Project: City of Pleasanton Sewer Capital Implementation Plan Capital Improvement Projects
20-Year Plan -- Scenario 2 Funded By Priority

Capital Improvement Project Notes:

1) Estimated Total Capital Cost is derived from “Table 9: Cost Sharing for Scenario 3 CIP” from the Technical Memorandum dated February 11, 2025 concerning the East Pleasanton Annexation. Costs assume that development of the Kiewit property will contribute $222,275 in payment while balance will be funded by the Arroyo Lago development.

2) Estimated Total Capital Cost is derived from “Table 12: Pro-Rata Cost Sharing Scenario 6 CIP” from the Technical Memorandum dated February 11, 2025 concerning the East Pleasanton Annexation. Costs assume that Project 4B costs will be the Total of all developments (Kiewit North, Site H, East Lakes, Arroyo Lago, and Amazon) minus the Project 4A cost (Kiewit North and Arroyo Lago). The City will seek funding from developments as applications are processed or will seek construction of these projects from the first development with reimbursements made to others on a pro rata share basis as others connect.

3) Priority A Lift Station projects encompass all Criticality 2 and 3 improvements, while Priority B represents Criticality 1 (included in rehabilitation projects), as identified in the 2024 LS Condition Assessment TM.

4) At the time of this project, a redundant siphon will also be installed. Costs include demolition of existing station and assumes full replacement, including cutover costs from the old to new station.

5) Includes all sewer and stormwater generators identified in the TJC Report (2023).

6) Pipeline Replacement includes replacement and repair (R&R) of high priority pipes and an allowance for future R&R work, as well as CCTV inspection and Sewer AI for pipes. This money can also be spent on other high priority assets like force mains, siphons, or large diameter sewers as needed depending on the findings of condition assessment efforts.

7) City funded work to be performed by DSRSD. CIP assumes EALS will be rehabilitated, and the EARS LS and associated piping will be installed to supplement this rehabilitated lift station

8) Estimation of $200,000 for abandonment of Lift Stations currently not in service.

9) Major rehabilitation costs for lift stations were estimated based on the lift station's pump horse power and flow rate. A more refined cost estimate will be developed based on the extent of the rehabilitation required at each station prior to construction.

10) This line item is an allowance for the replacement or rehab of sewer siphons, forcemains, and large diameter sewers that are inspected as part of the Priority A analysis work. This cost will be refined as the analysis is completed

11) LS-14 Rehabilitation will take place under separate CIP funding, and therefore not included in this spreadsheet.

12) The SSMP will make subsequent recommendations about the scope and schedule of future condition assessment work, including CCTV, force main inspection, and manhole inspections.

Project: City of Pleasanton Sewer Capital Implementation Plan Capital Improvement Projects
20-Year Plan -- Scenario 3 Maximum Deferrals

13) Unplanned repair costs represent the risk associated with deferring capital projects. This cost is intended to account for potential emergency repairs that may arise if assets fail before they can be rehabilitated or replaced. To reflect this risk, a line item equal to 5% of City-funded capital projects is included in priority C, but spending would occur whenever an asset fails unexpectedly (in addition to the City’s O&M budget).
