Treatment Plant and water treatment facilities, as well as areas that have experienced recurring issues with code enforcement (illegal dumping) and crime. For example, when a park restroom is vandalized, the average cost to repair can be $3K-$5K. The proposed vendor, Surveillance Integration, installs and maintains these systems for several cities in our area, including Reedley, Selma, Sanger and Fresno, among others. Their representatives stated that the size of our proposed system is similar to the City of Sanger's recently upgraded system.
Proposed Locations
The City's goal in this project is to create well-maintained infrastructure and provide an efficient, connected, secure community video policing network that improves public safety and deters crime. The attached city map shows the locations of the proposed video policing system, which are also categorized below. All cameras will be installed at exterior locations nearby existing power sources to minimize cost while at the same time optimizing the viewable area.

The system is designed to be expandable in the future as new facilities come on line and as needs of community video policing evolve.
Purchasing Authority
Reedley Municipal Code Section 1-9B-3 stipulates that single purchases in excess of $75,000 are to be authorized by the City Council and made pursuant a formal bid procedure, unless the purchase can be made under specified bidding exceptions , which includes cooperative and sole source purchasing. This purchase is being completed under a sole source purchase as Surveillance Integration is the City's current vendor for its existing network of community video policing infrastructure, and has demonstrated they possess the experience, knowledge, and capabilities to effectively install, maintain and update a multiple site fully integrated secure all-weather surveillance system.
FISCAL IMPACT
The City of Reedley received a total of $1.SM from the State of California for public safety communications systems upgrades, which was included in the 2023-24 Adopted Budget. Currently there is $180,654 remaining after police & fire radio systems are completely upgraded, including increasing the height of the city owned communications tower.
The total Community Video Policing project cost, including a 5% contingency, of $254,037 exceeds available grant funding by up to $73,383. Three of the 18 project sites are to surveil assets maintained by the Water, Wastewater and Airport Enterprise funds. Hardware, software, labor and tax specific to these locations is $53,307. Wastewater Enterprise will cover its proportionate share of $20,916, Water Enterprise $6,808, and Airport Enterprise $20,076. The remaining funding gap of $20,076 will be covered by available General Facilities Development Impact Fees.

REEDLEY AIRPORT COMMISSION MEETING
Thursday, November 16, 2023 at 4:00 p.m.
1. CALL TO ORDER
A meeting of the Reedley Airport Commission was held at the Reedley Community Center, 100 N. East Avenue, Reedley, California and called to order by Carl Smith at 4:07 p.m.
2. ROLL CALL AND INTRODUCTION OF GUESTS

3. AGENDA APPROVAL -ADDITIONS AND/OR DELETIONS
A. Motion by Commissioner Smith, seconded by Commissioner Agrifoglio to approve the November 16, 2023 agenda. Motion carried.
4. APPROVAL OF MINUTES
A. Motion by Commissioner Smith, seconded by Commissioner Agrifoglio to approve the September 21, 2023 Airport Commission minutes. Motion carried.

6. UNFINISHED BUSINESS
A. 2023 Annual Airport BBQ Income and Expenses- A breakdown of expenses and donations was handed out for all Commissioners to review.
Reid shared the event was successful, driven by all the pilots, Reedley College, City staff and all the volunteers. This was a nice fundraiser· for the beautification fund.
Reid shared Commissioner Joseph Oldham sent over comments on the BBQ.
Michael Tomazin stated the fuel dock needs to have an open path to access fuel.
Joseph Woosley shared the idea of having designated spots for each aircraft could help the flow of traffic. Woosley also shared it was hard to distinguish who was loading airplane and who was getting in and out of airplanes. If there are designated areas, the same planes would have the same designated area with the same designated loaders which would speed up the loading process. Sarah shared with Joseph Woosley and Commissioner Smith it would be ideal to go out to the airport to make a site plan for next year on what changes need to be made. Reid shared, limiting next years plane rides to kids that meet the minimal height limit.
Commissioner Oldham shared an 8-year age minimum should be a requirement.
Reid shared a shorter route from the beginning needs to be enforced to make sure everyone receives a ride. Gary Schales shared passengers should not be escorted in front of the prop. Joseph Woosley shared there should be vest for the ones loading each aircraft to distinguish who is loading and unloading passengers. Reid shared with the Stem activities on the north end, there needs to be a buffer between the planes and the activities. Extending the barricades on both ends would be ideal.
Reid shared safety is the highest priority. Gary Sch ales shared the event was great. - 1 -

7. NEW BUSINESS
A. BBQ 2024 Date Selection- Reid shared the first Saturday in October will be Saturday, October 5, 2024. This date will be advertised on the December airport newsletter. Commissioner Oldham shared he doesn't want this event to overlap with other aviation events. Reid shared this event will not overlap with Sierra Sky Park.
8. AIRPORT MANAGER REPORT
A. Capital Improvements - Meeting with the FAA once a month for the fuel farm. Working through the details and funding. There will be a shift in the ACIP in which funding source will be paying for this project.
Environmental documents will be submitted to the FAA, since the current system is going to be removed.
Another RFQ is due, Reid will work on this.
B. Weed Control - Pre-emergent will get down to help with the weeds.
C. Landscaping/Parking - none
D. Public Relations/Airport Promotion - The December newsletter will go out in the December tenant statements, as well as posted on the City website.
E. BMX Track - They have had some big events, they're doing good.
F. Hangar Vacancies - none
G. Electric Planes/Charging Station - Commissioner Oldham shared the FAA is working on a petition. The City of Reedley has been approached by the Fresno County Transportation authority to utilize the remaining grant fund which would help with battery packs for the aircrafts that need these. Fresno State transportation institute awarded the electric planes as the most innovated project for 2023.
H. Reedley College - Gary Schales shared two airplanes just went into paint, these two planes are predicted to arrive in January 2024. Reid shared the pilot briefing Trailer will be delivered in December. The restroom will be delivered at the end of February, end of March.
