Contractors are required by law to be licensed and regulated by the Contractors State License Board, which has jurisdiction to investigate complaints against contractors if a complaint is filed within four years of the date of the alleged violation. A complaint regarding a latent act or omission pertaining to structural defects must be filed within 10 years of the date of the alleged violation. Any questions concerning a contractor may be referred to the Registrar, Contractors State License Board, P.O. Box 26000, Sacramento, CA 95826 Terms & Conditions: The terms and conditions on the reverse side are expressly incorporated into this Agreement. Owner acknowledges receipt of “NOTICE TO OWNER.” “Notice of Cancellation,” a Notice required by Business & Professions Code section 7030 and an EPA document discussing lead in paint, each of which are hereby fully incorporated into this Agreement.

NOTICE TO OWNER: Under the California Mechanics Lien Law any contractor, subcontractor, laborer, supplier or other person who helps to improve your property, but is not paid for his work or supplies, has a right to enforce a claim against your property. This means that after a court hearing, your property could be sold by a court officer and the proceeds of the sale used to satisfy the indebtedness. This can happen even if you have paid your contractor in full if the subcontractor, laborers or suppliers remain unpaid. To preserve their right to file a claim or lien against your property, certain claimants such as subcontractors or material suppliers are required to provide you with a document entitled "Preliminary Notice". General contractors and laborers for wages do not have to provide you this notice. A Preliminary Notice is not a lien against your property. Its purpose is to notify you of persons who may have a right to file a lien against your property if they are not paid. To extra protection for yourself and your property, you may wish to take one or more of the following steps: 1. Require that your contractor supply you with a payment and performance bond (not a license bond), which provides a guarantee that all work and proper payments will be completed. This payment and performance bond as well as a copy of the construction contract may be filed with the county recorder for your further protection. 2.

Require that payments be made directly to subcontractors and material suppliers through a joint control company, approved by the Registrar of Contractors. 3. Before making payment on any completed phase of the project, require your contractor to provide you with unconditional lien releases signed by each material supplier, subcontractor and laborer involved on that project phase. Anyone signing this release loses the right to file a claim against your property. To protect yourself under this option you must be certain that all material suppliers, subcontractors and laborers have signed.

Project Information
Project Name
Boy Scouts of America, Troop 363 Tents
Project Synopsis
Troop 363 needs to replace our current tents that are over ten years old. The tents are used year‐round, and the current tents require constant repair or replacement of the poles after almost every use. Our current tent model is discontinued, making it difficult to keep up with the worn parts.

Project Description
A major component of the Scouting program is camping and being in the outdoors. Troop 363 camps every month, including in the snow. In the summer, we may camp twice a month. The Boy Scouts of America Mission Statement is "to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Scout Law." One of the eight methods used by the BSA to accomplish this is the outdoor program. Scouting is designed to take place outdoors. It is in the outdoors that Scouts share responsibilities and learn to live with one another while learning skills that will last a lifetime. Giving back to the community is another aspect of the Scouting program. The Citizenship in the Community Merit Badge is an Eagle Scout required merit badge. Community Service is also a component of rank advancement in Scouting. Troop 363 has done many projects in Rancho Cordova. We have helped with several city tree planting projects Assisted older and handicapped residents with their yard work. We volunteer for the Thanksgiving and Christmas dinner giveaways at the Rancho Cordova Food Locker. The Troops Honor Guard has done flag ceremonies for several Rancho Cordova organizations as well as for the city. While we are asking for new tents to continue with Scout development, we have and continue to give back to our city. This is where our scouts live and go to school.

Giving back to our city makes it a better place for all residents.

Project Team
Adult leaders and parents of Troop 363 Scouts will be responsible for the procuring of the tents. Older Scouts, under the guidance of Troop leaders, will instruct the Scouts on how to set up, maintain and care for the new tents.

2 While we have already researched the tent that we feel best fits our needs, availability of most tents is subject to supply chain issues. If funding is approved, the tents will be ordered as soon as possible. Once they arrive and are found to be free of defects, any and all paperwork required by the city will be turned in.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Total Project Cost
$5,291.84 is the cost of the tents and the footprints that help protect the bottom of the tent to help them last longer.

We are requesting funding for 12 tents. To replace our currents tents, we need a total of 14 tents. We have Troop funds for one 3+ and one 4+ tent and footprints. We currently have $880.00 set aside to purchase the two tents mentioned above.

RCAA Capacity Building Feasibility Study
Project Synopsis
This project would provide funds to the Cordova Community Council to hire a consultant to explore the feasibility, potential structure, cost and benefits of creating a professional staff position to operate, expand and enhance the activities of the Rancho Cordova Athletic Association. The Cordova Community Council is currently spending great effort to keep a number of RCAA projects moving forward, but the demands of this expanding effort are growing beyond staff resources currently available to support it. This project envisions a deeper understanding of the demands and importance of this sector and solutions to its most pressing issues.

Rancho Cordova is no longer a small town wherein the burden of running an excellent citywide sports program can be managed by a handful of dedicated coaches and volunteers. The complexity of social media and publicity needs, facility needs and growing legal burdens will require a stronger sports infrastructure to insure success. As an example, it has been reported to the RCAA that the City of Folsom Parks and Recreation Department employs three people to handle scheduling and youth sports related issues in that neighboring jurisdiction.

Project Description
This project would hire a qualified consultant to explore the potential of developing a professional staff position to guide the Rancho Cordova Athletic Association in the areas of project management, fundraising and league coordination to advance and enhance youth sports offerings in the City of Rancho Cordova. Youth sports leagues are at a crossroads. Blessed with strong and dedicated leadership for many decades, there is a wide understanding among experienced leaders that over the next few years this cadre will "age out" and likely retire, leaving a big leadership gap. Continuity is a concern which could be alleviated by the formation of a staff position focused on preserving and planning for these eventual transitions. Second, Rancho Cordova is on the cusp of population explosion and more ‐‐ not less ‐‐ youth sports will be needed to make Rancho Cordova a desirable hometown for young families. A forward‐looking plan of how to prepare for this growth is needed. Third, a crisis of youth sports support infrastructure is looming.

Where will the umpires, referees and coaches come from? Youth sports leagues are already turning away participants due to shortages in these areas. A unified system that could address these needs should be developed, however league leaders currently do not have the capacity to address. Fourth, facility development and access issues, fundraising needs and opportunities, unified planning for future needs, unified publicity campaigns and more are fertile grounds for elevating youth sports in the city, making Application #77

2 Rancho Cordova a leader in this area. Physical fitness, education and social benefits are well known ‐‐ now is an opportune moment to explore the value of these goals and create the supportive structure needed to get there. Finally, what is the economic benefit to the City of a robust youth sports scene? Finding the answer to that question may surprise with hard dollar values which would be beneficial to all City residents.

Project Team
Cordova Community Council Foundation, Shelly Blanchard, Executive Director Project Goals
Goal #1: Explore the "as is" environment and general health of Rancho Cordova youth sports leagues, identifying sustainability, facility and related issues and whether they could be improved by professional support Goal #2: Identify various models of collaborative youth sport league management and coordination which result in enhanced offerings and excellent experiences for youth sports participants and whether this could be improved by professional staff support. Metric: These findings would be included in a report to the RCAA Goal #3: Determine costs and benefits of developing a youth sports "one stop" for attracting new sports offerings and tournament play to the City of Rancho Cordova, and whether this could be accomplished by professional staff support Metric: These findings would be included in a report to the RCAA Goal #4: Research and explore fundraising potential for enhancing play facilities, sports fee assistance, outreach to non‐English speakers and a wide variety of funding mechanisms which are available but not tapped due to lack of capacity of leagues and RCAA staff support Metric: These findings would be included in a report to the RCAA Goal #5: Explore benefits of professional staff effort to recruit, stabilize and retain coaches, referees, umpires and other officials whose shortage is threatening the demise of youth sports in Rancho Cordova and whether this could be improved by professional staff support Metric: These findings would be included in a report to the RCAA Goal #6: Explore the economic costs and benefits of enhancing the image of Rancho Cordova as a youth sports leader in California, including identifying opportunities wherein Rancho Cordova could take the lead or fill an existing gap Metric: These findings would be included in a report to the RCAA Goal #7: Identify strategies to boost overall youth sports league participation in Rancho Cordova Metric: These findings would be included in a report to the RCAA

Project Schedule, Timeliness and Adaptability
Project Schedule
Timeline: August 2022: CEIF Funding agreement finalized September 2022: Identify qualified consultant November 2023: Preliminary report for circulation to RCAA leagues and City of Rancho Cordova (presentation to annual RCAA Member League Retreat for full discussion) January 2023: Issue preliminary report February 2023: Issue final report In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

The Cordova Community Council participated in a similar exercise twice in recent years. The first was to ascertain what was needed to build capacity around the arts, which eventually led to the formation of the RC Arts non‐profit organization and a City of Rancho Cordova Arts Strategic Plan. The second effort aimed to construct a framework for future success of the Rancho Cordova Community Food Locker. Using those successful efforts as a guide, it strikes us as necessary to undertake a similar effort on behalf of youth sports leagues, a backbone of community life, which is suffering due to lack of capacity, unable to find time and resources to fully plan for a bright future. Because of this overall understanding by a particularly dedicated leadership team currently in place, but mindful that many will "age out" soon, the time is now to perform this deep dive and prepare for the future.

Please note, if selected for funding, you will be required to submit a narrative Outcomes Report and a financial Use of Funds Report at least two times during the grant period.

Will you be able to adjust your project if California Public Health and/or Sacramento County Health Orders change? For example, the program could operate virtually or with other modifications made. Please describe.

Yes. This project is primarily administrative and adjustments could be easily accomplished to achieve completion.

Project Information
Project Name
Boy Scouts of America, Troop 1601 ‐Tents , Patrol Box, Camp Stove & Lanterns Project Synopsis
Troop 1601, First all‐girl troop in Rancho Cordova established on February 1, 2019 which also happens to be the first day girls were allowed to join the Boy Scouts of America and enjoy all opportunities available. These girls started the BSA program with no prior scouting experience but with much enthusiasm to take on the task at hand. Troop 1601 started up with no camp supplies or tents.

The scouts expected to hold fundraisers to obtain much needed equipment and tents to participate in camping and the outdoors as this is a major component of the Scouting program. Unfortunately, Covid‐19 restrictions and shut‐downs prevented the girls from raising the necessary funds to purchase many items to participate in these opportunities. Another scout troop passed on a few of their oldest tents to assist our troop with starting their adventure. These tents were in poor condition or not serviceable, many were missing parts. We have tried to repair or find replacement parts; however, these tents are no longer available to purchase. Troop 1601 is requesting new tents for year‐round use to include snow camping in the winter. The troop is also in need of a patrol box for setting up a kitchen at campsite, a 3‐burner camping stove and 3 lanterns. Currently, we are borrowing equipment from various parents and then trying to make sure it gets returned in same condition. This makes it difficult, when trying to make sure all equipment has been obtained and returned just for an outing.

