Staff further recommends that the City Council approve the Amendment to the Agreement with Applied LNG Technologies, LLC to amend the initial term total to a not to exceed amount of $2,361,879 and a total agreement amount not to exceed $3,636,075.
DISCUSSION:
The City of Redlands Equipment Maintenance Division oversees the maintenance of approximately 450 vehicles and the maintenance and operation of the City’s fuel station at the corporate yard. Two of the primary fuels dispensed at the fuel station are Renewable Liquefied Natural Gas (RLNG) and Compressed Natural Gas (CNG). These fuels are used by the City's fleet of natural gas vehicles in addition to being sold to external customers.
On May 17, 2022, the City Council approved an agreement with Applied LNG Technologies, LLC for the supply and delivery of RLNG for an initial term through June 2023 with two additional one-year term extensions. The bid pricing sheet used to establish contract rates was based on the Southern California Gas Fixed Average Index (“SoCal Index”) for 2021. This index is subject to fluctuations in the commodity market and represents the market value of natural gas in the wholesale market for a specific time and location.
In January 2023, the SoCal Index was published at a rate 503% higher than the previous month. Due to the increase in costs, the per gallon rate for customers of the City's RLNG/CNG fuel island was increased on January 5, 2023, from $2.36 per gallon to $5.95 per gallon. This unprecedented increase requires that the City amend the agreement with Applied LNG Technologies, LLC to increase the not-to-exceed amount and modify the purchase order. As the monthly rate is subject to extreme fluctuations, staff is recommending an increase for the initial term from an amount not to exceed $637,098 to an amount not to exceed $2,361,789 for the remainder of the initial term, which ends June 30, 2023. Staff will continue to monitor rates and may make future modifications if needed.
ALTERNATIVES:
The City Council may elect not to approve the amendment and additional appropriation. However, that will adversely affect the City's ability to operate the L/CNG fuel island.

A selection committee reviewed and ranked each organization in accordance with the City's procurement policy. Based on these evaluations, the two highest-ranked consultants, Holt Architects, Inc., and Dewberry Architects, Inc. were invited to submit a Request for Proposal for the Development of a Public Safety Facility (RFP). Staff conducted interviews with each consultant, with presentations based on the submitted RFPs Holt Architects, Inc., was selected as the most highly qualified firm, based on their demonstrated competence and professional qualifications deemed necessary for the satisfactory performance of the services required.

City Council Meeting L. 5.
DATE: 02/21/2023
TO: Honorable Mayor and City Council Members
SUBJECT: Consideration of the Agreement with Quinmar Janitorial, Inc. for city-wide, interim janitorial services for an amount not to exceed $58,977.50 and a Purchase Order for an amount not to exceed $47,562.50 (Assistant City Manager Chris Boatman)
MOTION(S):
If the City Council determines that staff’s recommendation is appropriate, the following motions are provided:
I move to approve the Agreement with Quinmar Janitorial, Inc. for city-wide janitorial services for an amount not to exceed $58,977.50 and a Purchase Order for an amount not to exceed $47,562.50.
RECOMMENDATION:
Staff recommends City Council approve an agreement with Quinmar Janitorial, Inc. for city-wide janitorial services for an amount not to exceed $58,977.50 and a Purchase Order in the amount not to exceed $47,562.50.
DISCUSSION:
The City operates 16 facilities that require varying degrees of janitorial service and sanitation. On December 14, 2022, the contract between the previous janitorial services vendor and the City was terminated due to a failure to perform the scope of services adequately. In order to continue to ensure uninterrupted janitorial services, City staff selected Quinmar Janitorial, Inc. to perform interim janitorial services while a new contract was let to bid.
Quinmar Janitorial, Inc. agreed to perform the requested services at the same rate as the previous vendor ($26,635 monthly) while City staff advertised a new bid for the services. Janitorial services for January 1, 2023, through February 21, 2023 total $47,562.50, and this report includes approval of a purchase order Redlands Regular Meeting of 02-21-23 Page 731 of 786
21, 2023 total $47,562.50, and this report includes approval of a purchase order to address that time period. In addition, staff has included a contract to continue janitorial services through April 30, 2023, to allow sufficient time for the City to award a new, long-term contract once the bid has closed. Janitorial Services for February 22, 2023, through April 30, 2023, will total $58,977.50.
ALTERNATIVES:
The City Council may elect not to approve the purchase order or agreement; however, janitorial services may be interrupted.
