CITY OF REDDING

REPORT TO THE CITY COUNCIL

Recommendation

Accept update regarding the City of Redding’s transportation system pavement condition s; and provide direction to staff as needed.

Fiscal Impact

Accepting this report has no direct financial impact to City of Redding (City) finances. However, the condition of the system is deteriorating and additional resources are needed to maintain acceptable pavement conditions.

Alternative Action

The City Council could request additional information or provide alternative direction to staff.

Background/Analysis

The overall condition of the pavement in the City is rapidly deteriorating. Maintenance and capital investment in pavement preservation is consistently short of the growing needs. The overall condition of the pavement measured by the pavement condition index (PCI) has declined from an estimated rating of 78 (on a scale of 1 to 100) in 2005, dropping to 55 by 2012, and falling further to its current estimated rating of 43. This now puts the overall rating in the “poor” category with on ly 38 percent of the City’s streets in a “good” or better category. In terms of financial impact, staff estimates the current deferred maintenance backlog is in excess of $44 million and climbing. Significant additional resources are needed to curb this trend.

The City's street system consists of more than 870 lane miles, or 4 11 centerline miles, of roadway and is segregated into three main classifications. Arterials, typically high -speed and higher-volume roadways, make up roughly 24 percent of the syste m and include Victor Avenue, Churn Creek Avenue, Cypress Avenue and other similar roadways. SUBJECT: 9.11(d)--Consider update regarding City of Redding's transportation system pavement condition.

traffic from residential/commercial areas to the arterials, make up approximately 12 percent of the system and include Browning Street , Eastside Road, College View Drive and other similar roadways. The bulk of the local system, well over 60 percent, consists of residential roadways.

Pavement Condition of the City's Streets

Public Works staff maintains an industry standard pavement mana gement system (Streetsaver).

The City’s PCI was calculated at 43 which falls in the "poor" category (26 -69) and is much lower than the statewide average of 65 for all cities in California. Industry standard rating for ideal pavement condition is a rating o f 80 which allows for more cost effective "preventative" maintenance (seal coats, etc.) compared with higher cost pavement rehabilitation (overlays, etc .) or replacement when the pavement moves to a "poor" or "very poor" condition.

The Cost

The last tw o years provided the City with additional resources available to allocate to street repairs due to Federal COVID-19 stimulus funds from various programs. However, normally the City's typical investment plans call for roughly $2.5 million a year available f or pavement maintenance capital projects. This level of annual investment will result in a decrease in the PCI and an increase in the deferred backlog with roughly $3.1 million per year to maintain the existing PCI. To achieve the ideal PCI of 80, staff es timates the City would need to invest just over $8.5 million annually for the next 10 years. An investment of $5.1 million annually would ensure the rating increases to 60, the lowest value in the “good” category.

Funding sources for street maintenance c omes mostly from state and federal gas taxes with additional funding derived from utility contributions associated with their impact to the City’s roadways due to heavy vehicle loads (Solid Waste) and utility trenching. The current revenue sources include:

• Highway Users Tax Accounts (state gas tax): $2,463,754 • Road Maintenance and Rehabilitation Account (state SB1 gas tax): $1,814,510 • Regional Surface Transportation Program (federal gas tax): $1,364,094 • Water, Wastewater and Solid Waste Utilities: $1,303,326 • Transportation Development Act (TDA - state sales tax remaining after transit): $1,707,180

The total funding budgeted for this fiscal year is approximately $6.9 million and does not include any additional General Fund contributions. Funding allocated t o in -house ongoing operational expenses such as signing, striping, pothole patching, sidewalks, traffic signals, traffic engineering, etc. equates to approximately $4,403,560 leaving roughly $2.5 million for pavement maintenance capital investment. However, please note the TDA funding is highly fluid and has ranged as low as $19,000 to over $3 million. The other funding sources are fairly stable year to year with inflationary increases.

Poorly maintained streets not only bear a significant financial burde n, but they can affect the economic and social value of the City as well. Streets in poor condition appear blighted and rundown, discourage alternative transportation modes such as cycling, and lead to higher vehicle costs for motorists. According to a 201 6 report of the nonprofit transportation research organization TRIP, the average motorist spends roughly $739 per year in additional vehicle operating costs such as fuel, maintenance, and repairs attributed to rough road conditions.