Project Description
The Scouting program offers youth a wide variety of experiences of which mainly focuses around the outdoors and camping not available in many organizations. BSA has opened up this same experience and opportunity to girls. The All‐Girl Troop 1601 has only been able to experience a few camp trips since being established, either due to lack of equipment or restrictions/shut downs of Covid‐19. Troop 1601 has missed out on opportunities to go snow camping such as the annual Klondike‐a competition between troops focused on cold weather activities. The Boy Scouts of America Mission Statement is" to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Scout Law." Scouting was purposely created to take place outdoors. Here, scouts learn to share responsibilities, connecting with others, and skills that will last a lifetime.

Another aspect of Scouting is giving back to the community. Community service is closely tied to rank advancement in the Scouting program. The Citizenship of the Community Merit Badge is an Eagle Scout required merit badge. While Troop 1601 is relatively new in the Scouting World, we may not have participated in as many community events as other organizations, but we did what we could Application #78

2 under the circumstances and are excited to become an active part of the community. Of the many opportunities available to volunteer in Rancho Cordova, we have volunteered in several events, such as a Pancake Breakfast and Dinner at the United Methodist Church. They also participated in Scouting for Food, volunteered for the Thanksgiving and Christmas Dinner donation drive at the Rancho Cordova Food Locker and provided flag Honor Guards for the City of Rancho Cordova. While we are asking for new tents and other camp equipment to offer a quality program, we give back to our community. The new tents and camp equipment will allow the Troop to deliver a quality outdoor program.

Project Team
Adult leader and parents of Troop 1601will be responsible for obtaining the tents, camp stove, patrol box and lanterns. Older Scouts or Troop leaders will teach the Scouts how to set up, maintain and care for the new tents and camp equipment.

Project Goals
We have researched the tents that will best suit our needs along with the patrol box, camp stove and lanterns, but realize the availability is subject to supply chain issues. If funding is approved, the tents and equipment requested will be ordered immediately.

Once all items are received and defect‐free, any and all paperwork required by the City will be turned in.

Winter Sanctuary and Homeless Services in Rancho Cordova Project Synopsis
Rancho Cordova HART will provide a rotating Winter Shelter and essential housing counseling and supportive services to the homeless in Rancho Cordova.

Project Description
Rancho Cordova HART’s mission is to provide services to the homeless in our community by continuing to provide life‐changing services. Our unhoused neighbors will receive much‐needed shelter and services during the coldest months of the year. Funds will be allocated to bus passes, services to provide clients with rental assistance, move‐in costs, application/background check fees, and the general operation of the Winter Sanctuary Shelter Program. Winter Sanctuary Shelter Program ‐ Citizens and faith communities operate the Winter Sanctuary Shelter Program in Rancho Cordova to provide free overnight shelter, warmth, meals, and connection to mainline health and housing‐related services for men & women who are experiencing homelessness in our area during the coldest months of winter. Potential guests are invited to arrive at the intake site at 5 pm each evening during the program to create a consistent meeting place. Guests of the winter sanctuary meet with the outreach navigator and, most importantly, become part of the HART family and Rancho Cordova community. Housing Counseling/Relocation ‐ Rancho Cordova HART partners with Sacramento Self‐Help Housing (SSHH) to assist those on the street or in the Winter Shelter Program, to achieve housing. SSHH helps by rapidly connecting clients with landlords, property owners, and housing program options. HART will support by using the community enhancement funds to remove the barriers to housing by covering the costs of security deposits, bus passes, or similar “move‐in costs.” These funds will also go to supporting those moving out of the new transitional house.

Project Team
1) Rancho Cordova HART operates the local rotating winter shelter program and will connect homeless individuals and families to the homeless outreach navigator for housing referrals, education, and services. HART mentors will also work with clients on additional issues such as transportation to the DMV, filling in applications to rent, or other resources (in‐kind and volunteer). Since 2013, Rancho Cordova HART has been mobilizing the community to come together as volunteers to help individuals and families residing in Rancho Cordova who are experiencing homelessness. Rancho Cordova HART is a local collaboration between the faith‐ Application #79

2 based community, businesses, residents, Folsom Cordova Unified School District, Elica Health, and Sacramento Veteran’s Stand Down. Rancho Cordova HART’s agenda is dedicated to the needs of the city’s homeless population. For the past seven years, Rancho Cordova HART has hosted a successful and welcoming winter shelter for the homeless in the city. During the off‐season, HART acts as a local resource to the homeless population and also assists with supporting and maintaining the city’s new transitional house. 2) Sacramento Self‐Help Housing (SSHH) is an organization that serves individuals and families who have insufficient housing resources.

Since 1990, they have been helping people who are homeless, in danger of becoming homeless, in crisis, or who have special needs, to find stable and affordable housing. SSHH operates various programs that assist individuals with their housing needs. Some of these programs include temporary and permanent housing, housing counseling, financial education, tenant‐landlord services, and community outreach. SSHH participates in Rancho Cordova HART as a supporting guide to ensure that HART has the resources it needs to assist its clients. SSHH helps during the HART winter shelter season and makes it possible for HARTs to create housing opportunities.

Project Goals
In general, the goal is to operate a rotating winter shelter program during the coldest months of the year in 2022, where our homeless neighbors can receive essential services and get connected to mainstream housing resources. The following are our measures for success. Organize a 2022 winter sanctuary program for 12+ program participants per night 1) Provide 700+ nights of lodging 2) Provide 5+ veterans lodging and services 3) Work with SSHH to provide services to 15+ winter sanctuary program participants 4) Organize 200+ volunteers to support the winter sanctuary program 5) Assist 10+ unhoused individuals or families achieve housing

Item number 7 in the above budget will be donated by members of churches. Facilities and staff/volunteers for each night of the winter shelter are donated by the faith communities that make up Rancho Cordova HART. $50,000 is an estimate based on our 2019 winter shelter program. If we hope to expand the number of winter shelter weeks (which we presume to do), the number will go up.

A better estimate of the in‐kind donations from our faith‐based community partners will be tracked in the reports.

3 Rancho Cordova HART prioritizes sustainability. Volunteers oversee all administrative tasks and program services, which reduces administrative costs to $0.00. Rancho Cordova HART has secured ongoing funding to support some program costs from its community members and organizational partners. These include submitting grant applications to funders, fundraising events, and individual solicitations.

Project Schedule, Timeliness and Adaptability
Project Schedule
1) July 2022 – June 2023: Ongoing housing services 2) December 2022 ‐ March 2023: Rancho Cordova HART winter shelter season In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

The housing counseling program will be ongoing. We will work closely with SSHH and the navigator to make sure the funds are used by June 20, 2023.

The public health orders have not, and we anticipate, will not impact our housing services program. SSHH’s navigator has pivoted through the pandemic to continue to provide services to our community. We can offer her support virtually or through other means of communication. If the public health order does not allow us to operate a winter shelter we will need to adjust this aspect of the program. Many HART groups have pivoted to provide respite day warming/cooling centers. We will do the same. Though it does not allow for overnight guests, this retains the service connection and resource distribution sentiment of the winter sanctuary program.

Project Information
Project Name
Home Repairs and Neighborhood Revitalization in Rancho Cordova in partnership with Habitat for Humanity Project Synopsis
Habitat for Humanity of Greater Sacramento is seeking support to work in partnership with the City of Rancho Cordova to fund 25 or more home repair projects for low‐income Rancho Cordova homeowners to help beautify the neighborhood, increase neighborhood pride, and support underserved low‐income homeowners with deferred home repairs. Habitat for Humanity of Greater Sacramento’s overarching goals with this project are to both substantially improve the quality of life of low‐income Rancho Cordova homeowners, in particular veterans and seniors, who are in need of critical home repairs to bring their homes into a safe, habitable condition, as well to uplift the neighborhood landscape through the beautification and revitalization of these properties that have deferred maintenance issues. Renovations include work to correct critical exterior life/safety and structural deficiencies as well as other high priority exterior habitability repairs, and maintenance related exterior repairs such as painting and landscaping. Funding will provide for significant capacity expansion of an existing Home Repair program and will allow us to target and prioritize low‐ income Rancho Cordova homeowners as part of our ongoing efforts in the Greater Sacramento region. For an example of the types of projects this funding would support, please see this video of Veteran and Senior Rancho Cordova Homeowner Miles whose home was repaired through support from the Rancho Cordova Community Enhancement Fund, Measure H funding:
https://www.youtube.com/watch?v=6z5e3C7XPUA
Project Description
We estimate this funding will allow us to make significant critical health and safety related and beautification repairs on at least 25 (at minimum) qualified low‐income owner‐occupied homes in Rancho Cordova thus both improving community pride and quality of life for the residents and their neighbors. Habitat for Humanity of Greater Sacramento will close our fiscal year 21/22 having completed over 75 home repairs for low‐income homeowners in the greater Sacramento region (in addition to Habitat’s other ongoing home building and Neighborhood Revitalization programs). Example renovations include replacing leaking and structurally unsound roofs and porches, corrected leaking windows, exterior paint/landscaping, substantial accessibility and aging in place upgrades, dry rot remediation, and health and safety related critical exterior repairs. If we receive this requested grant support, planned activities include: •Conducting outreach to increase awareness of the repair program within the City of Rancho Cordova • Screen applicants to establish eligibility and conduct on‐site reviews by a construction supervisor to define project scope. • Plan and Application #80

2 execute the selected projects under program supervision from a licensed general contractor and with on‐site construction professionals as project supervisors. The majority of the labor on Habitat projects is typically provided by volunteers. Where possible we leverage grant funding by actively soliciting in kind donations of materials to reduce project costs or layering on additional funding pools to stretch Measure H dollars farther and impact more Rancho Cordova households. • Evaluate the effectiveness of this program; report to the City with: a listing of who received assistance, a narrative of their eligibility for funding, description of the work performed, cost of the work charged to the grant, other funding or in kind resources leveraged, and testimonials from the homeowner partners impacted.

Project Team
Habitat’s staff of professionals play a huge part ensuring that projects are completed on schedule and on budget. Overseen by our CEO Leah Miller (20+ years nonprofit, real estate, and leadership experience), our Director of Construction Michael Gordon (43+ years construction experience) plans and directs all aspects of our home construction and repair activities. Project Site Superintendent Brian Bushta (10+ years construction experience, 3 years with Habitat) manages the volunteers, subs, and day‐to‐ day details for the project and ensures that the build site is safe, and work is completed on schedule. Our Manager of Homeowner Services Cory Stevenson (JD Western Reserve University Law School) is responsible for outreach, recruiting and qualifying prospective families, and guiding them throughout the process. Our COO Shannin Stein (25+ years non‐profit experience) supports the homeowner services team with compliance, insurance, and reporting on grant activities. Our Chief Development Officer Laine Himmelmann (10+ years fundraising experience) oversees the overall fundraising, marketing/media/public relations, and volunteer recruitment and scheduling for the organization. Our Controller Farrah Shields (10+ years finance and accounting experience) is responsible for ensuring donated funds are used efficiently, applied as directed, and that Habitat complies with the terms of grant funding.

