Description
"AI for All: Empowering Rancho Cordova through Artificial Intelligence Education" envisions transforming Rancho Cordova into a model community for AI literacy, setting a standard for how cities can embrace technological advancement to improve the lives of their citizens and the prosperity of their businesses. This ambitious program seeks to demystify artificial intelligence, making it accessible and beneficial for all community members, regardless of their background or level of technological savvy.

Executive Summary
Rancho Cordova stands on the brink of a unique opportunity: to become a pioneering community in AI literacy. "AI for All" leverages a dual approach to engage both individual citizens and the local business ecosystem. The initiative aims not only to demystify AI but also to harness its potential to enhance daily life and foster economic growth through informed AI integration. By bridging the current knowledge gap, Rancho Cordova can secure its place as a competitive, forward-thinking community in the digital age.

Problem Statement
In today's rapidly evolving digital landscape, a profound lack of AI awareness persists, leaving significant implications for economic and personal development unaddressed. This gap hinders individuals' ability to engage with modern technology meaningfully and limits businesses' capacity to innovate and grow. Addressing this challenge is crucial for ensuring Rancho Cordova's long-term competitiveness and security.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
Adaptability is a core principle underpinning our approach to the "AI for All" program. Recognizing that challenges are an inevitable part of any project, our plan includes several strategies to ensure we can navigate and overcome them effectively. Firstly, we have established a contingency fund within our budget to address unforeseen financial needs or to capitalize on unexpected opportunities. Secondly, we are committed to continuous monitoring and feedback loops, allowing us to quickly identify issues and adjust our strategies, curriculum, or delivery methods as needed. This includes flexible scheduling and the ability to switch between in-person and virtual sessions to adapt to any public health guidelines or participant needs. Additionally, we have built a diverse team of experts and collaborators who can bring a range of perspectives and solutions to any problem. Finally, we are prepared to engage with our community and stakeholders regularly, ensuring transparency and the ability to mobilize collective resources and wisdom to address challenges. Together, these measures form a comprehensive plan for adaptability, ensuring that "AI for All" can achieve its objectives and make a lasting impact in Rancho Cordova.

Empowering Parent Leadership for Educational Equity
Provide a
Project/Program
Synopsis
Our grant proposal seeks to fund our initiative to empower parents to become influential advocates and leaders in their children's lives. Through tailored educational programs and community engagement efforts, our project aims to equip parents with the necessary skills, knowledge, and support to champion equal educational opportunities for all students.

Provide a
Project/Program
Description
Our project is dedicated to establishing a dynamic parent leadership program aimed at empowering individuals from various backgrounds to advocate for educational equity in Rancho Cordova and surrounding areas.

Through a meticulously crafted blend of workshops, training sessions, and community events, we will equip parents with the essential tools, knowledge, and resources required to actively participate in decisionmaking with their children in schools, advocate for children in cases of coparenting, and fortify their children's academic progress. By cultivating a supportive community of empowered parent leaders, our initiative seeks to instigate transformation change, bridge existing disparities, and cultivate a more equitable educational environment for every student in Rancho Cordova and surrounding area.

We will be conducting a series of workshops designed to empower parents and youth with essential skills for fostering strong family dynamics. These workshops will cover topics such as effective communication, conflict resolution, goal setting, and fostering resilience in children. By equipping parents with leadership skills, we aim to strengthen family bonds and create a supportive environment for growth and development.

We are committed to reaching out to hard-to-reach communities in Rancho Cordova to ensure that all families have access to our resources and workshops. We will distribute flyers and scholarship applications to promote awareness and participation in the workshop project.

Recognizing that financial barriers may prevent some individuals from accessing our services, we are committed to covering all the overall costs with the scholarships, including payroll, wages, and taxes. Our goal is to ensure that everyone in the community has equal opportunity to benefit from our project for low-income individuals making under 100,000.

Through our holistic approach to family empowerment, we aspire to create a thriving community where families are equipped with the tools and support they need to lead healthy, fulfilling lives. By investing in parent leadership, fostering community collaboration, and offering financial support, we believe we can make a meaningful impact on the lives of families in Rancho Cordova.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
Adaptability: Emergency Virtual Operation Plan. In the event of an emergency that requires us to operate virtually, such as unforeseen circumstances preventing physical gatherings, we have developed a comprehensive plan to ensure the continuation of our services via Zoom and telephone services. Here's how we will proceed:

1. Assessment of the Situation: Upon the declaration of an emergency necessitating virtual operation, our leadership team will assess the situation to determine the extent of the impact and the duration of virtual operation required.

2. Communication with Stakeholders: We will promptly communicate with our staff, clients, and stakeholders to inform them of the transition to virtual operations and provide guidance on accessing services through Zoom and telephone services.

3. Virtual Workshop and Group Sessions: Our scheduled workshops and group sessions will be seamlessly transitioned to virtual formats using Zoom. Participants will be provided with instructions on how to join these sessions remotely, ensuring continuity of programming.

4. Technical Support: We will offer technical support to participants who may require assistance in accessing or navigating Zoom. This support will be provided via phone, email, or online resources to ensure smooth participation.

5. Security Measures: We will implement robust security measures to safeguard the privacy and confidentiality of participants during virtual sessions. This includes password protection for Zoom meetings and adherence to best practices for online security.

6. Training and Orientation: Staff members will receive training and orientation on conducting virtual workshops and group sessions effectively.

This includes guidance on facilitating discussions, utilizing Zoom features, and maintaining engagement in a virtual environment.

7. Client Support Services: Our client support team will remain available to provide assistance and guidance to clients accessing services remotely.

This includes addressing any concerns or technical difficulties they may encounter during virtual sessions.

8. Regular Communication and Updates: We will maintain regular communication with staff, clients, and stakeholders throughout the virtual operation period. Updates on programming, scheduling, and any changes in operations will be communicated promptly via email, phone, or our website.

9. Monitoring and Evaluation: We will continuously monitor the effectiveness of our virtual operations and gather feedback from participants to make necessary adjustments and improvements. This includes evaluating the accessibility, quality, and impact of virtual services provided.

CoVID impact to fund utilization in 2024-2024
The inability of the spay/neuter clinics to be efficient due to the safety protocols mandated by the pandemic created a huge backlog in requested spay/neuter surgeries. The wait for surgeries continue to be up to 5 months. We have added Animal Spay and Neuter in Auburn to our program. They have openings with waits as short as one week to two months, plus they can do community cats during the week, which will help us fill many needs that are now unmet. VMC Rancho Cordova can fill the need for specialized spay/neuter care. We have found a link that posts new appointments for the SPCA after cancellations. This has enabled many residents to obtain appointments more easily. We are currently on tract to utilize our full grant funding for 2023-24. 199 animals so far! Addition of VMC to address special needs
VMC of Rancho Cordova will be utilized in conjunction with the Rancho Cordova Animal Services Community Program (RCASCP). The RCASCP is intended for residents to obtain medical treatment they could not otherwise afford for their pet, preventing them from being surrendered to the shelter system. This union will allow the animals to be spayed and neutered through our voucher program, at the pet owners request, while the animal is under anesthesia at VMC.

This past year Animal Services denied spay/neuter surgery at VMC because the grant they received to fund the RCASCP was not intended for spay/neuter. Our grant would cover those costs going forward. The Rancho Cordova Animal Services Division determined that 43% (27 pets) that used the RCASCP since the start of the 23/24 FY were intact animals. Many of these pet owners would have utilized the opportunity to have their animal altered at VMC if there was a no-cost option. We do not want to miss opportunities for spay/neuter which is why we will pursue an agreement with VMC if our grant funding is increased to accommodate their fees. Additionally, multiple anesthesia procedures is risky for many animals. Minimizing the anesthesia to a single procedure is the best-case scenario for our resident’s pet’s health.

