The regular meetings of the Rancho Cucamonga Fire Protection District, Housing Successor Agency, Successor Agency, Public Finance Authority, and the City of Rancho Cucamonga City Council were held on December 15, 2021, in the Council Chambers at City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California.

Mayor Michael called the meeting to order at 7:00 p.m.

Mayor Michael and Members of the City Council presented Santa Claus with a Proclamation for his choice to be vaccinated against the COVID-19 virus and presented a video featuring Santa Claus sharing a special holiday safety message to the Rancho Cucamonga community.

Didi Nicastro, asked if City employees were being offered two paid floating holidays off for being vaccinated and if vaccination was mandated for City employees.

Mayor Michael informed that City employees were offered two paid floating holidays off as part as the City's Vaccine Incentive Program and that vaccination was not mandated for City employees.

City Manager Gillison introduced David Eoff, Senior Planner, Jennifer Nakamura, Management Analyst II and Jennifer Camacho-Curtis, Community Affairs Officer, who provided a PowerPoint presentation with an overview of the proposed Resolutions to certify the Environmental Impact Report, the PlanRC General Plan Update, 2021-2029 Housing Element, and Climate Action Plan including the City’s outreach and community engagement efforts. Management Analyst Nakamura noted that there had been minor technical revisions made to the General Plan since the Planning Commission hearing and that the edits were distributed to the Council at the dais for consideration.

Mayor Michael opened the Public Hearing.

Seven (7) public communications were made in support of item G1 by Chris Sanford, Diane Gunther, Alisa Zhang, Nannette Hart, Crystal Muljadi, Manuela Amaya and Don Smith. Speakers expressed their support in the General Plan’s climate action plan, diversity, health, equity and vision for the City’s future.

One (1) public communication was received by Don Horvatich expressing concerns of high-density effects and commercial developments above the 210 Freeway.

Juan Olmedo spoke on the importance of the Climate Action Plan and benefits of having local skilled workers.

Kathi Pryor spoke on economic and cultural diversity and asked that the City Council consider adding more Pickle Ball courts.

Mayor Michael closed the Public Hearing.

City Manager Gillison spoke on mandatory housing requirements by the State and informed that there were no changes proposed north of the 210 Freeway in the General Plan.

Council discussion ensued on successful community engagement efforts by staff despite the COVID-19 Pandemic, collaborative and inclusive process of the General Plan Update, health, equity, stewardship and variety of housing options included in the General Plan including the State Mandated Analysis. Mayor Michael and Members of the City Council noted that the General Plan puts people first while preserving the essence of a world class community, maintaining open spaces, equestrian lifestyles, low density in areas above the 210 Freeway while strategically adding affordable housing to maintain a diverse, equitable and vibrant community.

The Mayor and Members of the City Council commended staff for a wonderfully executed General Plan that is easy to read and encouraged the public to access the General Plan on the city’s website:

Don Smith spoke in support of developing more affordable housing options in Rancho Cucamonga.

Council discussion ensued on affordable housing, RHNA allocation requirements, stakeholder outreach/feedback, state requirements, funding sources, developer fees, limitations with state imposed standards, building sustainable revenue through sales tax, Non- Residential Linkage Fees providing affordable housing, and diversifying economic sectors to promote equity.

A. AMENDMENTS TO THE AGENDA
City Attorney Ghirelli informed that Mayor Pro Tem Kennedy’s virtual attendance via Zoom came to the City’s attention after the City Council Agenda was posted and was proposed for purposes of preventing the spread of COVID-19 and for everyone’s safety. He recommended that the City Council add item A1 relating to AB 361 to make certain findings in order to have a virtual meeting tonight.

Mayor Michael entertained a motion to add item A1: AB 361 Findings for Special Brown Act Requirements for Teleconference Meetings to the agenda.

A1. AB 361 Findings for Special Brown Act Requirements for Teleconference Meetings. (CITY/FIRE) City Manager Gillison introduced City Attorney Ghirelli, who provided a verbal report with an overview of AB 361 and informed that the bill amends the Brown Act to establish special requirements for teleconference meetings if a legislative body of a local public agency makes findings pursuant to Government Code Section 54953(e)(3).

Mayor Michael asked if the City Council would have to make the findings at each City Council Meeting.

City Attorney Ghirelli informed that once the findings were made the City Council may continue to meet virtually and would have to adopt the findings on a monthly basis (every 30 days) thereafter.