Project Goals
Our goal is to repair/renovate 25 or more low‐income owner‐occupied homes with deferred exterior maintenance issues in Rancho Cordova, transitioning the occupants from substandard living conditions, with potentially serious life/safety and structural deficiencies, to homes with significantly improved habitability and pride of ownership. As evidenced in the photos and testimonials in our previous grant report, celebrating and articulating to homeowner partners who is making the work we are doing possible in Rancho Cordova (the City of Rancho Cordova) is also an important piece of this partnership that adds to the increase of pride of community. Our additional short‐term goal by providing these exterior home repairs is also to benefit the neighborhood at large by beautifying the streetscape through repairing these homes. We anticipate these 25+ repairs would directly impact between 40‐65 Rancho Cordova individuals with critically needed preservation and maintenance support and untold numbers of neighbors who would benefit from the uplifted streetscape. Our long term goal is to alter the decision‐making calculus when seniors need to decide where to live out their lives. The critical home repairs we do are often the make‐or‐break deciding factor on whether residents are able to choose to age in place or are forced to seek other housing. The beautification repairs (painting and landscaping) can also have significant impact on both the neighborhood and the mental health and pride of ownership for the resident. We will provide an end of grant report to include data on a) who received assistance, b) a narrative of their eligibility for funding, c) description and photos of the work performed, d) costs of the work charged to the grant, e) other funding or in‐kind resources leveraged f) homeowner testimonials and impact photos.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Total Project Cost
300,000
Estimated Breakdown of Project Expenditures
Our estimated breakdown of the $300,000 grant would be: ‐ 40% Sub‐contracted services, site services, and labor/site supervisor – $120,000 ‐ 50% Building materials (lumber, siding, etc.) – 50% of total grant request ‐ $150,000 ‐ 10% Administrative costs (social services and operations labor) ‐ $30,000 The request for construction labor is the site supervisor’s salary which includes evaluating each project, ordering materials, scheduling trade partners, and supervising the repairs. A substantial amount of the labor, particularly on “Brush with Kindness” repair projects (landscaping, fencing) will be provided by volunteers. We have also included 10% of the grant go to support the administrative/operational needs including marketing to the Rancho Cordova community, review and selection of homeowners, homeowner support, bi‐annual reporting with the City of Rancho Cordova, documentation for reporting, and the weekly communication with City of Rancho Cordova staff. Every inquiry/application from prospective home repair partner families must be reviewed, homeowner communicated with, and for those homeowners whose applications are accepted, walked through the contract and process from application to finish of repairs. As evidenced by our 19/20 Measure H CEF grant where we promised 3‐4 home repairs and delivered 5, as well as with our current 21/22 CEF grant where we will leverage other Application #80
ITEM 12.4. ATTACHMENT 3

Page 2673 of 2762 ends

3 funding to do 15 home repairs (our scope of services promised 10‐12) we will continue to be efficient, frugal, deliberate, and look for opportunities to stretch the CEF grant by leveraging and laying on additional partnerships. As the breakdown of costs can differ substantially per type of repair (for reference, a “brush with kindness” beautification repair is typically under $5,000, but a critical home repair depending on the work needed, can be up to $30,000 with a roof), our plan with this grant would be to have a mix of critical and beautification repairs.

Matching Funds
We currently have grant commitments and applications pending to further expand our Neighborhood Revitalization/Home Repair Program at large across the greater Sacramento and Yolo County region. If any of these applications are approved these funds would work in conjunction with Rancho Cordova funding (and layered on top of where possible as we are doing with a variety of current Rancho Cordova home repair projects from our 21/22 Measure H funding). Rancho Cordova Community Enhancement Funds would only be used in Rancho Cordova and other funding would be used as directed by the granter in the Greater Sacramento area (or layered over Rancho Funding to stretch Measure H dollars farther) SMUD: $1 million 2022‐2023 MOU in progress, County of Sacramento $20,000 TOT funding approved, $35,000 Aging in Place Nancy Fisher fund, Air Warrior Courage Foundation$15,000 (pledged), Rock the Block $100,000 in hand. Rancho Cordova applicants have always been eligible for funding through our program and will continue to be so. However our work relies on resources; if this request is denied then Rancho Cordova applicants are competing with a much larger pool of applicants and we will always prioritize on the greatest need and veterans when making decisions as to which applicants to serve. Approving our grant request gives Rancho Cordova residents a dedicated source of funding to address their needs without competing with applicants from all of Greater Sacramento and Yolo County. Habitat home build and repair projects are made possible through volunteer labor and hundreds and hundreds of volunteers. Additionally, if awarded this grant, we would look for opportunities for in‐kind support and matching funds (such as SMUD funding and TOT funding) within the city of Rancho Cordova to stretch the allocated dollars farther and repair more homes and neighborhoods.

Include Any Other Funding Contributions
While we have other funding contributions for our repairs program at large (see above), we do not have any other funding that is Rancho Cordova specific and that would help us prioritize the City of Rancho Cordova and Rancho Cordova homeowners. If this request is denied then Rancho Cordova applicants are competing with a much larger pool of applicants. This grant would help us put Rancho Cordova applicants to the top of the list through a dedicated funding source specifically for Rancho Cordova families, seniors, and veterans in need of home repair services. Additionally, while we have included a modest 10% of the grant towards the weekly operations/admin support needed for qualifying and working directly with the homeowner partners and reporting, the majority of the homeowner services, as well as finance, and volunteer services staff time would be covered through other areas of our $8 Million budget such as from our ReStore ($1 million unrestricted revenue annually), Habitat homeowner mortgage payments (unrestricted revenue), and general unrestricted donations.

Ongoing Operations and Maintenance Costs (if applicable) There would be no additional or ongoing costs related to the projects that would be covered and made possible through this request.

Total Community Enhancement & Investment Funds Requested 300,000

Project Schedule, Timeliness and Adaptability
Project Schedule
Upon notification of grant award: 1. Begin outreach activities to local organizations. 2. Open application process specifically to low‐ income Rancho Cordova residents. 3. Marketing campaign and work with media partners to broadcast opportunity to residents. 3.

Begin application review and selection process. 4. Begin on‐site reviews to define scopes of work and estimated costs. 5. Projects selected by no later than January and put into the construction que for completion no later than July 30. 2023. 6. Estimated time to complete each project can vary from a few days (beautification projects) to 4‐6 weeks for critical home repairs depending on scope of work, weather, etc. 7. Completion of a minimum of 25 home repair projects for low‐income Rancho Cordova homeowners by June 30, 2023.

In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

Careful consideration and conversation is always had with all Habitat leadership team members from homeowner services, construction, finance, development, and operations before requesting funding for a grant to ensure we can perform within the timeline, promises, and expectations of the grant. Both years we have been granted funds by the City of Rancho Cordova, we have/will exceed expectations in terms of impact numbers. Even during COVID in 2020 when our organization was shut down for 6 weeks, we were able to deliver and complete all projects within the time period and exceed expectations. We will do the same this current grant period with a larger funding allotment. Additionally, last month we hired an additional site supervisor dedicated exclusively to home repairs so we now have two full‐time construction site supervisors dedicated to our home repair program. We also added two additional homeowner services team members on top of our Homeowner Services Manager to be able to better support our homeowner partners and qualify families quicker. Habitat is an organization which prides ourselves on always doing what we say we are going to do. Based on the surge of Rancho Cordova applications, our proven capacity, and our increased program and construction support added to our team over the past few months, we feel confident that the need is there as is our capacity to make a larger impact with larger grant support. Based on our current construction schedule, the need and interest for our repair services within the Rancho Cordova community, and our staff capacity, if awarded this grant, we will finish all projects by June 30th, 2023.

In March of 2020, Habitat for Humanity was forced to close our retail outlet, the ReStore, with shelter in place orders. As the ReStore is a primary supporter of Habitat’s operating costs including rent and staff, that meant temporarily furloughing 90% of the Habitat staff for 6 weeks and temporarily shutting down all the construction sites. Since bringing our staff back and reopening the construction sites in early May of 2020, we have been building forward bigger than ever and with the needed modifications when modifications were needed (less volunteers per site and tier‐based allowances for who can volunteer, highly stringent safety measures and protocols on and off the construction site, doing exclusively exterior home repairs , etc.) to continue to operate safely and efficiently. While we are now back to our traditional pre‐covid volunteer numbers and modes of operation, building forward through COVID taught our team how to be nimble and adapt to any situation while still staying on our build schedule and maintaining our commitments to funders and those we serve. As an essential business and with the modifications we have made and could make again to ensure we can continue to build forward and operate, this program will be able to continue to adjust, operate and perform as needed based on any California Public Health and Sacramento County Health orders.

Project Information
Project Name
Rancho Resilience & Reinvestment Project (Triple R)
Project Synopsis
Program supporting Rancho residents hit the hardest by the economic and social impacts of COVID‐19. Services will offer wrap‐ around case‐managed coaching services focused on wholistic support of each participant's needs. Resource Specialists offering a strengths‐based, culturally responsive empowerment model will work with participants toward their financial, educational, employment, housing, domestic violence recovery and stress reducing goals. The outcome of this program is to revitalize the community, create participant support networks and recovery to those most impacted by COVID.

Project Description
Triple R will offer participants a chance to change their lives 180 degrees. Coaches will work with participants to identify and access next steps in their social and economic recovery. Immigrants, refugees and communities of color were impacted at astronomical levels with loss of employment, income and access to services throughout the pandemic. While this program does not only focus on these groups, FCCP has a strong relationship with each community in Rancho and this program will work to help participants help themselves. These supports will build community cohesion through networking, provide a positive outlet for self‐discovery, inquiry, understanding and knowledge of support systems available. As each participant deepens in their own goals accomplishment and participation in programs this will provide a socio or economic benefit to the city by promoting community relations, residents’ well‐ being, safety and increased economic stability.

Project Team
FCCP will be the main organization responsible for this project. The Director along with the Community Supports Manager will supervise a team of Resource Specialists committed to participant goals accomplishment, connection with resources and supportive activities. FCCP houses Rancho Cordova Job Center for easy referral and has myriad established community partnerships to fulfill this program's needs. FCCP currently has MOU's with WEAVE (domestic violence support provider), CSUS department of Social Work and Early Child Education, Chaplain University‐nursing, Rancho Cordova Grocery Outlet, Mi Rancho Market, SMUD, SETA, EFSP and Sacramento's Family Support Collaborative to name a few. FCCP’s Accounting department will support billing, payment and tracking of requests for support.

Number of Years
2 If you answered yes above, describe your sustainability plan and whether the project is viable as a single year request.

We will do our best if only one year is funded. Considering the wide‐spread impacts of the pandemic, FCCP expects to be supporting community members through recovery for at least the next two‐three years. FCCP continues to write for grants that will support our most impacted community members.

How many years have you received funding for this project? 0 When will your request for funding sunset for ongoing programs? June 30, 2024
Do you plan to ask annually for funding?

3 In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

FCCP has a long history of supportive programs to the community. FCCP will outreach the program aggressively through social media, partners and businesses/institutions participants frequent. FCCP has a strong management team of qualified, skilled and tenured leaders. FCCP's Accounting department routinely processes related payment requests and tracking of qualifying data. Many of the proposed supports are already established through on‐going MOUs and community relationships. This should prove advantageous to not only identifying participants but also providing connections and support.

FCCP transitioned with‐in three days of the original California Public Health order and has taken most documentation, meetings and programming online. FCCP will continue to adjust services to the needs of the community while adhering to the most current order with as little impact to participant access as possible.

Project Description
Describe the project in detail and how it benefits the community based on the City’s Community Enhancement & Investment Fund guidelines and selection criteria. If you need more room to answer the question, please attach a separate document to your application.

