3 I. Policy

The purpose of this Contractor Safety Program (“CSP”) is to ensure, as best as reasonably possible, the protection and safety of all persons and property during construction activities undertaken by private contractors on behalf of the City of Redlands (“City”). The City has a comprehensive and structured approach in outsourcing services performed on City facilities by third -party persons and entities (“Contractor(s)”). The first phase of this comprehensive approach includes actively screening Contractors based on safety records, safety performance, and safety compliance. After the qualified Contractor is awarded a contract, the Contractor must then ensure compliance with all local, state, federal and Cal/OSHA regulations applicable to the contracted scope of work, and requirements set forth within this CSP. The Contractor, its agents, and personnel must adhere to the policies and procedures set forth by this CSP and all applicable laws and regulations.

City Council Meeting L. 5.

DATE: 11/18/2025
TO: Honorable Mayor and City Council Members
SUBJECT: Consideration of Ordinance No. 2987 of the City of Redlands Amending Chapter 13.64 (Integrated Solid Waste Management) and 13.67 (Mandatory Organic Waste Disposal Reduction) of the Redlands Municipal Code Relating to Organic Waste (Facilities and Community Services Department Director Crocker)
MOTION(S):

If the City Council determines that staff’s recommendation is appropriate, the following motion is provided:
"I move to introduce Ordinance No. 2987 amending Chapters 13.64 and 13.67 of the Redlands Municipal Code."
RECOMMENDATION:

Staff recommends that the City Council introduce Ordinance No. 2987 amending Chapters 13.64 and 13.67 of the Redlands Municipal Code.

DISCUSSION:

The purpose of this ordinance amendment is to update and clarify the City’s solid waste regulations in order to ensure consistency, and support compliance with state mandates related to organic waste disposal. Specifically, the amendment proposes revisions to Redlands Municipal Code Chapters 13.64 (Integrated Solid Waste Management) and 13.67 (Mandatory Organic Waste Disposal Reduction).

The City of Redland's Solid Waste Division provides comprehensive refuse, recycling, and green waste collection services to approximately 19,000 residential units and over 900 commercial accounts. These operations include automated curbside service, roll-off bin rentals, and recycling.

Redlands Regular Meeting 11-18-25
866 of 932
Over time, inconsistencies have emerged between Chapters 13.64 and 13.67, particularly with respect to the treatment and terminology of organic waste. To address this, the proposed ordinance incorporates the term “organic waste” throughout Chapter 13.64 to align with Chapter 13.67 and with current state definitions and requirements under SB 1383. In doing so, the ordinance enhances clarity and supports the City’s commitment to regulatory compliance and sustainable waste practices.

Further, the ordinance removes all existing exemptions from participation in the green waste program, making organic waste collection mandatory for all customers unless otherwise noted. This will help to ensure uniformity throughout the City.

To improve clarity, the ordinance also includes general edits for grammar, punctuation, spelling, and formatting. In addition, a new definition for “tan container” has been added to clearly identify its role in the separation and collection of food waste. These changes ensure that the Municipal Code remains current and aligned with industry standards.

ALTERNATIVES:

The Council may elect not to introduce Ordinance No. 2987 and direct staff accordingly.

STRATEGIC PLAN:

Not applicable.
