CITY OF SALINAS

COUNCIL STAFF REPORT

DATE: MARCH, 22, 2022
DEPARTMENT: LIBRARY & COMMUNITY SERVICES
FROM: KRISTAN LUNDQUIST, LCS DIRECTOR
BY: JOSE ARREOLA, COMMUNITY SAFETY ADMINISTRATOR
TITLE: ANNUAL PUBLIC ART UPDATE

RECOMMENDED MOTION:

A motion to receive and accept the annual public art update and authorize use and appropriation of up to $6,000 from the Municipal Art Fund to fund the proposed Annual Public Arts Plan.

RECOMMENDATION:

Staff recommends that the City Council receive and accept the annual public art update and authorize use and appropriation of up to $6,000 from the Municipal Art Fund for Fiscal Year 2022- 2023 to fund the proposed Annual Public Arts Plan.

BACKGROUND:

On May 16, 2017, the City Council adopted an Ordinance establishing a Public Art Program. The Ordinance created a Municipal Art Fund which is funded exclusively from contributions made by public construction projects: The Ordinance imposes upon the City the requirement to contribute an amount not to exceed on -half percent (0.5%) of the total project cost of each eligible capital improvement program project to a Municipal Art Fund.

A key tool for the Commission is the Municipal Art Fund. The money for the fund comes from a fee on the value of any capital improvement program construction project funded by the General Tax, Measure G and E. The fee is 0.5% of qualified completed CIPS once a year. The money is deposited into the fund every June at the end of the fiscal year. There is a cap of $50,000 for any one project and a cap of $100,000 for spending in one year. The Current balance is $10,911.45.

To date, all the expended funds were used to fund the development and writing of the Public Arts Master Plan which was adopted by the City Council on February 11, 2020. No funds were expended in 2021.

One of the Public Art Commission’s (PAC) primary activities is the preparation of a n Annual Public Arts Plan that includes specific activities that promotes publ ic art and recommends the release of funds from the Municipal Art Fund to cover the costs of the activities described in the Page | 2
annual plan. Per Ordinance, the Public Arts Annual Plan will be submitted to the City Council annually no later than April 1. The PAC established an Annual Plan Sub-Committee that met three times from September through November 2021 to identify several potential public art projects and the funding to support these efforts. The committee prepared a draft plan that was reviewed at a regular PAC meeting in November of 2021. The PAC had great feedback and a request for some minor language changes. Ideas included creating a new local arts festival, put a place making mural in the Alisal, curate an exhibit of existing city art and creating a grant matching program for arts organizations. After much consideration the committee chose to both develop a grant program that would support new or existing art centered events with a required match of funds and improve marketing of the Public Art Commissions meetings and activities including the new grant program.

At the meeting of February 28, 2022 the Public Arts Commission unanimously voted to accept the Annual Public Art Plan and recommend t hat the City Council authorize the release of an amount not to exceed $6,000 from the Municipal Art Fund in FY 2023 to fund the following activities.

Five thousand dollars would go to support new or existing cultural performing art events in Salinas by offering matching grants (in-kind match allowed) of up to two thousand five hundred dollars.

The goal of this funding is to help maintain and expand public art events to provide local artists in the City of Salinas an opportunity to engage with the public and publicly display their work. U p to one thousand dollars will be used for marketing the Public Art Commission meetings, Public Art Master Plan projects, vacant commissioner seats and the grant opportunity. The Public Art Commission would also like to work with staff to apply for grants to increase funding for public art in Salinas.

CEQA CONSIDERATION:

Not a Project . The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

STRATEGIC PLAN INITIATIVE:

The use of Municipal Art funds to enhance Public Art in Salinas supports City Council Strategic Plan Goal: Investment Strategies/Risk Management

DEPARTMENTAL COORDINATION:

LCS staff have been in communication with the City Attorney’s Office regarding impacts of grant projects and will coordinate with P ublic Works and Community Development around any mural or public art events that are supported using the Municipal Art Fund.