The terminus of Chase Drive in Rancho Cordova offers direct access to a rare combination of community amenities not found anywhere else in the Sacramento Region. The corridor includes the 55-acre historic American River Ranch, the 63.5-acre Hagan Park, Cordova High School including the new Theater Arts center, Mills Middle School, Cordova Gardens Elementary and unprecedented access to the American River Parkway. These combined amenities currently attract a diversity of visitors and have the potential to engage many more through the development of dynamic health, recreational, educational, entertainment, agriculture, environmental and culinary experiences. Toward this end, Soil Born Farms is working diligently with the City of Rancho Cordova and other regional partners to create a Center for Food, Health and the Environment at the American River Ranch. This legacy project will anchor and tie these community amenities together, creating a preeminent location for visitors to access vital health resources, learn, celebrate and recreate.

PROPOSED SCOPE of WORK
The City of Rancho Cordova has been instrumental in funding backbone infrastructure improvements necessary to activate next steps of the interpretive center construction. The entrance signage and landscaping proposed here will bring completion to recent driveway and parking lot upgrades, which have created major improvements to the site’s accessibility, safety, aesthetic appeal, and capacity to host visitors. Proposed actions under this request include:
● Design and installation of attractive Soil Born Farms entrance and marquee signage at Chase Drive. This will replace the temporary signage currently in place. Conceptual designs for this element and the landscaping plan were previously done by Mark Thomas and Associates. These plans will be modified slightly based on changes to the new driveway alignment.
● Design and installation of landscaping at the site entrance and along the length of the newly installed driveway. Landscaping will include a combination of native and drought tolerant plants consistent with landscaping in the completed parking lot. ● Please see Scope of Work and Project Drawing attachment for detail.

These steps will add to the charm of the Chase Drive corridor, and will increase Soil Born Farms’ visibility to visitors from the Sacramento region and beyond. The upgraded entrance look will tie seamlessly into new bike/pedestrian pathway installation under the City of Rancho Cordova’s Chase Drive - American River Parkway Connection Project (which also includes lighting, ADA design, and high visibility crosswalks). Combined, these improvements will ready Soil Born Farms to install a planned bike/pedestrian connector pathway paralleling the new driveway, providing safe, dedicated access from our site to 5 schools within walking distance, Hagan Community Park, and the American River Parkway pathway used by millions of recreationalists each year.

SITE DEVELOPMENT ACCOMPLISHMENTS
With support from the City of Rancho Cordova and other partners, many major infrastructure upgrades are underway or have been completed. These are essential steps in preparing the site for new construction outlined in the American River Ranch Master Plan, toward the goal of establishing the Center for Food, Health and the Environment. Accomplishments to date include:
● Widened 2-way driveway entrance (completed)
● Paved, lighted parking lot with ADA stalls (completing spring 2022) ● Backbone utility upgrades of water, gas, sewer and electrical (completing in 2022) ● Farm Stand and Culinary Building final design (In final design review) ● Animal Barn design (currently underway in partnership with Cordova High School’s Agriculture Academy, with funding from the Wildlife Conservation Board) ● ADA pathways with interpretive signage throughout the property (design planning currently underway with funding from the American River Parkway Foundation) ● This recent infrastructure complements the existing equipment barn, caretaker house, schoolhouse, farmhouse kitchen, outdoor theater, office building and outdoor patio - many of which have been constructed or renovated by Soil Born Farms.

These upgrades have paved the way for future site and program development including:
● Entrance Bike/Pedestrian Path: A dedicated, paved pathway paralleling the driveway, and connecting to Hagan Park and Chase Drive.
● Demolition, Drainage and Paving: Final preparation in advance of construction of the Farm Stand and Culinary Building and Animal Barn requires demolition of the existing buildings, drainage work, basic grading and paving.
● Animal Barn Construction: An animal program plan is currently being developed in consultation with the Cordova High School Agriculture Academy. A new joint-use Animal Barn will serve as a learning ground for high school students to practice research, holistic land management, animal science, sustainable agriculture and job skills. It will also provide exciting interpretation and education for visiting youth field trips and drop-in visitors. The barn and farm pastures will host a variety of animals including chickens, turkeys, sheep, rabbits and goats.
● Farm Stand and Culinary Building Construction: Providing healthy food access, culinary education for youth and adults, and sales for local farmers and food artisans. The facility will provide dynamic job training for high school aged youth focused on retail, customer service, culinary arts, farm value-added product development, catering, event management and sustainable food production.
● Visitor Center: Design and construction of a facility to interpret the rich history of this land, and the interface between food, health and the environment.

Key community benefits associated with the overall project include:

Community Pride:
 The Center for Food, Health and the Environment at the American River Ranch will anchor a combination of amenities that will draw national attention and create improved livability for local residents once fully developed.

Civic Engagement:
 This project supports existing and future programmatic activities along the Parkway, at Soil Born Farms, and in Hagan Park that attract, engage and inspire a diversity of adult and youth visitors.

Quality of Life:
 Uses good design and agency collaboration to encourage reinvestment and renewed interest in a heritage neighborhood of Rancho Cordova.
 Provides low-cost access to healthy food and programs that help residents address dietrelated health issues.

Public Safety:
 Creates improved and safer multi-modal access for residents to a facility that historically was not open to the public.

Arts and Culture:
 With the presence of Soil Born Farms at the American River Ranch, CRPD’s historic Rescue Barn, and Cordova High Schools Agriculture and Culinary Academies, this project invests in a community site that celebrates and accentuates Rancho Cordova’s rich agricultural history and commitment to playing a leadership role in the regional Farm to Fork movement.

Children and Youth:
 Food, agriculture, environmental stewardship and recreational services are all important career pathways that can be accented at this site with proper investment of infrastructure and programs. With five schools within walking distance to this location and easy access to bus and light rail, area youth and adults will have the opportunity to engage in dynamic life and career development activities from early childhood through adulthood.

Current activities offered by Soil Born Farms include food production, community events, summer camps, field trips, adult classes, summer youth employment, cooking education, gardening education, animal husbandry, health and wellness education and environmental science education.

SOIL BORN FARMS ROAD LANDSCAPE IMPROVEMENTS
City of Rancho Cordova / Soil Born Farms
1 OF 4

PROJECT UNDERSTANDING
We are providing this scope and fee to document our understanding of the work required to complete landscape improvements along Soil Born Farms Road, based on our phone conversation of March 10, 2022, and follow up emails. This budgetary scope of services is provided to assist in development of a Measure H grant proposal for the completion of landscape improvements along Soil Born Farms Road. This area is completely within the County Parks property which Cordova Recreation and Parks District manages for maintenance and events. An exhibit showing the scope of the landscape improvements area is attached.

The proposed project intends to utilize previously delivered 100% drawings, prepared by Mark Thomas, and extract plans for construction that would include irrigation and planting along the west side of the road and a small portion to the east side of the entry leading to the new Soil Born Farms parking lot, entry sign design and preparation for future signage lighting. Construction budget is expected to not exceed $320,000, which includes additional engineering costs to complete the plans and construction support. The project may require audit of existing irrigation to satisfy parks department maintenance needs.

Soil Born Farms Road was previously constructed under another phase. Through that effort an arborist report was prepared, and the existing road was realigned and widened to a uniform width of 20-feet.

SCOPE OF WORK
TASK 1. PROJECT MANAGEMENT AND DOCUMENTATION

Homeless Student Servicies
Project Synopsis
Education is a key element for the success of every great city. Students experiencing homelessness face unique challenges in accessing and succeeding in school. In partnership with the Department of Homeless Student Services of the Folsom Cordova Unified School District we propose to assign a fund to support the most vulnerable students in the Rancho Cordova area.

Project Description
The Department of Homeless Student Services identifies and supports students experiencing homelessness as described under federal law McKinney Vento Homeless Student Act. This act was enacted in 1987 to ensure that children and youth experiencing homelessness have access to the same free, appropriate public education and services as their non‐homeless peers. Homeless Student Services works in collaboration with schools and community partners towards this goal.

$15000 annually in gift cards. The reason to ask for gift cards is because it is the best known and proven method for Homeless Student Services to monitor and control the usage of these resources per family. Students have the opportunity to wear new clothing and choose according to their style. This experience has proven to be positive for students in the homeless program. The fund will be distributed as follows: $10 000 for clothing, shoes, commodities and other needs for the families: Distributed in equal parts of $2500 per each one of the following stores: Target, Walmart, Amazon and Kohls. $5 000 for food needs: Distributed in equal parts of $500 per each one of the following: Restaurants: McDonalds, Taco Bell, Subway, Wendy’s, Burger King, KFC and Domino’s.

With a much closer monitoring: Winco, Grocery Outlet and AMPM.

Project Information
Project Name
Outdoor Kindergarten Learning Area at Cordova Meadows
Project Synopsis
We want to build an outdoor learning area with a shaded structure and tables in the kindergarten playground area.

Project Description
There is an area of our kindergarten playground that once housed a large redwood tree. As parts of the tree were dying and creating a safety hazard it had to be removed. Unfortunately when the tree was removed, the shade it provided was eliminated. Since it has been removed, we would like to turn the area into an inviting, outdoor learning area. We will cement part of it with tables and a shade structure. In the other part of it we will include bark and tree stump jumping stones for the students to play on. In this area we would put some garden boxes for the children to grow plants.

Project Team
Amber Fontaine ‐Principal, Amanda Walsh‐Assistant Principal, and district facilities team (Matt Washburn and Mike Hammond) Project Goals
We want to make an area on our kindergarten playground where students can go outside to learn and play. The area would be used by our kindergarten and preschool class during the school day. We would also use it as another space for our after school ASES program. Our long term goal is to use this space to support parent connection events for our School Site Council, English Learner Advisory Committee, and Black Student Union Parent Advisory. It would be a lovely space to host our family events in the evenings or the weekends.

Project Information
Project Name
Spark Mobile
Project Synopsis
Through our artistic box truck, Sacramento Valley Spark will bring interactive games, a cooling center and neighborhood cleanup tools to community events around the region.

Project Description
The Spark Mobile will provide a flexible platform for taking Sacramento Valley Spark’s unique creative energy to numerous (at least 6) Rancho Cordova events over the course of a year. Through the “Spark” drive‐thru and “art stops” events Sacramento Valley Spark has shared the art, music and energy of the local Burning Man community. These socially‐distanced events provided a safe artistic outlet for thousands of people. Now as Covid‐19 restrictions diminish, the demand for community events and human interaction is expected to soar. Rather than focusing our energy on one event, we want to make our energy available for multiple community events. The artistically wrapped Spark Mobile will bring hula hoop lessons, silent disco and scores of additional interactive games to events in Rancho Cordova and contingent on funding, around the region. In addition to the interactive activities, the spark mobile will include a water tank to provide a cooling zone (misters) and tools to help the community clean up. Global warming will mean more and more event producers will grapple with how to keep guests safe during extreme heat events. Our truck will provide a cooling zone for guests to rest and escape the heat. Sacramento Valley Spark and other groups have taken action to clean up our communities. Our truck can support those efforts by providing grabber sticks, buckets and other supplies to these trash pickups.

While we envision seeking funding from additional agencies, contingent on funding, we’ll commit to activities at least 6 Racho Cordova events. We project that our project – with four volunteers at the event – will directly impact 2,100 people over those six events.

