UNFUNDED
The Americans with Disabilities Act (ADA) enacted on July 26, 1990 provides civil rights protection to persons with disabilities in the areas of employment, state and local government service, access to public accomodations, transportation and telecommunications. This program will identify and remove physical obstacles in public facilities that are not readily accessible to and usable by indviduals with disabilities.Implementation of improvements are based on availability of appropriated funds.
A focus of the ADA Improvement Program is to provide for the construction of ADA compliant curb ramps throughout the City. There are a number of locations where curb ramps do not exist and are needed, especially along school and public facility pedestrian routes. This program may also fund ADA ramp retrofit and traffic signal upgrades at signalized intersections to meet current ADA design standards at signalized intersections. The City's current backlog of ADA improvements within the City is estimated at $5.1 million.

TO: THE HONORABLE MAYOR AND CITY COUNCILMEMBERS
TITLE: ADOPT RESOLUTION NO. ___-25 APPROVING THE PLEASANT
HILL RECREATION AND PARK DISTRICT EVENT SPONSORSHIP
PROPOSAL FOR CALENDAR YEAR 2025
SYNOPSIS
The Pleasant Hill Recreation and Park District submitted a request for the City to sponsor a package of nine events during the 2025 calendar year for a total of $14,850.
DISCUSSION
Background
The Pleasant Hill Recreation and Park District (District) has organized numerous successful events over the years that enhance the quality of life for Pleasant Hill residents and support the local economy by attracting additional people into the area, who may choose to shop and eat at local businesses.
Analysis
On March 4, 2025, the District submitted the attached City sponsorship proposal totaling $14,850 for nine events in calendar year 2025 (see Exhibit 1). The District made a few changes to its 2025 sponsorship request compared to 2024, as summarized below:
• Several of the District’s events, which had previously required an admission fee, will now be free to the public to encourage more families to attend by reducing barriers and increasing convenience. (Note: the events listed in bold in Exhibit 1 represent free admission.) • The District is revamping its event lineup for 2025 by adding two new events (Multicultural Festival and Bark in the Park), while pausing three events (Family Dance Party, Family Luau, and Sunset Cinema Movie in the Park).
• The District’s request is $14,850 in 2025 compared to $12,375 in 2024.
Item 10.2
City Council Meeting Agenda - Page 819 of 823 - Monday, March 17, 2025
FISCAL IMPACT
The City Council allocated sufficient Economic Development funds within the Fiscal Year (FY) 2024/25 – 2025/26 Biennial Budget to pay for the District’s proposed City sponsorship package.
To the extent that the special events spur additional economic activity, such as food and retail sales at nearby businesses, the General Fund could see an indirect positive impact through additional sales tax revenues.
PUBLIC CONTACT
Public Contact was made through posting of the City Council agenda on the City’s official notice bulletin board, at the Pleasant Hill Senior Center, and at the Pleasant Hill Police Department. The agenda and staff report are posted on the City’s web page.
RECOMMENDED CITY COUNCIL ACTION
Adopt the proposed resolution to fund the Recreation and Park District 2025 Event Sponsorship Proposal.
ALTERNATIVES TO RECOMMENDED ACTION
The City Council could choose not to approve the District’s sponsorship proposal, or to approve a revised version of the sponsorship proposal.