MOTION: Moved by Council Member Hutchison, seconded by Council Member Scott, to make the following findings: (1) the City Council has reconsidered the circumstances of the COVID-19 state of emergency; and (2) the COVID-19 state of emergency continues to directly impact of the ability of the members of the City’s legislative bodies to meet safely in person. Fire Chief McCliman shared the heroic efforts by Rancho Cucamonga High School Resource Officer Deputy John Cadogan and School Nurse Yolanda Warren during an incident involving a student who suffered a medical emergency while on campus. Mayor Michael and Members of the City Council recognized John Cadogan and Yolanda Warren and thanked them for their courage and service.

CITY COUNCIL AND FIRE PROTECTION DISTRICT SPECIAL MEETING MINUTES The City of Rancho Cucamonga City Council held a special meeting on Tuesday, January 25, 2022, in Paul A.

Biane Library, Second Story Exhibit Space, 12505 Cultural Center Drive, Rancho Cucamonga, California. Mayor L. Dennis Michael called the meeting to order at 8:50 a.m.

Present were Councilmembers Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy, and Mayor L.

Dennis Michael. Absent: Councilmember Sam Spagnolo.

Also present were: John Gillison, City Manager; Elisa Cox, Deputy City Manager/Civic and Cultural Services; Lori Sassoon, Deputy City Manager/Administrative Services; Matt Burris, Deputy City Manager/Community and Economic Development; and Linda A. Troyan, City Clerk Services Director.

C1. Annual City Council Review and Development of New Goals, Team Building Workshop and Related Legislative Matters. (FIRE/CITY COUNCIL)
City Council, along with City Manager Gillison and staff, reviewed City Council’s Mission, Vision and Values statements; Strengths Deployment Inventory (SDI) Team communication including strengths, weaknesses and team and individual dynamics; prior City Council Team Building agreements; City and Council District interests; review and status of 2021 Goals, and discussion of 2022 Goals and 2022 legislative matters (Huang Housing Initiative).

The meeting recessed at 10:33 a.m.; reconvened at 10:50 a.m. Present were Councilmembers Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy, and Mayor L. Dennis Michael. Absent: Councilmember Sam Spagnolo.

Council discussion continued. Consensus to revisit next year whether to change “the” to “our” in their Mission Statement and add “Relentless” at the beginning of City Council Core Values #7. Statement to be “Relentless Continuous Improvement.”
The meeting recessed at 11:37 a.m. for lunch; reconvened at 1:30 p.m. Present were Councilmembers Ryan Hutchison, Kristine Scott, Mayor Pro Tem Lynne Kennedy, and Mayor L. Dennis Michael. Absent:

Councilmember Sam Spagnolo.

Council discussion continued. Consensus for staff to return with a timeline for current and upcoming goals/projects scheduled within the next two years and provide information on historic agricultural preservation (grapes).

After reviewing and discussing the Huang Housing Initiative, Council agreed to revisit and consider a position if the initiative qualifies for the ballot.

SUBJECT: Consideration to Receive and File Current Investment Schedules as of January 31, 2022 for the City of Rancho Cucamonga and the Rancho Cucamonga Fire Protection District. (CITY/FIRE)
RECOMMENDATION:

Staff recommends that the City Council/Board of Directors of the Fire Protection District receive and file the attached current investment schedules for the City of Rancho Cucamonga (City) and the Rancho Cucamonga Fire Protection District (District) as of January 31, 2022.

BACKGROUND:

The attached investment schedules as of January 31, 2022 reflect cash and investments managed by the Finance Department/Revenue Management Division and are in conformity with the requirements of California Government Code Section 53601 and the City of Rancho Cucamonga’s and the Rancho Cucamonga Fire Protection District’s adopted Investment Policies as approved on June 28, 2021.

ANALYSIS:

The City’s and District’s Treasurers are each required to submit a quarterly investment report to the City Council and the Fire Board, respectively, in accordance with California Government Code Section 53646. The quarterly investment report is required to be submitted within 30 days following the end of the quarter covered by the report. However, the City and District Treasurers have each elected to provide this report on a monthly basis.

The monthly investment schedule supports the City Council’s core value of providing and nurturing a high quality of life for all by demonstrating the active, prudent fiscal management of the City’s investment portfolio to ensure that financial resources are available to support the various services the City provides to all Rancho Cucamonga stakeholders.