Project Schedule:

Support for Community Cats will occur throughout the year, intensifying around the breeding seasons of Spring and Fall. Trapping will facilitate spay/neuter services to hold populations in check. The number of animals requiring spay/neuter this year will be greater due to the economy increasing the prices for pet food. Many people are abandoning their cats and dogs, and most are not spayed/neutered. This results in the possibility of more litters born, increasing the strain on all rescue systems.

The clinics performing low-cost spay/neuter in the Sacramento Region are at capacity. Costs for spay/neuter services at the clinics have increased, which requires more funding to support surgeries.

We are currently reaching out to more private veterinarians to obtain more capacity for surgeries. Of course, the cost for using private veterinarians is much greater.

The Sacramento SPCA has received grant funds to be able to alter feral cats at most Sunday clinics for no cost. But the number of spots are limited and the demand is high. Community Spay & Neuter Clinic allows 2 feral appointments per month per person. The RC Whisker Warriors take advantage of this program and any other grant funding whenever possible, but the number of slots for feral cats (the free program) are now booked out for months in advance.

E-voucher numbers are provided by RC Whisker Warriors. RC Whisker Warriors are responsible for determining that the pet owner lives in our city, or the feral trapper is trapping within the city limits.

Only 5 total vouchers are allowed per resident per year, 4 from the same species, unless the person is using TNR (Trap-Neuter-Return) on community cats. Animal Services and Explore Rancho Cordova passes out postcards with our contact information to obtain the free services. The Whisker Warriors also passes out information on the free spay/neuter program to everyone who comes to the Vaccine Clinics offered by RC Animal Services. Free pet licenses are provided to those pets who have a current rabies vaccine.

A detailed billing will be provided by the Sacramento SPCA, Animal Spay and Neuter and Community Spay & Neuter Clinic to the RC Whisker Warriors monthly for approval, invoices will then be sent to the City of Rancho Cordova for payment.
5 year plan
Other communities who have undertaken the challenge of animal overpopulation understood that fully meeting our goal of zero population growth will take years. Now that we have become more well known within the community, we anticipate the need for services will be similar for up to 5 more years. We have a particular challenge/opportunity with so much rental housing in our community.

CoVID has impacted our over-all plan. Many animals could not even get appointments for spay/neuter.

At the end of that period, we anticipate the need for Community Enhancement Funds to support this effort will be less. We believe that investing the funds now will pay dividends in the future. For instance, San Francisco had an aggressive program in place, and now they have NO kittens! If anyone wants to adopt one, they have to import them from other cities or rescue agencies.

We have found that residents who contact us have very limited funds. They love their pets and/or don’t want the stray cats to starve. Many are receiving pet food from us to continue to support their pets and stray cats.

Goals
The goal of the film is to reveal the Rancho Cordova of tomorrow with an emphasis on the visionary projects and people that are laying the groundwork today.

We do this with a strategic focus on the following: Research; telling a story that people care about; planning a creative list of locations and projects; writing a compelling script and ensuring compliance of all legal and copyright issues. NIMBUS Films will work with local economic development organizations to identify project and initiatives that contribute to the city’s overall strategy as a key business location and job generator.

Our efforts maximize the opportunities people will have to view the film through various mediums: our television partner KVIE and its state and national affiliates; in the classroom, or to community service groups in the greater Rancho Cordova area. KVIE tracks viewership of all programming and provides advance notice when NIMBUS documentaries are to be broadcast.

D.L. Williamson Park
Provide a
Project/Program
Synopsis
The project will develop the last remaining piece of Williamson Ranch into a public park. This project includes the construction of a sound wall, walkway, site furnishings, interpretive signage, and drought tolerant landscaping.

Provide a
Project/Program
Description
The project will benefit the community in the following ways:

Quality of Life:
• D.L. Williamson Park will add valuable public green space for passive recreation. Newly planted trees will provide shade for residents to enjoy time outside. This new park will help residents living in nearby apartment housing offset their lack of back and front yard spaces. • This project will help beautify a non-developed piece of land in long established neighborhood along Coloma Road which will improve the quality of life for residents close to the project site.

Public Safety:
• The project will improve public safety by converting an unlit, undeveloped lot with no active use along a heavily used corridor into a passive park that will provide walkways and gardens to promote positive use. Vegetation selected in the conceptual design will allow for visibility from the street to improve the safety. The park will make the bus stop present on the adjacent park more inviting and safer for bus users. The park will provide valuable shade for the public during intense heat waves.

Education:
• The project includes a Native Plant Demonstration Garden that uses signs to educate community members on species of native plants that are resilient and drought tolerant. These plants will serve as examples of a variety of native plant species that thrive in Rancho Cordova to use as an inspiration for gardens at home. Additionally, the Sacramento Tree Foundation will use D.L. Williamson Park to showcase their "shady 80" program that offers trees to residents through their SMUD shade tree planting program. The park will be a great example of how to design sustainable, low water use landscapes.
• The project will preserve an existing historical marker currently onsite that celebrates the history of this area of Rancho Cordova’s agricultural history.

The project will also add a new interpretive sign that discusses the importance of Williamson Ranch to the region.

Business Development:
• The park is located along a heavily used bus route providing a safe place for public transit users.
• The project will enhance and activate this portion of Coloma Road. The CEIF APP #86

park will benefit nearby businesses and homeowners.

Civic Engagement and Community Pride:
• D.L. Williamson Park will be a community-based design that celebrates the importance of the City of Rancho Cordova's ranching and orchard history. This project is consistent with a park master plan that was a product of 3 community meetings held at the neighboring Church of Christ.

The community meets gave residents the opportunity to give their input on the design of the park. In addition to the 3 community meetings, this project is supported by the local Church of Christ, the Williamson Family, and 130 supporter who signed a Change.org petition in support of building D.L.

Williamson Park.

Culture, History:
• The project will preserve existing historical plaque that commemorates the agricultural history and tradition of this area of Rancho Cordova. A new, additional sign will be added that expands on this history Williamson Family.

Children and youth:
• Families from surrounding communities will have a much-needed park for children to recreate.
• Children can learn about trees and native plants in the demonstration garden.

Tell us about your
Project/Program
Team
The project team includes the CRPD’s Park Planning staff which consists of managerial oversight, a licensed landscape architect, a licensed landscape contractor, and planning technician. Since 2015, the team has secured, and implemented over $6 Million in grant funds from several agencies including several in partnership with the City of Rancho Cordova.

This team oversaw the construction of the W.H. Williamson a park very similar in size and scope, to completion using state grant funds in 2022.

This project team has also successfully completed a Measure H project in 2022 grant cycle for Federspiel Park.

Goals
This project's main goal is to finish the vision for the Williamson parcels, which celebrate and honor the area’s agricultural history. In 2011, the Williamson Family donated the remaining parcels of the historic Williamson Ranch to the Cordova Recreation & Park District to ensure the land be preserved as parkland. The Park District began a community workshop process in 2017 to gather resident feedback for the future park design. A park master plan concept was approved in 2019 by the Board of Directors.

The western Williamson parcel was developed into W.H. Williamson Park which completed construction in early 2023. The residents are eager to see the Williamson Park plan be completed. This application from community members neighboring the park is requesting funding for the D.L.

Williamson Park and to complete the Williamson Park project as a whole.

D.L. Williamson Park will serve residents within a ½ mile radius, which is consistent with CRPD’s level of service for neighborhood parks. According to the State of California’s Community FactFinder, over 4,700 residents live within a half-mile of the project location, including 911 residents under the age of 18 and 798 residents over the age of 65. Additionally, there are 125 households that lack access to a car and 367 residents who live in a household below the poverty threshold. This project will not only provide recreational opportunities for the community but will also help beautify Coloma Road, enhancing the overall aesthetic appeal of the area.