Project Team
The project is a creation of the 501c3 nonprofit Sacramento Valley Spark. Our project team has successfully managed Community Enhancement Fund grants in 2020 and 2021. Galvanizing more than 300 volunteers, we hosted “Summer Spark drive‐thru” in 2020 and in 2021 we hosted a “Spring Spark drive‐thru” and the “Art Stops” activations in conjunction with Regional Transit. Angela Gentry, Secretary Gentry is a marketing professional with extensive experience in sales and brand management. Krista Gurko, Board Member (Artistic, Leadership) Krista has experience in performance and community art engagement, nonprofit leadership, managing volunteers in civic engagement, higher education instruction, and innovative exchanges with diverse populations. DamenQuincy Hayes, Director (Artistic, Technical) DamenQuincy is a long‐time recruiter and manager of artistic and technical talent for SVS events and promotional materials.

Project Goals
The goals of the “Spark Mobile” are to promote interaction with strangers, community safety through the cooling zone, and community pride through the support of trash cleanups. Interaction Human interaction through art, learning, and play creates stronger, happier communities and has been sorely missed during Covid restrictions. An example of similar, stationary publicly available activities can be seen at Sacramento’s Downtown Commons activity area including cornhole (toss game) before Kings games. Hosted activities may include Hula hoop making + lessons Tutu making Name tag games Silent disco Community safety Global warming will result in the increasing frequency of extreme heat events that threaten the safety of event attendees and the viability of the overall experience. The Spark Mobile through an onboard water tank and deployable misting towers and shade structures will be able to provide a cooling zone that will allow attendees to lower their body temperatures and avoid the dangers of heatstroke or heat exhaustion. The vehicle and cooling zone can be deployed for humanitarian safety reasons that do not have community event elements. Community Pride Keeping our communities free of trash and rubbish is an increasingly difficult task.

While we can’t immediately solve all of the factors that lead to littering and blight, we can encourage citizens to care about their community and to actively work to make it cleaner. Rancho Cordova has long been home to river cleanups hosted by the foundations linked to the American River. Since 2019, Sacramento Valley Spark has been hosting now quarterly “Moop Your City” trash collection events. M.o.o.p. is an acronym in the Burning Man community for Matter Out Of Place. With grabber sticks, buckets, bags and sharps disposal boxes, the Spark Mobile will support these efforts and make trash collection a fun, community‐bonding experience.

Re: Support for Spark Mobile
Dear Ed,
The Cordova Community Council is delighted to support Sacramento Valley Spark’s proposal to create a “Spark Mobile.”
The Cordova Community Council – through our Mine Shaft event center – has worked with Sacramento Valley Spark as you hosted the 2020 Summer Spark Drive-Thru and 2021 Spring Spark Drive-Thru events. Both events operated safely and contributed a much-needed boost of artistic energy to the community. The COVID-safe events allowed thousands to enjoy art, music and food without leaving their vehicles.

As we understand, the Spark Mobile will bring art, interactive games, a silent disco, and a cooling ce nter to Rancho Cordova events. We would be excited to incorporate participation at events such as Kids’ Day, July 4 celebration, iFest, and our outdoor movie and concert nights. It sounds like fun! The Spark Mobile activities would add new energy to our longstanding events benefiting the community. I hope the Community Enhancement and Investment Fund process supports this innovative idea and I look forward to busting some moves of my own via Silent Disco! Sincerely,
Shelly Blanchard, Executive Director

Project Information
Project Name
Rancho Cordova School‐Year Service Program
Project Synopsis
Sierra Service Project seeks funding to continue its long‐standing home repair and youth service program. This project will focus on engaging groups of local middle and high school students during the school year in hands‐on home repair and community‐based service projects. Youth will gain skills, and the community will benefit! Project Description
Since 2015, Sierra Service Project (SSP) has hosted over 1,400 volunteer days and completed 106 exterior home repair projects for 74 low‐income City residents. In 2022, we are focusing our projects on equipping local youth volunteers. Objectives of this program are reciprocal and benefit youth volunteers and the home repair or community‐based project beneficiaries, including: ‐ To provide high school and middle school youth with meaningful service‐learning opportunities, a positive and fun volunteer experience, and inspire a life‐long passion for service. ‐ To equip youth with invaluable home repair life skills. ‐ To increase civic engagement through youth volunteers from local groups. ‐ To enhance the quality of life of Rancho Cordova residents by providing safer homes, beautifying neighborhoods, and increasing community pride. In 2022, we plan to reboot our long‐standing Rancho Cordova School‐ Year Service Program with a new approach: 1) In coordination with the City of Rancho Cordova staff and their new volunteer platform, coordinate two regular monthly work days to aid in volunteer recruitment and project scheduling. 2) Work with school, church, and other youth volunteer groups to commit to multiple work days during the school year in advance of the funding cycle.

This proactive approach will keep interested groups accountable, and help us plan projects for faster completion and set clear expectations for beneficiaries. 3) Focus on building long‐term relationships within the community. Elderly residents need home repairs, and are often lonely. Volunteer home repair not only makes a home safer and increases community pride, but is an opportunity for young people to develop intergenerational relationships with the homeowner and adult volunteers they are working with. 4) While focused on youth, we welcome volunteer groups of all ages! Skilled volunteers can help prepare the project for a youth work day, or tackle any particularly challenging aspects.

2 A Program Manager will be responsible for the development and delivery of this project. They will be supervised by our Executive Director, Megan Taylor, who has spent the last seven years involved in our Rancho Cordova program. SSP’s Business Manager, Jake Bailey, will provide bookkeeping, insurance, budgeting, and HR support, and SSP’s Project Manager will advise the Program Manager with their deep construction and project planning expertise. The Program Manager will work closely with the City, low‐income homeowners, community‐based organizations, and youth volunteer groups to plan projects and lead work days. They will focus: 1) Externally on outreach, building new relationships with volunteer groups. They will spend at least one day a month at community events in Rancho Cordova, getting the word out about our service‐learning opportunities for youth. 2) Internally on maintaining existing relationships, documentation and database records, and proactive communication with constituents via phone, email, and mail. We are in the process of identifying school, church, and other youth‐focused partners to commit to work days next school year.

Cordova High School’s construction teacher Andre Leineke has already committed to two volunteer days in fall 2022. We will partner with at least two different community‐based organizations to engage youth in service‐learning beyond home repairs. This could be gleaning citrus with Soil Born Farms to donate to local food pantries, volunteering on environmental conservation projects and community gardens, or painting a nonprofit or school building.

Project Goals
1) To complete between 20 and 30 home repair project units between July 2022 and June 2023. These projects will improve the quality of life and safety for the homeowner, and increase community pride by repairing or replacing fences, porches, stairs, ramps, exterior paint, and installing drought tolerant front yards. 2) To spend at least one work day per quarter devoted to a community‐ based project. This is a new goal for our work in Rancho Cordova, but an extension of the community partnerships we have at our other sites. We will connect our volunteer groups to local nonprofits that need an infusion of volunteer labor or a repair project on their facility. SSP will supervise the work, provide volunteer support, and building supplies as needed. 3) To work with at least three dedicated groups of youth over the course of the school year. These groups will provide regular, repeat volunteers for work days.

The frequency will be determined by each group, but we will recommend one day per quarter. 4) To complete high quality home repairs which are a source of pride for the homeowner, volunteers, and staff. Overall homeowner satisfaction survey responses will be over 80%. 5) To provide a positive service‐learning experience for youth volunteers to enjoy their work, learn new skills, build intergenerational relationships, all while having fun. Overall volunteer satisfaction survey responses will be over 80%.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Total Project Cost
$70,700
Estimated Breakdown of Project Expenditures
See attached budget PDF. SSP has been the recipient of six funding cycles since 2015, although this year we are requesting funds for two different projects. This funding request is an increase from previous grant cycles to account for rising wages and increased building material and gas costs due to inflation. To fund a half‐time, qualified, Program Manager, it is essential that we raise the wage to $20 per hour.

Matching Funds
At minimum, SSP will host on average two volunteer days each month, 22 work days total across 11 months. With an average of seven volunteers per work day, we estimate 154 volunteers working on average 5 hours per day for a total of 770 volunteer hours.

This volunteer time is valued at $33.61 per hour for a total of $25,880 of matching funds.

Include Any Other Funding Contributions
N/A
Ongoing Operations and Maintenance Costs (if applicable) N/A
Total Community Enhancement & Investment Funds Requested $70,700
Is this a multi‐year request?
No
How many years have you received funding for this project? 6 Application #87
ITEM 12.4. ATTACHMENT 3

Page 2718 of 2762 ends

3 When will your request for funding sunset for ongoing programs? We anticipate there will always be a need for volunteers within the City, whether for home repairs and maintenance, or community‐ based projects. Hopefully this ongoing investment in equipping youth volunteers will maintain community pride and investment within the City! Someday these youth will likely be homeowners and will have the skills to repair their homes.

Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? Volunteering will be free to participate, so there will be no fees (earned revenue). To keep our costs low, we will seek business support through donations and discounts including restaurants, building supply stores, etc. These efforts will offset only a small portion of costs.

Project Schedule, Timeliness and Adaptability
Project Schedule
In advance of the project timeline, once approved for funding, SSP will begin scheduling groups for work days during the summer and beyond. Our goal is to have work days scheduled a quarter in advance, with the flexibility to host interested volunteer groups on shorter notice. The project timeline for this request is July 1, 2022 to June 30, 2023. July 2022: Begin hosting two work days per month with youth on summer break. We will also begin attending one community outreach event per month to get the word out about youth service‐learning opportunities, focusing on signing up repeat groups for the school year. Each quarter we will host a work day for community‐based projects for youth volunteers. Also quarterly, we will check in with the City to make sure we are on the same page. Fall 2022: Work with Cordova High School’s Advanced Construction class taught by Andre Leineke. During two school days, an estimated 15 students will work at two homes each day. During winter and spring breaks, and long holiday weekends, we will host out of town volunteers for work days in Rancho Cordova. At least once per year, we will host our board of directors and staff for a work day in Rancho Cordova. This is usually in January, but may be in April or October. May 2023: Host a special gathering to honor youth who volunteered two or more times throughout the school year. We would celebrate their commitment to community service and validate any required hours needed for school (at this time or in advance). We will present a small token of appreciation to any seniors. June 2023: Focus on final project completion and reporting.

In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

Proactive scheduling of youth volunteer groups will be the key to success for this project. Through outreach in advance of the project start, focusing on repeat volunteer groups, adding monthly participation in local events, and utilizing the City’s new volunteer platform, we anticipate a stronger connection with volunteer groups during the 2022‐2023 school year. The Advanced Construction class at Cordova High School has already committed in March 2022 to join us for two volunteer days in the fall. We are excited to connect students learning about carpentry and construction techniques with real world application repairing homes within their community. This can aid in inspiring young people to pursue a career in construction trades, by connecting their skills and interests with local homeowner and family needs. We also have a small team of retired, weekly volunteers who can move projects toward completion between volunteer groups, and we are actively seeking skilled individuals to join them.

SSP has taken the safety of our volunteers, staff, and homeowner beneficiaries very seriously throughout the COVID‐19 pandemic, pausing volunteer groups for almost a full year. In April 2021 we shifted to begin hosting a group of skilled, retired, weekly volunteers who were vaccinated and eager to get back to work. Since then, they have spent 38 Wednesday mornings completing home repairs in Rancho Cordova! We now have access to better tools and knowledge about limiting the spread of COVID to prevent interruptions in our work projects. Staff and volunteers are required to be fully vaccinated for COVID, including a booster as eligible.

