City Council/Financing Authority Meeting K. 2.
DATE: 01/17/2023
TO: Honorable Mayor and City Council Members
SUBJECT: Consideration of a $30,000 contribution for the 2023 Fourth of July Celebration and determine that the financial support serves a public benefit (Assistant City Manager Boatman)
MOTION(S):
If the City Council determines that this request is appropriate, the following motion is provided:
I move that the City Council approve a contribution of $30,000 for the 2023 Fourth of July Celebration to be paid to the Redlands 4th of July Committee and determine that the financial support serves a public benefit.
1. RECOMMENDATION:
Staff recommends that the City Council approve a contribution of $30,000 for the 2023 Fourth of July Celebration to be paid to the Redlands 4th of July Committee, determine that the financial support serves a public benefit and direct staff accordingly regarding the request for support of the 2023 Fourth of July Celebration event.
DISCUSSION:
The Facilities and Community Services Department staff processes applications and issues permits for special events to be held in public areas of the City. Upon issuance of a special event permit, the event may take place contingent on the event organizer paying the required fees. The City recognizes the value of partnering with non-profit agencies and organizations to provide services beneficial to the community. Therefore, in an effort to support programs that provide a community benefit, the City Council will, from time to time, consider the authorization of the use of City resources in support of a special event.

The Redlands Fourth of July Committee (Committee) has held the Redlands 4th of July Celebration Event for the past 52 years. Although historically the event has been held at the University of Redlands, the event was relocated to Moore Middle School in 2020. In anticipation of the 2023 4th of July celebration, the Committee is requesting support from the City of Redlands by providing Police and Fire personnel, and funds in the amount of $30,000 for the event to be held once again at Moore Middle School. Last year, the Council expressed interest in relocating the event back to the University due to its central location. However, the Committee explored this request and found that the University location is not ideal for two reasons: 1) a new scoreboard limits the ground fireworks visibility for the audience in certain seating areas; and 2) costs are significantly higher due to additional security and amenities that are needed.
At this time, the Committee is requesting approval of the $30,000 contribution needed to reserve the fireworks display. Note that this cost represents only a portion of the total cost for fireworks, as the Committee reports the overall show costs in excess of $100,000. The average in-kind service contribution is approximately $24,000 and a separate report for those services will be included with a future Council agenda.
ALTERNATIVES:
The City Council may elect to deny the request for the expenditure of funds, or choose an alternative amount.
STRATEGIC PLAN:
Supports Priority A - Quality of Life; Strategic Objective 1. Beautification, Arts and Culture

RE: Redlands Fourth of July Committee
2023 Fireworks Show
Dear Mr. Boatman,
I’m writing to you today in request for continued support from the City of Redlands with our 2023 annual 4th of July Celebration.
The City’s continued support over the past 55 years providing Police and Fire personnel and continued monitory support since our 2021 event has never been so critical to the events success for our community.
Over the past two years, with Redlands Police and Fire Departments' guidance we have successfully navigated the change to Moore Middle School which allowed us to permit our first public attended show this past July 4th. In conjunction with the City and Redlands Unified School District allowing us to use Moore Middle School the event savings has been just over 38,000. in additional costs during this time.
Advantages and cost savings of hosting event at Moore MS • Event insurance was $3,918.00 less
• Traffic control appeared to be easier as the streets are cleared faster, ask police for input. • Crowd control and disbursement was extremely fast
• The Fireworks show is shot from same level as the crowd is sitting, allowing more smaller shells and cost savings. • The event is able to host our own local nonprofit service clubs to provide water, soda and food sales. • No private security required
• Cleanup are limited to the seating area of field vs entire University campus
On behalf of the Redlands Fourth of July Committee, we formally ask for the city’s continued support and approval for this community event by providing Police and Fire personnel as needed and continued $30,000.00 cash support. The overall event costs for our 2022 year was just over $108,000.00 the committee will raise the additional $80,000.00 of monies as needed, without you r support this event would not be possible.
Thank you,
Tim Murone
