CITY OF SALINAS
COUNCIL STAFF REPORT
DATE: DECEMBER 3, 2024
DEPARTMENT: FINANCE
FROM: SELINA ANDREWS, FINANCE DIRECTOR
TITLE: TECHNICAL ADJUSTMENTS FOR REMAINING
UNENCUMBERED AMERICAN RESCUE PLAN ACT FUNDS
RECOMMENDED MOTION:
A motion to approve a resolution:
1. Authorizing the City Manager to reappropriate any unencumbered ARPA project funding to the General Fund.
2. Authorizing the City Manager to appropriate general fund s to unencumbered ARPA projects in an amount not to exceed the previously approved project amount.
EXECUTIVE SUMMARY:
City Council allocated appropriations to nineteen (19) eligible projects through the use of American Rescue Plan Act (ARPA) funding. The projects were consistent with the intent of the Act and in alignment with previous Council guidance. In addition, Council considered the multiple needs of the Salinas community in terms of equitable continuation of City services, infrastructure, investments in water and sewer, and homeless support services. At this time, staff is providing an update and recommendations to ensure encumbrance deadlines are met and projects continue to move forward.
BACKGROUND:
On August 6, 2024, staff provided an update on the nineteen ARPA projects previously identified by Council and proposed certain ARPA funding reallocations. Council approved the reallocations and projects continued to move forward.
On September 24, 2024, staff provided another ARPA projects update to City Council and while there were no reallocations recommended at the time, Staff requested City Manager authority to reallocate funding as appropriate within the different projects identified with ARPA funding.
The City received its first allocation of ARPA funding on May 19, 2021 and the second on June 18, 2022. Per the federal guidelines issued for ARPA, local governments are required to obligate Page | 2
all ARPA funds (e.g., encumber funding through the issuance o f contracts/purchase orders) by December 31, 2024, and to expend all ARPA funds by December 31, 2026. A number of the community and economic recovery workstreams were anticipated to be spent over a multi -year period. Of the $51.6 million received ARPA fund ing, a remaining amount of $27.5 million is included in the FY 2024-25 Budget. While the City has made considerable progress in this effort, a total of $7.3 million remain unencumbered as of November 13, 2024 (based on expenditures at November 13, 2024). The table below identified the list of projects and remaining unencumbered amounts.
While it is anticipated that much of the remaining balance will be encumbered, w ith the Federal deadline approaching and to ensure that the City does not have to return any of the ARPA funds, in the abundance of caution staff now seeks authority for the City Manager to reallocate ARPA funding to other eligible uses. Additionally, staff is also requesting City Manager authority to appropriate general fund s to certain previously approved ARPA projects to ensure that those projects can continue moving forward if and as needed.
CEQA CONSIDERATION:
Not a Project . The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).

CITY OF SALINAS
COUNCIL STAFF REPORT
^
DATE: DECEMBER 3, 2024
DEPARTMENTS: HUMAN RESOURCES
FROM: MARINA HORTA-GALLEGOS, HUMAN RSOURCES DIRECTOR
TITLE: MODIFICATION TO CLASSIFICATION – SALARY SCHEDULE;
WORKFORCE ALLOCATION ADJUSTMENT
RECOMMENDED MOTION:
A motion to approve a Resolution modifying the Classification – Salary Schedule to include the new classification of Accountant Auditor and approve a workforce allocation adjustment that includes one Accountant Auditor in the Finance Department, one and one-half Senior Planners for the Community Development Department , and one Park Maintenance Worker over hire in the Library and Community Services, Parks Division.
EXECUTIVE SUMMARY:
Staff recommends that the City Council approve the attached Resolution modifying the Classification – Salary Schedule and approve the workforce allocation adjustments for the Finance, Community Development, and Library and Community Services Departments.
BACKGROUND:
The Community Development Department requests authorization to add one and one-half Senior Planners. In October 2024, the division's part time temporary Senior Planner resigned. This individual was responsible for processing the Salinas Ag -Industrial Center (SAIC) Specific Plan implementation applications and West and Centr al Area Specific Plan (WASP/CASP) Tentative Maps. Municipal Resource Group's July 2024 organizational assessment of the Current Planning Division found that the division is understaffed at the Senior Planner level given the volume and complexity of application and permits processed. Developers are moving forward in the WASP and CASP to submit applications for tentative maps, which require a high level of technical skill and ability to process applications and permits within the Permit Streamlining Act deadlines effectively and efficiently. Funding and workforce allocation is being requested to increase division technical staff capacity to manage the volume and complexity of its workload.
The Finance Department requests authorization to add one Accounta nt Auditor to support the accounting and auditing activities of the Department. This position will perform and assist departments with complex technical and professional accounting work, including general ledger Page | 2
research, preparation of various reconciliations, account analysis, and general account reporting. This classification requires hands-on accounting and financial analysis work, as well as coordinating and monitoring multiple projects and deadlines . Through the recruitment process for the higher-level Senior Accountant and Accounting Manager vacancies the City received more applications at the Accountant Auditor level. Staff recommends that a position at this lower level can provide great er support to the Department and provide a path for advancement in the future.
The Library and Community Services Department is requesting authorization to fill one over hire Park Maintenance Worker position. The Department has experienced a long-term vacancy due to an extended leave of absence and is requesting authorization to fill one position to be absorbed through attrition or added in preparation for staffing needs for the Carr Lake Park Project. The Department has an eligibility list for this classification and would move to fill one vacancy as soon as possible.
CEQA CONSIDERATION:
Not a Project. The City of Salinas has determined that the proposed action is not a project as defined by the California Environmental Quality Act (CEQA) (CEQA Guidelines Section 15378).
CALIFORNIA GOVERNMENT CODE §84308:
Government Code §84308/Levine Act does not apply to this item.
STRATEGIC PLAN INITIATIVE:
The proposed action meets the Effective and Culturally Responsive Government Council goal.
DEPARTMENTAL COORDINATION:
The Human Resources Department coordinated with the Community Development Department, Finance and Library and Community Services Departments in this effort.
FISCAL AND SUSTAINABILITY IMPACT:
Costs for the 4.5 positions identified total approximately $264,111 for the balance of the fiscal year (January – June 2025) and are appropriated in the FY 24-25 Operating Budget.
