RECOMMENDATION
Approve and authorize the City Manager to execute all documents pertaining to an emergency purchase under Reedley Municipal Code Section 1-9B-6(A) of one Rosenbauer (brand) Type 6 rescue squad vehicle for a total cost of $374,772, and adopt Resolution No. 2026-017, which amends the FY 2025-26 Adopted Budget by appropriating $385,000 in the General Fund, Public Safety Sales Tax and Fire Facilities Development Impact Fee funds for the purchase and estimated upfitting costs .
BACKGROUND
Last year, the Department responded to 1,415 calls for service including 101 fire-related calls, 31 hazardous condition calls, 579 medical-related calls and 729 good intent or other type calls, and three water rescue calls on the Kings River. The Fire Department currently uses a Type 6 engine known as a "Rescue Squad" as its first out responder vehicle. This unit responds to approximately 75% to 80% of all service calls, and is the workhorse of the department.
The vehicle is 17 years old, and required a costly full engine replacement several years ago to stay in service. Despite this overhaul, the vehicle recently experienced a catastrophic engine failure due to cracked cylinder heads and overheating, that has taken the unit out of service with no warranty coverage available. After a professional assessment, it was strongly recommended to immediately retire this unit due to its age and the time and cost required to repair a unit that has become unreliable for front line service.
The Department has located a new stock unit from Rosenbauer that is currently finishing production that has not been sold. Rosenbauer was the manufacturer of the City's current ladder and pumper apparatus vehicles; therefore, this purchase will increase equipment interoperability.
Emergency Purchase Authority
Reedley Municipal Code Section 1-98-6(A) provides a specific exemption from formal bid requirements for emergency purchases as follows:
A. Emergency Purchases: Purchases of an emergency nature may be made as the need arises, and such purchases shall be exempt from the requirements of this article; provided, however, such emergency purchases shall be authorized by the city manager or designee.
FISCAL IMPACT
The purchase cost of $374,772 and estimated upfitting cost of $10,000 will be covered by available unallocated fund balances in the General Fund, Public Safety Sales Tax and Fire Facilities DIF funds. Use of these funding sources, although eligible, for this emergency purchase, will impact the City's ability to purchase other equally critical public safety equipment that was planned in next year's budget.
The City is currently working with Townsend Public Affairs to secure an allocation from the State of California for this purchase; which, if funded next year, will be used to reimburse the public safety funding sources that are being reallocated on an emergency basis to cover this purchase. Without assistance, the City will have to defer other critical public safety equipment replacements.

REEDLEY TRAFFIC SAFETY COMMISSION MEETING FOR October 30, 2025
COMMISSION/ STAFF COMMENTS/ REPORTS
1. City Engineer Marilu Morales reported construction along Manning Avenue which includes Dutch Bros, Mister Car Wash, Panda Express, Chipotle, and a seven eleven with a gas station. The next business expected to open at Otani is The Habit, followed by Mister Car Wash, which is scheduled for completion in December. Future housing development projects will include Kashian, Frankwood Avenue, and Dr. Horton south of Manning Avenue. Plans for future annexations are also underway. Construction is currently underway for Hollywood. Acacia, Myrtle, and Birch Avenue, which will feature sewer and water improvements.