The California Police Activities League’s Rancho Cordova Youth Apprenticeship Readiness Accelerator Program (YARA)
Provide a
Project/Program
Synopsis
YARA will positively impact community/economic development by creating pathways to high quality employment by providing a program with industryrecognized certifications and leadership development. Underserved youth in Rancho Cordova will be presented employment options, career exploration, workforce training and opportunities for life-long careers that are not typically afforded to this demographic.

Provide a
Project/Program
Description
The California Police Activities League (California PAL) a 501(c)3 incorporated nonprofit, has successfully launched the Youth Apprenticeship Readiness Accelerator (YARA) program, an earn and learn preapprenticeship workforce development pathway to the trades. From May 1, 2023 to December 31, 2023, this program has graduated four cohorts, comprised of 54 minority youth from undeserved communities in Northern and Southern California, in collaboration with LiUNA, the Laborers Training and Retraining Trust Fund for Northern California (LTC), Harbor Freight Fellows Initiative, and Big Picture Learning. YARA has mobilized a powerful collaborative that includes construction trades, CBO's, employers, education, and law enforcement, creating a wraparound project that reflects California PAL's commitment to reducing the wealth equity gap, leading to an effective bridge to quality jobs and a better quality of life.

California PAL's history of supporting minority youth from underserved communities is consistent with our proposed target populations in Rancho Cordova, specifically disadvantaged or low-income communities experiencing disproportionate unemployment along with high rates of gang violence and drug use. By providing exposure and pathways to employment our participants will have access to educational and workforce development resources that were previously not available to them.

California PAL was established in 1971 with the intention of reducing juvenile crime and focus on establishing safer and stronger communities by "Building the Bond Between Law Enforcement & Youth."
YARA will prepare and enable the youth participants to determine, enter, and complete a pathway to gain skills leading to a lifelong career. This is achieved by the defined program curriculum and the advisors in place to assist and ensure the participants identify and take the next step in their workforce development journey. As YARA Cohort 2 graduate Lashaun Ray Handy explains "[YARA] can show that there is a different path, you don't have to go into violence and gangs and drugs there is always another way.

The program was an opportunity for youths to know that there are more options out there than just college or drugs or gangs." Cohort 2 graduate CEIF APP #87

Page 1459 of 2053 ends

Vencinzo Ray-Handy adds "[YARA] shows kids that there is more than one way to go, you don't just have to go to college in order to get a good job, you can skip the college route and still make something of yourself in the future.”
California PAL will provide overall coordination and management of the YARA program. The program will include two cohorts each consisting of 12 Rancho Cordova youth. The Cohorts will participate in a comprehensive suite of activities to explore and prepare them for living wage employment through this pre-apprenticeship program. The YARA program will provide participants a successful pathway towards achieving career goals and living wage jobs. At the core of YARA is the Laborers Training & Retraining Trust Fund for Northern California’s (LTC) Pre-Apprenticeship Construction Training, a 6 week (40 hours/week) program that includes certificates in Fundamentals of Construction, OSHA 10, First Aid/CPR, Confined Space, Traffic Control and Hazardous Waste courses. In collaboration with Red Tail Drone Academy participants will also receive hands on training in construction surveying, mapping and inspection using drones allowing them to complete the certification for the Part 107 Drone Pilot license. The participants will be presented a comprehensive experience with a combination of hands-on and classroom learning to prepare the participants for the next step in their workforce development journey, including but not limited to entering a formal apprenticeship or post-secondary education. A building project and graduation week activities will also be part of the program. The program participants will have the opportunity to earn attendance to California PAL’s flagship program, Life After High School Destination Success, a 4-day, 3-nights conference held at California State University Chanel Islands providing college and career readiness workshops and fair, life skills, resume building, business interviews and motivational guest speakers from the trades.

Goals
The primary goal of YARA is to enable the youth participants to determine a pathway and to gain skills leading to a lifelong career. This will be achieved by the defined program curriculum and the advisors in place to assist and ensure the participants identify and take the next step in their workforce development journey. Measures will be both quantitative and qualitative to measure the effectiveness of the program to include the following: - Participant attendance - Obtaining Certification Cards in the industry recognized course modules - Program completion - Defined action(s) in place for each participant to continue their workforce development experience, (Apprenticeship, college, etc.) Additionally, surveys will be initiated to assess and compile the effectiveness of the program from the participants' perspective. Example questions include: - Overall value of the program and the importance of defining a plan to obtain skills that lead to employment - Understanding of the curriculum - Trust and value in the advisors - Next step(s) identified for continuing education/job skills - Suggestions on how the program can be modified or improved.

WeeCare, Inc. (DBA Upwards): BOOST (Business Operation & Optimization Support Tools)/CASE (Childcare Assistance for Small Employers)
Provide a
Project/Program
Synopsis
Upwards' CASE program and BOOST aim to enhance childcare support for small businesses and families. CASE provides childcare benefits to employees of small businesses and micro-enterprises, addressing challenges worsened by COVID-19. BOOST broadens childcare access, workforce participation, and aids women and low-income families, promoting a fairer childcare system.

Provide a
Project/Program
Description
Upwards, renowned as the largest network of licensed home-based childcare providers in the U.S., champions a tech-driven approach to early learning and childcare. Esteemed for its rapid growth and placement within the top echelon of the Inc. 5000 List, Upwards is dedicated to making quality childcare accessible for every family and ensuring caregivers prosper. The organization collaborates closely with childcare providers, families, businesses, and government bodies, offering providers technology and services to boost their efficiency, income, and satisfaction.

The Business Operation & Optimization Support Tools (BOOST) Program aims to empower childcare providers in Rancho Cordova, focusing on those managing in-home daycares. With less than five employees, these microenterprises cater to children from infancy to age 13, including those needing care outside school hours. BOOST's 12-month coaching curriculum is designed to aid providers in developing sustainable business models, providing them with the tools and knowledge to enhance their operations and profitability. This program includes marketing, enrollment matching, administrative automation, and curriculum resources, reducing the operational load and enabling providers to concentrate on delivering quality care.

BOOST enhances Rancho Cordova's economic landscape by fostering the growth of home-based childcare businesses, contributing to the city's job creation and economic stability, especially for low-to-moderate-income families. It ensures children receive superior early learning experiences, strengthening the community's future. The program's success in bolstering the childcare infrastructure also makes the city more appealing to businesses, showcasing Rancho Cordova as a vibrant economic hub.

BOOST's measurable outcomes align with city goals, aiming for provider CEIF APP #89

retention and job creation, circulating increased revenue locally.

Concurrently, Upwards' Childcare Assistance for Small Employers (CASE) program seeks to alleviate childcare challenges for working families, particularly those impacted by COVID-19, by providing funds to small businesses for childcare benefits. With a request for $100,000 in CDBG funding for the CASE program, the goal is to support 5,000 employees, enhancing access to affordable childcare, improving early childhood education, and supporting small businesses in offering childcare benefits.

This initiative aims to reduce absenteeism, boost workforce retention, and leverage federal tax credits to alleviate childcare expenses for families.

The necessity for such programs is underscored by the critical role childcare plays in economic stability and workforce availability in Rancho Cordova. Even before the pandemic, the lack of accessible childcare significantly impacted businesses and the economy, with notable declines in female labor force participation. The CASE program directly addresses these issues, aiming to bolster economic and community well-being by ensuring working families have access to quality childcare, thus supporting parents, children, and small businesses alike.

By enhancing workforce participation and promoting economic growth through expanded childcare access, the CASE program offers significant benefits. It not only assists in attracting and retaining talent but also supports low-to-moderate income families in overcoming barriers to workforce participation. This initiative is poised to lift families out of poverty, improve economic productivity, and foster community growth.

