Fund Balance Carryover and Interest Revenue – ($ 2,280,000) This item includes anticipated annual interest earned on our account balance. Fund balance carryover will be incorporated towards the Co-Permittees’ FY 26-27 cost shares.

The Program Co-Permittees worked diligently to establish a reasonable cost structure that maintains compliance with multiple current Permit requirements. This budget was prepared to fund ongoing Program activities, anticipating negligible changes in the level of effort required for compliance. After a delay in the permit renewal process since 2015, the Co-Permittees are engaged in a permit renewal process for a Regional MS4 Permit with the Regional Board. On December 21, 2021, RWQCB Staff released a Staff Working Proposal to the Tri-County Group (made up of the Co-Permittees and our counterparts at Riverside and Orange Counties) for initial review and comments. Then on March 1st 2024, a Draft Tentative Order was released with a 60-day comment period ending on May 4th 2024. In response to public comments made during a March 14th RWQCB Workshop, the deadline was extended to July 3rd, 2024. The Tri-County Group submitted a comment letter and redlines of the TO during this timeframe. Following the comment period, the Regional Board held 6 workshops (two per County respectively) to discuss issues raised in the redlines and comment letters from the jurisdictions. As of the date of this letter, the Tri County Group received a new draft tentative order on May 5th, 2026 and was given a 75-day public comment period. Response to comments was also released and we have had additional meetings with regional board staff to go over remaining issues with permit language. We anticipate adoption of the permit in 2026, but there are a few changes that still need to be addressed.

In Fiscal Year 2024-2025, the District’s overhead rate was 117% due to increased District indirect costs and decreased direct costs. In 2024, the Budget Officer made the decision to reduce the rate to the initial rate found in the Implementation Agreement. The adopted budget of November 19th, 2025, includes the adjusted Overhead Rate of 60.06%.

Based on the following cost share table, the District will invoice each Co-Permittee for their corresponding annual cost share in August 2026.

MOTION:

If the City Council determines that staff recommendation is appropriate, the following motions are provided:

1. I move that the City Council approve a Professional Services Agreement with Hicks & Hartwick, Inc. to provide on-call general engineering services in an amount not to exceed $200,000 for the initial one-year term, with an option to extend for one additional year in an amount not to exceed $200,000, for a total potential not to exceed value of $400,000; and

2. I move that the City Council determine that approval of the Agreement with Hicks & Hartwick, Inc. is exempt from environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the California Environmental Quality Act.

RECOMMENDATION:

Staff recommends that the City Council approve a Professional Services Agreement with Hicks & Hartwick, Inc. in an amount not to exceed $200,000 for the initial one-year term, with an option to extend for one additional year in an amount not to exceed $200,000, resulting in a total potential value not to exceed $400,000. Staff further recommends City Council determine that approval of the Agreement with Hicks & Hartwick, Inc. is exempt from environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the California Environmental Quality Act.

DISCUSSION:

The Municipal Utilities and Engineering Department (MUED) Engineering Division is responsible for the planning, design, delivery, and management of the City's annual Capital Improvement Program (CIP), which includes underground utility infrastructure replacement (water, sewer, and storm drain systems), pavement rehabilitation, and bicycle and pedestrian facility improvements. Successful execution of these projects requires comprehensive engineering and professional land surveying services during the design phase, including the preparation of construction plans, technical specifications, cost estimates, and supporting bid documents. In addition, the Engineering Division periodically requires specialized engineering support for the review of parcel maps, tract maps, easement documents, and survey records, as well as geotechnical engineering services to evaluate subsurface conditions and provide engineering recommendations that support the structural and civil design of public infrastructure improvements.

On June 22, 2026, MUED staff issued a Request for Proposals (RFP) for engineering on-call services. On July 14, 2026, proposals were received from the following twenty-two (22) firms:

1. AE Group Engineers IE, Upland, CA

2. Albert A. Webb Associates, Riverside, CA

3. AYCE Consulting Engineers, Inc., Santa Ana, CA

4. CASC Engineering and Consulting, Colton, CA

5. David Beckwith and Associates, Inc., Rancho Cucamonga, CA

6. Engineering Resources of Southern California, Inc., Redlands, CA

7. GHD Inc., Irvine, CA

8. Hicks & Hartwick, Inc., Redlands, CA

9. Hilltop Geotechnical, Inc., San Bernardino, CA

10. Huitt-Zollars, Inc., Ontario, CA

11. IDS Group, Inc., Irvine, CA

12. IMEG Consultants Corp., Ontario, CA

13. Interwest Consulting Group, Inc., Elk Grove, CA

14. Koury Engineering & Testing, Inc., Chino, CA

15. RKA Consulting Group, Walnut, CA

16. Sikand Engineering Associates, Sherman Oaks, CA

17. TAIT & Associates, Inc., Corona, CA

18. TKE Engineering, Inc., Riverside, CA

19. Valued Engineering, Inc., Upland, CA

20. Watearth, Inc., Palm Springs, CA

21. WestLand Group, Inc., Rancho Cucamonga, CA

22. Willdan Engineering, San Bernardino, CA
Pursuant to Chapter 2.16.180 of the Redlands Municipal Code, an evaluation committee conducted a comprehensive review of the proposals and ranked each firm based on its demonstrated competence, relevant experience, and professional qualifications in accordance with the evaluation criteria established in the RFP.

Following the evaluation, Hicks & Hartwick, Inc. was determined to be the most qualified firm to provide the requested engineering support services. Accordingly, staff recommends that the City Council approve a Professional Services Agreement with Hicks & Hartwick, Inc. in an amount not to exceed $200,000 for the initial one-year term, with the option to extend the Agreement for one additional one-year term in an amount not to exceed $200,000, for a total potential contract value of $400,000. The actual amounts will depend on the tasks assigned by the City and the not to exceed amounts are based on a combination of estimates and affordability.

The Agreement provides for the issuance of project-specific Task Orders by MUED staff in accordance with the RFP. Each Task Order will define the project scope, required services, deliverables, schedule, and other applicable project requirements. Upon receipt of a Task Order, the Consultant shall submit a detailed cost proposal based on the negotiated hourly rates established in the Agreement, along with a project schedule and a description of the proposed approach and deliverables. Services will be authorized on an as-needed basis throughout the term of the Agreement, and the issuance of Task Orders is at the sole discretion of the City. Accordingly, the Agreement does not guarantee any minimum quantity, frequency, or monetary value of work.

Approval of the Agreement is exempt from environmental review pursuant to Section 15061(b)(3) of the State's Guidelines implementing the California Environmental Quality Act, as there is no possibility this action will result in a significant impact on the environment.

ALTERNATIVES:

The City Council may deny the staff recommendation and provide alternative direction to staff.
