MEMORANDUM
City Council Staff Report - Page 1 of 2
ITEM 9.9.
DATE: December 2, 2024
TO: Honorable Mayor and Council Members
FROM: Micah Runner, City Manager
SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CORDOVA APPROVING THE SIXTH AMENDMENT TO THE FIRST
RESTATED AGREEMENT FOR LEGAL SERVICES BETWEEN THE
CITY AND MEYERS NAVE
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would approve the Sixth Amendment to the First Restated Agreement for Legal Services (“Amended Agreement”) with Meyers Nave. The Amended Agreement increases compensation for general, special, and cost-recovery services.
BACKGROUND
Meyers Nave has served as the City Attorney for Rancho Cordova since the City’s incorporation in 2003. Meyers Nave capably serves in both general and special advisory counsel, and as the lead litigation attorneys for the City. The City recently conducted an evaluation for the City Attorney and reported that the service has been “impressive” and “impactful.” Following the performance review and labor negotiations, the City Council directed that an item be placed on this City Council agenda for the Council to consider amending the contract with Meyers Nave to increase the City Attorney’s rates by the change in the cost of living (CPI), which for the period from August to August in the U.S. Bureau of Labor Statistics Consumer Price Index, San Francisco-Oakland-Hayward, All Items Index was 2.7%. This amendment would update the Amended Agreement to increase all Meyers Nave’s rates for non-litigation services by the CPI rounded to the nearest five dollars ($5), except litigation services which already increase by the cost of inflation pursuant to the Fifth Amendment. This Sixth Amendment would increase the City Attorney’s current rates for general City Attorney services to a rate of $305 per hour for all attorneys, except that Principals would be $315 per hour and Paralegals would be $160 per hour. Special counsel services would be $355 for all attorneys, and $165 for Paralegals. And cost-recovery services, except litigation, would be $405 for Principals and Of Counsel, $370 for Senior Associates, $350 for Junior Associates and $195 for Paralegals.
The compensation adjustments apply only to the hourly rate for legal services. The total amount that the City pays for Meyers Nave’s legal services is based upon budgets annually adopted by the City Council in collaboration with the City Manager. Meyers Nave’s services to
City Council Staff Report - Page 2 of 2
the City have consistently been within the established budgets. Meyers Nave’s total costs to the City over the years have remained stable, even as the City’s population, General Fund revenues, and the services Meyers Nave helps provide have all significantly increased.
FISCAL IMPACT AND FUNDING SOURCE
Future legal costs to the City are not currently known. Legal services per hour for general, special, and cost-recovery will increase by approximately 2.7%.

ITEM 12.1.
DATE: December 2, 2024
TO: Honorable Mayor and Council Members
FROM: Matt Tamayo, Chief of Police
SUBJECT: A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT NO. 2024-268 WITH FLOCK GROUP, INC. IN AN
AMOUNT NOT TO EXCEED $1,142,515 FOR AUTOMATED LICENSE
PLATE READER TECHNOLOGY
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would allow the Rancho Cordova Police Department to move forward with implementing Automated License Plate Reader technology in the City.
BACKGROUND
Automated License Plate Readers (ALPR) is a technology that is used throughout the world.
ALPRs are used to assist with locating stolen or wanted vehicles by utilizing ALPR technology that captures digital images of license plates on vehicles as they pass cameras located throughout the City. The license plate is scanned at a high rate of speed and cross-checked against a database. If a vehicle is identified as stolen or wanted, local law enforcement agencies are notified. The ALPR system stores the location, time, vehicle information, and the photos of the vehicle and license plate. All of this data can be retrieved and used for investigative purposes. Nationwide, over 3,000 law enforcement agencies utilize ALPR, and it is becoming an effective multiplier for law enforcement agencies, leading to apprehension of criminals faster, quicker closure of cases and being able to help solve cases that they could not have done without this technology.
The Flock Group, Inc, doing business as Flock Safety is the sole manufacturer and distributor of the Flock Safety ALPR camera. The system is an all-inclusive service subscription model that includes ALPR camera hardware, hardware installation, hardware monitoring, hardware maintenance, software, software updates, unlimited users, unlimited storage of data up to one year from the date of capture, LTE connectivity, solar panels, poles, mounting equipment, and a direct link to AXON's Evidence.com digital media storage system, which is utilized by the Sacramento Sheriff's Office. Only Flock Safety offers this all-inclusive service, which is beneficial for the Rancho Cordova Police Department (RCPD) to maintain a working and efficient ALPR system.
City Council Staff Report - Page 2 of 2
The City is utilizing the Sacramento County Sheriff's Office agreement with Flock Safety for the pricing of the services. The Sacramento County Sheriff's Office utilized a sole-source determination to purchase Flock Safety, to ensure regional connectivity with other law enforcement agencies. Other regional partners, including Elk Grove Police Department, Citrus Heights Police Department, Folsom Police Department, Galt Police Department and West Sacramento Police Department are working together to create a Regional Real Time Information Center (RTIC) utilizing Elk Grove's RTIC as the base. Elk Grove Police Department's RTIC utilizes Flock Safety's FlockOS cloud-based public safety platform and Flock Safety ALPR cameras and the integration with the regional partners will assist RCPD and other local agencies with locating stolen vehicles, apprehending suspects, locating missing persons, and other law enforcement related successes. RCPD will be able to utilize this technology within the RCPD RTIC and integrate with all the regional partners.
The Rancho Cordova Police Department is requesting authorization to enter into a five-year agreement with Flock Group, Inc. to install and maintain 53 APLR cameras within the City of Rancho Cordova in an amount not to exceed $1,142,515 to deploy this technology throughout the City. This amount includes the current five-year contract totaling $1,038,650 for 53 APLR's and an additional 10% of the total contract amount as contingency should the City desire additional APLR cameras in the future.
FISCAL IMPACT AND FUNDING SOURCE
The total amount of the five-year contract term for Automated License Plate Reader technology is $1,142,515 and will be paid through the City's general fund annually.