Upwards' BOOST and CASE programs represent a multifaceted approach to addressing the childcare crisis, each targeting different but complementary objectives. While BOOST focuses on empowering childcare providers to improve their operations and expand their services, CASE targets the provision of childcare benefits through small businesses, addressing the broader economic and social challenges associated with childcare accessibility. Together, these programs embody a comprehensive strategy to transform Rancho Cordova into a model city where economic growth, family well-being, and early childhood education thrive harmoniously, marking a significant step forward in the creation of a resilient, inclusive, and prosperous community.

Project/Program
Goals
The City of Rancho Cordova faces a significant need for childcare services, as evidenced by various demographic and economic factors.

With nearly 5,735 children under the age of 6 in City of Rancho Cordova, there is a prevalent need for early care and education, which plays a crucial role in promoting essential brain development, socialization skills, and school readiness (U.S. Census, 2020).

The city has approximately 1,980 households with children under the age of 6, highlighting the demand for full or part-time child care to support families' well-being and facilitate parents' participation in the workforce (U.S.

Census, 2020). For single parents, reliable childcare is imperative, as nearly 1,700 children live with a single parent, and addressing childcare needs can prevent homelessness and enhance upward economic mobility (U.S. Census, 2021; National Alliance to End Homelessness, 2022).

Additionally, licensed daycares serving children up to 13 years old contribute to before and after-school care, offering a vital resource for families with elementary or middle school children.

The economic challenges faced by childcare workers underscore the need for intervention. Child care workers in the City of Rancho Cordova earn an average of $17.65, significantly less than their counterparts in elementary schools, and the poverty rate among early educators is notably high (Zippia, 2022; Center for the Study of Child Care Employment, 2020). A survey by RAPID in 2021 revealed that a substantial percentage of childcare providers experienced material hardship, burnout, and considerations of leaving their jobs in 2022 (RAPID, 2022).

The child care workforce has been in decline for years, exacerbated by the impact of the COVID-19 pandemic. School closures and health concerns led to a drastic drop in childcare enrollment, particularly affecting vulnerable, low-income providers who could not afford to raise prices on families. As a result, the sector lost a significant portion of licensed home daycare supply and childcare centers in just one year (California Child Care Resource and Referral Network, 2021).

BOOST addresses these challenges by providing crucial business support to microenterprise daycares, promoting
stability and sustainability. The program aims to prevent the further decline of the childcare industry in the City of Rancho Cordova by offering tailored assistance to providers, ensuring they can operate soundly and meet the needs of the local community, particularly low- and very-low-income families who depend on these services.

The goal of the BOOST Program is to provide comprehensive business and technical support to participating Microenterprise Childcare Providers, contributing to the establishment and maintenance of a robust and sustainable local child care ecosystem. This enhances the overall sustainability of Low and Moderate Income (LMI) providers through operational stabilization and revenue maximization, which, in turn, improves the quality of life of the families they serve, creating a positive ripple effect throughout the city.

As such, BOOST identifies the following measurable outcomes:

strategies to enhance their operations and service delivery. CASE prioritizes the facilitation of childcare benefits within the small business sector, aiming to improve workforce stability and economic output by addressing childcare needs. Each program employs specific metrics and evaluation techniques to maintain focus and adapt strategies to meet community needs effectively, ensuring positive outcomes for providers, businesses, families, and the broader Rancho Cordova community.

The BOOST and CASE programs combine an allocation of funds from Community Development Block Grants (CDBG) and Upwards' own contributions, totaling $313,461. This comprehensive budget supports both programs' operational and non-operational needs, ensuring they effectively serve their objectives.

BOOST Program Budget ($213,461):

The BOOST Program, with a focus on business and technical support for microenterprise childcare providers, allocates funds primarily towards personnel and non-personnel costs, underlining the program's commitment to enhancing operational efficiency and provider sustainability.

Personnel ($176,000 CDBG): This category includes salaries of $173,360 and fringe benefits of $2,640, fully funded by CDBG, covering the compensation for staff directly involved in program administration, training, and support services.

Non-Personnel ($37,461 Upwards): These expenses, funded entirely by Upwards, cover a range of operational and programmatic needs:

Training Materials ($10,560): This line item is dedicated to developing and purchasing training materials. These resources are crucial for providing comprehensive support and education to the childcare providers enrolled in the BOOST program.

Equipment ($7,040): This includes computers, software, and other technology necessary for effective training delivery and program administration.

Marketing for Providers: $14,668 is allocated to marketing efforts aimed at child care providers. This ensures that the program reaches a broad audience of potential participants who can benefit from the support offered.

Marketing for Families: $3,040 is directed towards marketing initiatives targeting families to match with child care providers. This effort aims to increase awareness and engagement with the program, thereby supporting community involvement and impact.

Cost of Payments ($8,156): Covers payments associated with platform subscriptions and payment processing fees.

Technology Cost ($1,101): For software and digital tools facilitating program management and service delivery.

Office Supplies ($352): Basic supplies for program administration. This includes stationary, printing, and other miscellaneous items essential for daily operations.

CASE Program Budget ($100,000 CDBG):

The CASE Program, aimed at subsidizing childcare for employees of small and microenterprise businesses, has a streamlined budget focusing on direct assistance.

Child Care Assistance for 5,000 Employees at $20 per employee ($100,000 CDBG): This allocation covers the cost of providing childcare benefits to 5,000 employees, fully funded by CDBG. The program commits to reducing childcare barriers for working families, thereby supporting workforce participation and economic stability.

Budget Overview:

CDBG Contributions ($276,000): The majority of funding comes from CDBG, highlighting the programs' alignment with community development objectives and their potential to significantly impact local economic and social well-being.

Upwards Contributions ($37,461): Upwards' investment demonstrates its commitment to the programs' success and the sustainable development of childcare services, contributing to the overall goal of enhancing access and quality of childcare.

The programs can be scaled up or down. Their operation is not dependent on full award funding and can be adjusted to the desired amount of coverage for the area. If it were to be phased in or partially funded, an appropriate number of child care providers would be accepted into the program as well as the appropriate number of employees would be assisted.

The BOOST program will commence on July 1, 2024 with a 3-month outreach and marketing campaign to inform potential participating childcare providers about the opportunity. Marketing activities will utilize both broad channels like digital advertisements as well as targeted grassroots outreach through community organizations. The goal is to guarantee equitable access to the program for all qualified home daycares in the area.

From July through September 2024, the BOOST team will accept and process provider applications to formally enroll in the program. Applicants will complete intake forms allowing staff to verify income, document household size, and collect baseline operational data like number of children served. We aim to have the majority of the 2024-2025 BOOST cohort finalized by October 1, 2024.

Formal program operations will kick off on October 1st with provider coach assignments and initial business evaluations wrapping up that month.

Concurrent priorities are training participants on the childcare management software platform and conducting outreach to registered families with open slots at participating daycares to maximize enrollments.

Robust business support and technical assistance will continue for the remainder of the program year through June 30, 2025. Hands-on coaching will be provided extensively to each provider over that stretch. Ongoing assistance will focus on financials, marketing, staffing, licensing navigation, and other key operational areas - the tools to foster growth.

The BOOST team will administer quarterly anonymous feedback surveys to gather qualitative and quantitative insights from both enrolled providers and families accessing their services. Surveys will help evaluate user satisfaction, pinpoint program pain points, and highlight potential areas for improvement. As the program year closes, outcomes will be reported including metrics like the percentage of participants achieving target revenue increases. The goal is for providers to exit the program with strengthened business foundations and long-term viability that persists independent of continued public funding.

