MAINTENANCE FOR AN AMOUNT NOT TO EXCEED $94,000,

RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize the City Manager to execute Contract Amendment No. 2023-258-1 with the Sacramento County Sheriff's Office.
BACKGROUND
On January 1, 2014, the City of Rancho Cordova entered into an agreement with the Sacramento County Sheriff's Office for the Sheriff's Work Project Program to provide inmate crews for flood control and landscape maintenance services throughout the city. Since the inception of the agreement, the Sheriff's Work Project Program has provided reliable and cost- effective services that have supported the city's ongoing maintenance efforts.
The city has been satisfied with the quality of services provided over the past twelve years and desires to continue the partnership for an additional one-year term. City staff and the Sacramento County Sheriff's Office have negotiated Contract Amendment No. 2023-258-1, which extends the agreement for one year to allow the Work Project Program to continue providing flood control and landscape maintenance services.
The cost of the one-year amendment will not exceed $94,000, increasing the Contract to an amount not to exceed $348,563.
FISCAL IMPACT AND FUNDING SOURCE
General funds will be utilized to compensate the Sheriff's Officer for services rendered.

SUBJECT: A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACT AMENDMENT NO. 2025-162-3 WITH GHILOTTI BROS.,
INC. TO INCREASE THE CONTRACT AMOUNT FROM $7,900,591.96 TO AN AMOUNT NOT TO EXCEED $8,470,900.42 FOR
CONSTRUCTION OF THE COUNTRYSIDE NEIGHBORHOOD
STREET REHABILITATION PHASE 2 PROJECT
RECOMMENDATION
Adopt the Resolution.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would authorize the City Manager to execute Contract Amendment No. 2025-162-3 with Ghilotti Bros. to complete construction of the Countryside Neighborhood Street Rehabilitation Phase 2 Project. This contract change order enables necessary pavement repairs to meet the project's goal of delivering robust infrastructure improvements in the community.
BACKGROUND
The Countryside Neighborhood Street Rehabilitation Project (Project) is bordered by Routier Road, Folsom Boulevard, Mather Field Road, Rockingham Drive, and Old Placerville Road. A Project map is included as Attachment 3. The purpose of this project is to promote safety and improve infrastructure by rehabilitating the existing pavement of local roads, repairing sidewalks, upgrading curb ramps, upgrading drainage facilities and installing new bicycle lanes.
On July 7, 2025, the City Council adopted a resolution for the City Manager to execute Contract No. 2025-162 with Ghilotti Bros., Inc. for an amount of $7,187,878.00 to construct the project.
Per the City Municipal Code, Section 3.60.110 C, the City Manager is given authority to approve contract change orders up to ten percent of the contract value. During construction, the following administrative change orders were executed:
• Administrative Contract Amendment No. 2025-163-1 (Change Order No. 1), in an amount of $107,767.34 for storm drain and sewer work and streetlight conduit relocation
City Council Staff Report - Page 2 of 2
• Administrative Contract Amendment No. 2025-162-2 (Change Order No. 2), in an amount of $604,946.62 for unforeseen pavement repairs, and work around shallow and encased utilities
Contract Amendment No. 2025-162-3 (Change Order No. 3) is valued at $570,308.46. The sum of all three change orders would exceed the City Manager's signing authority, thus requiring City Council approval. This change order authorizes the contractor to perform work including additional unforeseen pavement repairs due to unstable soils, locate unmarked utilities, excavate around shallow utilities and resolve conflicts, and provide traffic control to support extra work; and
Staff recommend approving Contract Amendment 2025-162-3 with Ghilotti Bros., Inc. as they are mobilized in the project area performing other work under contract.
Staff anticipate this project will finish construction by end of Summer 2026.
FISCAL IMPACT AND FUNDING SOURCE
The Project is included in the Capital Improvement Plan budget for Fiscal Years 2025-26 and 2026-27. The Project budget consists of funding from Infrastructure Replacement Fund, Gas Tax, Road Maintenance and Rehabilitation Account, and New Measure A Maintenance Fund.
There is no impact on the city's general fund.

OF CITY COUNCIL MEMBER DISTRICT 2 THAT WAS TO BE
ELECTED AT THE GENERAL MUNICIPAL ELECTION ON TUESDAY,
NOVEMBER 3, 2026
RECOMMENDATION
Review the Certification of Facts and choose one of the following actions:
1. Adopt a Resolution appointing the nominee to the elected office; or
2. Elect to hold the November 3, 2026, General Municipal Election as previously adopted on June 1, 2026, by Resolution No. 70-2026.
RESULT OF RECOMMENDED ACTION
Adoption of the Resolution would appoint the nominee to the elected office. If the Resolution is not adopted, the Council would elect to hold the November 3, 2026 General Municipal Election as previously adopted on June 1, 2026 by Resolution No. 70-2026.
BACKGROUND
At the November 3, 2026, General Municipal Election, one City Council Member seat is open for District 2. The nomination period was held from July 13, 2026 to August 7, 2026. A Notice of Election was published in the Grapevine Independent on July 3, 2026, and was continuously posted on the city's website since that date.
With the close of the nomination period on Friday, August 7, 2026, one person filed nomination papers and qualified as a candidate in District 2:
Name Office Term
Elliott Stevenson City Council Member -
District 2
4-year term
Pursuant to Elections Code Section 10229, the City Clerk is providing a certification to the City Council attesting to the fact there are not more candidates than offices to be elected
City Council Staff Report - Page 2 of 2
(Attachment 1). In that certification, it is noted that this statute allows one of the following courses of action to be taken by the City Council:
1. Appoint to the office the person who has been nominated; or
2. Appoint to the office any eligible elector if no one has been nominated; or
3. Hold the election if either no one or only one person has been nominated.
Pursuant to Elections Code Section 10229 and Government Code Section 6061, a notice of the above facts and the available courses of action was published in The Sacramento Bee on August 11, 2026, and was posted on the city's website.
If Council chooses to make the appointment, Mr. Stevenson will take office following the canvass of the election results and serve exactly as if elected at a municipal election for the office. If by the 75th day, August 20, 2026, before the municipal election, no person has been appointed to office, the election shall be held.
Write-In Candidates
If an appointment is made, the City Clerk/Elections Official will not accept the filing of any write- in candidates for City Council Member District 2, since the appointment would in turn cancel the election. It is important to note that the write-in candidate process is not automatic and that write-in candidates must qualify by filing the required nomination and related papers. If no appointment is made, the nomination period for write-in candidates would be September 7, 2026, to October 20, 2026.
Appointments in Lieu of Election
Appointments made by the City Council would be made official at the December 2026 meeting following the canvass of the election results when the current terms expire and the appointed member will take the oath of office for a 4-year term. Pursuant to California Government Code Section 36503, city officers holding elective city office shall hold office for their prescribed terms from the date of the installation of officers following adoption by the council of the official canvass of their election and until their successors are elected and qualified.
FISCAL IMPACT AND FUNDING SOURCE
Biennial general municipal election costs are determined by the County of Sacramento for services based on factors such as the number of registered voters and the city's costs for its required publication notices and related translations, materials, etc. According to the Sacramento County fee schedule, the estimate for the District 2 election is $14,261.48.
If the City Council elects to make an appointment and cancel the election for District 2 per the election code, the estimated savings will be approximately $14,261.48. Any Candidate Statement ($650) paid for already by the nominee would be returned to the nominee.