FISCAL AND SUSTAINABILITY IMPACT:

Fund balance is available in the Municipal Art Fund.

Response to the RFP
Scope of Services and Associated Investment

TMD Creative role base on the RFP will include, overall project coordination, marketing, educational outreach, and event coordination. Each of those areas are spe cifically outlined in the following pages. For ease of the reviewer, we have responded in the same order and with the same deliverables are outlined in the RFP.

1. Coordination – we have calculated an estimated number of hours to fulfill the obligations in the scope of services specific to coordination, our estimate based on project review is between 40 and 45 hours.
• Coordinate and attend a project kick -off meeting with the City’s Amor Salinas Project Team (Project Team)
• July 2021 – August 2021: Coord inate and attend bi -weekly Project Team meetings to ensure the Project remains on task and budget
• September 2021 – April 2022: Coordinate and attend monthly Project Team meetings to ensure the Project remains on task and budget
• May 2022 – July 2022: Meet with Project Manager as needed to wrap up final deliverables and work product
• Periodic phone calls with the Project Manager on an as needed basis to address any issues or follow-up needed between Project Team meetings
Estimated investment for SoS item 1: $6,600-7,450
Cost based on multiple team members participation

2. Marketing - Love Where You Live
• Develop marketing campaign that aligns with the Amor Salinas Strategic Plan and Project goals
• Develop print and digital marketing materials, inc luding images and flyers formatted in optimal sizing and resolution for social media and print in different formats • Develop radio PSA for event
• Make strategic marketing recommendations to increase interest and participation in Amor Salinas initiatives
Estimated investment for SoS item 3 $ 8,800 to $10,600

Many of us are familiar with the African proverb, “it takes a village to raise a child.” In reality it “takes a village” to achieve just about any meaningful change. This campaign's goal is to improv e the quality of life in Salinas based on two Community Restoration and Community Resiliency and DocuSign Envelope ID: 384A2C52-1920-4424-B1A5-2F050612FF83

what better way than bringing together people of all ages to come together and engage in beautification efforts working towards a common goal.

The key is to e ncourage neighborhood, religious, community, school and business groups to participate in a citywide cleanup to kick -off the initiative and make everyone feel included and heard to make their Salinas, their home, beautiful.

The messaging here would focus on:
• Inspiring the community to imagine and take action - creating challenges and encouraging community organizations to organize their own activities (3 -4 social media graphics to share ) • Involve all community groups to do what they do best - ex. business owners to beautify their areas and FFA groups to help plant (flyers and ads to share the events) •Educate while participating in the beautification efforts (graphics and gifs to encourage UCC (user-created content) and educational materials such as a b rochure or short videos)

Communication of these efforts will include creating flyers, ads, and social media and web graphics to share on various platforms and channels as described above. Although communications from the city will be vast, the real moveme nt here will be to incentivize the community to share what they are doing. Creating a hashtag like #MySalinas, #AmorSalinas, #BeautifySalinas would allow a place for the different community groups to share before and after photos, action shots, and landscape photos of the change. The goal here would be to create a trend on the content creation to build up to the event and even afterward. Something as simple as a progress video, could begin a trend.

3. Education - Discover Salinas
• Develop a one (1) education campaigns that align with the Amor Salinas Strategic Plan and Project goals
• Develop print and digital education materials, including images and flyers formatted in optimal sizing and resolution for social media and print in different formats Estimated investment for SoS item 3 $ 5,500 to $8,500*

Like mentioned above, an education campaign (bilingual) is an integral part of this initiative.

The campaign would be geared towards the youth in the community. The educational campaign would focus on creating pride living in Salinas “The Salad Bowl of the World” and would teach the community about Salinas history, culture, nature and of course, its uniqueness compared to any other place in the world. It would include photos and ads. The goal of the campaign: to instill a sense of pride and responsibility in each of the residents.