For The CASE program, in July 2024, Upwards embarks on the planning and implementation phase, collaborating closely with officials to refine program specifics and strategize its rollout. This month is pivotal for initiating recruitment and educational outreach, laying the groundwork for broad program awareness and participation.

By August 2024, the CASE program officially launches, stepping up its recruitment and outreach efforts. The focus is on engaging small businesses and childcare providers within the city, educating on the benefits of the program's offerings.

Come September 2024, the program will shift into the enrollment phase, welcoming applications from small businesses and childcare providers. This phase is crucial for gathering participants and providing them with the necessary support and resources. Concurrently, we start the data collection process to meticulously track progress and evaluate the program's impact on the community.

October 2024 marks the beginning of benefits for the first cohort of participants, signifying the first tangible outcomes of the program. Following this, in November, Upwards will present the initial report, showcasing early data and achievements concerning participating businesses, families, and overarching program objectives.

Enrollment and benefits continue in December 2024 for the third cohort, CEIF APP #89

maintaining the momentum of support and assistance to new participants.

By January 2025, Upwards will undertake a mid-program evaluation to gauge effectiveness and identify areas for improvement, ensuring the program's alignment with its goals. This period also signals the second report, updating on continued progress.

From January to June 2025, the program maintains its course with ongoing enrollment and participant approval, alongside persistent monitoring and outcome tracking.

As the program nears its conclusion on June 30, 2025, Upwards prepares to present its second report, encompassing comprehensive data on business and family participation, demographic insights, and the program's impact on provider income, capacity, and the broader community.

Finally, in August 2025, Upwards will conduct a detailed final evaluation of the CASE program. This crucial assessment scrutinizes the program's overall effectiveness, summarizing key performance indicators, achievements, and areas for future enhancement. The outcomes of this evaluation will be instrumental in shaping subsequent initiatives and continuing to support the community's childcare needs effectively.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
To ensure the success of the programs, Upwards has identified potential challenges and devised strategies for effective, timely performance:

Provider Engagement: Engaging providers consistently may be challenging. Upwards will set clear expectations and milestones from the start and maintain regular communication through Care Specialists. Flexible scheduling and remote access will be provided to accommodate providers' busy schedules, ensuring sustained participation.

Technology Adoption: The adoption of new technology, such as our childcare management software, may initially be difficult for some providers. We will offer comprehensive training, ongoing technical support, and a variety of user-friendly resources, including video tutorials and 24/7 assistance, to facilitate a smooth transition.

Evolving Needs: The dynamic nature of providers' needs requires a flexible program approach. Upwards will conduct regular feedback sessions to adapt our strategies and ensure that our support remains relevant and effective.

Additionally, to address specific challenges:

Outreach: To enhance program awareness and enrollment, we will employ grassroots marketing strategies, collaborate with trusted community entities, and offer incentives. Success stories and follow-up engagements will also be used to address any concerns and highlight the program's benefits.

Digital Literacy: For providers with digital literacy gaps, personalized onboarding, easy-to-follow tutorials, and accessible ongoing support are planned to ensure everyone can fully benefit from our technology tools.

By anticipating these challenges and implementing targeted strategies, Upwards is committed to overcoming potential obstacles and ensuring programs achieve their goals efficiently and effectively.

Case Study of Adaptability
As a tech-enabled organization with staff across the country, Upwards has proven capacity to nimbly adapt service delivery and operations amid crises limiting in-person interactions. When COVID-19 hit, we immediately instituted remote work while maintaining over 97% of partner childcare locations open safely.

Having spearheaded innovative solutions like virtual facility tours and contactless attendance tracking during COVID, we are prepared to activate robust contingency plans again if faced with reduced on-site staff due to health emergencies. We utilize cloud-based management tools and digital access for both providers and families to minimize reliance on staff physical presence.

No matter the obstacles faced, our 24/7 technical assistance, automated enrollment management, and attendance tracking persist thanks to the resilient web architecture backing programs. Upwards commits to supporting partners and clients through turbulent times by every means available, never compromising our caring standards.

Liv's Little Tot Spot: Montessori Preschool
Provide a
Project/Program
Synopsis
I am currently working with the city of Rancho Cordova for a use permit to create a Montessori Preschool in our neighborhood. I currently own a large family childcare home the Cypress community of Rancho Cordova. Our city is growing and in desperate need of more childcare and preschool options.

Provide a
Project/Program
Description
The Montessori Preschool is a highly sought after curriculum and currently we do offer this to our families of Rancho Cordova. I have had extensive conversations with families residing in our community about the lack of this program. Many of these families are traveling to neighboring areas in order to enroll their children in a Montessori school. The first five years of a child's life is the most critical and they need to be in a rich learning environment that will allow children to grow, learn, laugh, explore and socialize. Montessori education helps children develop independence, a sense of empathy and social justice, and a lifelong love of learning. I want to bring this to our city, our families, and the young minds of our future. With the help of this grant I will be able to expand on my current business and offer this education to more families in our community! I plan to include a sustainable garden where the children will be part of the planting and harvesting of their food. The children in my preschool are taught beyond what is expected at their age level but just as valuable is the lessons they are learning about life, for example taking care of our planet, community and neighborhood. We go on walks and pick up litter and trash around our neighborhood. These small lessons of love and care for each other and the planet we live on is imprinting on them at such a vital time in their lives and I believe the more young minds we can mold to create change for the good of all will not only benefit our city but the world at large.

Tell us about your
Project/Program
Team
I am the owner and developer of this project. I have a business partner who is helping with the details of expanding the school. I also have 4 teachers who are working with me tirelessly to streamline the curriculum and daily schedule in order to seamlessly transition from a large family daycare to a Montessori preschool. I have an advisor from SCOE who has been working with me on my RQT throughout my time as a caregiver. And currently twenty families with many different strengths and gifts who are willing to help in executing the project in anyway possible.

Goals
The goal is to open the Montessori school by fall of 2024. In the following 6 months goals will be set by month and team members will be appointed a task to complete by end of month. Meetings with myself and the team will be held mid month to review progress and again at months end to evaluate progress and set up the following month's goals that need to be met.

March we are scheduled for a zoom call to obtain all information on acquiring permits from the city to begin construction on the property. My SCOE rep is scheduled to come out to the site and go through with clear direction of the regulations from licensing to ensure everything is set up according to code, prior to licensing coming out for final approval of the school.

Currently there is a waiting list for families hoping to attend the school in fall. I am in the process of conducting interviews to hire new teachers and aides.

Dear Sir or Madam,
I am wri/ng this le6er to provide a strong endorsement for grant funding for Liv’s lil tot spot. As my rela/onship to the subject, I have had the privilege of witnessing the owner Olivia’s excep/onal dedica/on, compassion, and professionalism.

Olivia consistently goes above and beyond in her role, demonstra/ng a deep understanding of the needs and challenges faced by those she supports. Her strong communica/on skills, both verbal and wri6en, enable her to effec/vely connect with individuals from diverse backgrounds, fostering rapport and trust.

It really stands out to me that Olivia worked /relessly to open the doors of her home daycare at the tail end of the pandemic aHer reloca/ng only to expand a year later. This showcased her resourcefulness, problem-solving abili/es, and unwavering commitment to improving the lives of others.

Olivia possesses extensive knowledge of early childhood development, staying up to date with the latest developments and best prac/ces. Hence the desire to bring a need to our community. Her ability to adapt and quickly learn new skills has made them an invaluable asset to the community.

I have no doubt that Olivia will con/nue to excel in her career as an early childhood educator. Her professionalism, empathy, and strong work ethic make her an excep/onal candidate for any opportunity that comes her way.

Please do not hesitate to reach out to me if you have any further inquiries or require addi/onal informa/on.

