The two likely reasons that most cities do not provide this service are cost impacts and time impacts. Vendors that provide written translation services typically charge by the word. Based on preliminary research, the cost of translating agendas into Spanish can be expected to be approximately $300-$400 per meeting, for an estimated annual cost of $8,400. Additionally, vendors will typically require the agenda to be prepared and submitted to them several days earlier than the typical process, meaning there would be less time to prepare the agenda or to add any urgent items. For these reasons, staff recommends simply adding the statement in Spanish to each agenda informing Spanish speaking residents how to request translation of items as needed.

Taking this action would increase a community member’s ability to obtain information as desired about matters before the City Council and enhance their ability to participate in Council meetings. Specific city actions, such as the receipt of certain grant or other funding from state and federal agencies has the potential to trigger language translation requirements. The City will continue to monitor such requirements and future legislative changes to ensure its practices are in compliance.

The recommended language for placement on City Council agendas is as follows:

Use of a Translator
* The City shall provide a translator if one is requested by a member of the public with a 48-hour advance notice. If a 48-hour advance notice is not provided, the member of the public may provide their own translator.
* Per California Government Code 54954.3, if an individual utilizes a translator during Public Statements, the legislative body of a local agency shall provide at least twice the allotted time to a member of the public who utilizes a translator to ensure that non-English speakers receive the same opportunity to directly address the legislative body of a local agency.
* If the City provides a translator or translation equipment that allows for the simultaneous translation of the testimony, then no additional time shall be granted.

The cost of any translation requests or live interpretation services will be dependent upon demand.

FISCAL IMPACT:

The recommended action can be accomplished with no fiscal impact. Appropriations for additional actions or services are not included in the City’s approved Operating Budget and a budget adjustment would be required. Translation services are estimated at up to $25,000 per year, depending on frequency.

Agenda Item No. 07 Page 3 of 3 CC Agenda 03-04-2024
DATE: March 4, 2024
TO: Honorable City Council
FROM: James Vega, City Manager
Charles Peretz, Deputy City Manager
SUBJECT: REMOVAL OF PARKING RESTRICTION ON SAN PEDRO STREET RECOMMENDATION:

It is recommended that City Council approve the removal of the parking restriction on the westside of San Pedro Street between Pleasant Valley Road and Clara Street and authorize staff to consult with Naval Base Ventura County.

BACKGROUND/ANALYSIS:

At the September 18, 2023 City Council meeting, then Mayor Martinez requested an agenda item to allow the Council to reconsider the current parking prohibition on San Pedro Street. The request identified the need to establish a dialogue with Naval Base Ventura County (NBVC) regarding any proposed change. This motion was seconded by then Mayor Pro Temp Perez, and the Council agreed to place the item on a future agenda for consideration.

Since that time City staff has engaged representatives from the Navy to review this issue on a number of occasions. These communications have relayed information about parking related community concerns in the area of San Pedro Street. While the street lies within the City’s jurisdiction, the Base has a valued interest in this project as its perimeter fence line is immediately adjacent to the street.

The City worked with NVBC to identify potential solutions to concerns, and of the intent to change the existing condition to provide parking on San Pedro. On Friday, February 23, Navy representatives expressed an understanding of the need to abate the community concerns and have requested the City:
- Consider the Navy’s input as it pertains to the design of parking spaces - Assume responsibility for maintaining the landscaped area immediately adjacent to the street which has previously been maintained by the Navy - Accept responsibility for striping and signage associated with street parking Agenda Item No. 08 Page 1 of 3 CC Agenda 03-04-2024

- Prohibit the parking of oversized vehicles such as Recreational Vehicles and post signs regarding this restriction
- Confirm that Navy Force Protection/Fed Fire Department will not be responsible for vehicle or property damage or personal injury in the new parking zone The City is confident that it can accommodate these requests and has advised the Navy of the following, subject to the City Council’s approval:
- The City understands that it is the Navy’s preference to have diagonal parking and staff intends to recommend that Council authorize staff to pursue that design to help address any Navy concerns
- The landscaped area adjacent to San Pedro Street is City property and the City is prepared to assume responsibility for maintenance
- Similarly, since San Pedro Street is a City street, we will be responsible for striping and signage
- We understand the Navy’s concerns regarding parking oversized vehicles (such as Recreational Vehicles) at this location and are supportive of prohibiting such activity
- The City is responsible for the design, maintenance and repair of its streets. Navy Force Protection/Fed Fire Department would have the same responsible for damage or injury as currently exists on any city street With the City Council’s approval, staff will undertake design and install parking spaces on the westside of San Pedro Street between Pleasant Valley Road and Clara Street. This change would likely provide an additional 40 to 70 parking spaces in an area in which parking has been a challenge.

FISCAL IMPACT:

It is anticipated that the cost to conduct a traffic study and install new parking spaces on San Pedro Street will be between $15,000 and $20,000.

STRATEGIC PLAN:

Primary Strategic Pillar and Objective:

Strategic Partnerships
• We aim to build strong, collaborative, mutually beneficial partnerships with our stakeholders that improve the quality of life for our residents.

RECOMMENDATION:

It is recommended that City Council provide feedback and direction regarding City Council goals, with a focus on guidance related to strategic partnerships with City Partners (Goal 5).

Goal 5, however, is one area that requires guidance from the City Council. The City Council may wish to discuss goals at this time for strategic partnerships with these agencies for the coming year. Additionally, the City Council has committees that work in these and other areas, and direction from Council could help the Committee’s identify goals for the coming year. Attachment A to this staff report is a complete list of City Council committees and appointments.

Note, there have been several requests at recent Council meetings for future agenda items from Councilmembers to discuss potential partnership ideas, proposals or talking points with the Port, Naval Base Ventura County, and City of Oxnard. This item allows for discussion of these topics as well.

FISCAL IMPACT:

None. This item does not require an expenditure of funds, however, the City Council’s goals will help guide the City’s budget adoption process.
