CITY OF REDDING
REPORT TO THE CITY COUNCIL
Recommendation
Authorize and approve the following:
(1) Authorize the City Manager , or designee, to execute the Second Amendment to the Encampment Emergency Shelter Services Contract (C -10639) with Shasta Community Health Center , extending the contract term to August 31, 2025 , and in creasing the contract amount from $165,000 to $365,000;
(2) Find that a mending an agreement is not a project as defined under the California Environmental Quality Act, and no further action is required; and (3) Find that amending a current agreement is considered an exempt activity under National Environmental Policy Act, 24 CFR §58.34(a)(3) administrative activities.
Fiscal Impact
The Encampment Emergency Shelter Services Contract (Contract) is grant funded through the City of R edding’s (City) award of an Encampment Resolution Funding Program Round 3- Lookback (ERF 3 -L) allocation as well as other Housing Division budgeted funding source s necessary to fully fund the contract. As proposed, the contract would be increased from $165,000 to a total of up to $365,000. This increase will not impact the General Fund or other Housing Division activities.
Alternative Action
The City Council (Council) could choose not to provide approval for the additional funding for interim shelter services and provide staff an alternative direction. Should the alternative direction include limiting funding, Shasta Community Health Center (SCHC) may be unable to provide shelter rooms to eligible individuals.

Report to Redding City Council March 26, 2025
Re: 9.2(a)--Shasta Community Health Center Contract Amendment Page 2
Background/Analysis
On November 6, 2024, the City terminated an agreement with a vendor who had previously been contracted to provide interim shelter to unsheltered persons at a local motel. On November 12, 2024, the City Manager signed a contract with SCHC in the amount of $60,000 to provide short- term, interim shelter services for the 45 clients displaced as a result of the terminated agreement.
The agreement provided shelter until March 31, 2025. In addition, o n December 3, 2024, Council approved an amendment to increase the funding from $60,000 to $165,000.
SCHC partnered with local homeless service providers including , but not limited to, the Good News Rescue Mission , Shasta County Health and Human Services, and New Life Discovery to provide case management and housing placement services. Since January 2025, 29 SCHC sheltered clients have moved to other sheltering opportunities in the community; thereby, leaving 16 ERF 3-L participants currently in the interim shelter program.
If approved by Council, increasing the contract by $200,000 and extending the term until August 31, 2025, will allow case managers additional time to assist the sheltered clients in securing other housing opportunities within our community. Staff anticipates that the remaining shelter clients will obtain permanent or alternative housing options by the end of August 2025.
In an effort to obtain a longer -term provider to operate an interim shelter program , staff published a Request for Proposals (RFP) - no responses to the RFP were received. As such, staff is working with ERF 3-L representatives to determine other shelter or housing choices that may be funded with the balance of the ERF 3-L funding and will return to Council for direction at a later date.
Environmental Review
Amending an agreement is not a proje ct as defined under the California Environmental Quality Act, and no further action is required.
Amending a current agreement is considered an exempt activity under National Environmental Policy Act, 24 CFR §58.34(a)(3) administrative activities.