To whom this may concern,
Becoming a parent is an easy decision compared to choosing the right school. Schooling is so very important and making sure you enroll your child in the appropriate school is that much more important.

Each child has their way of learning. As a mother of three, the learning approach that worked best for my children was the Montessori way. When you have a toddler new to a learning environment, it is not fair to say that that child needs to sit down, be quiet, read a book, go to recess, snack time, quiet time, and so on. A toddler needs to explore, have hands on learning, learn their developmental and cognitive skills, and be able to move around while doing just that. I have persoanlly noticed that this is the kind of learning that instills confidence in our little ones and lets them develop into more confident tiny humans and ready to take on more challenges.

Moving to Rancho Cordova was based on School ratings and the learning for our oldest being in Elementary School. When it comes to pre-school it is very challenging to find a Montessori school. Our city needs one. Ms. Olivia has been the biggest blessing to our family with our two youngest kids. Our middle child was enrolled in a different pre-school that he was not thriving in. There was more play, but no learning. We ended up being referred to Ms. Olivia and when I went to go there to check it out with my son, I noticed he was comfortable, free to move around, and able to be a child while learning.

Unfortunately, this is not everywhere. Ms. Olivia’s Montessori curriculum has taught both of my boys to come out of their shells, trust their creativity, build confidence, patience, independence, all while loving to learn. Learning needs to be fun; the first five years are the most impressionable years in a child’s life and if they do not have the right educational platform to start, their love for school will be lost.

Rancho Cordova would thrive having a Montessori School, especially led by Ms. Olivia. Parents shouldn’t have to stress traveling far and wide to choose the proper program for their child’s education. Please help support our community with opening up her school.

Thank You,
Ashley Blair, MSC MFT

Synopsis
Outdoor Adventure Club embarks on outdoor or indoor adventures depending on weather. PAL utilizes these adventures to build our kids' confidence, promote social skills, develop knowledge in nature, utilize teamwork capabilities and improve physical fitness health.

Description
The mission of the Rancho Cordova Police Activities League (PAL) is to involve and mentor youth in social, educational, recreational and leadership activities. Our purpose is to have a program that will deter crime, increase self-esteem, and promote a positive relationship with law enforcement. A great way to impact the Youth in Rancho Cordova is to create a program that will help with Youth development. PAL’s Outdoor Adventure Club is a great program that will assist with our Youth’s growth and we are seeking funding to support our Outdoor Adventure Club. Rancho Cordova PAL has provided activities and events to promote and uplift the youth in our community. Rancho Cordova PAL Outdoor Adventure Club has embarked on several events such as hiking, camping, bike riding and much more. Our Outdoor Adventure Club utilizes these “adventures” to build our kids confidence, assist with creativity/imagination, discover an appreciation for nature, utilize team work, and promote physical fitness. If approved, the CEIF funding will allow our youth to participate in the program at no cost to them by purchasing needed equipment for events and pay necessary fees to provide the best possible experience.

Goals
Our goal is to increase engagement with our youth through outdoor adventures with the focus on diversity, teamwork and inclusion for all youth wanting to participate in physical activities. Some youths are prevented from participating in outdoor adventures due to costs of activities rising.

Since the pandemic, there was a disconnect between the Youth and their social skills. We would like to “reboot” that connection and bring kids together to develop great learning skills that can not only enhance their social skills, but they can have fun while learning all together at no cost to them.

Kiwanis Club of Rancho Cordova: Book Buddies Club
Provide a
Project/Program
Synopsis
Books Buddies Club promotes family literacy by expanding home libraries, inspiring curiosity, and building a lifelong passion for reading. Our proposal aims to create a more personalized and community-driven approach to promoting literacy in Rancho Cordova by including children and youth in the book selection process.

Provide a
Project/Program
Description
Book Buddies Club is dedicated to fostering a love for reading among the children and youth of Rancho Cordova by providing access to books that cater to their individual preferences. Our initiative focuses on purchasing at least 1,500 books specifically requested by young people in the community and distributing them at various Rancho Cordova community events and at the Rancho Cordova Youth Center.

The proposed initiative seeks funding from the CEIF grant to directly address the diverse reading interests of local youth. We aim to purchase books based on requests and recommendations from the young members of our community. Of the 1,500 books, 1,000 books will be distributed at numerous Rancho Cordova community events and 500 books will supplement the Book Buddies Club book vending machine at the Rancho Cordova Youth Center.

We are actively engaged with local children and youth to identify their preferred genres, authors, and specific book titles through surveys and collaboration community organizations. Through this project collaborations with community centers and organizations will continue to strengthen to enhance the reach of our initiative. Partnerships will focus on facilitating book distribution at events our community partners organize or participate in as well as continued collaboration with the RCYC.

To streamline the process and accommodate the preferences of young readers, an online request system will be implemented. This platform will enable children and youth to suggest specific books they would like to see in their community, fostering a sense of ownership and engagement. In addition to providing books, our initiative will continue to promote family literacy by offering resources, reading tips, and information on upcoming events through an interactive website and community outreach programs for which a link is provided in every distributed book using a QR coded sticker.

The success of the program will be assessed through metrics such as the number of books distributed, the level of community engagement, and feedback from participants. Regular evaluations will ensure the ongoing effectiveness and relevance of our efforts.

By directing the focus towards purchasing books specifically requested by young people and distributing them at community events, our proposal aims to create a more personalized and community-driven approach to promoting literacy in Rancho Cordova.

Project/Program
Synopsis
The BSBA Entrepreneurial Excellence Boost program minimizes capital access gaps for micro and mini-micro businesses. We enhance foundations, ensure legal compliance, and empower businesses through collaborative resources, making them structurally sound and fundable.

Catalyzing local business growth with measured impact in financial literacy, planning, networking, and enhanced financial resource access.

Provide a
Project/Program
Description
The BSBA Entrepreneurial Excellence Boost program is a meticulously designed initiative aimed at revitalizing the business landscape of Rancho Cordova. What sets this program apart is its dedicated focus on fostering the growth of both budding startups and established enterprises.

Specifically tailored to support 50 micro and mini-micro (3M) businesses over the course of a transformative year-long journey, our objective is to cater to at least 25% of this targeted population.

Identifying these businesses will be a multifaceted process. We will leverage various channels, including the Rancho Cordova Chamber, word of mouth referrals, recommendations from existing Rancho Cordova business clients, as well as strategic social media and digital marketing efforts. Additionally, direct outreach, participation in networking events, and harnessing the influence of our current partners and sponsors will play integral roles in our outreach strategy.

Although the specific businesses have yet to be identified, we are confident in our proven outreach campaign methodology. By employing a combination of these outreach channels, we are poised to achieve our targeted goal effectively and efficiently.

At the heart of this innovative initiative is the BSBA BizHub Learning Center, located in Elk Grove, CA, but open to all. This is a vibrant space that transcends conventional notions. It serves as not only a physical location but as a dynamic hub where the synergy of innovation, education, and entrepreneurship coalesce. The BizHub offers more than just a shared co-working space; it's a melting pot of ideas, a nexus where learning meets action, and a catalyst propelling entrepreneurial dreams to success. The carefully curated workshops and training programs cater to a diverse audience, ranging from aspiring entrepreneurs looking to take their first steps to seasoned business owners seeking continuous growth.

The program places a strong emphasis on financial empowerment from the outset. Engaging financial literacy workshops, led by seasoned experts, CEIF APP #94

including valuable contributions from banking partners, provide participants with a robust understanding of budgeting, cash flow management, and the art of financial forecasting. This foundational knowledge becomes a cornerstone for the comprehensive guidance provided in the development of robust business plans. The workshops are designed not only to guide participants in crafting effective plans but to ensure they align with the key elements sought by lenders, thereby maximizing opportunities for securing essential funding.