Currently, we require KN94, KN95, or N95 masks inside, and COVID testing for any overnight volunteers. Through this funding, our projects have always been outside, focusing on improving community pride and homeowner quality of life. This means all of our projects have a built‐in safety measure. While we are not requiring masks outdoors, we are providing masks and hand sanitizer to all volunteers. We are confident these protective measures have set us up for sustained success, and with only minor additional precautions, we will be able to adapt to any state or county restrictions without interruption to our goals.

Project Information
Project Name
Rancho Cordova Summer Service Program
Project Synopsis
Sierra Service Project seeks funding for a new youth summer program in Rancho Cordova. This project focuses on engaging middle and high school students in hands-on home repair and community-based service projects during a week of their summer break. Youth will gain skills, have fun, and the community will benefit! Project Description
Since 2015, Sierra Service Project (SSP) has hosted over 1,400 volunteer days and completed 106 exterior home repair projects for 74 low-income city residents. We are proposing a summer service-learning program in 2023.

Objectives of this program are reciprocal and benefit local youth, youth from outside the community, and home repair and community-based project beneficiaries, including: 1) To provide high school and middle school youth with meaningful service-learning opportunities, a positive and fun volunteer experience, and inspire a life-long passion for service. 2) To equip youth with invaluable home repair life skills. 3) To increase civic engagement through youth volunteers from local and traveling groups. 4) To enhance the quality of life of Rancho Cordova residents by providing safer homes, beautify neighborhoods, and increase community pride. For the first time, SSP is proposing to establish a summer site in Rancho Cordova. Currently our other summer community partners are based throughout California in Del Norte and San Diego Counties, and in the Navajo Nation in Arizona. In 2022, our summer program will host over 800 volunteers who dedicate a week of their summer to service-learning. By adding a site in Rancho Cordova, we will be adding a closer option for our pool of volunteers from the middle of the state, including the Bay Area and the greater Sacramento region. We will invite youth volunteers from Rancho Cordova, and other regions, to join together to spend a week completing home repairs for low-income residents, and projects with community-based organizations. The program will offer day and overnight programs, to accommodate the needs and interests of both local and outside volunteer groups.

Project Team
A team of seven young adult staff will run our summer program. We will seek applicants from Rancho Cordova, and our broader constituent base. Staff don’t need any prior experience, and will spend 10 days in training prior to hosting volunteers. The staff will be supervised by our Executive Director, Megan Taylor, who has spent 7 years Application #88

involved in our Rancho Cordova program, and 12 years managing SSP’s summer program. The headquarters staff in Sacramento that will support the team includes our Business Manager and Director of Engagement and Impact. The staff will consist of: 1) A Site Director who will serve as the team lead and be a liaison between the staff, volunteers, City, homeowners, and community partners. This person will have at least one year of experience on SSP staff. 2) Three Construction Coordinators who will meet with homeowners and community partners to plan projects and lead work days. They will rotate between work projects, providing instruction and support. 3) Two Food Service Coordinators who will prepare meals for volunteers and staff. At least one dinner per week will be open to the public as a community dinner. They will manage food inventory, kitchen volunteers, and provide a meal plan that accommodates all dietary needs. 4) A program coordinator who will plan activities and discussions for volunteers to process their service-learning experience. This includes coordinating with community speakers and weekly full group community-based service activities. We will work with 10 to 25 groups of youth and adult volunteers. Individual youth will be welcome. Local volunteers will be invited to participate either just during the day, or for the full week staying overnight. In addition to community-based project partners, our host facility will be another major partner.

SSP will seek a school, church, or other space to house volunteers and staff overnight and a place to prepare meals, provide showers, etc.

Project Goals
1) To complete between 40 and 50 home repair project units between June and August 2023. These projects will improve the quality of life and safety for the homeowner and community pride by repairing or replacing fences, porches, stairs, ramps, exterior paint, and installing drought tolerant front yards. 2) To spend at least one work day per week devoted to a community-based project. 3) To work with at least one local group of youth per week. Local groups and outside groups who travel to Rancho Cordova will serve side by side, learning about each other and the various backgrounds they come from. Peer relationships will be formed across communities. 4) To complete high quality home repairs which are a source of pride for the homeowner, volunteers, and staff. Overall homeowner satisfaction survey responses will be over 80%. 5) To provide a positive service-learning experience for youth volunteers to enjoy their work, learn new skills, build intergenerational relationships, all while having fun.

Overall volunteer satisfaction survey responses will be over 80%.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Total Project Cost
$104,800
Estimated Breakdown of Project Expenditures
See attached PDF for a simplified breakdown of summer program income and expenses. SSP provides week-long volunteers with overnight housing, meals from Sunday night to Saturday morning, building materials for projects, staffing, t-shirt, and more. Volunteers are required to provide their own transportation during the week, and adult volunteers at a ratio of between 1:4 and 1:5 youth.

Matching Funds
SSP will host six weeks of volunteers during summer 2023. This accounts for 200 volunteers who will spend a week serving in Rancho Cordova. This is equivalent to 800 volunteer days. Working 6 hours per day, we estimate a total of 4,800 volunteer hours. This volunteer time is valued at $33.61 per hour for a total of $161,328 of matching funds! Include Any Other Funding Contributions
Typically SSP’s summer program participants pay a fee to cover the costs of volunteering, and we offer scholarships — provided by donors — to low-income participants. It is important to us that our programs are accessible to anyone who wants to participate. For this program we are proposing a small $60 deposit fee per person, to keep Application #88
ITEM 12.4. ATTACHMENT 3

Page 2724 of 2762 ends

volunteers accountable to their commitment after signing-up. Deposits for 200 volunteers will cover $12,000 in costs. If the City of Rancho Cordova is not able to fulfill our funding request for this program, we would need to offset the difference with greater participant fees from volunteers. For example, if $70,000 was granted by the City, SSP would need to charge 200 participants a $174 fee (including the $60 deposit) to cover the rest of our costs (the remaining $22,800). Our other summer program sites (which are not funded by significant grant awards) have a participant fee of $455 per person, so this would still be a cost-effective summer program for families. We recognize the economic disparity between families including those who have the time to volunteer versus those who need to work to support their families. Eliminating the need to rely on large participant fees would significantly reduce the barrier to participation that fees and traveling long distances requires of families.

Ongoing Operations and Maintenance Costs (if applicable) N/A
Total Community Enhancement & Investment Funds Requested $92,800
Is this a multi-year request?
No
How many years have you received funding for this project? 6 When will your request for funding sunset for ongoing programs? We anticipate there will always be a need for volunteers within the City, whether for home repairs and maintenance, or community-based projects. Hopefully this ongoing investment in equipping youth volunteers will maintain community pride and investment within the City! Someday these youth will likely be homeowners and will have the skills to repair their homes.

Do you plan to ask annually for funding?
Yes
What other funding will you seek to support your project? To keep our costs low, we will seek business support through donations and discounts including grocery stores, building supply stores, etc. These efforts will offset only a small portion of costs.

Project Schedule, Timeliness and Adaptability
Project Schedule
The project timeline for this request is March 1 to August 31, 2023, spanning two funding cycles. Fall 2022:

Volunteer outreach and recruitment begins for Summer 2023. October 2022: Registration opens, $60 deposit to reserve a space. We’ll continue to sign-up volunteer groups through winter and spring. December 2022: Staff outreach recruitment begins. March 2023: Hire staff team of seven young adults. April and May 2023: Online training for staff and volunteers. Staff site visit to coordinate with community partners and begin project selection.

June 2023: Ten days of in-person staff training on job specifics and conflict resolution, leadership, working with youth and adult volunteers, etc. One week of preparation before volunteers arrive. First session of volunteer groups begins at the end of the month. July 2023: Four week-long sessions of volunteer groups throughout the month.

Peak season for project completion. August 2023: Last weeks of volunteer groups, followed by a few days of completing projects (as necessary) and packing up the site by staff. Staff gather from all sites for a few days to debrief their summer, and share highlights and lessons learned with other staff, SSP’s board, community partners, etc. A few months after the summer, a survey will be sent to all homeowners and community-based organizations who received work projects to gauge their satisfaction with the work, volunteer, and staff. Weekly schedule:

Sunday: Volunteers arrive, in-person orientation. Monday: Tool training and half work day. Tuesday: Full work day, community dinner, and local speaker. Wednesday: Half work day as a full group with a community-based organization, half day at the river and BBQ dinner. Thursday: Full work day, off-site evening program. Friday: Full work day, end of week celebrations. Saturday: Volunteers depart after cleaning up, volunteer survey, group photo, Application #88

etc.

In addition to providing the project timeline identified above, describe how you will be able to complete your project by June 30, 2023.

Integrated into SSP’s flagship, 47-year-old summer program, registration will be streamlined and advertised 9 months in advance. By providing Rancho Cordova as a site location, a large portion of SSP’s existing volunteer base will be funneled into this program. This will allow for local outreach to plug into an already-successful program, instead of starting from scratch. Due to multiple volunteer weeks running simultaneously in various locations, our summer program is much more rigorous and scheduled than our year-round program in Rancho Cordova has been.

Six weeks of volunteers requires intense staff preparation, a learning curve for staff during the first few weeks, and a number of weeks where the program is running smoothly. Consistent volunteer groups throughout six weeks will aid in timely project completion. More volunteers means more completed projects! Since this program spans two funding cycles, it will not be completed by June 30, 2023 but instead August 31, 2023.

SSP has taken the safety of our volunteers, staff, and homeowner beneficiaries very seriously throughout the COVID-19 pandemic, pausing volunteer groups for almost a full year. We now have access to better tools and knowledge about how to limit the spread of COVID to prevent interruptions in our programs. Staff and volunteers are required to be fully vaccinated for COVID, including a booster as eligible. Currently, we require KN94, KN95, or N95 masks inside, and COVID testing for overnight volunteers. We have a Medical Advisory Council of health care professionals which advises our safety policies. We meet monthly to review our safety policies and adjust accordingly. We know the world will change significantly in the next 15 months. Our projects in Rancho Cordova have always been outside, focusing on improving community pride and homeowner quality of life. This means all of our projects have a built-in safety measure. While we are not requiring masks outdoors, we are providing masks and hand sanitizer to all volunteers. We are confident these protective measures have set us up for sustained success, and with only minor additional precautions, we will be able to adapt to any state or county restrictions without interruption to our goals.

Learning Tools For A Successful Community
Project Synopsis
This project is empowering the Rancho Cordova community for economic success through domestic violence awareness and hands‐ on technical training. By equipping the residents with the new abilities of proven techniques for safety and lifelong learning, this project directly contributes to job placement and retention in Rancho Cordova.

