a condition of their employment. Additionally, if adopted, the City will regularly review this policy along with other administrative policies and make revisions when appropriate.
FISCAL IMPACT:
There is no fiscal impact associated with the adoption of the Code of Ethics and Conduct Policy.

PREAMBLE
The citizens served by the City of Placentia are entitled to elected City Council Members, appointed officials, City employees, and members of commissions, boards and committees who are fair, ethical, and accountable. Such Council Members and related parties are required to pledge to this Code and shall constantly seek to reflect the following qualities:
• They comply with both the letter and the spirit of the laws and policies affecting operations of the City of Placentia;

BACKGROUND
The laws of the State of California govern all aspects of public service ethics, including full disclosure of personal economic interests, loans, gifts and honoraria, full disclosure of campaign contributions and other issues that might be considered conflicts of interest as well as criminal misconduct.
PURPOSE AND APPLICABILITY
While it is understood that the State of California has numerous sets of laws that guide the ethical behavior of public officials and employees, the City of Placentia wishes to establish that this is a community whose ethical values are clearly stated and fully understood not only by its elected officials and appointed leaders, but this Code of Ethics and Conduct is recognized and acknowledged by its elected officials, employees, and its citizen representatives to represent the values this community holds in highest regard.
To this end, we set forth the following Code of Ethics and Conduct with the expectation that all public officials, elected or appointed, all public employees, and citizens of Placentia will incorporate the spirit of this document into their lives and will represent the community of Placentia with the utmost integrity.