Recognizing that every entrepreneur faces unique challenges, the program adopts a personalized approach. Bi-weekly consultations and check-ins, scheduled based on participants' availability, offer individualized advice and support. This tailored interaction aims at refining business plans and financial strategies to address specific challenges and goals.

The program's distinctiveness extends further into networking, mentorship, and tangible access to financial resources. Networking events, mentorship programs, and business mixers create a fertile ground for collaborative learning and meaningful connections. BSBA's established relationships with banking institutions and its commitment to each business's success set it apart from other organizations in Rancho Cordova. Importantly, the program is not membership-based, allowing it to provide services to a broader range of businesses, including those unable to pay chamber fees.

The primary objective is to witness business growth and financial soundness within the community.

The success of the BSBA Entrepreneurial Excellence Boost program is methodically measured through a multifaceted approach. Business growth metrics assess the establishment and expansion of businesses within Rancho Cordova. Financial literacy impact is evaluated by measuring the increase in participants' knowledge and its practical application. The effectiveness of business plans and personalized consultations is gauged through completion rates, quality, and participant satisfaction. Networking and mentorship success is measured by the value derived from these programs and the tangible collaborations that emerge. Lastly, the program's impact on access to financial resources is assessed by evaluating awareness, utilization, and successful funding secured through diverse financial avenues.

The budget includes expenses for Chromebooks and rent. The Chromebooks will serve various purposes such as accessing recordkeeping software, client communications, and databasing for businesses.

Additionally, we aim to provide Chromebooks for in-person workshop participation, enabling clients to access their information in real-time for changes and modifications. These Chromebooks will be available to clients throughout the program's duration, as it is not a cohort program. Once the program concludes, the Chromebooks may become obsolete, and we plan to return them to the City of Rancho Cordova for reuse.

To minimize service delivery costs, we will utilize our office space in Elk Grove. This space will be accessible daily from 9 am to 5 pm, offering individual office space, co-working space, a green room/studio, conference rooms, workshops, and access to consultants.

Description
Soil Born Farm’s funding request to the City’s Community Enhancement & Investment Fund is centrally focused on the construction of a new Animal Barn at the American River Ranch. Sixteen years of master planning, updating utilities, renovating existing buildings, restoring agricultural fields and completing entrance improvements have all finally laid the groundwork for our first new building construction. The proposed Animal Barn facility will be strategically located near the entrance to the farm, serving as a welcoming space that uses innovative design to immediately draw the visiting public into the farm ecosystem where we interpret the connections between our food, our health and the environment. ADA compliant pathways, native landscaping, living roof, outdoor seating, signage, animal programming and visitor overlook to the larger ranch ecosystem will be integrated into a structure that blends into the natural world of the farm.

Overall, it is a structure that helps create the type of world class interpretive center we need and want in Rancho Cordova.

The most unique and distinguishing element of the Animal Barn is that it has been designed to support our dynamic partnership with the Agriculture Academy program at Cordova High School (CHS). This program and the related Culinary Academy engage over 400 students at CHS, providing a culmination for the food, health, and environmental career pathways Soil Born Farms has been working hard to develop in our local schools in partnership with FCUSD and the City of Rancho Cordova. Specifically, a diversity of farm animals will be housed at this facility under the care of CHS agriculture students and direction of farm staff. Smaller breeds such as chickens and rabbits will live in carefully managed spaces within the barn and larger animals will cycle from barn to the working landscapes of the farm. This dynamic interplay between the barn and farm landscape will allow for improved animal welfare and much more dynamic student career technical education. Daily care of animals and docent activities will also help introduce the visiting public to the role of animals in farm and garden ecosystems.

In addition to its educational value, the proposed Animal Barn is a critical piece of infrastructure needed to bring animals back to the farm to model ecological and regenerative land stewardship. The larger 55-acre American River Ranch property and over one hundred acres of American River Parkway land contiguous to the Ranch have historically been poorly stewarded. Integration of carefully managed grazing systems can reverse the impacts of invasive weeds and degraded soil, and as a result, dramatically improve creek health, river health, wildfire resilience, wildlife habitat, food production, carbon capture and water conservation. As one of only a few interpretive centers on the Lower American River, the American River Ranch has a unique responsibility and opportunity to model best practice land stewardship, inspire change and create a sense of pride and connection in the community.

Goals
Project Goal: Complete Phase 1 of Animal Program implementation at the American River Ranch, readying the site to deliver hands-on education and ecological land management through the construction of a new Animal Barn and land improvements designed to integrate grazing animals into the 55 acre farm ecosystem.

PHASE ONE: Animal Barn construction and land improvements.

Objective 1 - Barn Construction (Funding requested by the City of Rancho Cordova and CA Wildlife Conservation Board):

A new 3,000 square foot Animal Barn will be constructed as a focal-point facility, for the complementary purposes of reintroducing livestock to the American River Ranch and serving as a learning laboratory for youth and adult education. The design (see attached Barn Architectural Renderings) features unique and functional elements:
● Indoor/outdoor livestock pens designed to shelter up to 60+ sheep in inclement weather, as well housing for poultry, rabbits and other specialty breeds owned and cared for by Agriculture Academy students. ● A second story viewing deck for visitors to take in the scenery of organic farm fields, the future Oak and Elderberry Edible Forest (currently being funded by the Wildlife Conservation Board), and the American River Parkway.
● A living roof featuring drought-tolerant native grasses, succulents and other shallow root edible crops.
● Multiple seating and viewing areas for classes and the visiting public, serving up to 60 people at a time.
● Secure storage for animal feed, tools and instructional supplies. ● A chick incubation area and space for regular veterinarian care for all farm animals.
● Raised garden beds for chicken and rabbit garden management demonstration.

Page 1572 of 2053 ends

Objective 2 – Land Improvements (funded by Soil Born Farms’ match from individual donations):

Land improvements will be completed to prepare for rotational grazing, including the establishment of 6 acres of perennial pasture adjacent to the Cordova Creek riparian area, and 2.5 acres of small-scale alfalfa plantings for hay. Soil fertility preparation and weed abatement will be conducted prior to planting, currently underway for the alfalfa blocks. Infrastructure will be installed to support use of these spaces, including:
● Posts and solar panels at select locations to support ability to subdivide the 6-acre pasture into sections using wildlife-friendly solar powered electric fencing. Fencing will facilitate intensive grazing and rest rotations for pasture and soil health.
● 6 raptor perches and 20 bluebird boxes to enhance sensitive species habitat and provide ecological pest management for farm systems. ● A movable watering system and 4 moveable livestock shade structures to ensure animal welfare and performance.
● Irrigation system modifications to support overhead irrigation in hay and pasture blocks to germinate/grow new plantings.

PHASE TWO: While funding for the launch of Animal Program grazing and education activities is not requested in this proposal, the following PHASE 2 activities are included here to convey the full scope of the program, and will be launched at the completion of the above PHASE 1 activities in spring 2026, with funds secured by Soil Born Farms through donations and grants.

Career Technical Education: The Animal Program education activities will be launched in partnership with neighboring Cordova High School’s Agriculture Academy, accessible for regular use due to the school’s proximity just ¼ mile away. The Animal Barn and the landscape of the American River Ranch will serve as a primary learning laboratory for 300+ underserved urban teens per year during the school day, after school and summer periods. Animal Program outcomes for students include increased ecological and agricultural literacy, career exploration, job skills, connection to place, and school engagement.