FROM: Amanda Norton, Economic Development Director
SUBJECT: A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT NO. 2024-269 IN AN AMOUNT NOT TO EXCEED
$2,777,937 WITH THE RANCHO CORDOVA AREA CHAMBER OF
COMMERCE FOR BUSINESS RETENTION SERVICES
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize the City Manager to execute an agreement with the Rancho Cordova Area Chamber of Commerce in an amount not to exceed $2,777,937 for business retention services for a three-year contract, February 2025 – February 2028.
BACKGROUND
In November 2024, City staff presented the City Council with a three-year Economic Development Strategic Plan. The Strategy has three goal areas: business development, placemaking & real estate, and workforce partnerships. Within each goal area there are specific strategies that are designed level up to the goals. While the Economic Department staff is responsible for the work being conducted within the strategies, there are many strategies within the goal areas that require partnership to execute the work. Below are some of the work products that are proposed to be done in partnership with the Chamber:
Goal Area: Business Development
• Small Business Formation and Growth
o Understanding Artificial Intelligence (AI), Training and Applying AI. When a business invests in AI, it can significantly improve operational efficiency, enhance decision-making by analyzing vast amounts of data, personalize customer experiences, automate repetitive tasks, reduce costs, identify new market trends, and drive innovation and competitive advantage within its industries. AI allows businesses to operate faster, smarter, and more effectively.
It can predict market trends and consumer behavior, helping businesses anticipate future needs and adjust their strategies accordingly. This initiative aims to empower small businesses in Rancho Cordova by providing comprehensive AI training tailored to their specific needs. The program will focus on businesses with 1–50 employees.
City Council Staff Report - Page 2 of 2
o Minority Business Assistance & Recovery Kickstart (MBARK) Cohort Project. The Business Development goal area has strategies that focus on business retention. The Chamber has been providing the business community with the MBARK program for the past two years. The focus of the program is to both work one-on-one and in cohorts with small businesses to provide technical assistance that will help the businesses be more resilient and grow. o Business Retention and Expansion Data. The Economic Development Department and City are looking to move to data-driven decision-making. The Economic Development Department will be working to gain access and collect internal and external data. The Chamber is also looking to embark on a data collection effort. Economic Development Department staff will work with the Chamber to ensure data that is collected will be useful to both entities and avoid duplication of work.
Goal Area: Workforce Partnerships
• Talent Pipeline Management (TPM) Program. The TPM Program focuses on working with industry to identify workforce talent needs, draft job announcements that can be used across the industry, identify or partner to create educational pathways for the jobs, and then assist with marketing to help residents learn about the job and educational opportunities.
In addition to the above items, the Chamber will be focusing on strategically increasing revenue across the Chamber's business lines. The Chamber will be working on a data-driven roadmap, scaling programs, and expanding their offerings, that will create revenue streams to bolster their financial independence while delivering greater value to the City's business community.
Regular updates and reporting will be an important component of the contract with the Chamber. The Chamber and Economic Development Department staff currently meet monthly to discuss initiatives. For this contract, performance will be tied to metrics and outcomes. The metrics and outcomes of each year will impact the work being done in each subsequent year.
FISCAL IMPACT AND FUNDING SOURCE
The Contract with the Rancho Cordova Area Chamber of Commerce would be funded through Measure R.

RECOMMENDATION

RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize payment of a 5% ($14,250) performance incentive payment to City Manager Micah Runner based on his 2024 performance, increase his annual salary by $7,695 to $292,695 ($24,391 per month), and update the Full Time Employee Salary Schedule for the position of City Manager to $24,391 per month.

The City Council determined that the City Manager's overall performance in 2024 was "innovative" and "elevating."
Consistent with the terms of the City's employment agreement with the City Manager, the Resolution before the City Council would approve a 5% performance incentive payment ($14,250) to be paid immediately based on the City Council's conclusion that Mr. Runner displayed "innovative" and "elevating" 2024 performance and succeeded in achieving the specific objectives previously established by the City Council. The Resolution would also increase the City Manager’s base salary by $7,695 per year from $285,000 to $292,695 ($24,391 per month), and update the Full Time Employee Salary Schedule for the position of City Manager to $24,391 per month.
