PROJECT TITLE: Environmental Assessment No. 2026-09
City of Reedley Civic Center Project
PROJECT LOCATION: 936 "G" Street
EXEMPT STATUS: Categorical Exemption
PROJECT DESCRIPTION: The proposed project consists of a comprehensive renovation of the former Bank of America facility located at 936 "G" Street, Reedley, CA 93654, into the new City of Reedley Civic Center. The Civic Center will house the Administrative Services Department, Office of the City Clerk, Office of the City Manager, Office of the Assistant City Manager, Community Development Department, Engineering Department, and Public Works Department. Renovations will include fa9ade enhancements, plumbing, electrical conveyances, parking lot resurfacing and re-striping, interior refurbishment, and construction of new workstations, offices, conference rooms, public-facing counters, payment kiosks, bathrooms, and installation of new mechanical and technology equipment.
This project is exempt under Section 15301 (a) (Class 1/Existing Facilities) and Section 15332 (Class 32/lnfill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines.
EXPLANATION: Section 15301 (a) (Class 1/Existing Facilities), exempts from the provisions of CEQA projects characterized as interior and exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. The proposed project includes exterior fa9ade improvements, parking lot resurfacing and re-striping, interior refurbishment, and construction of new workstations, offices, conference rooms, public-facing counters, payment kiosks, bathrooms, and installation of new mechanical and technology equipment. Therefore, this project is exempted under this Section.
City of Reedley
Categorical Exemption
Environmental Assessment No. 2026-09
Date:
Section 15332 (Class 32/ln-Fill Development Projects) of the CEQA Guidelines also exempts projects that are consistent with the General Plan and zoning; occur within the city limits on a site less than five acres; contain no habitat for endangered species; would not result in any significant effects relating to traffic, noise, air quality or water quality; and can be adequately served by all required utilities and public services.
The proposed project is consistent with the 2030 General Plan Update. The project occurs in the city limits of Reedley and is on an affected area that is less than five acres with no habitat for endangered species on the site. The project site is an existing building in an urban area, which has a high level of disturbance within, and adjacent to the project area, therefore it lacks suitable habitat for endangered species. The project will be compliant with the general plan policies and mitigation measures addressed in the Reedley General Plan 2030 Program EIR (SCH# 2010031106), which would determine that the project would not result in any significant effects related to traffic, noise, air quality or water quality.
The proposed project is an exemption characterized under Section 15301 (a) (Class 1/Existing Facilities) and Section 15332 (Class 32/lnfill Development Projects) of the California Environmental Quality Act (CEQA) Guidelines.

PROJECT DESCRIPTION/BACKGROUND
In October 2015, the City Council of the City of Reedley adopted the Arts in Public Places Program, which established an official process in the selection of a qualified artist and artwork, design criteria, and program timelines. Since the inception of the program, murals have been painted on utility boxes, public-facing walls, and irrigation standpipes. Program guidelines require public artwork be reviewed by the Reedley Planning Commission before the City Council makes the final approval decision. On June 4, 2026, the Reedley Planning Commission reviewed the proposed rendering, and recommends City Council approval. Thus, the proposed project is being presented as Sign Permit Application No. 2026-07 to the City Council for final approval. Sign Permit Application No. 2026-07 proposes to place eight murals throughout Camacho Park that celebrates Reedley and acknowledges this park as being the home to Little League baseball.
In March 2024, the City of Reedley was awarded approximately $4 million for much-needed rehabilitation and improvement of amenities within Camacho Park. As part of the project, plans included the creation of a community gathering space featuring public murals designed to enhance the character and identity of the park. In January 2026, the City released a Request for Proposals (RFP) seeking artistic concepts that would establish a visual look and feel reflective of the community spirit within this public space. The City specifically sought experienced mural artists with a strong artistic vision and the ability to create baseball-themed murals that would bring character, creativity, and cultural value to the park.
Proposals were due by 4:00 p.m. on February 26, 2026. The City received six submissions in response to the RFP. A Selection Committee was established consisting of City staff, a representative from the Community Services Commission, and a representative from Little League. After reviewing all proposals, the committee selected four finalists for interviews in order to better understand each artist's vision, conceptual approach, and capacity to successfully complete the project. Following the interview process, the committee recommended that the City move forward with two artists and divide the mural installations between them. The selected artists had previously collaborated on mural projects together and completed mural work for the City of Reedley in the past.
City staff met with the selected artists on multiple occasions to refine and finalize the mural renderings. The proposed artwork was presented to the Community Services Commission at a noticed public meeting on April 23, 2026, whereby the Commission entered into a charettestyle workshop with City staff and the mural artists on each rendering. Minor recommendations for revisions were provided for each mural, and those adjustments have since been incorporated into the final renderings now being presented to the Planning Commission.
ENVIRONMENTAL REVIEW
This activity is not a "project" pursuant to State CEQA Guidelines Sections 15002(k)(1 ), 15378 (a) and 15061 (b)(3). CEQA applies only to projects, which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. Therefore, staff has determined that a no possibility of significant effect is appropriate for the proposed project.
FINANCIAL IMPACT
Costs pertaining to the mural project will be funded through the grant.