Project Description
The economic damages that family and domestic abuse has on a community may be the single most contributing factor to generational poverty. Victims of intimate partner violence lose a total of 8 million days of paid work each year and the cost of intimate partner violence exceeds $8.3 billion per year. Furthermore, between 21‐60% of victims of intimate partner violence lose their jobs due to reasons stemming from the abuse. People try to leave abusive relationships, but they lack the tools to change. the residents of Rancho Cordova will benefit with a DV awareness campaign. This project will use technical training and a series of awareness events to equip Rancho Cordova women and the community with the lifelong tools to be economically independent. The participants in the training will learn how to make self‐defense tools, DV awareness materials, and artistic displays that reflect their experiences. By using modern manufacturing equipment, the participants will be exposed to viable manufacturing careers. This project will be aligned with the California Mobility Center’s Career Pathways model which intends to establish pipelines from underrepresented communities into economically viable manufacturing careers needed to support Clean Mobility. The culmination of job training, self‐empowerment, and DV awareness will lead to enhanced community connectedness. In connected communities, members gain a sense of belonging and purpose from the experience of both deriving value from and adding value to their community. Stronger connections increase a person’s sense of hope and self‐worth, and the ability to cope adaptively in the face of adversity. As a result, community connectedness is a protective factor that enhances well‐ being, fosters resilience, and promotes prevention. This project will reinforce Rancho Cordova as a model of community connectedness where people build relationships, strong networks, and thrive economically.

2 Project Team: Heather Morrow / KitnCut ‐ Project manager and administrator ‐ current owner of laser cutting company, DV survivor, project lead experience; will implement all aspects of the project, including outreach, facilitating resource shares, contract administration, and convening meetings for interest in future Peace Institute, events, and training and support. Kitncut serves to set itself as a vital link for the entrepreneur and industry sector of Rancho Cordova. By providing low cost manufacturing services to small businesses in the area, we are in line to bring manufacturing back to the States, ensuring fair pay and sustainable practices for a more solid future. Our mission is to help small businesses level up to that next step, helping them to fly. In the same way, Heather Morrow, owner of Kitncut, has made it out of abusive situations, while working full‐time in professional jobs, and raising two children. She can see a clear vision of how to empower people to get out or help their loved ones out of a bad situation. Heather has project management experience from previous work on her resume, and is a great connector of people to people and people to resources. John Brewer ‐mentor, local NVC affiliate/Qi‐Gong Master, licensed marriage and Family Counselor Soroptomist Club ‐ Community outreach and engagement. Works with women and children with years of experience in all aspects of domestic violence and mutual aid with their care programs in Rancho Cordova. Sheryl Longsworth is taking the lead in their group. Multiyear Request: Yes. 3 years (through 2024). The ongoing budget will not include additional equipment. Future funding requests from Rancho Cordova will be $92k. Since the project is connected to the larger CMC program, this project will be viable as a feeder to the larger CMC program over multiple years. If only funded for one year, Kitncut will be able to gainfully employ at least 5 more people over 2 years while increasing production capability to 500%. This falls in line with our placement on the state and county contracts vendor lists, and ability to employ DV survivors, while also enabling more small clothing designers access to the cutting services, thus growing the textile and clothing manufacturing in Rancho Cordova.

How many years have you received funding for this project? 0 When will your request for funding sunset for ongoing programs? June 20, 2026

SUPPLEMENTAL INFORMATION
Learning Tools for A Successful Community
LEVERAGE:

Kitncut currently offers immediate mutual aid on a per-case basis to DV survivors and the unhoused, giving hygiene products, clothes, and resource referrals. Once you’ve been through DV, it’s like an unspoken bond. This is how survivors make it out. By engaging with the public at ground level and meeting people where they are, we can direct more people to the services already in place, like weave, women’s empowerment, and women’s business center, harm reduction services, 12-step recovery programs, and self defense classes, while equipping them with better skills through our complimentary services. This will directly help stabilize them and prepare them for our job placement features.

COMMUNITY BENEFIT:

Raising awareness about domestic violence is a benefit to everyone. Once the conversation is started, people can learn how to get out of bad situations, and know how to safely help.

Reducing violence reduces health issues, improves study habits, reduces truancy and makes for a more wholly functioning and contributing person to the community.

CHILD/YOUTH EDUCATION: Knowing the signs and how to get help for violence in the home leads to more stable families, and breaks generational trauma. Children are often aware even when we don’t tell them. The sooner they can own their truth and believe in themselves, the stronger they are as a person, and more able to help others.

COMMUNITY PRIDE: To make a house a home, we must create a feeling of safety, helping people to understand that they are not alone, and there is a way out. We can teach each other to be the most helpful in de-escalating a violent situation and making it safe for all.

QUALITY OF LIFE: Community events that share education, joy, and Social interactions are core memories for our children. Getting together for positive change encourages healthy habits and friendships. Friendships inspire care and concern for one another, and that is what a good life is made of. When tv and the internet are filled with all kinds of violence and bad decisions, let’s show each other that we care. Violence free homes are directly correlated to less disease.

ARTS, CULTURE, HISTORY, ENTERTAINMENT:

Domestic violence awareness helps us all realize our similarities, as it crosses all lines of color, socio-economic background, and ability. And it helps us realize we are all deserving of loving and caring environments. The plaques and motto signs that will be made will be hung in prominent areas, encouraging everyone to take a chance and do better. Also, helping survivors realize art outlets to work through trauma will foster future community arts, and help people celebrate their cultures through artistic expression. We can recognize our history and how knowing it can help us shape a better future. Fostering a safe community allows entertainment to flourish, as people feel safe to express themselves in a safe environment.

BUSINESS/ECONOMIC DEVELOPMENT: see opening of paper: our program will immediately help to alleviate the overreaching community pains and lasting scars that domestic violence has on each of us, and the workforce of our city. Additionally, with more manufacturing equipment for classes, Kitncut will be able to gainfully employ at least 5 more people over 2 years while Application #89

increasing production capability to 500%. This falls in line with our placement on the state and county contracts vendor lists, and ability to employ DV survivors.

WORKFORCE/ECONOMIC IMPACT OF DOMESTIC VIOLENCE IN THE COMMUNITY:
● Victims of intimate partner violence lose a total of 8.0 million days of paid work each year.6
● The cost of intimate partner violence exceeds $8.3 billion per year.6 ● Between 21-60% of victims of intimate partner violence lose their jobs due to reasons stemming from the abuse.6
● Between 2003 and 2008, 142 women were murdered in their workplace by their abuser, 78% of women killed in the workplace during this timeframe.4

PHYSICAL/MENTAL IMPACT
● Women abused by their intimate partners are more vulnerable to contracting HIV or other STI’s due to forced intercourse or prolonged exposure to stress.7
● Studies suggest that there is a relationship between intimate partner violence and depression and suicidal behavior.7
● Physical, mental, and sexual and reproductive health effects have been linked with intimate partner violence including adolescent pregnancy, unintended pregnancy in general, miscarriage, stillbirth, intrauterine hemorrhage, nutritional deficiency, abdominal pain and other gastrointestinal problems, neurological disorders, chronic pain, disability, anxiety and post-traumatic stress disorder (PTSD), as well as Application #89
ITEM 12.4. ATTACHMENT 3

Page 2735 of 2762 ends

noncommunicable diseases such as hypertension, cancer and cardiovascular diseases. Victims of domestic violence are also at higher risk for developing addictions to alcohol, tobacco, or drugs.7 You’ve seen it happen, or maybe you heard it through a wall. Someone got hit, someone is screaming, or you heard a thud that made your heart drop.

Why does it matter? How is it your problem? You’ve heard it before: ”Mind your business; what are you looking at? You want next?” Abusers tell us it isn’t our problem. But really, it's our only chance.

It’s our world. No one will fix it for us. We are all one human race, whether we realize it or not, and we have to start sticking up for each other, or we will be next. Granted, we can’t always put ourselves in harm’s way for another- I mean, would it make the abuser stop or would they go for you, too? If you called the cops would they show up soon enough, or would they know which person was the aggressor? This is no new fight. It can be confusing when we live in a war fueled world, but it is really only a coward that wants to hit someone out of anger.

Just 5 sick days (the average number of dv callouts by survivors per year, over the allotted sick days) for 10 employees (a conservative number of employees experiencing domestic violence on average in a 100 person company) can cost a company over a million dollars in revenue. This doesn't even touch on the impact it has on bystanders and loved ones that are witness to the violence, and the hopelessness that individuals throughout the community feel when faced with how to make a change or a difference without endangering themselves.

Abusers are lost in their trauma. It is up to them to change. Even leaving abuse, sometimes people do not yet possess the tools to change into what they want to be. A lot of those tools are books and conversations, and when we think we are alone, or that our pain is the worst, as James Baldwin said, we can open a book and see that our suffering is the human condition.

EQUIPPING RANCHO CORDOVA WITH THE TOOLS TO MAKE SAFE AND HEALTHY DECISIONS.

The answer is in the mechanics of our wiring. Just like any job, handyman, or craftsman… any worker needs to be equipped with the proper tools, special tools of building a safe city, where we feel safe to still be the “city of play.” Domestic Violence affects everyone and so it will take a commitment from everyone to help change the narrative. Rancho Cordova is a young city, full of young people, and it’s our chance to turn the tide. Women have traditionally been kept from education in many parts of the world, yes, even Application #89

Page 2736 of 2762 ends

here… some even being taken away from their homelands and transferred over here with no knowledge of how to speak the language, and no links to resources, let alone where to begin to find them. These women are the backbone of our society, someone’s daughter; someone’s mother, someone’s sister, someone’s wife. Each and every one deserves the chance to support herself at the task she chooses.

We are proposing a support service of immediate and ongoing outreach to supply women and children with self defense access and
mindfulness/situational awareness training to lead to employment.

Included is at least 2 community-based domestic violence and anti racism trainings, to empower women to financial independence and security, with translators offered. This will be accomplished with working models of women- owned businesses as mentors, consulting support, and at least 4 woman- led technical training sessions. These will lead to careers in manufacturing at local companies here in Rancho Cordova through the California Mobility Center support of job placement services.

As seen in the statistics above, helping to end domestic violence helps solidify the local economy by reducing turnover and encouraging safety and accountability from all of us. Having people with stable relationships gives the community people that keep their jobs and keep roles filled so that business can keep going. We intend to do mass marketing, show up at every community event to do giveaways of supplies that they will let us attend, especially Kids Day in the Park, Hoppin at Hagan, and Bliss Marketplace, also Fusion Rose First Thursday. We will also complete targeted marketing to all houses of worship in the area, and all women’s and local groups. In addition to the education, we will offer a stress buster/ art break at the booths for trauma survivors and anyone who wants to partake. A focus will be on womeninmanufacturing.org and their 3 day summit on October 8th. We would like to sponsor tickets for a certain number of individuals for their virtual offering, and also offer scholarships to the King Center’s Online Course offerings to interested parties.

Support letters to be included from:

John Brewer (local NVC affiliate)
Soroptomist Club (already work with women and children) LGBTQ Center
Antirecidivism Space
Our overreaching, long-term goal is to build a comprehensive domestic violence awareness and abolishment campaign to raise public safety and awareness. This will span the next ten years, and culminate in the housing of Rancho Cordova’s own Nonviolent Communication Center for Family Health.

This is based on the teachings of NVC of Dr Martin Luther King Jr and the King Center In Georgia that focus on attacking the root causes of poverty like Application #89

unemployment, domestic violence, and lack of resources and education. * Community connectedness refers to the nature and quality of engagement among community members, including individuals, families, neighborhoods, groups, organizations, institutions, and social networks (i.e., schools, cultural-based organizations, faith communities, social media). It involves the relationships people have with each other as well as their level of engagement with the broader community. In connected communities, members gain a sense of belonging, purpose, and mattering from the experience of both deriving value from and adding value to their community.