Community Education: The Barn will be a new focal point for Soil Born’s youth farm field trips, visits from the public during Tuesday-Saturday open hours, and special community events - all complementing our curriculum related to the organic garden, farm, creek and river. We currently serve over 4,000 visiting K-8th grade students from local schools and 20,000 drop-in visitors annually. The Barn provides a physical outdoor classroom space with capacity to host 30+ participants at a time. The expectation is that overall visitation to Soil Born Farms will increase by 20% due to the high level of interest in farm animals. Outcomes for local residents include access to a new family-friendly and ADA-accessible interpretive destination, and elevated ecological and food literacy as participants engage in learning. Education themes will focus on integration of animals for both large landscapes and small garden ecosystems as an essential CEIF APP #95

element of land stewardship, with a focus on ecosystem benefits of carbon capture, water capture, nutrient cycling, etc.

Targeted Grazing: Livestock will be reintroduced to the American River Ranch for the purpose of improving the ecological health of the property’s grasslands, orchards, row crops, habitat plantings and riparian areas through targeted rotational grazing. A variety of species will be kept through the program beginning with sheep, chickens and rabbits, with diversity of breeds and numbers of animals increasing overtime. Outcomes of this holistic land management tool include invasive weed control, wildfire fuels reduction, habitat management, preparation for habitat restoration, ecological pest control in agricultural fields, improved nutrient cycling and soil health, improved soil water holding capacity, and reduced dependence on fossil fuel-powered equipment.

Soil Born Farms is committed to developing and running the American River Ranch as an interpretive center for food, health and the environment, and takes long-term responsibility for maintenance of Animal Program facilities, delivery of on-going education programs in partnership with Cordova High School, and livestock and land management. Upon construction completion, Soil Born Farms will commence regular cleaning and maintenance duties for the facility and in accordance with the care needs of the housed animals. These maintenance activities will be documented in a facilities maintenance log. Photographs and maintenance documentation will be provided to document maturation of building landscape and intended use of the facility. Sustaining Career Technical Education programming will be a joint effort between Soil Born Farms and Cordova High School/Folsom Cordova Unified School District, as detailed in our MOU with FCUSD.

As per the 2008 American River Parkway Plan, the American River Ranch is designated as a permanent interpretive center within the Parkway with the express purpose of serving as an organic farm and education facility.

Soil Born Farms' lease with Sacramento County for the American River Ranch extends until April 30th, 2042, covering the next 18 years. While Soil Born Farms has every intention of renewing the lease, as landowner Sacramento County Department of Regional Parks would assume longterm management of the American River Ranch should unforeseen circumstances prevent Soil Born Farms from continuing as the site’s steward.

RE: Soil Born Farms’ American River Ranch Animal Barn Project Dear City of Rancho Cordova CEIF Grant Review Committee:

I am writing to express Valley Vision’s strong support for Soil Born Farms' grant application for Animal Barn construction funding, which will enable the launch of a one-of-a-kind education and stewardship program for the Sacramento region. Valley Vision is a civic leadership organization dedicated to improving the livability of the Sacramento region. Through research and action, we collaborate on bold, long-term solutions that improve people's lives. As partners in fostering a sustainable, equitable, and resilient urban food system, Valley Vision values Soil Born Farms’ role at the forefront of this movement for 20+ years. From modeling productive agroecosystems at every scale to engaging residents of all ages in hands-on learning, Soil Born Farms is Sacramento’s go-to educational resource for healthy food, organic farming, and environmental stewardship.

The proposed Animal Program is in alignment with Valley Vision’s 2021 Sacramento Region Food System Action Plan and epitomizes the innovative spirit that drives our region's agricultural sector.

The program will demonstrate how thoughtfully designed regenerative agricultural systems can effectively deliver outcomes for agricultural production, ecological stewardship, and community education.

Soil Born Farms’ strategy of integrating Cordova High School’s Agriculture Academy into Animal Program operations will allow underserved urban students to access tremendously unique learning experiences on the land. This partnership addresses the Sacramento Region Food System Action Plan recommendation of investing in youth workforce development to build a strong career pipeline for the region’s growing food and agriculture sectors. The Animal Program provides Agriculture Academy students - who are already tracking to food and agriculture careers - with unique experience using livestock as a holistic tool for ecosystem management.

The goals of the Animal Program resonate deeply with Valley Vision’s commitment to fostering a thriving, environmentally responsible, and community-oriented food system in Sacramento County. This is an investment that signifies our collective commitment to building resilient urban ecosystems and communities and will serve as a model that can inspire similar endeavors nationwide.

We are eager to witness the positive impact this project will bring to our community.

Sincerely,
Renee John

Provide your
Project/Program
Goals
Over the next three years, EXPLORE plans to diversify its connections and add new resources for a more robust new resident experience.

NEW HIRE PROGRAM: CDC post-pandemic regulations have relaxed, and more companies are encouraging employees to return to work sites. An aggressive outreach plan is underway to overhaul the New Hire program, which will allow the program to increase our engagement with new and returning employees. Our goal is to be a presumed part of the onboarding process for our community employers. We will report on the number of new hires we've welcomed in our quarterly program updates. We also anticipate having an impact on returning employees.

APARTMENT COMPLEXES: Thanks to the City of Rancho Cordova staff and other sources, we now have a list of over 70 apartment complexes.

We will contact complexes with property managers and develop collateral to share the program with new residents. For those complexes without onsite or dedicated managers, we'll create collateral unique to that audience. This outreach is ideal for creating in-language materials. Contact results will be included in our quarterly program updates.

ADDING SPECIALTY MAPS TO OUR WEBSITE: We are reviewing a partnership with a company called Proxi, that will enable us to create unique city maps branded EXPLORE and feature a range of options such as neighborhood designations, parks, shopping and attractions, the Barrel District, our EXPLORE Partners' businesses and more.

RELOCATION PACKAGES: EXPLORE regularly receives requests for relocation information. We plan to develop a comprehensive official relocation package that can be sent electronically or via mail. One thought is to connect with local home builders and offer materials for potential homeowners considering locating to Rancho Cordova.

INCREASED PERSONAL DELIVERIES: With the increased use of available technology, we are well-positioned to expand the core service of personal deliveries throughout Rancho Cordova neighborhoods.

MAKE OUR WEBSITE www.ExploreRanchoCA.com INCLUSIVE:

Approximately 20% of Americans experience some form of disability.

Disabilities can come in many forms, but many experience significant difficulties when reading and understanding content online. Removing any barrier to a new resident is simply the right thing to do. We hope to partner with a well-respected, cloud-based assistive accessibility toolbar that ensures our website is user-friendly for individuals with disabilities, situational challenges, and language needs through customization and translation options.

EXPLORE Rancho Cordova began on October 1, 2015. The program has demonstrated its impact well and has experienced limited fluctuations. New and current residents are advocates; we've yet to find anything similar in the region – one more way Rancho Cordova shines from when you arrive.

As the program is well-established and running smoothly, we remain committed to the following project schedule:

QUARTERLY – Contact City staff to identify new Rancho Cordova residents to ensure all are welcomed and receive information about Rancho Cordova. We host welcome receptions and program-related events.

BI-MONTHLY – Companies within city limits are contacted, and information regarding new employee counts, welcome bags needed, and site visits are offered. This will be the same timeframe for our apartment complexes outreach.

ONGOING – Welcome bag deliveries, soliciting and serving program partners, inventory management, social media outreach, regular calendar updates, program and project updates, and responding to new resident requests.

Adaptability: What is
your plan to complete
your project/program
should any
challenges arise?
As we demonstrated in 2020 and 2021, we remained committed to welcoming new residents via personally handwritten welcome cards and hosted virtual New Resident Welcome Receptions. During the pandemic, we worked alongside Chamber staff to support local shopping, promoted our Rancho Cordova businesses, and kept our audience aware of changing guidelines and safety measures. We may have adapted the process, but new residents to Rancho Cordova received the same welcome and information without skipping a beat. Our primary functions are connections, resources, and current information, and all are done quite well.