Stronger connections increase a person’s sense of hope and self-worth, and the ability to cope adaptively in the face of adversity. As a result, community connectedness is a protective factor that enhances well-being, fosters resilience, and promotes prevention.

A connected community is where people build relationships, strong social networks, and thrive.https://preventipv.org

Project Information
Project Name
Rancho Cordova Elk's Facilitiy Improvements ‐ for Use by Local Fundraising Entities Project Synopsis
The Elk’s Lodge is an ideal place to host local fundraising events. Elk’s is requesting funds to improve the kitchen capacity, efficiency and to reduce operating expenses. With a great location just off Sunrise Blvd just 4 miles south of Highway 50, a large main dining/meeting room, parking on site, a full service bar and complete commercial kitchen ‐ the Lodge can be adapted to provide the ideal location for any number of events at a significantly lower cost than commercial providers.

Project Description
It is difficult to find locations in the Rancho Cordova area that provide meeting space, access, parking and a full commercial kitchen to provide a location for non‐profit events that support the community – and at an affordable price. Elk’s cannot currently fund the improvements to improve capacity and the flexability needed to support a variety of events. But with a small amount of funding, this Lodge can provide a significant asset to the Community. The Rancho Cordova Elk’s Lodge has most basic items needed to support a variety of events. Currently the Elk’s host 50 to 60 events per year. That leaves over 300 days per year that the Lodge can be available for non‐profit organizations to host fundraising, educational seminars, shows, or other events. Costs can be kept to a minimum, with no mark‐up on food costs or labor – straight pass through on support costs and a minimal rate to cover Lodge operating expenses (estimating 15 – 20% of revenues). The current Lodge has some shortcomings that should be addressed to maximize it’s potential. The Kitchen has a limited capacity to provide enough meals in a timely manner, and to adapt to a variety of uses. The only griddle is small, and needs to be replaced with a larger unit for breakfast and quick meal preparation. The dishwasher is undersized and it’s capacity is not adequate for proposed needs. Upgrading and adding several other appliances will also improve the capacity and flexibility of use (coffee maker, cleaning equipment, a food warming steam‐table, sneeze‐guards, cold salad bar table, etc.) A successful project will provide a great location with the equipment needed to support a variety of events and the lowest cost, with minimal energy use and overhead. The community will benefit for years to come across a wide array of needs. Any small investment can contribute to a number of future events and needs.

2 Project Goals
To allow for tracking of the events and success, the following metrics can be tracked for each event. 1. Event Sponsor 2. Number of attendees 3. Gross sales revenue for all event related sales 4. Total cost of goods sold and any labor to support the event 5. Net proceeds after a percent sharing agreements with Elk’s (fully disclosed) 6. Attendee feedback will be requested and tracked (quality of the food, service and overall facility ranking). A successful year will show increasing use of the Lodge, larger and more efficient fundraising events (actual dollars provided as a result of the event) and community awareness of the capabilities of the facilities and it’s Elk’s members and supporters. Also, by providing a central location for events, it is hoped that like minded supporters of Rancho Cordova non‐profits ‐ may join the Elks and increase the pool of talent and experience available to further support the community going forward.

Project Information
Project Name
Sacramento Children’s Museum Exterior Entryway Enhancements Project Synopsis
Sacramento Children’s Museum requests $194,652 in funding to renovate the Museum’s exterior entryway – adding a new colorful canopy and a seating area bench at the main entrance – to make the building more identifiable as the Sacramento Children’s Museum and to create a more captivating Museum entry experience for visitors.

Project Description
Sacramento Children’s Museum (SCM) requests $194,652 in funding support to renovate the Museum’s exterior front entrance.

There are two components to this project. The first is the construction of an exterior canopy above the entrance doors. This canopy will be composed of aluminum columns and beams draped with woven wire mesh panels in the Museum’s brand colors. The second component is the addition of a concrete seating area bench outside the front doors. This seating area bench will match that at the entrance to Rancho Cordova City Hall, with a gathering area in front. This project supports the City’s focus area of Arts, Culture, History, and Entertainment. As the first and only children’s museum of its kind in the Greater Sacramento region, Sacramento Children’s Museum is a favorite family destination for Rancho Cordova residents and families from afar. Because we are such a regional draw, it is in our best interests for our building to stand out, and these renovations would achieve that goal. This new exterior entryway design will differentiate the building from others nearby and make the building more identifiable as a Children’s Museum. This also has the potential to draw in more families who simply pass by the Museum. These transformations also will enhance the Museum experience for the thousands of children and adults who visit each year. The colorful canopy will provide guests with a glimpse of the playful adventures awaiting them inside, leaving a lasting impact for children and their families. The outdoor seating bench area is another great addition for guests. It can serve as a gathering area for school field trips, family picnics, and outdoor Museum‐led programs.

Project Team
The project designer is Marthe Aston, RID, NCIDQ, of Aston Design, and the contractor is MarketOne Builders, Inc. Sharon Stone Smith, SCM’s Executive Director, will oversee the project.

Project Information
Project Name
Black Child Legacy Campaign Rancho Cordova Service Extension Project Synopsis
For decades, Black children have died at higher rates than other children in Sacramento County, a tragic, shameful and preventable loss of precious lives. These persistent disparities reflect systemic racism and the barriers it creates to the health and life chances of Black children. To address the disparities and break down the barriers, Sacramento County’s Board of Supervisors asked The Center at Sierra Health Foundation, working with community leaders, public officials, and advocates, to create a plan for change. In response, the Black Child Legacy Campaign (BCLC) was launched in 2015 with the goal of saving children’s lives by transforming community systems of support. Currently, seven neighborhoods within the City of Sacramento ‐ Arden‐Arcade; Del Paso Heights/North Sacramento; Fruitridge/Stockton Boulevard; Meadowview; North Highlands/Foothill Farms; Oak Park; and, Valley Hi – have full‐fledged BCLC operations and offer a comprehensive menu of programs and services managed by seven community‐based organizations (CBO) in each respective neighborhood. Greater Sacramento Urban League is the CBO leading the BCLC efforts in Oak Park. While our formal, and priority service population is residents of Oak Park, a significant number of Rancho Cordova residents come to our Oak Park office for services and to participate in our programs. However, due to the strictures of our BCLC funding agreement and limited staff capacity, we are not always able to provide the level of support and allow participation in our programs to residents of Rancho Cordova to the extent needed or to meet demand. An award of Ranco Cordova Community Enhancement and Investment Funds will allow us to provide fuller and better services and program participation to Ranco Cordova residents reaching out to us in Oak Park, as well as allow us to actually deliver services and offer programs on occasion physically within the City of Rancho Cordova.

Project Description
BCLC uses five strategies to spark its transformational goals: building community advocacy for anti‐racist, pro‐community policies; advancing equitable investment and systemic impact; coordinating systems of support for children and their families; establishing a system of accountability and collective impact; and creating communications that spur neighborhood pride and activism.

Project Team

2 The project team is led by Jedida Gomes, GSUL Director of Health & Quality of Life Empowerment, and also includes GSUL Oak Park staff members Christopher Clark (also Folsom‐Cordova Unified Board of Education), a crisis intervention worker and a case manager.

The Oak Park office houses a County of Sacramento probation officer and asocial service worker who are assigned full‐time to support the BCLC effort.

Project Goals
The Black Child Legacy Campaign (BCLC) has the goal of saving children’s lives by transforming community systems of support.

Fulfillment of the BCLC's goal is not only already saving children from dying but also building community capacity to end the generational cycle of trauma and heartbreak. By starting with community leadership and advocacy and building an infrastructure of care for children and their families, it is possible to change the trajectory of tragedy for Black children and families in Sacramento County and Rancho Cordova, specifically, with funding support from the city's Community Enhancement and Investment Fund. BCLC draws on the power inherent in Black communities to provide a legacy of health, pride, and love to our children.

Funding Request
Funds are generally not intended to be used for deferred maintenance and ongoing operational needs. The funds are intended for community enhancement & investment.

Total Project Cost
$110,000 for Rancho Cordova‐specific program and service extension. The overall BCLC cost is $442,000 annually.

Estimated Breakdown of Project Expenditures
‐ Rancho Cordova‐designated BCLC team member (.75 FTE) wages and benefits: $45,000; this is a new hire ‐ Rancho Cordova‐held Program/Event costs: $17,500 ‐ Rancho Cordova‐specific Supplies/Materials/Printing/Marketing costs: $7,500 ‐ GSUL Overhead/Administration: $40,000
Matching Funds
The Center at Sierra Health Foundation provides $400,000 annually for the BCLC efforts in Oak Park. GSUL anticipates leveraging this funding to cover an estimated $40,000 in our overhead/administration costs incurred by the Rancho Cordova service extension.

Project Information
Project Name
Pack 387 Pinewood Derby/ Space Derby Tracks
Project Synopsis
Pack 387 is in need of a pinewood derby and space derby track so our scouts can participate in these annual pack events. We currently have to borrow a track from another pack in the pocket area so we can hold these events.

Project Description
One of the most popular events that people think of when looking back on their Cub Scouting past is the Pinewood Derby. Pack 387 is a new pack in Rancho Cordova located down the street from city hall, making us 1 of 3 Cub Scout packs in the Rancho Cordova area. We are looking to provide a Pinewood Derby and Space Derby track for the Scouts of Pack 387, the tracks will be used for our annual Pinewood Derby and Space Derby races. These events teach our youth about camaraderie and sportsmanship as well as experience the sense of accomplishment and excitement of competition. These tracks would also be a great event to bring out for youth events in Rancho Cordova that Pack 387 participate in.

Subject: Measure H Community Enhancement and Investment Fund 2022-23 To: City Enhancement Board
I am in support of Cub Scout Pack 387 requesting funding for (1) pinewood derby track and (2) space derby track. Cub Scout Pack 387 was re-established in Rancho Cordova after the former Pack was reabsorbed into Pack 380 and under the Rosemont and South Sacramento/Elk Grove area during the Golden Empire Council re-districting of area District boundaries.

Robert Young, the current Cub Master of Pack 387, was an original member of Pack 387 and is an accomplished Eagle Scout and trained leader and Camp Committee Chair in the Golden Empire Council.

He is an active member of our community and working to rebuild and grow this new pack. Cub scouts are recruited through current members (i.e. school friends) as well as public community events (i.e. Kids Day in the Park).

The equipment request is essential to having quality driven events that the current scouts and future scouts will be able to utilize and enjoy for many years to come. The Pack is very new and they have had very little opportunity to fundraise in these past two years of covid restrictions. It is our hope to reach as many of our local youth as possible and get them involved in scouting at an early age. If you have ever been to one of these events, you can see why they are popular and enjoyed by scouts, siblings, parents, friends and neighbors.

I am a former Cub Scout Leader, parent of an Eagle Scout, a current Committee Member of a local Scout Troop and the Chartered Org Representative of this young Cub Scout Pack. We are committed to ensure that this youth organization continues to receive support through training, volunteers and community support activities.

Thank you for your time and for consideration for funding this well-deserved organization.

Respectfully,
Debbie Rumsey
